Vluchtelingenstroom 66


For civilization, every act of destruction of its icons is an iconoclastic or terrorist act. When civilization destroys a way of life or culture different from its civilized order, this becomes civilizing action. This is the logic of colonialization. The extermination of colonized communities is not just brought about by the cracking of the whip or the shot of the cannon, but also by the clearcutting of forests and the construction of dams.

In zijn boek The Deep State. The Fall of the Constitution and the Rise of a Shadow Government (2016) beschrijft Mike Lofgren, een Amerikaanse voormalige 'senior analyst' van de begrotingscommissies van zowel de Senaat als het Huis van Afgevaardigden, de huidige situatie in de VS als volgt: 

Even as commentators decry a broken government that cannot marshal the money, the will, or the competence to repair our roads and bridges, heal our war veterans, or even roll out a health care website, there is always enough money and will, and maybe just a bare minimum of competence, to overthrow foreign governments, fight the longest war in U.S. history, and conduct dragnet surveillance over the entire surface of the planet. 

This paradox of penury (armoede. svh) and dysfunction on the one hand and unlimited wealth and seeming omnipotence on the other is replicated outside of government as well. By every international metric of health and living standards, the rural counties of southern West Virginia and eastern Kentucky qualify as third-world. So do large areas of Detroit, Cleveland, Camden, Gary, and many other American cities. At the same time, wealth beyond computation, almost beyond imagining, piles up in the money center of New York and the technology hub of Palo Alto. It piles up long enough to purchase a $95.000 truffle, a $38 million vintage Ferrari GTO, or a $179 million Picasso before the balance finds its way to an offshore hiding place. 

These paradoxes, both within the government and within the ostensibly private economy, are related. They are symptoms of a shadow government ruling the United States that pays little heed to the plain words of the Constitution. Its governing philosophy profoundly influences foreign and national security policy and such domestic matters as spending priorities, trade, investment, income inequality, privatization of government services, media presentation of news, and the whole meaning and worth of citizens' participation in their government. 

I have come to call this shadow government the Deep State. The term was actually coined in Turkey, and is said to be a system composed of high-level elements within the intelligence services, military, security, judiciary, and organized crime. In John le Carré's recent novel 'A Delicate Truth' (2013. svh) a character in the book describes the Deep State as 'the ever-expanding circle of non-governmental insiders from banking, industry and commerce who were cleared for highly classified information denied to large swathes of Whitehall and Westminster.' I use the term to mean a hybrid association of key elements of government and parts of top-level finance and industry that is effectively able to govern the United States with only limited reference to the consent of the governed as normally expressed through elections. 

The Deep State is the big story of our time. It is the red thread that runs through the war on terrorism and the militarization of foreign policy, the financialization and deindustrialization of the American economy, the rise of a plutocratic social structure that has given us the most unequal society in almost a century, and the political dysfunction that has paralyzed day-to-day governance. 

Edward Snowden's June 2013 exposure of the pervasiveness of the National Security Agency's surveillance has partially awakened a Congress that was asleep at the switch and has ignited a national debate about who is really in charge of our government. At the same time, a few politicians, most notably Elizabeth Warren of Massachusetts, are beginning to argue that the American economy is rigged. But these isolated cases have not provided a framework for understanding the extent of the shadow government, how it arose, the interactions of its various parts, and the extent to which it influences and controls the leaders whom we think we choose in elections. This book, based in large part on my experiences and observations while in public service, aims to provide that framework. 

Voor mijn collega's die het begrip 'Deep State' — dus de macht die achter de staat schuilgaat — te vaag vinden, is het behulpzaam om bijvoorbeeld de Bilderbergconferenties in gedachten te nemen, waarbij de westerse elite uit de financiële, economische, en politieke wereld, eens per jaar bijeenkomt om onderwerpen te bespreken waarover speciaal uitgenodigde journalisten niet mogen berichten. Welnu, Henk Hofland wil dat het Westen onder supervisie blijft van de Amerikaanse 'Deep State.' Nu 'het Westen zich [zal] moeten aanpassen,' dient de Amerikaanse oligarchie de leiding te nemen, zolang die maar een 'Democraat' als president naar voren schuift, in dit geval 'Hillary.' Volgens Hofland is zij namelijk 'de ideale kandidaat' voor zowel de Amerikanen als de rest van de wereldbevolking. En geen enkel redactielid of lezer van De Groene Amsterdammer stelt Hoflands absurditeiten ter discussie. De intelligentsia in de polder dobbert onbekommerd mee met de neoliberale stroom.  

