Russians Ride Fast

Russians Ride Fast

 RSS
The area around the Central Moscow tube stations looks like Aleppo after an air raid. Ruins, destroyed buildings, bulldozers gathering the shambles. No, Moscow was not hit by terrorists: this is a planned demolition of hundreds of small and not-too-small shacks erected (in defiance of planning law) in the vicinity of tube stations in the notorious Nineties, when the Law was vague and easily bought for ready money. The biggest of them, the Pyramid on top of Pushkinskaya Station, went down this week. The municipal workers promptly removed the vestiges of the collapsed constructions, while the erstwhile owners stared in disbelief.
They were surprised by the city hall offensive against illegally built shantytowns; some of them kept trading till the last moment. They received a warning and a demolition order a few months ago, but they did not believe the city would actually apply the order. They were sure the last moment it will be rescinded. It was not. Hundreds of buildings went down in one night.
This was a shocking reminder that Russian authorities can act, after so much ostensibly empty talk. The Russians take their time to saddle up, but they ride exceedingly fast, said the German Chancellor Bismarck quoting a Russian proverb (he served at the Russian court and knew a thing or two about Russians). So many rulers and rebels did not believe the Russian warnings, lulled by their long saddling up, and they usually lived to regret it.
The Muscovites were pleased by the demolitions: the uncouth structures looked ugly and were on the way for people rushing to and from the underground trains. What’s worse, they reminded everyone of Yeltsin’s lawless time, when the shacks were erected. Denuded of these vestiges stations built by the best architects of Stalin’s era in classical style looked so much better now!
Not many people gave a thought to an additional, non-advertised reason for the prompt removal. Moscow tube stations doubled as air raid shelters in wartime. The illegally built shacks would interfere with this purpose. After their demolition, hundreds of tube stations were readied to receive civilian population in case of an attack.
In the same time, the Russian army and Air Force carried out sudden manoeuvres in the south of the country. The TV news covered the army moves with relish. Though Russia still hopes peace will prevail, its leaders do not take chances. There is a risk of general conflagration started by the Syria proxy war.
Cessation of hostilities
The Russians accepted the US proposal to cease fire in Syria (or rather to end hostilities). They had made a similar proposal a few weeks ago, so this is in line with their thinking. Russians have made huge successes in Syria; they achieved an astonishing and unexpected victory with very few losses.
It was a reputational victory it was as well as a military one. Russia entered the Syrian war at a low point internationally. The EU and the US waged severe trade, finance and diplomatic war (“sanctions”) against the Bear; it was isolated from the West and the South. The ruble was crumbling, society was grim and dissatisfied with Putin’s prudent decision to keep away from Ukrainian turmoil (apart from very limited support of the Russian separatists) instead of forcefully interfering, as Russia had been anyway condemned as the aggressor.
Entry into the Syrian war has been met with disbelief and doubts. Will the Russian army succeed so far away from home? Will the Russian planes fly, will the tanks roll, or, devastated by post-Soviet negligence, will they collapse? Domestic and overseas Cassandras prophesied “quagmire”, “Vietnam”, “Afghanistan” for them, and plenty of coffins for their soldiers. But instead, there were roses all the way. The military performed splendidly. The planes, missiles and tanks proved their worth. The Bashar Assad regime was saved, the rebels are on the run. For the Russians, the end of hostilities would allow them to consolidate their victory.
In every war, as a ceasefire is negotiated, there are voices for “war till complete victory”. I remember myself, as a young Israeli soldier in 1973 war, when Kissinger brought the ceasefire, military observers were upset we weren’t allowed to destroy the entrapped Third Egyptian Army on the East Bank of Suez Canal. Who knew how many of us would die if such an attack were to take place?
The Syrian war is not an exception. The Syrian army stands at the door of resounding victory, bellicose military experts say; the rebels are surrounded at Aleppo, their lifeline to Turkey has been cut, now is the time to eliminate the threat and cleanse Syria from the jihadists. However, elimination of enemy pockets can be a very expensive operation in terms of human lives, especially as we speak of a fanatical and well-entrenched enemy. Terrible suicide bombings in Damascus and Homs proved the rebels are as murderous as their predecessors the Assassins. Only Genghis Khan’s Mongols could (and did) destroy such an enemy. Anyway, Russians preferred to negotiate and create a coalition government including some moderate rebels, thus enlarging the base for Assad.
The last few days before the cessation of hostilities will allow Assad’s army to gain some ground in Aleppo area and to switch to the Southern front. I’d expect them to take Palmyra in the course of next few days (consider it a tip).
However, the ceasefire turned out to be an elusive goal, at this stage. The rebels hesitantly agreed to “cessation of hostilities” but with so many preconditions that it just made no sense. The government forces were not keen to stop the fighting as well, while the wind of success filled their sails. The Russians have no intention of stopping operations against the “terrorists”; the US agreed with them, but who are the ‘terrorists’ and who are the “moderates” has to be hammered out in the negotiations. The UN SC declared Daesh (ISIS) and al Nusra (the Syrian offshoot of al Qaeda, the Nusra Front) “terrorists”, so far, so good, but it is not so simple as it seems. There are hundreds of small organisations affiliated with them, from Abdullah Azzam Brigades to Jamaat Abu Banat (this last one “operates on the outskirts of Syrian cities Aleppo and Idlib, extorting funds from and carrying out kidnappings and public executions of local Syrians” says the UN terrorist list). Should they be protected under ceasefire terms?
The “moderate” (or Saudi-endorsed) rebels say yes. They want to include the Nusra affiliates in the ceasefire arrangements, for without al Nusra, they would be lost. This is not acceptable for the Syrian government and for its Russian allies. Reluctantly, the Americans attempted to include al Nusra in the scheme, at least in Aleppo. We shall see soon how this puzzle will be resolved, if at all.
The Moscow clearance of access to tube stations had more to do with a danger of war with Turkey. Turkey entered the war, albeit in a limited way, by shelling Syrian Kurds. The Russians braced themselves for an armed confrontation with Turkey, but only as a response in case of a full-scale Turkish invasion. This military preparedness (which included airlift of heavy weapons to the Russian air base in Armenia) and NATO statement (saying they will not fight if Turkey were to initiate belligerency) helped to undermine the Turkish resolve. The Russians went to the UN SC asking to censure the Turks; so they did, but in a statement, not by a resolution, as the Russians wanted. Still, this statement cooled off Turkish minds, and it seems their desire to invade and to take a stand at Aleppo evaporated. The Saudi troops did not materialise yet, as I expected (see my previous report).
So, the Syrian war is far from over, but there is a good chance that by March 1st some ceasefire arrangements will take place on the ground. If the rebels grasp the chance and enter serious negotiations for a coalition government, peace is possible. If they come to Geneva armed with the old mantra “Assad must go”, this opportunity will be wasted. Even if (and it’s extremely unlikely) Russia would agree to sacrifice Assad for the sake of peace, it has no means to deliver. Assad is a strong man and a powerful leader. Russians can’t possibly depose him. So Assad is a given, like it or not. In my view, he is a good leader for this time.
There are two notable changes on the scene: one, more realistic view of Syrian conflict had made its way into American mainstream media. Publication of two pieces by Stephen Kinzer in the Boston Globe called On Syria: Thank you, Russia! and The Media are misleading the Public on Syria was a revolutionary event of first magnitude. For the first time ever, the mainstream American reader learned that “For three years, violent militants have run Aleppo. Their rule began with a wave of repression. They posted notices warning residents: “Don’t send your children to school. If you do, we will get the backpack and you will get the coffin.” Then they destroyed factories, hoping that unemployed workers would have no recourse other than to become fighters. They trucked looted machinery to Turkey and sold it.” Kinzer came to a powerful conclusion: “We would have been more secure as a nation, and might have contributed to a more stable world, if we had followed Russia’s foreign policy lead in the past”, namely, in Afghanistan, Iraq and Syria. Indeed the world would look different. Perhaps we may connect these publications to a new American mood that manifested itself in primaries’ vote for Trump and Sanders.
The second notable change is the clear position of Israel against a ceasefire in Syria, against Assad and for Daesh and the Nusra. For long time this position had been obscured by Israeli observers and politicians. Israel has been pleased with Arabs killing each other. Now, as the end of war is seen on the horizon, Israel spoke up. Amos Harel, a leading Israeli military observer with high-grade access, made it clear: “the war in Syria has largely served Israel’s interests. The ongoing fighting has worn down the Syrian army to a shadow of its former capabilities. And Hezbollah, Israel’s main adversary in the north, is losing dozens of fighters every month in battle. Israel has been quietly wishing success to both sides and would not have been against the bloodletting continuing for a few more years without a clear victor” Now, after successful Russian intervention, Israel states openly that “an Assad victory would be bad for Israel” and it calls upon the West “to send real military aid to the less extreme Sunni rebels”.
Thus, the will of Israel, and of Israel Lobby in the US, directly contradicts the will of people as it was lucidly expressed by Stephen Kinzer. You can follow the lead of your Israeli Lobby, or you can have peace and security, but you can’t have both, it is that simple.

