De Israelische Terreur 222

Dit fotobijschrift is illustrerend voor het opportunisme van veel journalisten zodra het over de Palestijnen gaat. De strijders van Hamas worden militanten genoemd. De strijders van Fatah worden zonder kwalificatie aangekondigd, de strijders van Fatah zijn gewoon leden van 'veiligheidsdiensten'. Maar toen Israel het verzet van Fatah de kop in probeerde te drukken, noemden de westerse commerciele massamedia de strijders van Fatah militanten. Nu Israel en de VS de kant van Fatah steunen, steunen ook de journalisten Fatah door hun tegenstanders militanten te noemen. Zo werkt de westerse journalistiek. En de betrokken journalisten schamen zich geenszins voor dit schaamteloos opportunisme. Wat ook opvalt in de berichtgeving is het totaal ontbreken van een context. Zo schrijft Trouw als misschien wel de beste krant van Nederland:

'De vrees is groot dat de strijd zal leiden tot het instorten van het Palestijns gezag en een verder opdelen van Gaza en de Westoever tussen de islamitische Hamas en de nationalistische Fatah. Fatah was ooit dominant, maar verloor de laatste verkiezingen. Sindsdien is de strijd, alle bestanden ten spijt, verder opgelaaid.'

Let u op de kwalificaties: de nationalistische Fatah, die voor hun eigen volk opkomen en de islamitische Hamas, een soort vijfde kolonne, die bestuurd wordt door duistere extremistische krachten van buitenaf. Suggestie, impliciete mededelingen. Dan het zinnetje: 'Sindsdien is de strijd, alle bestanden ten spijt, verder opgelaaid.' Hoe zou dat nu komen beste Trouw-redactie? Waarom wordt er geen context gegeven? Bijvoorbeeld deze: in de Gaza-strook wonen ongeveer 1.4 miljoen Palestijnen op een gebied van 360 vierkante kilometer, dus op het dichtst bevolkte stukje gebied op aarde. De bewoners zijn nakomelingen van de Palestijnen die in 1948 tijdens de etnische zuivering van Israel verdreven werden uit hun land. Omdat Israel het luchtruim boven Gaza en de zee langs de kust van Gaza en de grenzen beheersen zijn de bewoners in dit gebied volkomen geisoleerd van het buitenland.

De internationaal gerespecteerde Zuidafrikaanse jurist John Dugard waarschuwt al geruime tijd voor de ernstige Israelische schendingen van de Geneefse Conventies. Dugard is niet de eerste de beste. Hij wijst al langer op de Israelische terreur tegen de Palestijnse burgerbevolking. Dugard is ad-hoc rechter van het Internationaal Hof van Justitie, VN rapporteur voor de mensenrechten in de Palestijnse Gebieden en heeft daarover een beklemmend rapport geschreven. De NRC: 'De Zuid-Afrikaanse jurist Jon Dugard, een mensenrechtenspecialist van de Verenigde Naties, heeft gisteren de Europese Unie en de Verenigde Staten gekritiseerd wegens het „negeren van van tientallen Israëlische schendingen van mensenrechten, volkenrecht en andere normen”. Volgens Dugard is het gedrag van Israël in de Gazastrook „moreel onverdedigbaar”.'
BBC: 'UN says Gaza crisis 'intolerable'
Standards of human rights in the Palestinian territories have fallen to intolerable new levels, says a UN expert on the Mid-East conflict.
John Dugard said Israel was largely to blame for turning Gaza into "a prison" and "throwing away the key". He also criticised Canada, Europe and the US for cutting funds to Palestinian Authority, run by the Hamas militant group which does not recognise Israel… Mr Dugard, UN special rapporteur on Palestinian human rights, said three-quarters of Palestinians in Gaza now depended on food aid - a result, he added, of Israeli military raids, blockades and demolitions.
"I hope that my portrayal... will trouble the consciences of those accustomed to turning a blind eye and a deaf ear to the suffering of the Palestinian people," Mr Dugard told the UN Human Rights Council in Geneva… More than 100 civilians have been killed in army raids and bombardments in the Gaza Strip. "What Israel chooses to describe as collateral damage to the civilian population is in fact indiscriminate killing prohibited by international law," he said…
Mr Dugard also criticised the embargo on funding to the Palestinian Authority since the victory by Hamas early this year. "Israel violates international law as expounded by the Security Council and the International Court of Justice and goes unpunished," he said. "But the Palestinian people are punished for having democratically elected a regime unacceptable to Israel, the US and the EU. "In effect, the Palestinian people have been subjected to economic sanctions - the first time an occupied people has been so treated," he said.'

Met andere woorden: de 1.4 miljoen Palestijnen daar leven geisoleerd van de wereld onder extreem slechte omstandigheden, arm en met een werkloosheidscijfer van rond de 70 procent. Het wachten was tot de situatie daar zou ontploffen.