Probleem is dat de zo gerespecteerde opiniemaker een provinciale buitenstaander is,  wiens bronnen de televisie en de dagbladen zijn, met hun opgeschoonde informatie. Zoals bekend kunnen en durven de mainstream-media de officiële consensus niet te doorbreken. Vandaar ook dat de ervaringen van binnenuit van een goed geïnformeerde bron als bijvoorbeeld Mike Lofgren door mijn collega's worden genegeerd. Zelfcensuur is voor de Nederlandse journaille de manier om te kunnen overleven. Een treffend voorbeeld van hoe die consensus functioneert, is het werk van mijn collega Hubert Smeets, de opgewonden redacteur buitenland van NRC Handelsblad die zo'n pathologische haat tegen Rusland koestert dat hij bereid is onwaarheden te verkondigen. Hubert is voor de gevestigde wanorde een onmisbare pion in het geopolitieke spel tussen de twee grootmachten, wiens boek De wraak van Poetin. Rusland contra Europa (2015) door zijn vriend Geert Mak gekwalificeerd werd als 'Diepgaand, verhelderen, verrassend. Hubert Smeets is, als geen ander, een geschiedschrijver van deze tijd.' Om de teneur van zijn verhaal te begrijpen, hoeft de lezer slechts de sterk manicheïsche boodschap in Hubert's 'Woord vooraf' te lezen, dat begint met:

Het is oorlog in Europa. Die oorlog wordt uitgevochten in Oekraïne en verdeelt het continent. Aan de ene kant staat een Europa dat wil geloven in de toekomst van de rechtsstaat. Aan de andere staat een Rusland dat terug wil naar de negentiende eeuw. Rusland heeft daarbij het initiatief en neemt zo wraak op de geschiedenis. Europa weer zich er amper raad mee en reageert met vallen en opstaan. 


Smeets' ideologisch wereldbeeld is zo simplistisch dat het bij een serieuze waarnemer op de lachspieren werkt. Omdat zijn hetze het product van een provinciale buitenstaander blijft, is de werkelijkheid zoals die door onder andere de gezaghebbende Amerikaanse hoogleraar H. Bruce Franklin wordt gegeven een verademing. In zijn heruitgegeven studie War Stars. The Superweapon and the American Imagination (2008), stelt Franklin ironisch dat de lezer zich niet ongerust hoeft te maken, aangezien de

horror story of the two superpowers' race for ultimate super weapons did not end with a global cataclysm. Instead, one of the two buckled and collapsed, partly because of the economic and political eight of its military colossus. In 1991, the Soviet Union unofficially dissolved itself. The Cold War was over!

Those who were gloating about how the USA had forced the USSR into a self-destructive arms race seemed oblivious to the self-destruction inflicted by he arms race on America. But that was all now past history. Now there was no longer any need for those world-threatening arsenals of two clashing superpowers. Indeed, there was only one superpower, one no longer menaced by an alleged international Communist conspiracy or any other enemy. Forget the nuclear freeze, Star Wars, the rule of the automatons, all those hundreds of billions of dollars and rubles spent on 'defense.' We could now spend the 'peace dividend' on health, education, the environment, transportation, housing, eliminating poverty, creating the postwar world of wonder Robert Fulton had glimpsed two centuries earlier, the 'World of Tomorrow' projected, ironically enough, in the 1939 World's Fair. 