UPDATE
A friendly field commander of an armed anti-Assad opposition organisation near Aleppo faxed me a copy of a document he signed with the Russian army representative regarding the ceasefire. He added that he thinks now is the right time, or well after right time to bring peace to Syria. Fight to complete victory will be the fight till the last Syrian, he said. Better Syria with Assad than no Syria and no Assad. They are worried about American plan B to dismember Syria, like they dismembered Vietnam, Korea, Germany and now Iraq. This adds some urgency to the peace plan.
_____010Here is the document (attached), saying
Request to enter the ceasefire regime
I, the commander of such-and-such armed unit located in such-and-such area (see map attached) am ready to join the process of settling the armed conflict in Syrian Arab Republic. I guarantee that my unit will cease fire on March 1 and will not shell or shoot the government troops. I shall allow monitors and observers to enter our disposition. I shall allow humanitarian aid to be delivered to civilians at the area of my disposition.
Syrian Arab Army will cease attacking my unit from March 1st. As long as ceasefire regime lasts, the Russian Air Force and Syrian Air Force will not bomb my unit. Government bodies will not interfere with delivery of humanitarian aid to my disposition. My representatives will take part in work of the Joint Committee for monitoring ceasefire.
In case of disagreements I shall convey the problem to the Joint Committee.
I attach the map of my disposition.

As we can learn from the document, the consignees recognise the Syrian government. Provided in April there will be parliamentary elections in Syria, there is a fair chance of success.

Hillary Clinton Means War

Hillary Clinton’s terrible vision for Syria.

