"Fortis-topman Votron stapt op door crisis

Rotterdam, 12 juli.

'The $5 trillion mess
Fannie Mae and Freddie Mac were created by Congress to help more Americans buy homes. Now their shaky condition threatens the entire housing market.

Last Updated: July 11, 2008: 10:51 AM EDT http://money.cnn.com/2008/07/11/news/economy/fannie_freddie.fortune/index.htm
NEW YORK (Fortune) -- They own or guarantee $5 trillion worth of mortgages - nearly half of all the country's outstanding home loan debt - and they're crashing. Big time.
If Fannie Mae and Freddie Mac go under, it will wreak yet more havoc on an already wrecked housing market - making loans tougher to come by and possibly pushing hundreds of billions of dollars in cost on to U.S. taxpayers.
How could such a disaster have come to pass?
The two companies are so-called government-sponsored enterprises, created by Congress in 1938 (Fannie) and 1970 (Freddie) to help more Americans buy houses.
The companies' mandate is to maintain a market for mortgages - buying loans from banks, repackaging them as bonds, and selling those securities to investors with a guarantee that they will be paid. This makes lending more tempting for banks because Fannie and Freddie take on risks like missed payments, defaults and swings in interest rates.
But the companies are also publicly traded and try to maximize profits for shareholders.
As quasi-government programs, they've long carried an implicit guarantee that the feds wouldn't let them fail.
Their hybrid nature created both the opportunity and the temptation for the enterprises to take on more risk and to make themselves ever larger, more important and thus more profitable players in the mortgage market.
Very special treatment'

NEW YORK (Fortune) -- Here's a scary, and relevant, question to ponder as the housing market continues to slide: What would it take for the government to step in and help Fannie Mae and Freddie Mac, and how would a rescue affect you, the taxpayer?
It's been a brutal week for Freddie (FRE, Fortune 500) and Fannie (FNM, Fortune 500). A Lehman analyst report Monday kicked off a stock rout that had shares in the mortgage finance giants hitting fresh multi-year lows Thursday. Freddie plummeted 22% Thursday, to $8.00 a share; Fannie was down nearly 14%, to $13.20.
The beating is expected to continue Friday. Freddie shares were down 38% and Fannie was off nearly 50% in premarket trading.
The stock plunge, together with Fed Chairman Ben Bernanke's downbeat housing outlook on Tuesday, is forcing investors to consider what would happen if a bailout is needed - a prospect raised Thursday when William Poole, the former president of the St. Louis Federal Reserve, told Bloomberg the companies are already "insolvent."
Also on Thursday, The Wall Street Journal reported that officials at the U.S. Treasury Department have been monitoring the companies for months as part of its normal contingency planning, but that discussions about what to do should they collapse have picked up in recent weeks.
A grim outlook'

NEW YORK (CNNMoney.com) -- The plunging stock prices of mortgage finance giants Fannie Mae and Freddie Mac could make the recovery for the housing market and the overall economy much more difficult, analysts say.
Fannie and Freddie, which were set up by the federal government, play a crucial role in the credit markets. They buy large pools of mortgage loans made by banks and other lenders, attach a guarantee that the loans will be repaid and then sell securities backed by the future payments on those mortgages.
"The housing market can not recover unless Fannie and Freddie are out there actively securitizing home mortgages," said Jaret Seiberg, financial services analyst for research firm Stanford Group.
Shares of the two companies plunged Monday after a note from Lehman Brothers suggested that Fannie and Freddie might be forced to raise a combined $75 billion due to a pending change in accounting rules.
Spokespeople from Fannie (FNM, Fortune 500) and Freddie (FRE, Fortune 500) had no comment about their stock prices or the Lehman report.
Seiberg said the two companies don't need new capital right now to keep buying mortgages. But with both companies expected to report losses this year, they may need more capital down the road.
"They anticipate suffering more losses in the future and capital is one of your cushions against those losses," Seiberg said.
But with shares of Fannie and Freddie each plunging about 60% so far this year, finding investors willing to invest additional capital in the firms will be both problematic and expensive.
If Fannie and Freddie were suddenly unable to buy and back loans, banks would have their primary source of funding for making home loans choked off.
That would severely restrict the pool of potential home buyers, causing home price declines to accelerate from the record drop seen in the last year. That would make it tougher for the economy to rebound anytime soon.
Risk of a credit market meltdown'