But then suddenly a new nemesis appeared, a 'new Hitler,' a war-mad tyrant threatening the entire planet: Saddam Hussein. A war against Iraq began, quite coincidentally of course, during that final dissolution of the Soviet Union in 1991. The war lasted, however, only a few weeks and ended with the decisive and final defeat of Saddam Hussein. President George H. W. Bush, flush with victory, could even proclaim, 'By God, we've kicked the Vietnam syndrome once and for all!' Whatever that was supposed to mean. 

We soon found out. 

Wat volgde was de gecreëerde chaos in Irak, Afghanistan, Libië, Syrië, en tenslotte de chaos in het failliete en corrupte Oekraïne, waar extreem nationalistische groeperingen, financieel gesteund door het Westen — en met behulp van neo-nazi stoottroepen — het democratisch gekozen regime met veel straatgeweld wisten te verdrijven. Tegelijkertijd kon zo de president van de Russische Federatie worden bestempeld als de nieuwe grote vijand van het Westen, en slaagde het Amerikaans militair-industrieel complex -- waarvoor president Eisenhower al in 1961 waarschuwde -- erin een nieuwe vijand te creëren om de ruim 50 procent van het beschikbare federale budget dat het opslokt te  kunnen rechtvaardigen. Daar komt nog een ander element bij. Aangezien de Amerikaanse staat zelf door de wapenwedloop en het neoliberalisme is verarmd geraakt, en alleen door een buitenlandse schuld op te bouwen van inmiddels 18 biljoen dollar overeind weet te blijven, heeft hij een externe dreiging nodig om de interne cohesie te creëren. De oligarchie kan niet opereren zonder een vijand die de aandacht afleidt. Vandaar de noodzaak om opnieuw van Rusland de grote boeman te maken. Al in 1948 had de geestelijk vader van de containment-politiek, George Kennan, dit al gedaan toen hij in een geheim memorandum de Amerikaanse beleidsbepalers duidelijk maakte dat: 

Onze werkelijke taak in het komende tijdperk is een netwerk van betrekkingen op te bouwen die ons in staat stelt' de 'positie van ongelijkheid te handhaven… Daartoe zullen wij alle sentimentaliteit en dagdromen opzij moeten zetten en dient onze aandacht overal geconcentreerd te zijn op onze directe nationale doelstellingen… We moeten ophouden te spreken over vage en… imaginaire doelstellingen als mensenrechten, het verhogen van de levensstandaard, en democratisering. De dag is niet veraf dat we in pure machtsconcepten moeten handelen. Hoe minder we daarbij gehinderd worden door idealistische slogans, des te beter het is.

Betrekkelijk kort daarna realiseerde Kennan zich hoe desastreus zijn advies was geweest, want zoals de Amerikaanse historicus Mark Atwood in 2009 in de New York Times schreef:

The end of the cold war brought relief, even joy, for most Americans. With the crumbling of the Eastern bloc in 1989, more than four decades of anxiety seemed to be over. One of the few discordant voices came, surprisingly, from George Kennan, the former United States diplomat who had devised the 'containment' policy widely considered responsible for the Western triumph. 'I believe it would have happened earlier,' Kennan lamented less than a month after Germans began chipping holes in the Berlin Wall, 'if we had not insisted on militarizing the rivalry.'

Terecht constateerde Atwood dat:

acceptance of containment also brought Kennan disappointments that haunted him until his death in 2005. Kennan believed that the Soviet Union, however repugnant, posed little military threat to the West and urged that the United States rely mostly on economic and political means to resist Communist expansion… Kennan watched with regret as the United States subsequently poured enormous resources into weaponry and military bases.

Na een lang leven getuige te zijn geweest van de desastreuze machiavellistische realpolitik van de VS, schreef Kennan een gedesillusioneerde terugblik op zijn tijdperk. Aan het slot van zijn Sketches From A Lif(1989) stelde hij somber vast:

Ik beschouw de Verenigde Staten van deze laatste jaren van de twintigste eeuw als een in wezen tragisch land, begiftigd met uitstekende natuurlijke hulpbronnen die het snel aan het verkwisten en uitputten is, en met een intellectuele en artistieke intelligentsia van groot talent en originaliteit. Voor deze intelligentsia hebben de dominante politieke machten in het land weinig begrip of respect. Haar stem wordt doorgaans tot zwijgen gebracht of overschreeuwd door de commerciële media. Het is waarschijnlijk veroordeeld om, net als de Russische intelligentsia in de negentiende eeuw, voorgoed een hulpeloze toeschouwer te blijven van de verontrustende koers in het leven van de natie.

