Vluchtelingenstroom 69



Vijf jaar voordat de Sovjet-Unie officieel werd ontbonden, vond op zaterdag 11 en zondag 12 oktober 1986 in IJsland een historische ontmoeting plaats tussen de Amerikaanse president Ronald Reagan en de Sovjetleider Michail Gorbatsjov. Op de agenda stond: wederzijdse drastische nucleaire ontwapening. Wat er achter de schermen gebeurde weet de rest van de wereld mede dankzij George Kennan, de Amerikaanse architect van de Containment Politiek, die ruim 40 jaar lang de hoeksteen is geweest van de westerse politiek tegenover Rusland. Kennan beschouwde de gladde Reagan als de 'greatest escape artist since Houdini,' en als een 'deeply prejudiced, ill-informed, and stubborn man, not above the most shameless demagoguery.' In de aanloop naar de bijeenkomst in Reykjavik had het Amerikaans staatshoofd een groep academische deskundigen  uitgenodigd 'who tell him things he likes to hear,' aldus het commentaar van een Amerikaanse geleerde tegenover The Washington Post. Kennan schreef:

Mr. Reagan does not object to a certain amount of windowdressing in the field of academic, scientific, and personal exchanges,

maar 

behind it — in the fields that really count — stands a stone wall he has no intentions of dismantling.

Aan de vertrekkende Anatoly Dobrynin, 24 jaar lang de Russische ambassadeur in Washington, liet Kennan in maart 1986 weten dat 'I have no cheerful thoughts to offer as you leave this country,' en hoewel 'the future is full of surprises — sometimes even pleasant ones,' zou in elk geval zou zeker Reagan niet voor geen 'plezierige verrassing' zorgen. 

In zijn met een Pulitzer-prijs bekroonde biografie van George Kennan wees de Amerikaanse leger- en marine historicus aan Yale University, John Lewis Gaddis, erop dat zijn protagonist   

saw the president at times as a sinister political wizard, at others as an amiable actor speaking lines sinister writers had prepared for him. Whatever he was, Reagan would never seek nuclear arms reduction. Thanks to him, 'we love these apocalyptic devices; we have taken them to our hearts; and we would not give them up if the Russians had none at all.' 

De goed geïnformeerde Kennan had gelijk. Ook hij wist dat

Public misperceptions in 1959 and 1960 that the Soviet Union had opened up a dangerous and growing lead over the United States in the deployment of intercontinental ballistic missiles (ICBMs) had fateful consequences beyond influencing an exceedingly close presidential election. What was then labeled 'the missile gap' also helped establish patterns in the nuclear arms race that persisted throughout the Cold War and beyond.

Een herhaling van die probate Koude Oorlogsretoriek zien we nu in het werk van Nederlandse opiniemakers als Geert Mak, Henk Hofland en Hubert Smeets, die opnieuw stemming maken tegen het zogenaamd 'expansionistische Rusland' dat de Europese NAVO-leden 'dwingt' te stoppen met het 'helemáál afbreken' van 'defensie,' om mijn oude vriend Mak weer eens te citeren. Wederom rechtvaardigen deze Atlantici een wapenwedloop, waarvan alleen het militair-industrieel complex profiteert, ten koste van onderwijs, gezondheidszorg, volkshuisvesting, kunsten en wetenschappen in de Europese Unie van 'Geen Jorwert zonder Brussel.' De Nederlandse mainstream-opiniemakers steunen het neoliberale systeem waarbij de NAVO, onder aanvoering van de Amerikaanse Deep State, de westerse overheersing met militair geweld zo lang mogelijk probeert af te dwingen. Vandaar de noodzaak van een indrukwekkend lijkende vijand, uitgerust met massavernietigingswapens, kortom: Rusland. Het spreekt voor zich dat het militair-industrieel complex dat meer dan de helft van het Amerikaanse 'discretionary federal budget' opslokt een rechtvaardiging nodig heeft. Het feit dat de NAVO na de ontbinding van het Warschau Pact op dit moment ruim dertien keer meer aan oorlogsindustrie uitgeeft dan de Russische Federatie wordt verzwegen, waardoor het geen rol speelt in de publieke opinie, en mijn collega's namens de financiële/economische/politieke elite de bevolking angst kunnen blijven aanjagen. En zo sluit het net zich. Hoe Rusland, dat door de sterk gedaalde olieprijs en het feit dat ze militair aanzienlijk zwakker is dan de NAVO, een bedreiging voor het Westen kan zijn, is een vraag die niet gesteld mag worden. Dezelfde situatie is weer ontstaan als die tijdens de hoogtij-jaren van de Koude Oorlog. Dat is belangrijk te weten, aangezien na de val van de Sovjet Unie duidelijk werd dat ondermeer de CIA al sinds het midden van de jaren zestig wist dat de Sovjet Unie te kampen had met een

