Chris Kijne en de Gesubsidieerde Onwetendheid 11

 


James Halloran, van 1972 tot 1990 president van de International Association for Mass Communication Research, betoogde eens dat de media twee taken tegelijk vervullen — zij reflecteren en conditionerende publieke perceptie. Hij verdedigde de westerse ‘news values’ van de media als ‘negativity, conflict and sensationalism’ met het volgende argument:

In Western societies the products of journalists — their commodities — like others have to be sold. So the end product is going to be governed in a sense by market or commercial considerations and, over a period of time, not necessarily deliberately or consciously, what is good, what is accepted, what is conventional, comes to be the tenets of the journalistic profession. And these are governed by market forces. So in a sense it is what sells, that makes what is news, and that is how those values are developed and they will be developed in different ways in different social systems.  


Deze ontwikkeling is desastreus geweest voor de westerse ‘democratie.’ Elf jaar geleden, zondag 8 februari 2009 — nadat de Israelische strijdkrachten weer eens een grootscheeps bloedbad hadden veroorzaakt onder de Palestijnse burgerbevolking in Gaza — schreef ik het volgende over de collaborerende rol van de Nederlandse mainstream media:


Als we het over de massamedia hebben, dan hebben we het onvermijdelijk over 'de waarheid,’ over het feit dat onze massamedia elke dag weer bepalen wat de waarheid is en wat niet. Volgens de ombudsman van de Volkskrant, Thom Meens, 'moet de waarheid ergens in het midden liggen.' De waarheid verandert dus met de waan van de dag, aangezien de waarheid een reflectie is van de oplagecijfers. Hoe hoger de oplage des te groter de waarheid.


Over die waarheid concludeerde de Poolse journalist Ryszard Kapuściński  in 1988 dan ook:


Sinds de ontdekking dat informatie een product is die torenhoge winsten oplevert, is deze niet meer aan de traditionele criteria van waarheid en leugen onderworpen, maar is ze gaandeweg aan volkomen andere wetten ondergeschikt gemaakt, namelijk die van de markt, met hun streven naar steeds hogere inkomsten en naar een monopolie.


Het gevolg is dat informatie fundamenteel is veranderd, en daarmee ook de waarheid. Kapuściński:


Vroeger had de correspondent van een krant, een persagentschap of de radio een hoge mate van zelfstandigheid en het recht op eigen initiatief — hij zocht informatie, probeerde iets te ontdekken, iets te scheppen. Tegenwoordig is hij een pion die als een schaakstuk wordt verplaatst door zijn baas in de centrale (die zich aan het andere eind van de aardbol kan bevinden). Deze baas beschikt over informatie omtrent de gegeven gebeurtenis uit velerlei bronnen tegelijk, hij kan een heel ander beeld van de gebeurtenissen hebben dan de reporter ter plaatse. Zonder te wachten op de resultaten van het werk van zijn reporter informeert de centrale hem wat men van die gebeurtenis weet, en verwacht van hem louter en alleen een bevestiging dat de situatie er inderdaad zo voor staat als de centrale zich voorstelt.


Uit talloze internationale wetenschappelijke onderzoeken blijken de westerse commerciële media een onmisbaar instrument te zijn voor de disciplinering van de massa. Zonder plooibare opiniemakers zou de macht niet kunnen heersen. De Angelsaksische geleerde, wijlen Alex Carey, schreef in de jaren tachtig van de vorige eeuw dat:



Commercial advertising and public relations are the form of propaganda activity common to a democracy... In the 1940s Drew Dudley, then chief of the Media Programming Division of the Office of War Mobilization and Reconversion, not only observed with satisfaction that ‘advertising is peculiarly American,’ but added on a note of (perhaps rather less well founded) pride that ‘Hitler... employ[ed] the technique of advertising during the pre-war and war years, frequently referring to America's advertising during the pre-war and war years in glowing and admiring terms in Mein Kampf, and later utilizing advertising's powerful repetitive force to the utmost.’ […]


Contrary to common assumptions, propaganda plays an important role — and certainly a more covert and sophisticated role — in technologically advanced democratic societies, where the maintenance of the existing power and privileges are vulnerable to popular opinion.