Maar omdat de elite in Washington en op Wall Street, na de val van de Sovjet Unie, meende eindelijk als enige 'superpower' in de wereld te zijn overgebleven, werd het militair-industrieel complex niet minder machtig, maar juist nog machtiger dan het al die Koude Oorlogsjaren was geweest. Dat is de belangrijkste verklaring voor de noodzaak van de 'oligarchie,' zoals oud-president Carter de macht in zijn land noemt, om Rusland vandaag de dag opnieuw als vijand te portretteren. De enige die van de verwachte 'peace dividend' profiteerde was de Amerikaanse oorlogsindustrie, waarvan het budget in het eerste decennium van de 21ste eeuw bijna verdubbelde, ten koste van ondermeer gezondheidszorg, onderwijs, sociale voorzieningen, kunsten, volkshuisvesting en de economie in zijn geheel. Ondertussen doen de westerse mainstream-media hun uiterste best om de publieke opinie ervan te doordringen dat deze desastreuze ontwikkeling noodzakelijk is voor de bescherming van 'onze democratie, onze variatie in ideeën, onze tolerantie, onze openheid tegenover andere culturen,' zoals Geert Mak dit alles zo moeiteloos weet aan te prijzen. Vooral nu is in zijn ogen 'onze democratie' zo kwetsbaar dat 'meneer Poetin,' Europa 'dwingt' om 'meer aan defensie uit te geven.' Op zijn beurt steunt Henk Hofland de 'oligarchie' met een soortgelijke stelligheid door te beweren dat 'President Poetin geen compromis [wil], zoals de praktijk van deze oorlog aantoont, en het dus noodzaak [is] voor het Westen om grenzen aan de Russische expansie te stellen.' En ook Hubert Smeets van NRC Handelsblad gedraagt zich als een bruikbare pleitbezorger van de NAVO-propaganda dat Rusland een bedreiging vormt voor een juiste 'verhouding tussen internationale geopolitiek en nationale soevereiniteit,' en voor een ordelijke 'relatie tussen traditionele invloedssferen en hedendaags zelfbeschikking.' Volgens Smeets  is er sprake van 

een eenentwintigste-eeuwse crisis omdat er in het huidige Europa geen wederzijdse afschrikking meer is en er daarom minder logische grenzen aan ons handelen meer zijn,

waaruit kan worden opgemaakt dat mijn generatiegenoot, die nooit de consequenties van een oorlog aan den lijve heeft ondervonden, naar nucleair vuurwerk verlangt, nu er, volgens hem, 'minder logische grenzen aan ons handelen zijn' door het ontbreken van de doctrine van de 'wederzijdse afschrikking.' Met andere woorden: de dreiging van een nucleair armageddon is, naar zijn oordeel, een rationele strategie, die 'logische grenzen' aangeeft aan de genocidale politiek van de 'wederzijdse afschrikking.' Nog korter gesteld: een mogelijke nucleaire holocaust moet gezien worden als het resultaat van het feit dat de 'logische grenzen' van de onlogische drift tot zelfvernietiging in de praktijk niet zo 'logisch' bleken te zijn. Mocht de kinderloze Hubert de falende strategie overleven dan kan hij altijd nog beweren dat zijn opvattingen moeten worden aangepast aan de realiteit. Er is geen andere conclusie mogelijk dan dat zijn houding even krankzinnig is als de doctrine van de 'Mutually Assured Destruction' zelf. De al eveneens kinderloze Geert Mak mag Smeets' 'logica' dan wel 'diepgaand, verhelderend' en 'verrassend' vinden, maar als vader van vier kinderen en vier kleinkinderen ben ik van mening dat hun opvattingen geenszins 'logisch' zijn. Ze zijn eenvoudigweg misdadig. In navolging van de gerenommeerde Amerikaanse historicus en filosoof Lewis Mumford stel ik dat opiniemakers als Smeets, Mak en Hofland 'madmen' zijn, die aan een buitengewoon ernstige psychische stoornis lijden. Immers,

[w]ithout a public mandate of any kind, the madmen have taken it upon themselves to lead us by gradual stages tot that final act of madness which will corrupt the face of the earth and blot out the nations of men, possibly put an end to all life on the planet itself.