Bovendien waren de beleidsbepalers in de VS ervan op de hoogte dat

Everyone in Russia in the early 1980s knew that the managers and technocrats in charge of the economy were using that absurdity to loot the system and enrich themselves. The politicians were unable to do anything because they were in the thrall of the economic theory, and thus of the corrupt technocrats. And above all no-one in the political class could imagine any alternative future.

In the face of this most Soviet people turned away from politics and any form of engagement with society and lived day by day in a world that they knew was absurd, trapped by the lack of a vision of any other way.

But in the late 1970s a post-political generation rose up in Russia who retreated from all conventional political ideologies, both communist and western capitalist, and instead turned to radical avant-garde culture — in music and in literature — to try and protest against the absurdity of the system,

zo schreef Adam Curtis, de befaamde Britse documentairemaker van de BBC, die hieraan toevoegde:

Despite the differences between east and west, I think that the fate of that post-political generation does offer a glimpse of what happens in a stagnant political culture when a door finally opens on a different kind of future. Especially as some of the choices they made were very unexpected — and the outcomes sometimes very sad.

Hetzelfde proces van corrumpering en depolitisering voltrekt zich sinds de jaren negentig eveneens in het Westen. Ook hier is sprake van economische, politieke en culturele stagnatie, alleen ontsnapt de mens in onze consumptiecultuur niet in een avant-garde cultuur, maar vlucht massaal in pillen en plat amusement. Op die manier slaagt de macht er tamelijk moeiteloos in om de Russen te brandmerken als de grote bedreiging van het 'vrije Westen.' Zoals George Kennan ten tijde van de ontmoeting tussen Reagan en Gorbatsjov tegen laatstgenoemde had willen zeggen:

You could give in to us on every point in our negotiations; you would still encounter nothing but a stony hostility in official American circles; and your concessions would be exploited by the President as evidence that he had frightened you into compliance, that the only language you understood was the language of force,

geldt exact hetzelfde ook nu, anno 2016. Het enige verschil met 1986 is dat Rusland onder president Poetin veel sterker ervoor staat, deels omdat het door ervaring momenteel in staat is dwars door het 'spel' van de Amerikaanse oligarchie heen te prikken. Professor Gaddis maakt de lezer van zijn biografie George F. Kennan. An American Life (2011) attent op het feit hoe diep het probleem in de VS zit. Hij schreef:

The problem was not just Reagan. Other powerful 'elements' in American society felt the need for an inhuman enemy 'as a foil (contrast. svh) for what they like to persuade themselves is their own exceptional virtue.' Through no fault of his own, Gorbachev had been cast in that role.

Fortunately, this communication went no further than Kennan's diary and his wife's seasoned discretion. For it sounded embarrassingly close to a dispatch, n0w published, that Kennan had sent from Moscow forty years earlier. 'Some of us here,' he had written the State Department then, had been trying to guess what the United States would have to do if it wished to win Stalin's trust. The list included unconditional surrender, complete disarmament, a transfer of power to he Communist Party, and even then 'Moscow would smell a trap.' Now, Kennan seemed to be saying, Gorbachev in his dealings with Reagan was facing an American Stalin.

