This gentleman is criticised by Naomi Klein as being one of the architects of "Disaster Capitalism".
She points at him , being one of the guys creating a mess when the Russian Federation made its switch to capitalism , the Wild West period in Russia when a small group of looting oligarchs aquired state owned assets for a pittance. Putin was the guy who went after these guys to restore order, as far as I know.
So according to Wikipedia this guy is controversial. Yet very well-spoken...