By Brad Blankenship - 26/02/2016 7

Foreign policy is an incredibly important part of any administration; while the Democratic primary has been focused mostly on domestic issues, there are pressing global issues unfolding. Presidential hopeful, Hillary Clinton, has been touting her diplomatic expertise as a former Secretary of State to bolster her resume as she introduces her vision to the American people. Clinton has been boasting about her support for the Syrian opposition in the past, her visceral hatred for President Assad, and promoting a no-fly zone. However, this very same chain of events happened in both Libya and Iraq (both of which Clinton supported) with total disasters following. Her policies are not too different from the neo-conservatives she claims to oppose. In 2011, the year that the Syrian revolution had shifted into a full-scale war, Joseph Massad, Associate Professor of Modern Arab Politics and Intellectual History at Columbia University, wrote to Al-Jazeera “it was the United States that destroyed Syrian democracy in 1949 when the CIA sponsored the first coup d’état in the country ending democratic rule. It is again the United States that has destroyed the possibility of a democratic outcome of the current popular uprising. My deep condolences to the Syrian people.”  Irene Gendzier stated that “CIA agents Miles Copeland and Stephen Meade . . . were directly involved in the coup.” This was a claim that Copeland admitted was true during a BBC interview in 1967; a fact that is now well-established. Copeland noted that at this time the State Department was aware of clandestine activity. Massad’s suspicions have been confirmed by diplomatic cables that were exposed from 2006, in which William Roebuck reported from Damascus to the United States top command (including the State Department) and allies: “We believe Bashar’s weaknesses are in how he chooses to react to looming issues, both perceived and real, such as a the conflict between economic reform steps (however limited) and entrenched, corrupt forces, the Kurdish question, and the potential threat to the regime from the increasing presence of transiting Islamist extremists.” Recommending that: “The regime is intensely sensitive to rumors about coup-plotting and restlessness in the security services and military. Regional allies like Egypt and Saudi Arabia should be encouraged to meet with figures like Khaddam and Rif’at Asad as a way of sending such signals, with appropriate leaking of the meetings afterwards. This again touches on this insular regime’s paranoia and increases the possibility of a self-defeating over-reaction.” And “If we are ready to capitalize, they will offer us opportunities to disrupt his decision-making, keep him off-balance, and make him pay a premium for his mistakes.”  Some years later, the Arab Spring had begun; the opportunity discussed by Mr. Roebuck had presented itself and Clinton saw the opportunity to support opposition groups. Waves of protests sprang around the Middle East. Syrian President Bashar al-Assad made a television appearance in which he said that Syria would not follow the same fate. He would, as promised, deliver democratic and economic reforms, that were met with opposition within the Ba’ath party. There were some concessions made including a restructuring of several bureaucracies and an end on anti-assembly provisions. Bashar has been hailed by millions within Syria as a reformist, and originally Secretary Clinton had viewed him in that very same light as she had stated on the record. Last month, the Indian ambassador to Syria from 2009-2012, VP Haran  recalls the initial uprising: “The opposition could not get the people of Aleppo to protest, so they sent busloads of people to Aleppo. These people then burned things on the streets and went back. Journalists then reported it and said Aleppo had rebelled.”  Noted has been the presence of radical groups in Syria for some time, including the Muslim Brotherhood, who was stamped out during a failed insurrection in the 1980s. This has been the basis of Assad’s suspicions along with specific parts of the citizenry’s concern with a close relationship with Iran as well as the people’s distrust of the ruling clique. Utilization of radical groups has been standard operating procedure for clandestine activities headed by Washington. We cannot, however, deny that the Syrian government reacted inappropriately; as per Mr. Roebuck’s cable we can see that this was anticipated. As the conflict has turned into disaster, Clinton’s opposition is refusing to negotiate. Currently in Geneva, there is a one-colored peace process where the men (and I mean men, no women of course) that are attempting a negotiation are starting at the non-position of the removal of President Assad. Negating the pesky facts, that in a poll the majority of Syrian people stand by the President. This seems antithetical what is supposed to be a democratic movement. One does not need to look farther than the 2014 election to see how much the likes of Ahrar Al-Sham, Jabhat Al-Nusra, Jaysh Al-Islam, and others think about democracy. At this time, the rebels boycotted the elections and even proceeded to kill some 50 people at polling locations. Amazingly, Syria was able to turnout 70% of the vote (the first election to involve multiple parties), with Assad having over 90% of the vote. The 2012 constitutional amendment that modified the role of the President and of the Ba’ath party was definitely a half-measure. However, it was not the government that barred voting- it was the opposition. How can the opposition claim that they support democracy when they don’t even participate in the democratic process? The Latin American Study Association released a study decades ago that implied the