‘Failed State’ Status Here We Come?

Het laatste gedegen officiële onderzoek naar de onderwereld in de Nieuwmarktbuurt dateert alweer van negen jaar geleden. De NRCschreef destijds hierover:
De criminele scheefgroei op de Wallen 'is niet in vier jaar recht te trekken.' Het zou naïef zijn geweest om dat te denken, zei criminoloog Cyrille Fijnaut gisteren bij de presentatie van het eindrapport van Emergo, een samenwerkingsverband van de gemeente Amsterdam, politie, Belastingdienst, het Openbaar Ministerie en wetenschappers. Sinds 2007 proberen zij een beeld te krijgen van de structuren achter de criminaliteit in één van Amsterdams beruchtste buurten. Het rapport werd gepresenteerd midden op de Wallen. Burgemeester Van der Laan verwelkomde zelf de gasten voor de deur in de Barndesteeg. Even verderop schuifelden Britse toeristen langs de ramen met een rode gloed. 
Het beeld dat in het eindrapport van Emergo wordt geschetst van de Wallen is schokkend.
Zo ontdekten de onderzoekers dat  bij 'de helft van de vergunningsplichtige bedrijven op de Wallen werkt een leidinggevende met een strafblad. Bij coffeeshops ligt dat percentage nog hoger. Gedwongen prostitutie komt op grote schaal voor, veelal onder slachtoffers van mensenhandel uit Oost-Europese landen.' 

'Schokkend' misschien voor de onwetende mainstream-journalist, maar zeker niet 'schokkend' voor oudere onderzoeksjournalisten, onder wie ik, die al in de eerste helft van de jaren zeventig de handel en wandel van de penoze op de Wallen onderzochten. Bovendien vloog ik destijds voor de Nieuwe Revu naar Hong Kong, dat toen nog in handen was van het Verenigd Koninkrijk, om daar Britse autoriteiten van politie en bestuur te interviewen over de Chinese Triades, uiterst gewelddadige onderwereld conglomeraten, die toen hun werkterrein hadden uitgebreid naar Amsterdam, om daar op hun gebruikelijke manier de illegale heroïnehandel te organiseren.  Inmiddels leverde deze handel toen al wereldwijd miljarden op. Geld dat natuurlijk niet in een koffer onder een bed werd verstopt, maar dat via het grijze circuit van banken en onroerend goed werd witgewassen. Precies zoals nu in Amsterdam opnieuw  het onroerend goed een veilige manier is om zwart geld via tussenpersonen wit te wassen, waardoor het weer onderdeel wordt van de 'legale' economie. Zo heeft de Verenigde Naties ontdekt dat meer dan 90 procent van alle heroïne uit Afghanistan komt sinds de Taliban er werd verslagen. Dit voltrekt zich onder toeziend oog van NAVO-militairen, onder wie Nederlandse die pas in 2021 na lange tijd Afghanistan zullen verlaten, in het besef dat de miljarden euro's en dollars aan westers belastinggeld verspild zijn geweest om daar een democratie op te bouwen. 
Waar zijn nu die miljarden aan heroïnewinsten terechtgekomen? Voor een klein deel bij de boeren die de papaver verbouwen, voor een ander deel bij de tussenhandel in de Arabische wereld, in met name Egypte en Libanon, landen die door de CIA aangestuurd worden voor het behartigen van westerse geopolitiek belangen, zoals prominente Amerikaanse onderzoeksjournalisten al sinds de Vietnam-oorlog hebben aangetoond, toen de grondstof voor heroine nog uit de zogeheten Golden Triangle kwam. Daarnaast verdwijnt het grootste deel van de winsten in de zakken van onder andere Nederlanders,  die al een halve eeuw lang van Amsterdam het doorvoerpunt hebben gemaakt van hard en soft drugs. Ook dat geld verdwijnt deels in de onroerend goed. Voor een ander deel wordt ermee gespeculeerd op de beurzen, zoals de westerse inlichtingendiensten al geruime tijd weten. 