Er is sinds de historische Reykjavik-bijeenkomst, 30 dertig jaar geleden, niets wezenlijks veranderd. De macht van wat Kennan op 15 oktober 1986 in zijn dagboek de 'elements' van het militair-industrieel complex noemde die een onmenselijke vijand nodig hadden 'as a foil for what they like to persuade themselves is their own exceptional virtue,' is nog steeds onbeperkt. Het toneelstuk is nog steeds hetzelfde, alleen de hoofdrolspelers hebben andere namen. Reagan is vervangen door Obama, Gorbachov door Poetin, maar dat zijn slechts personele veranderingen, het stuk gaat nog steeds over de hegemonie van de VS. Vandaar dat Hubert Smeets beschuldigend spreekt van het 'Poetinisme' alsof het over het 'Stalinisme' gaat. In zijn onverzadigbare behoefte naar erkenning is Hubert zelfs bereid te liegen. In een NRC-bespreking van de Russische film Leviathan koppelt Smeets het kwaad dat in de film overwint onmiddellijk aan '[h]et poetinisme.' Hoewel hij de regisseur Andrej Zvjagintsev had geïnterviewd, verzweeg Smeets bewust dat volgens Zvjagintsev zelf Leviathan een 'universeel verhaal' vertelt, zoals het NOS/NTR-televisieprogramma 'Nieuwsuur' berichtte. Zvjagintsev stelt met klem dat dit 'universeel' thema

overal kan plaatsvinden. En vanuit die gedachte besloten wij om het in Rusland te laten spelen. Omdat het leven hier ons nader staat, net als de levensstijl en de realiteit, dan een verhaal over een Amerikaanse boer. Het Westen wil de film graag als een politiek statement zien. Juist nu het actueel is. Maar dat zou kortzichtig zijn.'

Aangezien Smeets in zijn NAVO-propaganda niet zonder 'the need for an inhuman enemy' kan, heeft ook de kleine opiniemaker uit het kleine Nederland president Poetin 'als een contrast voor' zijn 'eigen' vermeende 'exceptionele deugdzaamheid,' net zoals volgens Kennan oud-filmster Reagan Sovjet-leider Gorbachov als het vlees geworden Kwaad nodig had, en dit alles omdat het westerse militair-industrieel complex niet zonder een monster kan, ook al besteedt dit monster dertien keer minder aan oorlogsvoorbereiding dan de NAVO. Smeets' corrupte houding is misdadig, maar omdat de Nederlandse mainstream-journalisten nauwelijks boeken van Amerikaanse deskundigen lezen, wordt zijn langdurige hetze door -- bijvoorbeeld -- de Volkskrant gekwalificeerd als een 'knappe intellectuele en historische speurtocht naar de wortels van de huidige spanningen tussen Rusland en Europa,' terwijl zijn vriend Geert Mak De wraak van Poetin (2015) als 'Diepgaand, verhelderen, verrassend' aanprees. De blinde helpt zijn blinde maten de greppel in. Het probleem is dat veel van mijn Nederlandse generatiegenoten in de luwte van de geschiedenis hebben geleefd en zich daarom weinig kunnen voorstellen bij een nucleair armageddon. Dus gaan zij onbekommerd door met het propageren van een conflict tussen twee nucleaire grootmachten dat tot een kernoorlog kan leiden. In zijn heruitgegeven War Stars. The Superweapon and the American Imagination (2008) beschrijft de Amerikaanse hoogleraar H. Bruce Franklin hoe Reagan's Strategic Defense Initiative -- in de volksmond het Star Wars programma geheten -- de Russen dwong om de kernwapen-wedloop voort te zetten. Eerst even als achtergrondinformatie:

Strategic Defense Initiative is het streven van de toenmalige president van de Verenigde Staten Ronald Reagan om te komen tot een raketschild in de ruimte, waarbij ballistische raketten van de Sovjet-Unie buiten de dampkring vernietigd konden worden. Door het futuristische karakter wordt het project ook wel 'Star Wars' genoemd, naar de filmsaga Star Wars.

Later is gebleken dat het SDI-project onmogelijk uitgevoerd kon worden door enorme kosten, maar de Verenigde Staten gingen door met het ontwikkelen van het project om zo de Sovjet-Unie te dwingen tot een respons. De Sovjet-Unie zou dan haar laatste miljarden investeren in een onmogelijk project. In de Sovjet-Unie begon inderdaad een project om haar bestaande System A-135 ruimteschild rond Moskou te verbeteren, maar dit project kwam uiteindelijk min of meer stil te liggen (wel waren er in de jaren 90 en in 2004 weer testen).