Carey verwijst naar de invloedrijke Amerikaanse socioloog en psycholoog Harold Lasswell die in 1927 in een wetenschappelijk standaardwerk over propaganda-technieken had geschreven dat 'vertwijfelde democraten' die niet langer meer in de 'intelligentie van de publieke opinie' geloofden 'should themselves determine how to make up the public mind,' oftewel ‘how to bamboozle (voor de gek houden. svh) and seduce (verleiden. svh) in the name of the public good,' waaraan de gezaghebbende Lasswell de conclusie verbond dat juist in een democratie de waarheid ‘aan de meerderheid’ moet worden ‘voorgeschreven.’ Een advies dat onmiddellijk door de Amerikaanse heersende klasse werd overgenomen, uit angst voor de emancipatie van de arbeidersklasse.


Propaganda speelt in een parlementaire democratie onvermijdelijk een doorslaggevende rol, omdat geweld alleen in het uiterste geval kan worden gebruikt, aangezien het een waarheid als een koe is dat ‘men geen heerschappij kan uitoefenen tegen de publieke opinie in.’ De mythe van de democratie moet overeind worden gehouden als goedkoopste en meest praktische methode om de macht in handen van een elite te houden. Lasswell was niet de eerste de beste. Ook door de Nederlandse versie van Wikipedia wordt hij omschreven als ‘één van de creatiefste en invloedrijkste wetenschappers van zijn tijd,’ en als ‘de grondlegger van de hedendaagse politieke wetenschap en met name de politieke psychologie.’ Deze gezaghebbende wetenschapper schreef dat:



The modern world is busy developing a corps of men who do nothing but study the ways and means of changing minds or binding minds to their convictions. Propaganda... is developing its practitioners, its teachers and its theories. It is to be expected that governments will rely increasingly upon the professional propagandists for advice and aid.


Alex Carey voegde daaraan toe:


Such control through propaganda is, Lasswell concludes, a response to ‘the immensity, the rationality, the wilfulness of the modern world. It is the new dynamic of [a] society... [where] more can be won by illusion than by coercion.’


Op grond van deze feiten concludeerde Carey in de jaren tachtig van de vorige eeuw dat:


for sixty years in the United States propaganda techniques have been developed and deployed to ensure that, though the common man escape the coercive control of political despotism, he will remain manageable in the service of interests other than his own. Domestic propaganda is propaganda directed... inwards to control and deflect the purposes of the domestic electorate in a democratic country in the interests of privileged segments of that society.


Voor een goed begrip van hoe de huidige massamedia functioneren is de volgende informatie onmisbaar:  


In July 1997, twenty-five of America's most influential journalists sat down to try and discover what had happened to their profession in the years between Watergate and Whitewater (https://nl.wikipedia.org/wiki/Whitewater-schandaal. svh). What they knew was that the public no longer trusted the press as it once had. They were keenly aware of the pressures that advertisers and new technologies were putting on newsrooms around the country. But, more than anything, they were aware that readers, listeners, and viewers — the people who use the news — were turning away from it in droves (in grote groepen. svh)


There were many reasons for the public's growing lack of trust. On television, there were the ads that looked like news shows and programs that presented gossip and press releases as if they were news. There were the ‘docu-dramas,’ television movies that were an uneasy blend of fact and fiction and which purported to show viewers how events had ‘really’ happened. At newspapers and magazines, celebrity was replacing news, newsroom budgets were being slashed, and editors were pushing journalists for more ‘edge’ and ‘attitude’ (vorm. svh) in place of reporting. And, on the radio, powerful talk personalities led their listeners from sensation to sensation, from fact to fantasy, while deriding traditional journalism. Fact was blending with fiction, news with entertainment, journalism with rumor. 