Nu zal een rijke Afghaanse drugshandelaar zijn geld nooit beleggen in een land dat al vier decennia in oorlog is. Dat geld wordt in het Westen geïnvesteerd in het besef dat daar sinds het neoliberalisme het meeste geld verdient wordt met geld, en niet met het produceren van goederen en diensten. Zo weten Amsterdamse insiders dat doorgaans de wafeltenten en de winkeltjes met allerlei hebbedingetjes onrendabel zijn, en vooral als facades functioneren van buitenlandse mafiosi. Inderdaad, de 
criminele scheefgroei op de Wallen' was 'niet in vier jaar recht te trekken.' 
En ook niet in negen jaar zoals wij anno 2020 weten. Je ziet er zelden klanten, terwijl Nederlandse ondernemers de afgelopen twee decennia hebben moeten uitwijken naar elders, aangezien zij niet bij machte bleken de hoge huren of de hoge panden-prijzen te betalen. 
Ondertussen is Amsterdam overspoeld door consumptie-toeristen, die niet geïnteresseerd zijn in ons cultureel erfgoed, maar in blowen, zuipen, op straat vreten, hoeren beloeren, en foeilelijke toeristen-rotzooi, met voorop badeendjes. Deze mallemolen ging allemaal ten koste van de bewoners van het centrum, zonder dat de horeca, de hoerenmadams, en de buitenlandse winkelbediendes zich hiervan ook maar iets aantrokken. De troep die hun klandizie achterliet moesten de bewoners maar zelf opruimen. 
Ineens was er de corana-virus, en kwam er abrupt een einde aan de zeven vette jaren, het consumptie-paradijs in handen van handige luitjes die zich op de Wallen en de Nieuwmarkt hadden verrijkt door middel van ondermeer de verkoop van bier, drugs en wafels aan de onderkaste uit andere landen. Het centrum werd zodoende opgescheept met ondermeer bezopen Britten, blowende EU-bewoners, aangevuld door de eeuwige hoerenlopers, en busladingen Aziaten.

The Blacks As Palestinians




We call on the Palestine solidarity movement in the US and elsewhere to stand with the Movement for Black Lives and other Black-led organizations in their righteous struggle for justice
The Palestinian BDS National Committee (BNC), the largest coalition in Palestinian society that leads the global BDS movement, stands resolutely in solidarity with our Black brothers and sisters across the US who are calling for justice in the wake of the latest wave of insufferable police murders of Black Americans, including George Floyd in Minneapolis, Tony McDade in Tallahassee, and Breonna Taylor in Louisville.
The growing protests by “the unheard” against police brutality in the US are fundamentally an uprising against an entire system of racist exploitation and oppression, exacerbated and nakedly exposed by the Covid-19 pandemic and its disproportionate toll on African Americans. This system is organically connected to the crimes perpetrated by US imperialism against peoples of color worldwide and rooted in the violent, racist and colonial foundation of the US.
The genocidal destruction of native American nations, the pillage of their wealth and resources, and the savage enslavement of millions of Africans constitutes the most profound pillars of what became the US. The deeply-seated white supremacist ideology that has guided and attempted to whitewash these crimes is still alive, albeit in different forms. This exclusionary ideology is encouraged by the flagrantly racist Trump White House and an insidious, less-audaciously racist liberal establishmentthat rhetorically condemns racism, even spews some empty promises, yet consistently fails to act on reparations, racial and economic justice, and ending the horrific system of criminalization and mass incarceration of Black Americans.
As Martin Luther King, Jr. once said, the “great stumbling block” in the stride by Black Americans toward freedom is not the KKK, “but the white moderate, who is more devoted to ‘order’ than to justice; who prefers a negative peace which is the absence of tension to a positive peace which is the presence of justice.”
We call on the Palestine solidarity movement in the US and elsewhere to stand withthe Movement for Black Lives and other Black-led organizations in their righteous struggle for justice, and for an abolitionist approach to police reform, reparation, and liberation. We endorse calls for targeted and strategic boycott, defunding and divestment campaigns against institutions, banks and corporations that are implicated in the system of racial injustice.
As indigenous people of Palestine, we have firsthand experience with settler-colonialism, apartheid and racist violence wielded by Israel’s regime of oppression - with the miliary funding and unconditional support of the US government -  to dispossess us, ethnically cleanse us, and reduce us to lesser humans. Our most important achievement as a people resisting colonial oppression, including through boycott campaigns, is our ability to remain steadfast and to resist their relentless attempts to colonize our minds with hopelessness, self-deprecation and surrender to their supremacy as fate.