Nu kan iemand als Mak wel verklaren 'in een genadige God,' te geloven, dus in 'een milde, liefdevolle God,' wiens 'genade'je 'overbrengt op je medemensen,' en 'dat je deel uitmaakt van een gemeenschap die de hele wereld omvat, dat er lijnen lopen tussen andere mensen en jou en tussen jou en God,' en dat deze veronderstelling hem 'soms troost,'verschaft en 'soms' zelfs 'ordening,'  en ik ben zelfs bereid Mak's bewering voetstoots aan te nemen dat de 'genade' van zijn 'genadige God' hem 'soms een gevoel van verantwoording,' geeft, en dat de goddelijke 'genade… lijn [geeft] aan' zijn 'handel en wandel' op aarde, en dat de Allerhoogste voor hem 'een vriendelijke, vaderlijke God,' is 'een milde man, die mensen doorziet in hun zwakheid,' maar wat ik onmogelijk kan accepteren van hem en de zijnen is dat zij bereid zijn het risico van de vernietiging van het leven op aarde te vergroten, louter en alleen omdat ze weigeren verantwoording te nemen voor hun absurde en misdadige houding. Wat moet de mensheid met Mak's opmerking dat hij in 'het hiernamaals' gelooft, om hieraan toe te voegen: 'hoewel ik ook wel eens denk dat het oordeel zich binnen jezelf voltrekt'?

Het met ideologische propaganda steunen van een genocidaal systeem dat 'mechanismen' heeft gecreëerd 'for universal extermination,' en tegelijkertijd toch geloven in een 'genadige God' is net zo ziek als het geloof in een 'democratie' die deze genocide legitimeert. De werkelijkheid van Mak, Smeets en Hofland is geen onderdeel meer van het rijk van de ratio. Hier stort de mens in de hel van irrationaliteit. Om in die hel terecht te komen heeft de mens geen 'liefdevolle God' nodig, maar een meedogenloze Duivel, wiens politiek optreden te vergelijken is met 'what Hitler did back in the thirties' zoals Hillary Clinton — die zelf vóór de illegale Amerikaanse inval in Irak stemde — over president Poetin beweerde. Om de macht van een falende elite te rechtvaardigen moet er een bedreigende vijand zijn, een hedendaagse 'Hitler,' de personificatie van het Kwaad op aarde. De politiek kan niet zonder het vijanddenken, vandaar dat het zowel bij 'linkse' politici als bij 'rechtse' politici wordt aangetroffen. Daarbij dient de lezer niet te vergeten dat vooral democratische politici per definitie onbetrouwbaar zijn omdat ze afhankelijk zijn van de grillige kiezers en dus alles in het werk moeten stellen om aan de macht te komen en te blijven. Een duidelijk voorbeeld van dit opportunisme geeft Hillary Clinton in haar memoires Living History (2003) waarin zij schreef dat:

I was also an active Young Republican and, later, a Goldwater girl, right down to my cowgirl outfit and straw cowboy hat emblazoned with the slogan 'AuH20.' (AU is symbool voor Goud, h2o is Water. svh)… I liked Senator Goldwater because he was a rugged individualist who swam against the political tide.

Senator Barry Goldwater stond evenwel niet bekend als een 'ruige individualist,' maar als een extreem-rechtse zuidelijke politicus uit Arizona, bekend vanwege uitspraken als:

Extremism in the defense of liberty is no vice (ondeugd. svh)… and moderation in the pursuit of justice is no virtue (deugd. svh),

een overtuiging die hij uitsprak tijdens 'his speech accepting the Republican nomination for president in 1964.' Voor progressieve Amerikanen gold en geldt nog steeds dat

In reality, Goldwater personally was just as awful as Goldwaterism -- the ideology which ultimately triumphed with Ronald Reagan in 1980. Consider:

1) Barry Goldwater would have irradiated the planet. In order to eliminate his enemies, a fanatic by definition will kill a great many innocents. This was the inevitable conclusion of brinksmanship, and Goldwater was the ultimate brinksman.