NEW YORK (CNNMoney.com) -- The anxiety over Fannie Mae and Freddie Mac, crucial to a recovery of the battered housing market and the economy as a whole, reached fever pitch on Friday as shares plunged on speculation of a looming bailout.
Immediately after the markets opened, shares of Fannie (FNM, Fortune 500) and Freddie (FRE, Fortune 500) fell more than 47% from their already battered closing price the day before. They soon rebounded later in the morning but Fannie shares were still down 22% and Freddie shares were off 20% in midday trading.
The problems for Freddie and Fannie also weighed on broader markets, causing a sell-off in U.S. stocks, especially hitting major banks, Wall Street firms and home builders.
Fannie and Freddie hold or back $5 trillion between them, or about half the mortgage debt in the country.
They play a central role in the U.S. housing market, providing a crucial source of funding for banks and other home lenders, especially since a credit market crisis last summer left them the only major players in packaging pools of mortgage loans into securities for sale to investors.
If they were unable to do so, it would significantly raise the cost and restrict the availability of mortgage loans, causing significantly more problems for already battered housing prices and sales. That in turn would be another significant problem for the overall U.S. economy, as well as global credit markets.
The New York Times reported Friday that senior Bush administration officials are considering a plan to have the government take over one or both of the companies if their problems worsen.
The shares started to erase early losses when word came that Treasury Secretary Henry Paulson was set to speak. He said that the government's primary focus is making sure that mortgage giants Fannie Mae and Freddie Mac remain as presently constituted to carry out their mission.'

By Lucas Menget and Karim Hakiki from Hebron
In general, journalists aren’t accepted in Hebron’s old city, which is full of symbols and hatred.
FRANCE 24 spent several days on Al Suhada Street, known for the longest curfew in the history of the West Bank. Since 2001, the street has been “sterilized,” meaning that all its stores have been shut down following a decision by the Israeli army. Worse yet, Palestinians are forbidden from being anywhere near the street. To protect the settlers, Palestinians don’t have the right to walk in front of certain Jewish homes. At the outset, the Israeli army had taken such steps so as to stop the infernal cycle of violence and reprisals between the settlers and the Palestinians. But what was supposed to be temporary became permanent. As a result Al Suhada Street, as well as the Casbah of Hebron, are deserted and devoid of all human activity.
For the last several months, Israeli society has become more conscious of the scope of the damage. A group of former soldiers of Hebron have founded the organisation 'Breaking the Silence'. Their goal? To show, explain and denounce. To say loud and clear that military protection of settlers isn’t worth it, that the settlers are violent and force the army and the State of Israel to operate outside the law. Because Hebron is a lawless area, where soldiers regularly witness settlers breaking the law without having the right to intervene.
The police try to prevent ‘Breaking the Silence’ from entering the city. Arrests and deportations are frequent. FRANCE 24 was with the organisation’s founder when he was arrested and deported back into Israel from Hebron despite Israeli Supreme Court authorisation. Another NGO, B’tselem, has chosen to “arm” Palestinians with video cameras, allowing residents of Hebron to film the troubles they face.
Here is FRANCE 24’s investigation in the city that brings together many of the players in the Israeli-Palestinian drama. To watch Lucas Menget and Karim Haikiki' s report, click on 'play video'."