Calling themselves the Committee of Concerned Journalists, the twenty-five determined to find how the news had found itself in this state. Drawn from the committee's years of intensive research, dozens of surveys of readers, listeners, viewers, editors, and journalists, and more than one hundred intensive interviews with journalists and editors, The Elements of Journalism is the first book ever to spell out — both for those who create and those who consume the news — the principles and responsibilities of journalism. Bill Kovach is de voormalige bureauchef van The New York Times in Washington. Tom Rosenstiel is de voormalige media-criticus van de Los Angeles Times. In de heruitgave van hun boek The Elements of Journalism: What Newspeople Should Know and the Public Should Expect (2007) is te lezen hoe ‘America's most influential newspeople’ dachten over de vraag: ‘What is journalism for?’ Door middel van: 


exhaustive research, surveys, interviews, and public forums, they identified the essential elements that define journalism and its role in our society. Zij kwamen tot de slotsom dat:


All truths — even the laws of science — are subject to revision, but we operate by them in the meantime because they are necessary and they work,


en voegden hieraan toe dat de westerse journalistiek ‘a practical and functional form of truth’ zoekt. Dat wil zeggen ‘It is not the truth in the absolute or philosophical or scientific sense,’ maar  veeleer ‘the truths by which we can operate on a day-to-day basis.’

Kortom, het is ‘de waarheid’ die nodig is om in een neoliberale werkelijkheid te kunnen overleven. Hier komt nog een doorslaggevend element bij, namelijk dat de Verlichting, de Moderniteit, het Neoliberaal Kapitalisme — of hoe men het ook wil benoemen — ervan uit gaat werkelijk de enige ‘waarheid’ te zijn. Kortom, de huidige neoliberale ‘functionele waarheid’ moet de leidraad zijn voor de gehele mensheid, en moet daarom al dan niet met geweld worden opgelegd, getuige de militaire agressie van de VS en zijn NAVO. In dit opzicht lijkt het op het christendom en de islam. Het heersende neoliberale geloof claimt een antwoord te hebben op elk vraagstuk in de wereld. De ‘corporate press’ speelt in deze ideologie dezelfde rol als de clerus voordat de protestantse Reformatie in de zestiende eeuw met een concurrerende ‘waarheid’ kwam. Het is nu in feite voor het eerst in de geschiedenis dat er wereldwijd nog slechts één waarheid geldt, namelijk de afgedwongen ‘waarheid’ van het neoliberale consumentisme, dat tot een angstwekkende verschraling van het bestaan heeft geleid, omdat ‘onze waarheid’ geleid heeft tot een beklemmend gebrek aan respect voor al het leven op aarde. Het resultaat is de vernietiging geweest van het zelfrespect. In haar essaybundel Slouching towards Bethlehem (1968) stelde de gelauwerde Amerikaanse journaliste en schrijfster Joan Didion in dit verband het volgende:



The dismal (akelige. svh) fact is that self-respect has nothing to do with the approval of others — who are, after all, deceived easily enough; has nothing to do with reputation, which’ is ‘something people with courage can do without,’ maar dat ‘character — the willingness to accept responsibility for one’s own life,’  de bron is ‘from which self-respect springs.’ 


Het is geenszins verwonderlijk dat Didion over zelfrespect schreef, aangezien er weinig beroepen zijn waar het ‘zelfrespect’ zo laag is als de westerse journalistiek, die in toenemende mate het domein is geworden van de narcist, die zich kenmerkt door een in het oog lopend gebrek aan ‘karakter.’ Tegelijkertijd wordt de narcist altijd omringd door sycofanten, die, als voetvolk, alles wat de narcist doet bewonderen. In een klein taalgebied als het Nederlands is dit problematisch, aangezien de narcist in de rol van opiniemaker onvoldoende serieuze kritiek krijgt, waardoor hij steeds gevaarlijkere meningen kan verkondigen. Nederland’s grootste historicus, Johan Huizinga, wees al een eeuw geleden erop dat als gevolg van de ‘burgerlijke sfeer’ in Nederland ‘Hypocrisie en farizeïsme hier individu en gemeenschap [belagen]!’ Welnu, dit is de context waarbinnen de polderpers en haar mainstream-opiniemakers opereren. Zij functioneren doorgaans niet als de controleurs van de machtigen, maar als pluimstrijkers die er alles aan doen om vooral de heersende consensus niet te schenden, een mentaliteit die overigens niet beperkt blijft tot de polder, maar in feite onlosmakelijk verbonden is aan de wetmatigheden van elk autoritair systeem, inclusief hert kapitalisme. Joan Didion:


At the mercy of those we cannot but hold in contempt, we play roles doomed to failure before they are begun, each defeat generating fresh despair at the urgency of divining (voorspellen. svh) and meeting (geconfronteerd worden met. svh) the next demand made upon us. 