same typical clandestine activities in the 1984 election of Nicaragua; it was not a genuine boycott by opposition groups but actually the compulsion of Washington telling their man, Arturo Cruz, to continue militant activity instead of formal democratic measures. Similarly, the Syrian opposition boycotted the first day of the Geneva Talks and instead lead an offensive in northern Hama. There have also been many events that nearly lead to a full-scale invasion of Syria by western coalitions, including the 2013 East Ghouta chemical weapons attack. President Barack Obama along with the media did have some basis because they accurately mention that the Syrian government had possession and the capability to launch chemical weapons. However, the diplomatic community pointed out discrepancies in the President’s statement. Pulitzer Prize-winner, Seymour Hersh, called it “presenting assumptions as facts.” It was within our understanding at the time that Jabhat Al-Nusra had the capability to produce sarin in large quantities and also use it. Clinton, as a former head diplomat, knows these facts but has instead used this incident to further commit herself to regime change. What about U.S. allies supported by the Clinton dynasty? In a Freudian slip- the Vice President, Joe Biden, stated that the Turks, Saudis, and Emiratis funded and armed Jabhat Al-Nusra. Today, this association is unquestionable. The famed Professor Noam Chomsky told me an in an interview in December: “[Turkey] is playing a very dangerous game in Syria, tacitly supporting ISIS by allowing the borders to stay open, openly supporting Al-Nursa, attacking the Kurds who are the main ground force combating ISIS and defending their own territories and more. Not a pretty picture.” Turkey is of course a country that was alleged to have been receiving weapons from Libya to arm the opposition in Syria. Clinton has been asked about this on the record and given limited responses. The gulf states, including most prominently Saudi Arabia, have been producing radical Wahhabi groups for some time, shipping away dissidents, and as Patrick Cockburn accurately portrays- this is the most dangerous ideology of our times. Cockburn has noted, as many others have, that the gulf states have been overlooking private support for radical Islamist groups around the world. Both Turkey and Saudi Arabia (along with the other gulf states) have been a key part of Clinton diplomacy and she had also used her position as Secretary of State to to pull strings for U.S. allies. As an English documentary film-maker, Mojtaba Masood, has eloquently pointed out in his documentary titled “ISIS- Islamic Extremism?“. The ideologies of all the opposition groups including Nusra and others are actually quite similar; these groups who have been heavily backed by Saudi and other U.S. allies. A member of the Free Syrian Army in the Latakia front wrote me: “I support Nusra because they fight beside us.” Even so, the Free Syrian Army has remained a small factor. Especially in Aleppo, which is experiencing a miniature World War, where CNN has recently released a video saying that the main forces are the Syrian Arab Army and the Free Syrian Army. Interestingly, they had some weeks ago published an article calling Jabhat Al-Nusra the “kingmaker” for the opposition groups, as they quoted a report. As anyone will tell you, the Free Syrian Army is a marginal force at this point in war, especially Aleppo. Their exploitations have been documented, including attacks on civilians, coercion, and the use of child soldiers. Peter Oborne, a respected British journalist, recently said to Russia Today that the people of Aleppo view the oppositions presence in Aleppo as a jihadi occupation. These are the same groups that Clinton pledges her support to. The myth of the ‘moderate rebellion’ has been so dispelled that I’ve rarely heard of any candidate for President calling on support for these factions besides Clinton. Generally, it has switched to supporting the Kurds including PYD, YPK, Peshmerga, and others. If you want to know how divided American foreign policy on who to support is then all you have to do is talk to the Syrian Democratic Forces/YPG in northern Syria fighting against the Free Syrian Army who are both backed by the United States. Syria is undergoing a serious situation that has sucked in the entire world and has been a staging point for the Saudi-Iranian geopolitical rivalry. NATO allies including Saudi Arabia and Turkey have put the United States in a precarious situation with no discernible policy. Through Clinton’s rhetoric, it is painfully clear that she is committed to the continual U.S. policy of regime change, and moreover in escalating tensions with the perceived Iranian threat. Syria will only become more of a ‘quagmire’ if the Syrian government falls as was the case in Libya, and it is something that Clinton apparently takes great pride in. However, the stakes in Syria are far higher with the world’s leading military powers all competing. A commitment to eliminate the Syrian government may ultimately capitulate into a World War if the United States does not elect a prudent head of state. Clinton’s obsession with regime change, especially in Syria, is an extension of her irrational fear of Iran. The conflict in Syria has proven to not be one of democracy versus a dictator, but rather, foreign influence over a legitimate state. The downfall of Syria would ultimately mean the growth of radical Islam which has been a trademark of the Clinton legacy. Hillary Clinton is not a diplomat; she is a bloodthirsty and deranged woman with no respect for human rights and a true exemplar of corruption. Newly Translated WikiLeaks Saudi Cable: Overthrow the Syrian Regime, but Play Nice with Russia