De Israelische Terreur 420
The third part of the report includes statistics of extra-judicial executions during the reporting period. These statistics showed that IOF committed 96 extra-judicial executions against Palestinian activists from all political parties in the Gaza Strip and West Bank. Israel accused them of involvement or planning operations against Israeli targets in the Occupied Palestinian Territory (OPT) or Israel. The total number of victims in these 96 crimes was 173 Palestinians: 150 were intended targets and 23 were civilian bystanders. The civilian victims included three women and three children. In the Gaza Strip, IOF committed 63 extra-judicial executions that killed 119 Palestinians (103 targeted and 17 bystanders); while in the West Bank IOF committed 33 extra-judicial executions that killed 54 Palestinians (50 targeted and four bystanders).
The report cited that since the beginning of the al-Aqsa Intifada, Israel committed 348 extra-judicial executions. These crimes killed 754 Palestinians, constituting 20 percent of the total number of Palestinians killed during the Intifada. These victims included 521 intended targets and 233 civilian bystanders. Among the civilian were 71 children and 20 women. The West Bank victims were 350 that included 274 targeted persons and 76 bystanders; and in the Gaza Strip, the victims were 405 that included 157 bystanders and 248 targets.
The fourth section of the report discusses the tools utilized by Israel to commit extra-judicial executions. The most notable tools are targeting by military aircraft, operations by under-cover units, ambushes and house sieges.
The fifth section includes stark examples of IOF extra-judicial executions during the reporting period. They included the extra-judicial execution targeting al-Hayya clan members in Gaza City on 20 May 2007 that resulted in the killing of eight victims, seven of them from the same family (including two children). A second example was the targeting of al-Yazji family members on 16 January 2008 that killed three persons: two brothers and a child.
The final section includes recommendations to the international community and the High Contracting Parties of the Fourth Geneva Convention. These recommendations call for immediate intervention to put an end to Israeli war crimes and human rights violations and to pressure Israel to respect the provisions of the Fourth Geneva Convention (1949). There is also a call for intervention to end Israeli extra-judicial executions that is considered a form of summary execution without trial. The Centre also called for prosecuting the perpetrators of these crimes, and for the provision of international protection for the civilian population of the OPT as the only means to prevent the recurrence of these crimes.

Oliver Lyttleton, British Minister of Production, stated in 1944: 'Japan was provoked into attacking America at Pearl Harbor. It is a travesty of history to say that America was forced into the war.' (…) Roosevelt knew that if Japan went to war with the United States, Germany and Italy would be compelled to declare war on America - thus entangling us in the European conflict by the back door. As Harold Ickes, secretary of the Interior, said in October 1941: 'For a long time I have believed that our best entrance into the war would be by way of Japan.'... Much new light has been shed on Pearl Harbor through the recent work of Robert B. Stinnett, a World War II Navy veteran. Stinnett has obtained numerous relevant documents through the Freedom of Information Act. In Day of Deceit: The Truth about FDR and Pearl Harbor (2000)....Stinnett reveals that Roosevelt's plan to provoke Japan began with a memorandum from Lieutenant Commander Arthur H. McCollum, head of the Far East desk of the Office of Naval Intelligence. The memorandum advocated eight actions predicted to lead Japan into attacking the United States. McCollum wrote: 'If by these means Japan could be led to commit an overt act of war, so much the better.' FDR enacted all eight of McCollum's provocative steps and more.... After meeting with President Roosevelt on October 16, 1941, Secretary of War Henry Stimson wrote in his diary: 'We face the delicate question of the diplomatic fencing to be done so as to be sure Japan is put into the wrong and makes the first bad move - overt move.' On November 25th, the day before the ultimatum was sent to Japan's ambassadors, Stimson wrote in his diary: 'The question was how we should maneuver them [the Japanese] into the position of firing the first shot....'