De afgelopen decennia is het publiek steeds vaker getuige geweest van het weerzinwekkend tekort aan zelfrespect bij de narcisten die de media bevolken. Een schoolvoorbeeld van het polder-narcisme is de broodschrijver Arnon Grunberg, die — geheel in lijn met de neoliberale hetze tegen het grote ‘kwaad’ in de wereld — op 19 februari 2018 in zijn ‘voetnoot’ op de voorpagina van de Volkskrant verkondigde:


Dat ook extreem-rechtse krachten in Europa Poetin gelukkig maken moge duidelijk zijn.


Zeker, democratie kan met democratische middelen worden afgeschaft, maar soms is een extra zetje nodig, een Russisch zetje bijvoorbeeld.


Het Amerikaanse ministerie van Justitie heeft dertien Russen en drie bedrijven aangeklaagd vanwege het ondermijnen van de presidentiële verkiezingen in de VS in 2016 en het ondersteunen van Trump.


Zonder dat ook maar één van de ‘aangeklaagden’ was veroordeeld had Grunberg al een veroordeling uitgesproken door mee te delen:


Plaatsvervangend minister van Justitie Rosenstein verklaarde dat de Russen tweestrijd in Amerika wensten te promoten en het vertrouwen in democratische instituten hoopten te ondermijnen. In de praktijk kwam dat neer op het ondermijnen van Hillary's campagne, en door Trump, maar ook Bernie Sanders en Jill Stein, presidentskandidaat voor de Groene Partij, te ondersteunen.


Kortom, zonder zelf enig onderzoek te hebben verricht, wilde ‘onze’ Arnon het Volkskrant-publiek laten geloven dat een groepje van 13 Russen met slechts één miljoen dollar erin was geslaagd om Trump tot president te maken, ten koste van Hillary Clinton, die door:


her super-PACs raised a total of $1.2 billion, less than President Barack Obama raised in 2012. Her sophisticated fundraising operation included a small army of wealthy donors who wrote seven-figure checks, hundreds of bundlers who raised $100,000 or more from their own networks, and a small-dollar donor operation modeled on the one used by Obama in 2012. She spent heavily on television advertising and her get-out-the-vote operation, but in the end, her fundraising edge wasn't enough to overcome Trump's ability to dominate headlines and the airwaves.


Maar omdat Grunberg betaald wordt om meningen te produceren en niet om feiten boven tafel te halen, wierp hij niet de vraag op hoe het te verklaren is dat Clinton met 1200 keer meer geld in haar verkiezingskas toch de verkiezingen verloor van de Russen met hun armzalige één miljoen. Veelzeggend was eveneens dat Grunberg zweeg over het feit dat de Russische trollen


spent just 0.05 percent as much on Facebook ads as Hillary Clinton and Donald Trump’s campaigns combined in the run-up to the 2016 U.S. presidential election,


oftewel:


Without counting PACs, the top campaigns spent 1,760X more on election ads than one group of Russian meddlers puts the situation into context… But Facebook, Twitter and Google all confirmed that their investigations have found no evidence that the Russians uploaded voter registration contact info in order to individually target voters with ads.


Facebook had previously announced that $100,000 was spent on Facebook ads from June 2015 to May 2017 by Russian-linked disinformation sources, while an additional $50,000 was spent by Russians that signals indicate weren’t or were only weakly connected to an organized disinformation campaign.

Hoe is dan toch het vermeende overweldigende succes van de Russische campagne te verklaren? Dat moet toch de centrale vraag zijn van alle westerse politici, hun spinmeisters, de westerse inlichtingendiensten, met voorop de CIA, de mainstream media, en elk zichzelf respecterend reclamebureau. Maar geen van de deskundigen’ deed dit, en wel omdat serieus onderzoek zou uitwijzen dat de ‘Russen’ geen rol van betekenis konden spelen in de Amerikaanse presidentsverkiezing van 2016. Ook voor de volgende informatie, gepubliceerd in The Guardian van 5 januari 2017, had Grunberg, in zijn rol als propagandist, geen enkele belangstelling:


the US is a world leader in the field of intervening in the internal affairs of other countries. The alleged interference is far more extensive than hacking into emails belonging to unfavoured political parties. According to research by political scientist Dov Levin, the US and the USSR/Russia together intervened no less than 117 times in foreign elections between 1946 and 2000, or ‘one out of every nine competitive, national-level executive elections.’