https://upload.wikimedia.org/wikipedia/commons/1/1f/Bashar_al-Assad_in_Russia_(2015-10-21)_06.jpg(Image Source: Wiki Commons)
IT IS NO SECRET that Saudi Arabia, along with its Gulf and Western allies, has played a direct role in fueling the fires of grinding sectarian conflict that has kept Syria burning for the past five years. It is also no secret that Russian intervention has radically altered the kingdom’s “regime change” calculus in effect since at least 2011. But an internal Saudi government cable sheds new light on the kingdom’s current threats of military escalation in Syria.
Overthrow the Regime “by all means available”
A WikiLeaks cable released as part of “The Saudi Cables” in the summer of 2015, now fully translated here for the first time, reveals what the Saudis feared most in the early years of the war: Russian military intervention and Syrian retaliation. These fears were such that the kingdom directed its media “not to oppose Russian figures and to avoid insulting them” at the time.
Saudi Arabia had further miscalculated that the “Russian position” of preserving the Assad government “will not persist in force.” In Saudi thinking, reflected in the leaked memo, Assad’s violent ouster (“by all means available”) could be pursued so long as Russia stayed on the sidelines. The following section is categorical in its emphasis on regime change at all costs, even should the U.S. vacillate for “lack of desire”:
The fact must be stressed that in the case where the Syrian regime is able to pass through its current crisis in any shape or form, the primary goal that it will pursue is taking revenge on the countries that stood against it, with the Kingdom and some of the countries of the Gulf coming at the top of the list. If we take into account the extent of this regime’s brutality and viciousness and its lack of hesitancy to resort to any means to realize its aims, then the situation will reach a high degree of danger for the Kingdom, which must seek by all means available and all possible ways to overthrow the current regime in Syria. As regards the international position, it is clear that there is a lack of “desire” and not a lack of “capability” on the part of Western countries, chief among them the United States, to take firm steps…
Amman-based Albawaba News—one of the largest online news providers in the Middle East—was the first to call attention to the WikiLeaks memo, which “reveals Saudi officials saying President Bashar al-Assad must be taken down before he exacts revenge on Saudi Arabia.” Albawaba offered a brief partial translation of the cable, which though undated, was likely produced in early 2012 (based on my best speculation using event references in the text; Russia began proposing informal Syrian peace talks in January 2012).
Russian Hardware, a Saudi Nightmare
Over the past weeks Saudi Arabia has ratcheted up its rhetoric on Syria, threatening direct military escalation and the insertion of special forces on the ground, ostensibly for humanitarian and stabilizing purposes as a willing partner in the “war on terror.” As many pundits are now observing, in reality the kingdom’s saber rattling stems not from confidence, but utter desperation as its proxy anti-Assad fighters face defeat by overwhelming Russian air power and Syrian ground forces, and as the Saudi military itself is increasingly bogged down in Yemen.
Even as the Saudi regime dresses its bellicose rhetoric in humanitarian terms, it ultimately desires to protect the flow of foreign fighters into Northern Syria, which is its still hoped-for “available means” of toppling the Syrian government (or at least, at this point, permanent sectarian partitionof Syria).
The U.S. State Department’s own 2014 Country Report on Terrorism confirms that the rate of foreign terrorist entry into Syria over the past few years is unprecedented among any conflict in history: “The rate of foreign terrorist fighter travel to Syria – totaling more than 16,000 foreign terrorist fighters from more than 90 countries as of late December – exceeded the rate of foreign terrorist fighters who traveled to Afghanistan and Pakistan, Iraq, Yemen, or Somalia at any point in the last 20 years.”
According to Cinan Siddi, Director of the Institute for Turkish Studies at Georgetown’s prestigious School of Foreign Service, Russian military presence in Syria was born of genuine geopolitical interests. In a public lecture recently given at Baylor University, Siddi said that Russia is fundamentally trying to disrupt the “jihadi corridor” facilitated by Turkey and its allies in Northern Syria.
The below leaked document gives us a glimpse into Saudi motives and fears long before Russian hardware entered the equation, and the degree to which the kingdom utterly failed in assessing Russian red lines.
For the first time, here’s a full translation of the text
THE BELOW original translation is courtesy of my co-author, a published scholar of Arabic and Middle East History, who wishes to remain unnamed. Note: the cable as published in the SaudiLeaks trove appears to be incomplete.