'New War Brewing: US, Israel Take Dangerous Stepsby Eric Margolis
GENEVA - The U.S., Israel and Iran are playing a very dangerous game of chicken that soon could result in a new Mideast war.
U.S. intelligence has concluded that Iran is not working on nuclear weapons. But the Bush administration and Israel, recently joined by France, are issuing increasingly loud threats of military action to frighten Iran into halting its nuclear enrichment program.Iran insists its nuclear program is entirely for civilian use. Tehran is alternating between conciliatory statements and threats to retaliate against any attack by inflicting economic chaos on the global economy. Europe fears the economic damage a war against Iran would bring far more than Iran’s nuclear program.Senior Israeli officials are openly threatening to attack Iran’s nuclear installations before President George W. Bush’s term expires. Early, this month Israel staged a large, U.S.-approved exercise using F-15s and F-16s to rehearse an attack over 900 miles - precisely the distance to Iran’s nuclear facilities. The highly regarded American journalist Seymour Hersh just confirmed that the U.S. Congress authorized a $400-million plan to overthrow Iran’s government and incite ethnic unrest. This column reported a year ago that U.S. and British special forces were operating in Iran, preparing for a massive air campaign. Israel’s destruction of an alleged Syrian reactor last fall was a warning to Iran. This week a Pentagon official claimed an Israeli attack on Iran was coming before year end.Other Pentagon and CIA sources say a U.S. attack on Iran is imminent, with or without Israel. The Bush administration is even considering using small tactical nuclear weapons against deeply buried Iranian targets.Senior American officers Admiral William Fallon and Air Force Chief Michael Mosley recently were fired for opposing war against Iran. According to Israel’s media, President Bush even told Israel’s Prime Minister Ehud Olmert that he could not trust America’s intelligence community and preferred to rely on Israeli intelligence.’

"Amnesty International was particularly alarmed by the repeated reports and allegations of ill-treatment of irregular migrants and asylum-seekers received in 2007-2008. Moreover, such allegations included complaints about ineffective investigations or other forms of follow-up into reports of ill-treatment."
"Amnesty International is even more concerned about the discovery by both the Committee for the Prevention of Torture and Amnesty International itself that such allegations seem to have been “softened”, concealed in investigative reports or reported with apparent bias in favour of the alleged perpetrators."

Obama and the Progressive Base
Thursday 10 July 2008
by: Norman Solomon, t r u t h o u t Perspective
Now, less than four months before Election Day, with growing disquiet among significant portions of Obama's progressive base, the current negative reactions can't be dismissed as potshots from the political margins. Even The New York Times, in a July 4 editorial headlined "New and Not Improved," has expressed alarm: "We are not shocked when a candidate moves to the center for the general election. But Mr. Obama's shifts are striking because he was the candidate who proposed to change the face of politics, the man of passionate convictions who did not play old political games."
But on July 8, Obama made a valid point - even if it wasn't exactly the point he was trying to make - when he disputed "this whole notion that I am shifting to the center" and argued: "The people who say this apparently haven't been listening to me." Overall, his career as a politician has embraced conciliation and compromise rather than pushing against centrist corporate agendas.
These days, an appreciable number of Obama supporters are starting to use words like "disillusionment." But that's a consequence of projecting their political outlooks onto the candidate in the first place.
The best way to avoid becoming disillusioned is to not have illusions in the first place.
The more that spotlights move from Obama's uplifting eloquence to his specific policy positions, complete with loopholes and wiggle room, it's predictable that some of his progressive base will become displeased - whether on issues related to the death penalty, fair trade, government funding of religious-based projects, Iraq, Iran, evenhandedness between Israel and Palestinians, gun control or (perhaps most flagrantly) warrantless surveillance.
On Wednesday, when Obama cast a vote in the Senate to undermine the Fourth Amendment, he fulfilled his frequent prediction during the primary season that "I will make mistakes." This was a very big one. As an attorney who's well acquainted with constitutional law, he participated in damaging one of the most precious provisions in the precious Bill of Rights.
Barack Obama is an extremely smart guy. And I can't remember a major contender for president less inclined to insult the intelligence of the public. Let's return the favor by directly challenging him when appropriate. We'd do him - and the Obama campaign, ourselves and the country as a whole - no favors by opting for silence instead.
We can help the Obama for President effort when we hold him to his good positions - and move to buck him up when he wavers.