Indeed, one cannot understand US-Russian relations today without acknowledging America’s role in the internal affairs of its defeated cold war foe. As Stephen Cohen puts it, after the collapse of the Soviet Union, the approach of US advisers ‘was nothing less than missionary — a virtual crusade to transform post-communist Russia into some facsimile of the American democratic and capitalist system.’


As soon as Bill Clinton assumed the White House in 1993, his experts discussed ‘formulating a policy of American tutelage,’ including unabashed partisan support for President Boris Yeltsin. ‘Political missionaries and evangelists, usually called “advisers,” spread across Russia in the early and mid-1990s,’ notes Cohen: many were funded by the US government. Zbigniew Brzezinski, the former national security adviser, talked of Russia ‘increasingly passing into de facto western receivership.’


The results were, to put it mildly, disastrous. Between 1990 and 1994, life expectancy for Russian men and women fell from 64 and 74 years respectively to 58 and 71 years. The surge in mortality was ‘beyond the peacetime experience of industrialised countries.’ While it was boom time for the new oligarchs, poverty and unemployment surged; prices were hiked dramatically; communities were devastated by deindustrialisation; and social protections were stripped away.



To the horror of the west, Yeltsin’s popularity nosedived to the point where a communist triumph in the 1996 presidential elections could not be ruled out. Yeltsin turned to the oligarchs, using their vast resources to run an unscrupulous campaign. As Leonid Bershidsky puts it, it was ‘a momentous event that undermined a fragile democracy and led to the emergence of Vladimir Putin’s dictatorial regime.’ It is even alleged that, in 2011, Putin’s key ally — then-president Dmitry Medvedev — privately suggested the election was rigged. In the run-up to the election, Russia was granted a huge US-backed IMF loan that — as the New York Times noted at the time — was ‘expected to be helpful to President Boris N Yeltsin in the presidential election.’


Yeltsin relied on US political strategists – including a former aide to Bill Clinton – who had a direct line back to the White House. When Yeltsin eventually won, the cover of Time magazine was‘Yanks to the rescue: The secret story of how American advisers helped Yeltsin win.’


Without the chaos and deprivations of the US-backed Yeltsin era, Putinism would surely not have established itself. But it’s not just Russia by any means, for the record of US intervention in the internal affairs of foreign democracies is extensive.


Take Italy in 1948: as the cold war unfolded, the US feared that a socialist-communist coalition would triumph in Italian elections. It barred Italians who ‘did not believe in the ideology of the United States’ from even entering the country; funded opposing parties via the CIA; orchestrated a massive propaganda campaign, including millions of letters from Americans of Italian origin; and made it quite clear, via the State Department, thatthere was ‘no further question of assistance from the United States’ if the wrong people won. Its efforts were a success. This was the first of many Italian elections featuring US interference.


Take the CIA’s self-professed involvement in the military coup that overthrew democratically elected secular Iranian president Mohammad Mosaddeq in 1953: it was ‘carried out under CIA direction as an act of US foreign policy, conceived and approved at the highest levels of government,’ as the agency later confessed. The nature of the 1979 Iranian revolution cannot be understood without it. Or what of CIA backing for Augusto Pinochet’s murderous overthrow of Salvador Allende in Chile in 1973?


There are more recent examples too. Take the military overthrow of Honduras’ Manuel Zelaya in 2009. The then secretary of state — a certain Hillary Clinton — refused to describe the toppling of Zelaya as a “military coup”, which would have required the suspension of US aid, including to the armed forces. Rather than call for Zelaya’s reinstatement, Clinton called for new elections. US assistance —  including military aid — continued as dissidents were treated brutally; as death squads re-emerged; as violence against LGBT people surged; and as widely boycotted unfair elections took place.


Allegations of Russian interference in the US elections are undoubtedly alarming, but there’s a double standard at play. Meddling in foreign democracies only becomes a problem when the US is on the receiving end. The US has interfered with impunity in the internal affairs of so many other countries. The day that all such interference is seen for what it is — a democratic outrage, unworthy of any great nation — will be a great day indeed.