[…] shared interest, and believes that the current Russian position only represents a movement to put pressure on him, its goals being evident, and that this position will not persist in force, given Russia’s ties to interests with Western countries and the countries of the Gulf.
If it pleases Your Highness, I support the idea of entering into a profound dialogue with Russia regarding its position towards Syria*, holding the Second Strategic Conference in Moscow, working to focus the discussion during it on the issue of Syria, and exerting whatever pressure is possible to dissuade it from its current position. I likewise see an opportunity to invite the head of the Committee for International Relations in the Duma to visit the Kingdom. Since it is better to remain in communication with Russia and to direct the media not to oppose Russian figures and to avoid insulting them, so that no harm may come to the interests of the Kingdom, it is possible that the new Russian president will change Russian policy toward Arab countries for the better. However, our position currently in practice, which is to criticize Russian policy toward Syria and its positions that are contrary to our declared principles, remains. It is also advantageous to increase pressure on the Russians by encouraging the Organization of Islamic States to exert some form of pressure by strongly brandishing Islamic public opinion, since Russia fears the Islamic dimension more than the Arab dimension.
In what pertains to the Syrian crisis, the Kingdom is resolute in its position and there is no longer any room to back down.
As regards the international position, it is clear that there is a lack of “desire” and not a lack of “capability” on the part of Western countries, chief among them the United States, to take firm steps […]