Black people in the US, in South Africa and many other countries have survived centuries of the most inhumane forms of enslavement and racial oppression ever seen, teaching humanity as a whole precious lessons in perseverance, resistance and ingeniousness.
The system of structural racism in the US is violently enforced by paramilitary police departments, many trained by Israel, including the Minnesota police. These police forces have been tasked with doing whatever it takes to protect this rotten system of white supremacy and Black, Latinx and Indigenous disenfranchisement.
The indiscriminate, extrajudicial murder of Black Americans; the unconscionable US prison system; and the inhumane and racist treatment of migrants and asylum seekers at the southern borders are all symptoms of an increasingly militarized security state that is wreaking havoc and destruction against communities of color in the US and globally. As long as this system of oppression continues, it is up to our grassroots movements to work collectively and intersectionally to dismantle it, from the US to Palestine.
It is the duty of all people of conscience to uplift the struggle and the voices of our Black sisters and brothers. We call on our community to recognize the connectionsbetween the US’s domestic racial oppression and its racialized imperial oppression against people of color worldwide, as explained by Malcolm X and other Black thought leaders. Just as the occupying Israeli military forces serve to further entrench the apartheid system against Palestinians, the US police forces only serve to further entrench the system of American white supremacy and privilege.
We echo the sentiments of the American-Arab Anti-Discrimination Committee’s recent statement saying, "now is a time for us to listen to Black Americans and Black civil rights groups about their unique experiences and about how we can best support our collective struggle against injustice. It is also our duty ... to educate ourselves on the struggles our Black brothers and sisters face and how we can do our part to tackle anti-blackness."
To our Black brothers and sisters, your resilience in the face of brutal dehumanization is a source of inspiration to our own struggle against Israel’s regime of occupation, settler-colonialism and apartheid. We support calls such as this initiative from Minneapolis organizers to divest from militarism and policing and instead invest in community-led health and safety.
Recognizing that justice is won, not simply conceded, we reflect on James Baldwin’s advice to his nephew, “Please try to remember that what they believe, as well as what they do and cause you to endure, does not testify to your inferiority, but to their inhumanity and fear.”

The Elites Want War



What’s NATO Up to These Days? Provoking Russia, Draining Healthcare Budgets and Protecting Its Own from COVID

In November 2019, as experts warned that a novel coronavirus was likely to develop in the near-future, NATO boasted that its European Allies, including the UK, as well as Canada, were boosting their military budgets by an average of 4.6 percent, or an additional $130bn since 2016. The implication is that this increase in military spending is at the expense of healthcare, which is being privatized worldwide.
At least 2 percent of national military expenditure among NATO members goes towards funding the Organization. Meanwhile, experts warned that the World Health Organization (WHO) “continue[d] to experience immense financial stress. The precarious financial situation of the WHO has given rise to extensive dialogue and debate.” The US policymaking elite chose instead to enrich the masters of war. Trump’s record Pentagon budget includes a $139m contract to BAE Systems to build THAAD missile prototypes, starting FY21. It comes as the administration announces a halt to WHO funding.
Meanwhile, the WHO estimates that 80 million infants are at risk of diphtheria, measles, and polio, as regular vaccine programs are impaired by operational restrictions imposed by COVID. Due to lack of funds for safety implementation measures, the Sabin Vaccine Institute has stopped or reduced operations in 68 countries. Between March and April, over half of the 129 countries surveyed reported moderate-to-severe disruptions in vaccine programs.
AFGHANISTAN
NATO looks out for its own as it continues to be one of the occupying powers in Afghanistan, one of the poorest, most desperate nations on Earth. NATO describes protecting its personnel as “paramount.” There is no statement about the Afghan population, who live under NATO’s occupation and thus, if international law mattered, are in NATO’s charge. But NATO is not regarded as a formal occupying power, ergo it has no responsibilities in Afghanistan.