2) Goldwater, despite his convenient and belated denunciations (in one of his books -- but not the one ghostwritten by Brent fucking Bozell) of Richard Nixon's corruption and ruthlessness, was corrupt and ruthless himself, and the beneficiary, besides himself, was one Richard Nixon. Goldwater sabotaged Congressional investigations into the Greek angle of Watergate, obviously fearing that his connection to the slimy Tom Pappas would be revealed.

3) Goldwater was racist. Not in some banal, personal-private way in the OMG-he-said-those-people gotcha that is usually irrelevant, but in the truest, most important sense.

Over zijn racisme is het volgende bekend:

Goldwater rejected racism (though not nationalism), but try as he might, when discussing freedom he could not resist the tug of feudalism. He called states' rights 'the cornerstone' of liberty, 'our chief bulwark against the encroachment of individual freedom' by the federal government. In theory, states protected individuals rather than groups. But who in 1960 were these individuals?

Goldwater claimed that they were anyone and everyone, that states' rights had nothing to do with Jim Crow (racistische discriminatie die nog steeds in de jaren zestig in de zuidelijke staten bestond. svh). Yet even he was forced to admit that the South's position on segregation 'is, today, the most conspicuous expression of the principle' of states' rights. The rhetoric of states' rights threw up a cordon around white privilege. While surely the most noxious plank in the conservative platform — eventually, it was abandoned — Goldwater's argument for states' rights fit squarely within a tradition that sees freedom as a shield for inequality and a surrogate for mass feudalism.

From Ian Smith of Rhodesia's wikipedia entry:

In December 1967 Barry Goldwater, Senator from Arizona and Republican candidate for the 1964 presidential election, praised Smith in an interview with Harvey Ward in Salisbury, saying, 'We need more men like Ian Smith, I think, in the world today. We have too few leaders and I'd like to see him multiplied a little bit, and spread around.'

Goldwater's ideologische visie sloot destijds naadloos aan bij die van mevrouw Clinton. Maar toen midden jaren zestig de Amerikaanse jongeren begonnen te rebelleren tegen het benepen politieke en  culturele klimaat in de VS stapte de opportunistische 'Hillary' met het grootste gemak over van de Republikeinen naar het kamp van de Democratischepresidentskandidaat George McGovern, die door de gevestigde orde als extreem-links werd gezien. Daar, zo schreef zij, 'I quickly made some of the best friends I’ve ever had.' Want 'vrienden' zijn om te gebruiken. Vandaar dat Hillary Clinton zich nu zo moeiteloos aanpast aan de eisen van bevriende neo-conservatieve financiers van haar verkiezingsfonds. Hillary Clinton is een rasechte poseur, die alles zal doen om aan de macht te blijven, en dus nooit de belangen van de financiële en commerciële macht, en die van het militair-industrieel complex, aan banden zal leggen. Daarvoor heeft zij een te grote geldingsdrang en bezit zij een feilloos politiek instinct. Zij heeft bovendien teveel vernederingen geslikt om aan de macht te kunnen komen en te blijven. Ook zij zal zich met maximaal geweld inzetten voor het in stand houden van de ineenstortende Pax Americana. Hoflands 'Hillary' zal een agressievere buitenlandse koers varen dan president Obama, niet alleen omdat zij karakterologisch een 'havik' is, maar vooral ook omdat ze zich als vrouw in een mannenwereld zal willen en zal moeten bewijzen. Het gevaar daarbij is dat ze geen principes heeft, zoals zij haar hele carrière lang heeft gedemonstreerd. Niet voor niets worden'Hillary and Bill' in de VS gezien als het 'Teflon Paar.' Ook mevrouw Clinton zal doen wat de 'Deep State,' die haar naar voren heeft geschoven,  opdraagt. Er is geen wezenlijk verschil tussen vermeend 'links' en 'rechts' in de politiek, tussen Democraten en Republikeinen, tussen een zwarte man als president en een witte vrouw als president, allen doen wat 'the man says,' en 'the man' maakt geen onderscheid tussen zwart en wit, man en vrouw, zolang ze maar doen wat van hen verwacht wordt. Zo niet dan is er altijd nog de 'magic bullet,' die John en Robert Kennedy in het hoofd trof en hun brein verwoestte. Het is ook niet vreemd dat 'One thing Barack Obama and Mitt Romney seem to have in common these days is an appreciation for the neoconservative historian Robert Kagan,' zoals de New York Times op 14 februari 2012 berichtte.  