Turkey Threatens Ceasefire

Turkey Has ‘Serious Worries’ on Syria Ceasefire

Turkey Opposed Inclusion of Kurds in Ceasefire

by Jason Ditz, February 26, 2016
As the Syrian ceasefire took effect today, Turkey reiterated its “serious concerns” about the plan, after insisting in the last few days that they believed the ceasefire benefited the Russians, and that they don’t intend to be bound by the ceasefire themselves.
The big objection by Turkey though, as with everything even tangentially related to Syria, is the inclusion fo the Kurdish YPG in the ceasefire, saying that if the US and Russia want to exclude ISIS and al-Qaeda, they must also include the Kurds.
The ceasefire went into effect at midnight Syrian time, and has so far held. Though the ceasefire explicitly excludes both ISIS and the Nusra Front, there have not been reports of any major happenings in their territory since then either, nor has Turkey attacked the Kurds in Syria so far since then.
The YPG, like most of the groups that endorsed the ceasefire, says it reserves the right to respond if attacked. In their case, the most likely row would be with Turkey, as ISIS is not a party to the ceasefire, and is their primary other opponent.

Turkey: Kurds Should Be Excluded from Syria 'Cease-Fire'

Published 25 February 2016

Turkey says it will not respect the cease-fire in the case of a threat to its national security, singling out the Kurds as an issue.
Turkish Prime Minister Ahmet Davutoglu said on Thursday that Turkey would not be bound by the Syrian ceasefire plan if its security was threatened, and would take "necessary measures" against the Syrian Kurdish YPG militia and Islamic State group if needed.

"If Daesh and Al-Nusra are kept outside the ceasefire, then the PYD-YPG must similarly be excluded from the cease-fire for it is a terrorist group just as they are," President Tayyip Erdogan told Turkish officials, using the name Daesh to refer to the Islamic State group. "Ankara is the only place that decides actions regarding Turkey's security."

The PYD, or Democratic Union Party, is the political arm of the YPG.

The proposed cease-fire in Syria, drafted by Russia and the United States and set to go into effect this week, could be complicated by NATO member Turkey's deep distrust of the Washington-backed Syrian Kurdish YPG militia, which has made territorial gains in northern Syria near the Turkish border. Turkey regards the YPG as a terrorist group and fears it will further inflame unrest among its own Kurdish population.

A YPG spokersperson told Reuters on Wednesday it would abide by the plan to halt fighting, but reserved the right to respond if attacked. Turkey has shelled YPG positions in Syria in recent weeks, saying it was retaliating to cross-border fire.

Turkey is not the only party threatening to disregard the latest cease-fire proposal. Russia, Syria and the United States have all announced that they will continue attacks on groups they consider "terrorist."

Vluchtelingenstroom 73

It is not so hard to point to causes of this situation [of stagnation], although these causes in themselves do not offer an explanation. For that one probably needs to look at the mental infrastructure of the region.

Volgens de veel onafhankelijkere Wikipedia is 'The YPG primarily Kurdish, but it also recruits Arabs, Turks, and westerners. There are Assyrian/Syriac Christian units integrated into its command structure… The YPG was formed by Kurdish youth in 2004 after the Syrian government quashed a rebellion in its largest Kurdish-majority city, QamiÅŸlo, killing thirty Kurds… The YPG considers itself a democratic people's army and conducts internal elections as a method of appointing officers.'

'Breaking Russia has become an objective [for US officials] the long-range purpose should be to integrate it,' the 92-year-old told The National Interest in a lengthy interview for the policy magazine’s anniversary that touched on most of the world’s most pertinent international issues. 'If we treat Russia seriously as a great power, we need at an early stage to determine whether their concerns can be reconciled with our necessities.'

The diplomat, who is most famous for serving in the Nixon administration, and controversially being awarded the 1973 Nobel Peace Prize, for negotiating the Vietnam ceasefire, accused the West of failing to recognize the historical context in which the fallout occurred between Moscow and Kiev.

'The relationship between Ukraine and Russia will always have a special character in the Russian mind. It can never be limited to a relationship of two traditional sovereign states, not from the Russian point of view, maybe not even from Ukraine’s. So, what happens in Ukraine cannot be put into a simple formula of applying principles that worked in Western Europe.'

Kissinger lays the blame for sparking the conflict at the door of the EU, which proposed a trade deal in 2013, without considering how it would alienate Moscow, and divide the Ukrainian people.