Unlike the governments of Britain and the US, NATO is following WHO guidelines on dealing with COVID-19. Its staff have the requisite personal protective equipment, unlike key frontline, civilian workers in the US and Britain. As British and American health workers, gig economy employees, transportation staff, and others, go unequipped, NATO’s Support and Procurement Agency has delivered for its staff a GeneXpert 16 COVID testing lab, as well as Thermo Fisher’s TaqPath Combo Kit, and Bio Fire machines. The mission, Resolute Support, started on 23 April in Afghanistan. As Trump cut funding for the WHO and blustered about underfunding NATO, in the real world US, Australian, and Norwegian taxpayers donated to NATO’s Resolute Support.
Meanwhile, UNICEF writes about the “deafening silence” in US-occupied Afghanistan. Citing the “ultravulnerable,” a news release notes that a child-friendly tent for internally-displaced persons in Hazrat Bilal, northern Afghanistan, “was a lively place where children could gather safely to chat, play and learn.” But recently, “Those happy sounds have been replaced by a deafening silence since the space was closed to reduce the risk of the coronavirus spreading.” In the absence of hi-tech communications networks, facilitators are going door-to-door, warning and informing about COVID-19. UNICEF is distributing soap in Herat, western Afghanistan, where, like in the rest of the country, few have clean water. UNICEF warns that school closures force abused girls into the dwellings of abusers and prevent teachers from observing signs of abuse. The increased poverty caused by COVID is also increasing the risk of child marriages.
NATO Secretary-general, Jens Stoltenberg, mentioned none of this in his May 17th address, in which he placed all of the onus on the Taliban to live up to their responsibilities to stick to ceasefire agreements.
LITHUANIA & POLAND
NATO’s Lithuania battlegroup is positioned on the border of Russia’s exclave, Kaliningrad. Lithuania also borders Russia’s last European ally, Belarus, which may soon fall to NATO. The battlegroup consists of 1,200 personnel from eight European countries and is described by NATO as being part of “the biggest reinforcement of the Alliance’s collective defence in a generation.” Beginning May 11th, NATO’s Forward Presence Battlegroup trained with British and Spanish pilots, operating from Šiauliai Air Base, as part of the Organization’s Baltic Air Policing mission. The training involves German and Norwegian Joint Terminal Attack Controllers. NATO describes these as soldiers specializing in guidance for aircraft. British Eurofighter Typhoons and Spanish F-18s were involved.
Perhaps instead of putting its population at risk of nuclear annihilation from a provoked Russia, the Lithuanian government—like the rest of the West—should spend its NATO money on public healthcare? Due to its lack of adequate public health facilities, Lithuania imposed a blunt lockdown to prevent the spread of COVID. Baltic media reported last year on the country’s “expensive and inefficient network” of hospitals. Political leaders “have been procrastinating for years” (sic).
Like Lithuania, Poland shares a border with Kaliningrad. NATO’s choice of appointments has done little to quash theories that COVID-19 is a bioweapon. Poland’s Lt. Col. Piotr Wachna commands NATO’s Combined Joint Chemical, Biological, Radiological, Nuclear Defence Task Force. NATO describes Wachna, Deputy Commander of the Polish Army’s 4th Chemical Regiment, as the expert “at the center of the COVID-19 fight.”
Putting a bioweapons expert “at the center” of COVID efforts on one of Russia’s borders is not a good look. The fact that Wachna leads both Poland’s military response to COVID, such as hospital cleaning in Wołomin and Płońsk, as well as heading NATO’s CBRN unit signals a blurred civilian-military line.
As Poland and the US spend $1.5bn out to December 2022 on a Raytheon-built Patriot missiles aimed at Russia, Poland’s healthcare system leaves the population wanting. The European Commission highlights Poland’s “long waiting times for medical services, poor working conditions and low pay for medical professionals.” In 2015, according to the report, “there were only 2.3 practising physicians (which is the lowest ratio in the EU) and 5.2 practising nurses per one thousand population.”