Add to that a series of provocative statements by President Bush, the Vice President, and other top U.S. officials and former officials. Take Cheney's daughter Elizabeth, who recently sent this verbal message to the Iranians: "[D]espite what you may be hearing from Congress, despite what you may be hearing from others in the administration who might be saying force isn't on the table... we're serious." Asked about an Israeli strike on Iran, she said: "I certainly don't think that we should do anything but support them." Similarly, former U.N. Ambassador John Bolton suggested that the Bush administration might launch an Iranian air assault in its last, post-election weeks in office.
Consider as well the evident relish with which the President and other top administration officials regularly refuse to take "all options" off that proverbial "table" (at which no one bothers to sit down to talk). Throw into the mix semi-official threats, warnings, and hair-raising leaks from Israeli officials and intelligence types about Iran's progress in producing a nuclear weapon and what Israel might do about it. Then there were those recent reports on a "major" Israeli "military exercise" in the Mediterranean that seemed to prefigure a future air assault on Iran. ("Several American officials said the Israeli exercise appeared to be an effort to develop the military's capacity to carry out long-range strikes and to demonstrate the seriousness with which Israel views Iran's nuclear program.")
From the other side of the American political aisle comes a language hardly less hair-raising, including Hillary Clinton's infamous comment about how the U.S. could "totally obliterate" Iran (in response to a hypothetical Iranian nuclear attack on Israel). Congressman Ron Paul recently reported that fellow representatives "have openly voiced support for a pre-emptive nuclear strike" on Iran, while the resolution soon to come before the House (H.J. Res. 362), supported by Democrats as well as Republicans, urges the imposition of the kind of sanctions and a naval blockade on Iran that would be tantamount to a declaration of war.
Stir in a string of new military bases the U.S. has been building within miles of the Iranian border, the repeated crescendos of U.S. military charges about Iranian-supplied weapons killing American soldiers in Iraq, and the revelation by Seymour Hersh, our premier investigative reporter, that, late last year, the Bush administration launched -- with the support of the Democratic leadership in Congress -- a $400 million covert program "designed to destabilize [Iran's] religious leadership," including cross-border activities by U.S. Special Operations Forces and a low-level war of terror through surrogates in regions where Baluchi and Ahwazi Arab minorities are strongest. (Precedents for this terror campaign include previous CIA-run campaigns in Afghanistan in the 1980s, using car bombs and even camel bombs against the Russians, and in Iraq in the 1990s, using car bombs and other explosives in an attempt to destabilize Saddam Hussein's regime.)
Add to this combustible mix the unwillingness of the Iranians to suspend their nuclear enrichment activities, even for a matter of weeks, while negotiating with the Europeans over their nuclear program. Throw in as well various threats from Iranian officials in response to the possibility of a U.S. or Israeli attack on their nuclear facilities, and any number of other alarums, semi-official predictions ("A senior defense official told ABC News there is an 'increasing likelihood' that Israel will carry out such an attack..."), reports, rumors, and warnings -- and it's hardly surprising that the political Internet has been filled with alarming (as well as alarmist) pieces claiming that an assault on Iran may be imminent.
Seymour Hersh, who certainly has his ear to the ground in Washington, has publicly suggested that an Obama victory might be the signal for the Bush administration to launch an air campaign against that country. As Jim Lobe of Inter Press Service has pointed out, there have been a number of "public warnings by U.S. hawks close to Cheney's office that either the Israelis or the U.S. would attack Iran between the November elections and the inaugural of a new president in January 2009."