Hoewel president Reagan wist dat de Sovjet Unie aan het ineen storten was, weigerde hij het miljarden verslindende Star Wars-programma te stoppen, en wel omdat dit een beperking zou betekenen van de macht van het Amerikaans militair-industrieel complex. Het gevolg was dat: 

In the late 1980s, in response to Reagan's Star Wars proclamation, the Soviet Union had begun development of the Topol-M ballistic missile, designed to be invulnerable to any and all proposed missile defense schemes. After the collapse of the Soviet Union and the end of the Cold War Russia seemed to have neither a strong motive nor the ability to produce and deploy this weapon. Although a series of twelve tests were conducted between 1994 and 2000, large-scale production did not begin until Washington's twenty-first-century campaign for nuclear supremacy and global hegemony became blatant and directly threatening. But then Russia began rapidly producing, deploying, and presumably targeting the Topol-M on the United States.


The Topol-M is a fearsome weapon, with a range well over six thousand miles. Its swift solid-fuel launch would thwart almost any boost-phase intercept. It maneuvers in flight and deploys sophisticated decoys, thus making it virtually invulnerable to anti-missile missiles. Reflective coatings and radiation shields reportedly guard it from laser beams, electromagnetic pulses, and even nuclear explosions beyond five hundred meters. 

Evidently unstoppable by any form of missile defense once launched, the rapidly expanding Topol-M arsenal would also be difficult to annihilate in a first strike, thanks to its mobile launch capabilities. Since 2005, increasing numbers of Topol-M missiles have been deployed on off-road launchers that are continually changing locations; the missiles can be launched anywhere along these shifting routes. By 2006, the Topol-M originally designed to carry one one warhead, was being reconfigured to carry up to six MIRVed (MIRV staat voor Multiple Independently Targetable Reentry Vehicle, in het Nederlands: Draagraket van Meervoudige Onafhankelijke Richtbare Springkoppen, in dit geval waterstofbommen. svh) thermonuclear warheads, and it was also being modified to serve as the submarine-launched Bulava missile, with similar lethal capabilities. 

The Russian scramble to deploy these weapons may be the next stage in what some analysts see as the beginning of a New Cold War,one intrinsically more dangerous than the one that supposedly ended in 1991. Deprived of the buffer zone of eastern European  states, Russia has every reason to feel menaced by Washington's far more threatening new encirclement. By 2007, the United States had established bases in former Soviet republics, was actively engaged in warfare on Russia's southern border in Afghanistan, was attempting to establish permanent bases in Iraq, and had moved to set up missile defense bases in Poland the Czech Republic under the ludicrous pretext of defending Europe against nuclear ballistic attacks from Iran and North Korea. Given Russia's still vastly inferior nuclear forces, protected only by its antiquated and porous early-warning system, it may feel compelled by a ''use them or lose them' mentality to put its missiles on a launch-on-warning status. Add Russia's dubious command-and-control system, made even more unreliable by economic and political instability, and it's not hard to imagine lots of terrifying scenarios of nuclear Armageddon triggered by accident or blunder,

aldus professor Franklin, wiens boek War Stars door de New York Times werd beoordeeld als

een studie, die, volgens de Times-recensent, 'places our culture on the analyst's couch.' Franklin's boek toont uitgebreid aan dat sinds het officiële einde van de Koude Oorlog het Amerikaans militair-industrieel complex niets in macht heeft ingeboet. Integendeel zelfs. Geruime tijd voordat Vladimir Poetin in 1999, onder president Boris Jeltsin, als premier van de Russische Federatie aantrad, zocht de Amerikaanse Deep State in Washington zowel als op Wall Street een nieuwe vijand om met behulp van het militair-industrieel complex zijn hegemonie in de wereld af te dwingen. Zonder het bestaan van een 'Poetin' is de westerse elite niet in staat om enerzijds jarenlang te blijven bezuinigen op de eigen bevolking en anderzijds het gat tussen arm en rijk te laten groeien. Poetin verschaft het noodzakelijk 'contrast' in de goed-fout propaganda, zodat de macht zichzelf en haar ondergeschikten kan overtuigen van wat Kennan smalend 'their own exceptional virtue' betitelde. Hoe zwarter Smeets president Poetin kan afschilderen als een wraakzuchtig monster, des te harder hij kan roepen dat Obama witter dan wit is, '[d]at wil zeggen dat Obama gewoon boven de mens staat,' zoals 'onze' NRC-journalist in 2009 zijn publiek liet weten. Zijn NAVO-propaganda is geliefd bij wat Henk Hofland de 'politiek-literaire elite' in de polder noemt, en die bestaat uit een kleine kongsi, elkaar's berichten re-tweetende provinciale fanatici, die telkens weer in wisselend gezelschap opduiken op de Nederlandse, radio, televisie en in de kranten, weekbladen etc. Intussen speelt buiten dit virtuele wereldje de grote-mensen-realiteit, zoals die door professor Franklin aldus wordt beschreven:

Today, when more than half world's population inhabit nuclear-armed nations and when nuclear and other weapons of mass destruction could become instruments of terror wielded also by nongovernment entities, there are many more possible paths to doomsday than there were back in what some might consider the good old days of the Cold War…

But if the real threat to America comes from its own invented weapons of mass destruction brandished by shadowy networks of terrorists, what possible use is served by America's stupendous arsenal of superweapons? How can thousands of thermonuclear warheads possibly deter fanatical terrorists willing to die for their cause? 

Since you can't target terrorists with nukes but you can target nations, some suggest that the United States could achieve deterrence by threatening nuclear retaliation not only against nations that actually harbor nuclear terrorists but also against those that are lax about keeping nuclear material out of the hands of terrorists. For example, the chairman of the Senate Foreign Relations Committee, Democratic Senator Joe Biden, put it this way in a 2007 Wall Street Journal op-ed: 

'The U.S. has long deterred a nuclear attack by states, by clearly and credibly threatening devastating retaliation. We must make it clear in advance that we will hold accountable any country that contributes to a terrorist nuclear attack, whether by directly aiding would-be nuclear terrorists or willfully neglecting its responsibility to secure the nuclear weapons or weapons-usable nuclear material within its borders.' 

How would the United States determine which nation should be the target of nuclear retaliation? Biden proposes what seems a simple answer, based of course on American technological expertise: 'Today, because a nuclear bomb might be delivered in a rental van or a boat, the credibility of the new deterrence will rest on our scientific ability to examine the air and ground debris created by an attack to determine the source of the nuclear material.' Another 2007 Wall Street Journal op-ed, by Journal Editorial Board member Bret Stephens (the former editor-in-chief of the Jerusalem Post), insists on the absolute 'necessity of nuclear deterrence' and suggests that it would 'hinder Islamist terrorists if the U.S.'s declared policy in the event of a nuclear 9/11 was the immediate destruction of Mecca, Medina and the Iranian religious center of Qom.'     


De terreur van westerse politiek verantwoordelijken en van niet-westerse terroristen wordt mede mogelijk maakt door de woordvoerders van beide partijen. Vanuit dit besef kan men het fanatisme waarmee Hubert Smeets zijn anti-Rusland propaganda bedrijft, niet simpelweg afdoen als een manifestatie van westerse persvrijheid, want die vrijheid bestaat in de commerciële massamedia alleen voor de 'warmongers,' in dienst van de 'corporate media.' Het werk van Smeets is een symptoom van een levensgevaarlijke pathologie. Meer daarover de volgende keer. 


Hubert Smeets vertelt op deze Oekraïense zender dat er geen 'burgeroorlog' in Oekraïne bestaat, alleen maar 'wetteloosheid.' Deze zender 'Espresso TV,' is gelieerd aan Hromadske.TV, die 'publicly and privately' is 

funded and has a bank account (Privat Bank) posted on its website. Individual contributions in 2013 amounted to over 1.1 million Ukrainian hryvnias, -₴ and almost 1.5 million in the first quarter of 2014.
According to the interim financial report Hromadske TV was funded in 2013 by the Embassy of the Kingdom of The Netherlands (793,089 Ukrainian hryvnias, -₴-), the Embassy of the United States of America (399,650 ) and by George Soros International Renaissance Foundation (247,860). By June 2014 Hromadske TV had received another 558,842₴ from the Government of Canada, 394,181₴ from the Fritt Ord Foundation, 287,898₴ from the Embassy of the United States, Kiev, 207,402₴ from an auction organized by 'Dukat' (the Auction House) and 1,875,180₴ from individual contributors.

Gek, want ik weet dat de grootste terrorist en walgelijkste moordenaar van al

ook zeer velen mijn afschuw delen.

Zij zijn de hoop der natie, net zoals er hier muatis mutandis enkele zijn, zoals

Atlantische Commissaris Smeets, Grunberg (met zijn belangen in de VS), 'brothers