MIND YOUR MINES
Russia is strategically vulnerable in the Baltic Sea via the Gulf of Finland. Henning Knudsen-Hauge, Commander Standing NATO Mine Countermeasures Group One (SNMCMG1), says that “[t]he Baltic Sea is of high strategic importance for NATO and its partner nations, and therefore also a highly prioritized area of operation.” NATO recently completed its anti-mining exercise, Operation Spirit, without input from Russia in this strategically vital area. The annual exercise is hosted, on a rota, by Estonia, Latvia, and Lithuania. Ships from Germany, the Netherlands, and Norway, which shares a northeastern border with Russia, also participated.
Latvia borders the Russian mainland is, therefore, a major strategic NATO partner and a considerable threat to Russia. “Standing NATO Maritime Group 1 were in Latvian waters during the exercise, and also joined the exercise for a day,” says NATO. “They had recently been in Finland conducting joint training with the Finnish Navy, The Finnish Airforce and NATO Baltic Air Policing.” Finland also has a lengthy border with Russia.
Last year, Latvia’s Prime Minister Krišjānis Kariņš and Finance Minister Jānis Reirs responded to healthcare workers’ protests outside the Saeima (Parliament) by citing two decades of cuts and stating: “I am pessimistic on the topic of finding additional funds for healthcare workers. There will be no additional funds in [the] 2020 budget.” Last year, Finland’s PM Juha Sipilä resigned over protests triggered by social security and healthcare failures. Politico writesthat decentralization “led to widespread geographic variation when it comes to quality and access to health care services.”
CONCLUSION
As I write, 100,000 Americans, most of them elderly and/or vulnerable, have died from the effects of COVID. One of the few benefits of the virus is that it has impeded US troop deployments. The Hill reports: “Defense officials have extended a freeze on troop movement, held ships in port and laid the framework for what the military will look like in an extended pause because of the COVID-19 pandemic.”
The US and its allies exacerbate the threat of nuclear apocalypse by continuing to goad Russia with nonstop events, like those listed above. In the midst of these dangers, the lines between peace and war blur. On May 5th, United Nations’ Office for the Coordination of Humanitarian Affairs (UN OCHA) requested an emergency airlift of “humanitarian and/or medical items/patients” from NATO’s Euro Atlantic Disaster Response Coordination Centre. Locations include Ethiopia, Ghana, and South Africa. Frequency involves two flights per week. The UN agencies might have been able to manage this alone, had their budgets not been cut.

The Grim Future

With the specter of a New Great Depression hovering over most of the planet, realpolitik perspectives for a radical change of the political economy framework we live in are not exactly encouraging.
Western ruling elites will be deploying myriad tactics to perpetuate the passivity of populations barely emerging from de facto house arrest, including a massive disciplinary – in a Foucault sense – drive by states and business/finance circles.
In his latest book, La Desaparicion de los Rituales, Byung-Chul Han shows how total communication, especially in a time of pandemic, now coincides with total vigilance: “Domination impersonates freedom. Big Data generates a domineering knowledge that allows the possibility of intervening in the human psyche, and manipulating it. Considering it this way, the data-ist imperative of transparency is not a continuation of the Enlightenment, but its ending.”
This revamping of Foucault’s Discipline and Punish coincides with reports about the demise of the neoliberal era being vastly overstated. Instead of a simplistic plunge into populist nationalism, what is on the horizon points mostly to a Neoliberalism Restoration – massively spun as a novelty, and incorporating some Keynesian elements: after all, in the post-Lockdown era, to “save” the markets and private initiative the state must not only intervene but also facilitate a possible ecological transition.
The bottom line: we may be facing a mere cosmetic approach, in which the deep structural crisis of zombie capitalism – barely moving under unpopular “reforms” and infinite debt – still is not addressed.
Meanwhile, what is going to happen to assorted fascisms? Eric Hobsbawm showed us in Age of Extremes how the key to the fascist right was always mass mobilization: “Fascists were the revolutionaries of the counter-revolution”.
We may be heading further than mere, crude neofascism. Call it Hybrid Neofascism. Their political stars bow to global market imperatives while switching political competition to the cultural arena.
That’s what true “illiberalism” is all about: the mix between neoliberalism – unrestricted capital mobility, Central Bank diktats – and political authoritarianism. Here’s where we find Trump, Modi and Bolsonaro.
From Anthropocene to Capitalocene
To counterpunch zombie neoliberalism, those believing another world is possible dream of a social-democratic revival; wealth redistribution; or at least neoliberalism with a human face.