(Arabic: 'as-sawîra) at 31.5° N 9.8° W. This little town facing the Atlantic is located on the west coast of Morocco. Essaouira was founded in 1765. The oldest tombs date from 1776. These tombs are interesting. Contrary to Jewish tradition and Mosaic Law, they are sculptured with very marked human forms. These anthropomorphic tombstones sometimes bear epigraphic inscriptions and sometimes none. These monolithic tombstones are carved out of marine sandstone. Their size in length varies between a width of 1.50 meter and 2.00 m, 0.50 m and a height of 0.30 m. This kind of tombstone can be found in other Moroccan towns located mainly on the Atlantic and Mediterranean coasts. In some towns such as Xauen (Tetouan) certain tombs have been dated to the 16th century. In Spain, this kind of tombstones has been found in Murcia and also in the Barcelona Montjuif Cemetery. One of the tombs dated from the 12th century. Jewish stars on the doors to the mellah show the degree to which Jews were accepted in Essaouira, to the point that some of the richer Jews did not even live in the mellah. Commemorative plaques indicate the buildings in which synagogues were located. Former inhabitants of Essaouira, most of them Jewish, formed a committee to rehabilitate the town. An important member of the committee is King Hassan II's Economic Advisor, Andre Azoulay. The Jewish cemetery, just outside the city gates, is extremely well kept. The hiloula of Chaim Pinto is held in September."
Ze zou dit nog eens moeten lezen van een voormalige naaste medewerker van de huidige president Bush:'in a chapter titled "Selling the War," he alleges that the administration repeatedly shaded the truth and that Bush "managed the crisis in a way that almost guaranteed that the use of force would become the only feasible option.""Over that summer of 2002," he writes, "top Bush aides had outlined a strategy for carefully orchestrating the coming campaign to aggressively sell the war.... In the permanent campaign era, it was all about manipulating sources of public opinion to the president's advantage."'
(more…)'

"There is no doubt that we're seeing rising tensions in the area," Obama said in an interview from Capitol Hill with the NBC Today Show's Matt Lauer. "It's part of the reason why it's so important for us to have a coherent policy with respect to Iran.... It has to combine much tougher threats of economic sanctions with direct diplomacy, opening up channels of communication, so that we avoid provocation but we give the Iranians strong incentives to change their behavior."
Republican rival John McCain has criticized Obama's support for direct negotiations with a regime that the Bush administration has labeled part of the "Axis of Evil," maintaining that tough international sanctions will prevent Iran from posing a greater threat to the region. Others have criticized Obama's call for diplomacy with intractable adversaries as naïve.
But the threat demonstrated by Iran today is nothing new, Obama maintained, asked what he would tell Israel in the aftermath of the newest Iranian test.
"They've had this kind of long-range capability for some time," he told Lauer. "It's part of the reason why we've got to proceed aggressively with diplomacy in the region as a whole... We've basically been farming out diplomatic activity to the Europeans... Part of what we have to do is get the Europeans, the Chinese, the Russians to recognize that it is in nobody's interests, including Iran's, I believe, to have a nuclear weapon that could trigger a nuclear arms race in the region. That's something that I intend to make a No. 1 priority when I'm in the White House."
Iran said it had test-fired a missile capable of reaching Israel early this morning, as part of war games that escalate the sabre-rattling between the Islamic Republic and the West. The new version of the Shahab-3 missile was one of nine medium and long-range missiles launched from the desert during wider war gaming in the Strait of Hormuz, a vital waterway off the south of the country through which passes about 40 per cent of the world's oil.'

Rotterdam, 9 juli.