Niets van al deze feiten was terug te vinden in Grunberg’s betoog dat ‘[p]laatsvervangend minister van Justitie Rosenstein’ had verklaard ‘dat de Russen tweestrijd in Amerika wensten te promoten en het vertrouwen in democratische instituten hoopten te ondermijnen.’ Sterker nog, Grunberg wijdde geen woord aan het feit dat dezelfde Rod Rosenstein een maand eerder had verklaard dat:


I want to caution you that everyone charged with a crime is presumed innocent unless and until proven guilty in court. At trial, prosecutors must introduce credible evidence that is sufficient to prove each defendant guilty beyond any reasonable doubt to a unanimous jury. The special counsel's investigation is ongoing. There will be no comments from the special counsel at this time,


en dat Rosenstein, op grond van zijn ervaringen, tevens had benadrukt dat: ‘In politics — as in journalism — the rules of evidence do not apply.’ Zo mogelijk nog relevanter  is het feit dat twee dagen voordat Grunberg suggereerde dat de Russen hadden getracht de Amerikaanse democratie ‘af te schaffen’ het Amerikaanse ministerie van Justitie officieel had laten weten dat:


There is no allegation in the indictment that the charged conduct altered the outcome of the 2016 election.

Daarnaast berichtte The New York Times op maandag 16 maart 2020 dat: 


The Justice Department moved on Monday to drop charges against two Russian shell companies accused of financing schemes to interfere in the 2016 election, saying that they were exploiting the case to gain access to delicate information that Russia could weaponize.


The companies, Concord Management and Concord Consulting, were charged in 2018 in an indictment secured by the special counsel, Robert S. Mueller III, along with 13 Russians and another company, the Internet Research Agency. Prosecutors said they operated a sophisticated scheme to use social media to spread disinformation, exploit American social divisions and try to subvert the 2016 election.


Unlike the others under indictment, Concord fought the charges in court.

Het merendeel van deze beschuldigingen is afkomstig van inlichtingendiensten als de CIA, waarvan de huidige Amerikaans minister van Buitenlandse Zaken, Mike Pompeo, op 15 april 2019 zijn gehoor op de Texas A&M University lachend vertelde:


I was the CIA Director; we lied, we cheated we stole. We had entire training courses. 


Pompeo was trots op dit feit en voegde hieraan nog eens toe:


What’s the cadet motto at West Point? You will not lie, cheat, or steal, or tolerate those who do. I was the CIA director. We lied, we cheated, we stole.  It was like we had entire training courses. It reminds you of the glory of the American experiment



Dit weerhoudt mijn mainstream collega’s van de polderpers niet om CIA-informatie klakkeloos door te geven, in plaats van allereerst alle beweringen te onderzoeken of in een context te plaatsen voordat zij het publiek ermee bestoken. Zij werken binnen een aloude traditie van westerse verslaggeving. Zo verheerlijkte de beroemde Britse dichter Rudyard Kipling al in de tweede helft van de negentiende eeuw het westers kolonialisme met gedichten als The White Man’s Burden, waarin de roofzucht van de witte man ideologisch werd verkocht als de last die het Westen moest dragen om zijn moreel superieure  beschaving te verspreiden. Hoe de witte elite dacht over haar eigen voetvolk wordt overduidelijk door hetgeen Kipling in 1888 schreef over de Britse soldaat, die:


has received just sufficient education to make him understand half the purport (strekking. svh) of the orders he receives, and to speculate on the nature of clean, incised, and shattering wounds. Thus, if he is told to deploy under fire preparatory to an attack, he knows that he runs a very great risk of being killed while he is deploying, and suspects that he is being thrown away to gain ten minutes’ time…


Armed with imperfect knowledge, cursed with the rudiments of an imagination, hampered by the intense selfishness of the lower classes, and unsupported by any regimental associations, this young man is suddenly introduced to an enemy who in eastern lands is always ugly, generally tall and hairy, and frequently noisy…


About thirty years from this date, when we have succeeded in half-educating everything that wears trousers, our Army will be a beautifully unreliable machine. It will know too much and it will do too little.