That’s where eco-socialism jumps in: a radical rupture with the diktats of the Goddess of the Market, the product of a healthy rebellion against ultra-authoritarian neoliberalism and illiberalism.
In sum, that could be seen as a soft adaptation of Thomas Piketty’s analyses: to break the domination of capital by economic democracy, in the spirit of mid-19th century social democracy.
It’s quite interesting, in this aspect, to consider Fully Automated Luxury Communism, by Aaron Bastani, a refreshing utopian manifesto where we see that once society is stripped off everything superfluous linked to alienation, it’s still possible for everyone to find all the necessary technical means to live “in luxury” without recourse to infinity growth imposed by Capital.
And that brings us to the direct link between the Anthropocene and what has been conceptualized by French economist Benjamin Coriat as the Capitalocene.
Capitalocene means that our current state of appalling planetary degradation should not be linked to an undefined “humanity” but “to a very defined humanity organized by a predatory economic system.”
The state of the planet under the Anthropocene must be imperatively linked to the hegemonic economic system of the past two centuries: the way we developed our system of production and legitimized indiscriminate predatory practices.
The bottom line: to go beyond it, the economy must be reoriented and rebuilt, part of a “big bang in public and economic policies.”
In the Anthropocene, Promethean humanity must be contained so the rape of Mother Earth can be properly tackled.
Capitalocene for its part describes Capital as the crucial root and conditioner of the current world-system. The result of the struggle against the ravaging effects of Capital will determine the possible future of eco-socialism.
And that refocuses the importance of the commons – way beyond the opposition between private property and public property.
Coriat has shown how Covid-19 laid bare the necessity of the commons and the incapacity of neoliberalism to address it.
But how to build eco-socialism? Should it start as eco-socialism in one country (somewhere in Scandinavia)? How to coordinate it across Europe? How to fight ossified EU structures from the inside?
After all both Restored Neoliberalism and illiberalism already count on powerful states and networks. A good example is Hungary and Poland continuing to function as cogs of the German industrial supply chain.
How to prevent someone like Bill Gates to take control of a UN organization, the WHO, thus forcing it to invest in programs that fit his own personal agenda?
How to change the WTO’s free market rules, according to which buying palm oil and transgenic soya contributes to the de facto deforestation of large tracts of Africa, Asia and South America? This is a state of affairs that allows wealthy nations to actually buy the destruction of ecosystems.
Revolution, not reform
Even if neoliberalism was dead, and it’s not, the world is still encumbered with its corpse – to paraphrase Nietzsche a propos of God.
And even as a triple catastrophe – sanitary, social and climatic – is now unequivocal, the ruling matrix – starring the Masters of the Universe managing the financial casino – won’t stop resisting any drive towards change.
Diversionist tactics supporting an “ecological transition” fool no one.
Financial capitalism is an expert in adapting to  – and profiting from – the serial crises it provokes or unleashes.
To update May 1968, what’s needed is L’Imagination au Pouvoir. Yet it’s idle to expect imagination from mere puppets such as Trump, Merkel, Macron or BoJo.
Realpolitik once again points to a post-Lockdown turbo-capitalist framework, where the illiberalism of the 1% – with fascistic elements – and naked turbo-financialization are boosted by reinforced exploitation of an exhausted and now largely unemployed workforce.
Post-Lockdown turbo-capitalism is once again reasserting itself after four decades of Thatcherization, or – to be polite – hardcore neoliberalism. Progressive forces still don’t have the ammunition to revert the logic of extremely high profits for the ruling classes – EU governance included – and for large global corporations as well.
Economist and philosopher Frederic Lordon, a researcher at the French CNRS, cuts to the inevitable chase: the only solution would be a revolutionary insurrection. And he knows exactly how the financial markets-corporate media combo would never allow it. Big Capital is capable of co-opting and sabotaging anything.
So this is our choice: it’s either Neoliberal Restoration or a revolutionary rupture. And nothing in between. It takes someone of Marx’s caliber to build a full-fledged, 21st century eco-socialist ideology, and capable of long-term, sustained mobilization. Aux armes, citoyens.