The Romney campaign has retained Mr. Kagan as a foreign-policy adviser, and according to news reports, President Obama has read and been influenced by a recent Kagan essay in The New Republic, which addresses 'the myth of American decline' and underscores the importance of the United States’ maintaining its 'global responsibilities,'

Mr. Kagan’s sometimes shaky reasoning is combined with a failure to grapple convincingly with crucial problems facing America today, the very problems that observers who worry about American decline have cited as clear and present dangers, including political gridlock at home, falling education scores, lowered social mobility and most important, a ballooning deficit.

In truth America’s deep state is, not unlike Turkey’s, a hybrid creature that operates along a New York to Washington axis. Where the Turks engage in criminal activity to fund themselves, the Washington elite instead turns to banksters, lobbyists, and defense contractors, operating much more in the open and, ostensibly, legally. U.S.-style deep state includes all the obvious parties, both public and private, who benefit from the status quo: including key players in the police and intelligence agencies, the military, the treasury and justice departments, and the judiciary. It is structured to materially reward those who play along with the charade, and the glue to accomplish that ultimately comes from Wall Street. 'Financial services' might well be considered the epicenter of the entire process. Even though government is needed to implement desired policies, the banksters comprise the truly essential element, capable of providing genuine rewards for compliance. As corporate interests increasingly own the media, little dissent comes from the Fourth Estate as the process plays out, while many of the proliferating Washington think tanks that provide deep state 'intellectual' credibility are similarly funded by defense contractors.

The cross fertilization that is essential to making the system work takes place through the famous revolving door whereby senior government officials enter the private sector at a high level. In some cases the door revolves a number of times, with officials leaving government before returning to an even more elevated position. Along the way, those select individuals are protected, promoted, and groomed for bigger things. And bigger things do occur that justify the considerable costs, to include bank bailouts, tax breaks, and resistance to legislation that would regulate Wall Street, political donors, and lobbyists. The senior government officials, ex-generals, and high level intelligence operatives who participate find themselves with multi-million dollar homes in which to spend their retirement years, cushioned by a tidy pile of investments.

America’s deep state is completely corrupt: it exists to sell out the public interest, and includes both major political parties as well as government officials. Politicians like the Clintons who leave the White House 'broke' and accumulate $100 million in a few years exemplify how it rewards. A bloated Pentagon churns out hundreds of unneeded flag officers who receive munificent pensions and benefits for the rest of their lives. And no one is punished, ever. Disgraced former general and CIA Director David Petraeus is now a partner at the KKR private equity firm, even though he knows nothing about financial services. More recently, former Acting CIA Director Michael Morell has become a Senior Counselor at Beacon Global Strategies. Both are being rewarded for their loyalty to the system and for providing current access to their replacements in government.

What makes the deep state so successful? It wins no matter who is in power, by creating bipartisan-supported money pits within the system. Monetizing the completely unnecessary and hideously expensive global war on terror benefits the senior government officials, beltway industries, and financial services that feed off it. Because it is essential to keep the money flowing, the deep state persists in promoting policies that make no sense, to include the unwinnable wars currently enjoying marquee status in Iraq/Syria and Afghanistan. The deep state knows that a fearful public will buy its product and does not even have to make much of an effort to sell it.