Dit alles wisten Israel en zijn bondgenoten, de VS en Europa, die de democratisch gekozen Palestijnse regering bewust isoleerde. Hier is sprake van de aloude politiek van verdeel en heers, van een koloniale politiek, waarvoor door deskundigen keer op keer is gewaarschuwd. In een moderne tijd kun je niet een heel volk als in een middeleeuwse stad van de buitenwereld afsnijden. Maar dat begrepen onze westerse politici niet. Zeker niet als ze ook nog in de christelijke luchtgod geloofden. Ondertussen werd de belegerde Palestijnse burgerbevolking om de haverklap beschoten door de Israelische luchtmacht of het leger, zogezegd uit wraak voor beschietingen van Israel. Al die tijd bleven onze politici de Israelische terreur steunen en Hamas bekritiseren. Het resultaat van deze politiek is een burgeroorlog. Maar deze context geeft Trouw niet. Waarom niet? Nu is het net alsof vanuit het niets een burgeroorlog is ontstaan. Het resultaat van de Israelische en westerse politiek is contraproductief, wederom een feit waarvoor deskundigen herhaaldelijk op hebben gewezen. Nu meldt Trouw:

'Olmert opperde dat Verhagen mogelijk in Europa zou kunnen aandringen op het stationeren van een troepenmacht in het zuidelijk grensgebied van de Gazastrook, net zoals Unifil in het zuiden van Libanon. Het zou voor het eerst zijn dat Israël zich voorstander toont van zo'n multinationale troepenmacht.'

Burgeroorlog_in_Gaza

Toen Yasser Arafat keer op keer de westerse politici smeekte om een westerse troepenmacht te stationeren in de bezette gebieden om zo de Palestijnen te beschermen tegen de terreur van Israel, reageerden de westerse politici nooit. Nu eens opletten wat het Westen gaat doen, nu Israel door zijn eigen terreur en expansionisme zichzelf in een moeras heeft gewerkt.

The following statement was issued today by the Special Rapporteur on adequate housing as a component of the right to an adequate standard of living, Miloon Kothari: "As Special Rapporteur on adequate housing, I condemn in the strongest possible terms the artillery shelling of Palestinian homes by the Israeli defence force in Beit Hanoun that killed 19 innocent civilians and injured 60, including women and children. The explanation by Israeli authorities that this wantonly criminal act was a mistake is unacceptable. The shelling and subsequent killing of civilians indicates a premeditated military tactic constituting a form of collective punishment against the Palestinian people. "Since 25 June 2006, the most recent Israeli incursion into the Gaza Strip, I continue to receive alarming reports about deliberate attacks by Israeli forces resulting in the destruction of homes, civilian property and infrastructures in the Gaza Strip. Such acts have a devastating impact on civilians particularly, women and children, and create insecurity and psychological trauma. Thus, these forced evictions and unjustifiable destruction constitute breaches of international laws of human rights, war and humanitarian norms. International law strictly prohibits the destruction of private or public property when not absolutely necessary by military operations. According to United Nations Relief and Works Agency (UNRWA) the military operation in Beit Hanoun itself led, in a six-day military siege, to the destruction of dozens of houses. "Israel's practice of confiscating Palestinian land, demolishing Palestinian homes, closure and the implantation of illegal settlements also continues throughout the West Bank and Jerusalem, including those in connection with the Separation Wall. I also have learned of the colonization activities in the Jordan Valley, in particular, including the active involvement of the World Zionist Organization and Jewish National Fund. Such dispossession and destruction across the Green Line, within the continuum of population transfer policies and practices, are factors that underlie the ongoing conflict. I urge the State of Israel to cease these practices and restitute confiscated lands in the interest of regional peace and security. "These latest killings by Israel must act as a call for the international community to awaken from the inaction and hesitation that has marked its attention to the grave crisis in Gaza. In this context, I fully support the statement by Prof. John Dugard, the Special Rapporteur on the situation of human rights in the Palestinian territories calling on the United Nations Security Council to urgently address the crisis in Gaza. I urgently call for an international independent investigation of the events and the deployment of international forces in the region. I also urge the international community, in view of their human rights and humanitarian law obligations, to reconsider the continuation of military cooperation with Israel in light of the overwhelming evidence of violations of a range of human rights, including the right to adequate housing".'

22 maart 2007. GENEVE (ANP) - Er zijn ,,overeenkomsten'' tussen de Israëlische politiek in bezet Palestijns gebied en het vroegere apartheidsbewind in Zuid-Afrika. Dit heeft prof. John Dugard, de speciale VN-rapporteur voor mensenrechten in de Palestijnse gebieden, gezegd voor de VN-mensenrechtenraad in Genève. Dugard, zelf Zuid-Afrikaan en sinds 1998 hoogleraar volkenrecht in Leiden, beschreef de Gazastrook als een ,,opgesloten samenleving''. Op de Westelijke Jordaanoever leven de Palestijnen onder de ,,heerschappij van terreur'' van het Israëlische leger, aldus Dugard.