'The first mistake was the inadvertent conduct of the European Union. They did not understand the implications of some of their own conditions. Ukrainian domestic politics made it look impossible for [former Ukrainian president Viktor] Yanukovych to accept the EU terms and be reelected or for Russia to view them as purely economic,' said Kissinger.

Once Yanukovich rejected the deal in November 2013, the EU 'panicked,' Russia became 'overconfident,' the US remained 'passive' as 'each side acted sort of rationally based on its misconception of the other' and 'no significant political discussions.'

For Kissinger, the wheels of the stand-off between Moscow and the West were already set in motion during the subsequent Maidan street protests –- heartily endorsed by the West -– which demanded the toppling of the pro-Russian Yanukovich, an aim that was eventually achieved.

'While Ukraine slid into the Maidan uprising right in the middle of what Putin had spent ten years building as a recognition of Russia’s status. No doubt in Moscow this looked as if the West was exploiting what had been conceived as a Russian festival to move Ukraine out of the Russian orbit.'

Colonialism is not simply the economic exploitation and political domination of the periphery by the capitalist core. It is also the separation of colonized peoples from their individuality and culture:

Because it is a systematic negation of the other person and a furious determination to deny the other person all attributes of humanity, colonialism forces the people it dominates to ask themselves the question constantly: 'In reality, who am I?'

A people interrupted (2008). Dabashi, die aan Columbia University doceert, benadrukt dat 'to me the story of modern Iran is one of defiance and rebellion against both domestic tyranny and globalized colonialism,' wat verklaarbaar is, aangezien 'Iranians (like the rest of the third world) received the universal promises of Enlightenment modernity through the gun barrel of European colonialism.' Hamid Dabashi:

the accumulated capital in major industrial economies has necessitated the ever increasing expansion of a global capitalism in which a few get incessantly richer, while the overwhelming majority get inevitably poorer by the day.

The mechanism that has globalized that accumulated capital and generated this global condition of calamity and destitution is called colonialism — whereby European merchants and Christian missionaries have got together with a good number of mercenary Orientalists and their counterparts among the soldiers of fortune and gone around the world ruling people, plundering their wealth, forcing them into slavery, writing a subservient history for them, and then telling them, in a good 'Christian manner,' to turn the other cheek. Colonialism is not accidental to the operation of accumulated capital but in fact definitive to it. The ideological disposition that has given universal validity, in moral and normative terms, to the global operation of capital is called modernity, and the way that much of the rest of the world has received this modernity must perforce (noodzakelijkerwijs. svh) be called colonial modernity.

Habashi:

At its European origin, Enlightenment modernity was a self-raising/other lowering project that, to benefit a small fraction of the world's population code-named 'Europe,' disenfranchised the overwhelming majority of humanity, which it called 'the Orient.'

at its core racist and essentialist, and as such excluded (not by omission but by a deliberate, Kantian and Hegelian, commission) the vast majority of the world,

Opnieuw professor Habashi:

Capitalism from its very inception was contingent (mogelijk. svh) on the global circulation  of accumulated capital, cheap labor, raw materials, and expansive markets. The economic mechanism of that global operation of capitalism was ipso facto colonialism, which is in fact nothing but the abuse of labor by capital writ global. What we have in Iran, as indeed in much of the rest of the world, is thus not modernity but colonial modernity  —  and the difference here is between day and night. European modernity is not universal, and as we have received it, it is categorically European in its texture and disposition, and as such it has privileged a few, by giving them agency and endowing them with the primacy of reason and progress, at the horrendous cost of denying such prerogatives to the overwhelming majority of the world's population.

The idea of anti colonial modernity is predicated (gebaseerd. svh) on a fundamental contradiction at the heart of colonial modernity, namely a modernity that needed an extended colonial domain to have its moral and material disposition assayed (vastgesteld. svh) and mapped out. The overwhelming majority of the inhabitants of this earth were promised Enlightenment emancipation at precisely the moment that they were denied political agency.

What has triggered the European soul-searching of the terror of Enlightenment modernity, namely the horrors of the Jewish Holocaust, has been definitive to the structural violence at the heart of European colonialism around the globe. Joseph Conrad's Kurtz in Heart of Darkness is the key iconic figure to that structural violence, linking the internal blind spot of Europe to its colonial savageries around the world,

zoals professor Hamid Dabashi terecht opmerkt in zijn boek Iran. A People Interrupted.