Of course I know that the United States of America is not Turkey. But there are lessons to be learned from its example of how a democracy can be subverted by particular interests hiding behind the mask of patriotism. Ordinary Americans frequently ask why politicians and government officials appear to be so obtuse (traag van begrip. svh), rarely recognizing what is actually occurring in the country. That is partly due to the fact that the political class lives in a bubble of its own creation, but it might also be because many of America’s leaders actually accept that there is an unelected, unappointed, and unaccountable presence within the system that actually manages what is taking place behind the scenes. That would be the American deep state.

The Obama administration has proposed quadrupling its budget for European operations next year to address 'Russian aggression.' Obama reportedly plans to significantly ramp up deployment of heavy weapons to NATO countries in Central and Eastern Europe, even as Russian military activity in eastern Ukraine has calmed. Defense Secretary Ashton Carter also sought a 50 percent increase in spending on the U.S.-led fight against the self-proclaimed Islamic State.
Defense Secretary Ashton Carter: 'While the basic elements of our resulting defense strategy remain valid, it’s also been abundantly clear to me over the last year that the world has not stood still since then—the emergence of ISIL and the resurgence of Russia being just a couple of the examples. This is reflective of a broader strategic transition underway, not unlike those we’ve seen in history following the end of other major wars.'

Some European countries want Russian sanctions lifted, McCain says US to decide





Senator John McCain says the US will decide when EU sanctions on Russia can be lifted. The issue of sanctions is expected to be discussed next week in Munich, with many EU countries unhappy that the restrictions are adversely affecting their economies. 

"I think there is clearly a lot of conversation amongst the Europeans about lifting the sanctions…There are many countries that are looking for the exit sign," McCain said, speaking to Sputnik. "I have been hearing it for months, that there is enormous pressure in a lot of countries, particularly Germany, to lift the sanctions."
However, the former failed US presidential candidate believes it is up to Washington if and when sanctions are eventually lifted, saying that the final decision will “to some degree depend on American leadership.”
The issue of sanctions is expected to be discussed at next week’s Munich Security Conference, which Russian Prime Minister Dmitry Medvedev is set to attend.
"It [sanctions] will be in the back-chatter, but it won't be visible,"McCain said. "It won't be out in the open in the conference, but there will be a lot of conversations among the Europeans."
McCain is right about one thing – the EU is unhappy about losing billions of euros in trade following the implementation of a retaliatory embargo by Moscow.
France’s Minister for the Economy, Industry and Digital Affairs Emmanuel Macron said in January that Paris will look to assist in the lifting of Western backed sanctions on Russia by the summer.
This is a view shared by representatives from the German-Russian Chamber of Commerce AHK, who are convinced that sanctions against Russia should be reviewed.
The organization’s president Rainer Seele mentioned that 80 percent of German businesses had felt the economic impact of the sanctions.
"The political effect of the sanctions is not noticeable, say representatives of the companies surveyed," according to Seele.
In December, Italy delayed an EU decision to extend economic sanctions, demanding that the measure be further discussed within the bloc following a meeting of EU envoys in Brussels.
US Vice President Joe Biden admitted in October 2014 that America’s leadership had to embarrass Europe to impose economic sanctions on Russia over the crisis in Ukraine, even though the EU was opposed to such a motion.
“It is true they did not want to do that,” Biden said.
“It was America’s leadership and the president of the United States insisting, and almost having to embarrass Europe to stand up and take economic hits to impose costs,” the US vice president declared.
EU sanctions against Russia were initially introduced in July 2014 for one year and were later extended over the crisis in Ukraine and the reunification with Crimea. They included restrictions on lending to major Russian state-owned banks, as well as defense and oil companies. In addition, Brussels imposed restrictions on the supply of weapons and military equipment to Russia as well as military technology, dual-use technologies, hi-tech equipment and technology for oil production.
Russia responded by imposing an embargo on agricultural produce, food and raw materials against countries that joined anti-Russian sanctions. Imports of beef, pork, poultry meat, fish, cheese, milk, vegetables and fruit have been banned. Moscow also launched a policy of import substitution.