Vandaag de dag, ruim 130 jaar na het verschijnen van Rudyard Kipling’s propagandistisch verslag, gebeurt exact hetzelfde, maar nu onder het mom van de verspreiding van ‘democratie en mensenrechten’ door de zwaarst bewapende militaire macht in de geschiedenis, die zijn greep op de grondstoffen en markten wil behouden of zelfs uitbreiden, ten koste van de meerderheid in de wereld. Daarbij moet de lezer niet uit het oog verliezen dat de macht van de VS:


has been diminishing since it reached a historically unprecedented peak in 1945. And with the inevitable decline, Washington’s power is to some extent shared within the ‘de facto world government’ of the ‘masters of the universe,’ to borrow the terms of the business press — referring to the leading state capitalist powers (the G7 countries) along with the institutions they control in the ‘new imperial age,’ such as the International Monetary Fund and the global trade organizations, 


aldus de gezaghebbende en door de polderpers verafschuwde Amerikaanse geleerde Noam Chomsky in zijn boek Who Rules the World (2016). Hij voegde hieraan toe:


The ‘masters of the universe’ are of course very far from representative of the populations of the dominant powers. Even in the more democratic states, the populations have only limited impact on policy decisions. In the United States, prominent researchers have produced compelling evidence that ‘economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence.’ The results of their studies, the authors conclude, ‘provide substantial support for theories of Economic Elite Domination and for theories of Biased Pluralism, but not for theories of Majoritarian Electoral Democracy or Majoritarian Pluralism.’ Other studies have demonstrated that the large majority of the population, at the lower end of the income/wealth scale, are effectively excluded from the political system, their opinions and attitudes ignored by their formal representatives, while a tiny sector at the top has overwhelming influence; and that over a long period, campaign funding is a remarkably predictor of policy choices.


Het is juist deze waarheid die door de opiniemakers van de ‘corporate press’ absoluut verzwegen moet worden. Om de aandacht af te leiden, verzekert bijvoorbeeld Ian Buruma zijn ‘urban elites’ dat ‘we are right to impose democracy,’ door ‘economic, diplomatic, or even, if necessary, military means.’ De ‘vrijheid’waar hij hoog van opgeeft is in werkelijkheid de verplichting om mee te marcheren in de geglobaliseerde neoliberale massamaatschappij, en anderen te dwingen hetzelfde te doen. En wie niet kan of wilgehoorzamen aan de kadaverdiscipline, wordt gestraft met marginalisering en zelfs uitstoting. Terwijl Buruma de VS prijst als een ‘free society,’ en een ‘force for good,’ dat tot het aantreden van president Trump gekenmerkt zou worden door ‘openheid en democratie’ — zijn in werkelijkheid ‘millions of Americans one pay check away from the street.’ Het gevolg is dat een groot deel van de Amerikaanse bevolking geen vertrouwen meer heeft in The American Dream, en al ruim een halve eeuw lang rond de 45 procent van de Amerikaanse kiesgerechtigden niet meer stemt, terwijl bijna tweederde niet meer opkomt tijdens de tussentijdse Congresverkiezingen. Professor Chomsky stelt hierover:  



One consequence is so-called apathy: not bothering to vote. It has a significant class correlation. Likely reasons were discussed thirty-five years ago by one of the leading scholars of electoral politics, Walter Dean Burnham. He related abstention to a ‘crucial comparative peculiarity of the American political system: the total absence of a socialist or laborite (arbeiders. svh) mass party as an organized competitor in the electoral market,’ which, he argued, accounts for much of the ‘class-skewed abstention rates’ as well as the downplaying of policy options that may be supported by the general population but are opposed to elite interests. The observations reach to the present. In a close analysis of the 2014 election, Burnham and Thomas Ferguson show that rates of voting ‘recall the earliest days the nineteenth century’ when voting rights were virtually restricted to propertied free males. They conclude that ‘both direct poll evidence and common sense confirm that huge numbers of Americans are now wary of both major political parties and increasingly upset about prospects in the long term. Many are convinced that a few big interests control policy. They crave effective action to reverse long term economic decline and runaway economic inequality, but nothing on the scale required will be offered to them by either of America’s money-driven major parties. This is likely only to accelerate the disintegration the political system evident in the 2014 congressional elections.’