[RAMALLAH, 9 July 2008] - On the 4th anniversary of the landmark ruling by the International Court of Justice (ICJ), which found that Israel’s construction of the Wall in the West Bank, including East Jerusalem is illegal under international law, DCI/PS exposes the harmful impact of the Wall and its associated regime on the rights of Palestinian children and is challenging Israel’s continued construction of the Wall in total disregard of the 2004 ICJ advisory opinion. Today, the Israeli High Court will hand down its decision in the petition brought by DCI/PS and Al Haq on behalf of the residents of the West Bank village of Al-Nu’man. The majority of the residents of Al-Nu’man have West Bank IDs but have been cut off from the West Bank by the Wall which surrounds them on three sides and illegally incorporates the village into the Jerusalem municipality. The villagers are prohibited from visiting Jerusalem with West Bank IDs and in order to visit the West Bank must pass through a permanent military checkpoint in the Wall. No one other than the residents of the village are allowed through the checkpoint, even to visit for a few hours. Read more about the Al-Numan case on Al Haq's website. Movement of goods and people is severely restricted by the Wall and impedes the right of Palestinians to travel, work, access health and education services and visit family members and friends. The children of Al-Numan village, among others, are frequently harassed, searched and delayed at checkpoints causing fear, frustration and the loss of many school hours.. “ Through the construction of the Wall in the West Bank, Israel has confiscated vast amounts of privately owned Palestinian land and impoverished scores of families by depriving them of their assets and livelihoods. Israel has imposed severe restrictions on pupils and teachers accessing their schools and created significant and sometimes life-threatening restrictions on children’s access to healthcare”, said George Abu Al Zulof, DCI/PS General Director. John Dugard the outgoing UN Special Rapporteur on the oPt, in his final report to the Human Rights Council stated: “The Wall that Israel is at present building, largely in Palestinian territory, is clearly illegal”. He concluded his statement on the Wall by commenting: “The International Court of Justice in its Advisory Opinion on the construction of the wall found that it is contrary to international law and that Israel is under an obligation to discontinue construction of the Wall and to dismantle forthwith those sections that have already been built”. The ICJ further ruled on the obligation of other States “not to recognise the illegal situation” created by the construction of the Wall. The continued existence of the Wall and its associated regime four years after the ICJ ruling demonstrate once again Israel’s apparent contempt for its obligations under international law and the international community’s lack of commitment to the impartial respect and enforcement of Israel’s international legal obligations. Today, exactly four years after the ruling, DCI/PS again calls on the international community to demand that Israel immediately halts further construction of the Wall and dismantles the parts of the Wall illegally built in the oPt. DCI/PS further calls on the international community to oppose the Wall along with the settlements as a fundamental violation of the right of the Palestinian people to self-determination and an impediment to peace. Ends.'

SPEAKING FREELY
the foundations for a century of unbroken American political, military, and economic pre-eminence to be known as "Pax Americana". The US had played a key role in the Middle East since the Central Intelligence Agency (CIA)overthrew an elected Iranian government in 1953, replacing it with a monarch whose universally unpopular reign was terminated in 1979, when Iran's warring factions united to exorcise him. Iran's oil resources were the touchstone for the CIA intervention, even then. US domination of Iran and its oil, together with its strategic partnership with Israel, enabled it to call the shots throughout the Middle East until the Iranian revolution left it without either a regional powerbase or direct control over Middle Eastern energy resources. The vacuum created by the Iranian revolution had to be filled by a new outpost guaranteeing US influence over the region and its vital energy resources. Iraq and Iran were in the sights of US strategic and military planners. Foremost amongst them were the neo-conservative architects of the Project for a New American Century, including luminaries such as John Bolton, Dick Cheney, Richard Perle, Donald Rumsfeld and Paul Wolfowitz. The neo-conservative scenario was clear: a devastating military strike would knock out Iraq's powerful armed forces, and its population would welcome US liberators with open arms. The US would then immediately strike at Iran, considered to be as weakened by the Western-backed Iraqi war as it was by the draconian and unilateral US trade embargo. Before the world could collect its wits, both Iraq and Iran would have been under direct US control. But the best laid plans of mice and men ... The rationale for the US attack on Iraq has in the meantime been unmasked as a patchwork of deceit. The phrase "shock and awe", coined to describe the US blitzkrieg, came to describe the faltering responses of the US military to the chaos and confusion of occupied Iraq. Incompetence, maladministration and corruption were the hallmarks of the heavy-handed and inept US response to Iraqi assertions of sovereignty. The Iraqi parliament has so far resisted immense US pressure to hand over the exploitation of Iraqi oil to US and other foreign companies, and to guarantee more than 80 long-term US military bases on its soil. The US government has been seen to repeatedly trample on internationally accepted legal, human rights and ethical standards, sacrificing truth and honesty on the altar of expediency and self-interest.'
