Onderwerp: Hoe een slachtoffer van verkrachting Afghanistan zou kunnen veranderen

Beste vrienden,

Nadat ze werd gekidnapt, verkracht en gemarteld door de Afghaanse politie, voert Lal Bibu nu een strijd tegen de straffeloosheid van de politie en de door haar cultuur opgelegde zelfmoord die ze dient te plegen. Aanklagers slagen er niet in haar verkrachters te berechten, maar enorme internationale verontwaardiging kan donorlanden, die op het punt staan om miljarden aan Afghanistan te doneren, overhalen hun invloed aan te wenden voor werkelijke verandering voor Lal Bibi en alle Afghaanse vrouwen. Teken de petitie:

De 18-jarige Lal Bibi werd gekidnapt, verkracht en vijf dagen lang aan een muur geketend door een groep machtige politieagenten. Maar ze krabbelde op om te doen wat vrouwen in Afghanistan niet verondersteld zijn te doen: ze vecht terug. Samen kunnen we haar en alle Afghaanse vrouwen helpen om gerechtigheid te winnen.

Volgens diepgewortelde culturele gebruiken is Lal Bibi, als verkrachte vrouw, "onteerd", en zal ze zelfmoord plegen. Ze spreekt publiekelijk uit dat ze dit moet doen, tenzij haar verkrachters worden veroordeeld om haar eer en waardigheid te herstellen. Het Afghaanse rechtssysteem faalt routinematig om daders in zulke zaken te berechten, en tot nu toe zijn de hoofdverdachten in de zaak van Lal Bibi nog niet vervolgd. Waarschijnlijk in de hoop dat de internationale aandacht afneemt. Elke dag die voorbijgaat zonder arrestatie brengt Lal Bibi dichter bij zelfmoord. Maar er is hoop.

Naar verwachting zullen de VS, Groot-Brittannië en andere grote donorlanden 4 miljard dollar aan Afghanistan schenken -- geld dat wordt uitgegeven aan dezelfde politiemachten die verantwoordelijk zijn voor de verkrachting van Lal Bibi. Maar een internationale oproep kan de landen tot actie dwingen, en de voorwaarden laten stellen dat er werkelijke actie wordt ondernomen tegen verkrachting en ter bescherming van vrouwen. Er is nog maar weinig tijd -- klik hieronder voor verandering die het leven van Lal Bibi kan redden. Onze petitie zal op de donorconferentie in Tokio worden overhandigd:

Lokale gewoontes in sommige delen van Afghanistan schrijven voor dat vrouwen door verkrachting onteerd raken, en zichzelf van het leven moeten beroven om de eer van hun families en de komende generaties te herstellen. Het is ongelooflijk dat Lal Bibi en haar familie dapper proberen haar leven te redden door aan te dringen op vervolging van de verkrachters, en de schuld, in de ogen van de samenleving, bij de daders te leggen.

De Afghaanse politiemacht verantwoordelijk voor het misbruik is zeer afhankelijk van de buitenlandse fondsen die dit weekend zullen worden toegewezen, wanneer alle donors van Afghanistan samenkomen in Tokio. Donorlanden kunnen, en zouden moeten, eisen dat fondsen niet worden aangewend voor een politiemacht die een ontstellende straffeloosheid geniet, en dat politieagenten er zijn om vrouwen te beschermen, niet om aan te vallen!

Er zijn honderden vrouwen en meisjes in heel Afghanistan die worden blootgesteld aan het "tribale recht" dat nu wordt toegepast op Lal Bibi. En nog eens duizenden kijken toe hoe de Afghaanse overheid en de wereld reageren op het meisje dat terug vecht en weigert om stilletjes te sterven. Laten we haar steunen -- teken onderstaande petitie en vertel het verder:

'Libië naar de stembus met veel geweld en chaos

Hoewel de media-aandacht nu voornamelijk uitgaat naar de toestand in Syrië, blijkt uit de situatie in Libië wat de gevolgen zijn van een “bevrijding” door de NATO-troepen van het “vrije westen”. De leiders van de Jamahiria zijn uitgeschakeld, verjaagd of vermoord, of gevangen genomen. Wat nu heerst is rechteloosheid, geweld, chaos en angst. Morgen zijn er “vrije verkiezingen”, dan mag men in Libiënaar de stembus, dit holle symbool van westerse “vrijheid en democratie”. Daarna zal het parlement een grondwet opstellen. Omdat Cyrenaica van het door de NATO aangestelde NTC slechts 60 zetels in het parlement kreeg toegewezen, tegen 102 voor Tripoli en West-Libië, leiden deze “vrije” verkiezingen reeds bij voorbaat tot strijd.

Bij deze een overzicht van de berichtgeving, te beginnen met een kleine Australische docu over het huidige “rechtssysteem”. Deze docu stamt uit april van dit jaar. Sindsdien is de toestand niet verbeterd, zoals blijkt uit een korte amateurvideo video uit juni. Deze is in het Arabisch, maar de beelden spreken voor zich.

Twelve dead in weekend of Libyan skirmishing

Gaddafi may be gone but Libya is now a country in chaos. Rebel groups are flush with weapons and taking the law into their own hands, persecuting those thought to have been allied to Gaddafi’s regime.

Libya’s power vacuum has been filled by heavily armed rebels who still control much of the war-torn nation. Images of the sprawling refugee camps reveal the extent of the country’s destroyed infrastructure. Mohammed Swehli, a commander of one of the major Misratan Rebel Brigades, denies the widespread allegations of torture and abuse. “They’re not bandits, they’re not militia groups”, he says of the rebels. But video after video has emerged of the torture of perceived Gaddafi loyalists, most of them far too gruesome to broadcast. In some cases the brutal treatment appears to be based solely on the colour of the victim’s skin. This report gained rare access to the prisons where thousands are being held indefinitely without charge. One former prisoner shows pictures of his injuries. “This is when they beat me with electric cables. They called me slave”, he says. With upcoming elections and new fears over a split between the country’s east and west, what does the future hold for post-revolution Libya?

De NRC van Derk Sauer 7

Derk Sauer met een nogal saaie stropdas en confectiepak naast zijn echtgenote in een detonerende kanariegele outfit, behangen met glimmertjes. 

Feiten spreken voor zichzelf. Ik ken Derk Sauer uit de tijd dat wij beiden voor de Nieuwe Revu werkten, een voormalig katholiek tijdschrift dat  in handen was gekomen van linkse journalisten die de lezers sociaal bewust probeerden te maken en waar Sauer ‘regelmatig positieve artikelen schreef over de SP, de partij waar hij mee sympathiseert.’ Hij was een uitgesproken linkse joviale activist die eerder in zijn vrije tijd samen met zijn al even radicale maat Fons Burger als een soort Jehova-getuige met linkse lectuur leurde. ‘In 1989 vertrekt Sauer naar Rusland waar hij samen met enkele Russische journalisten die later KGB-agenten bleken te zijn, de eerste glossy-magazine van de Sovjet-Unie startte.’

Daar wist Sauer in korte tijd multimiljonair te worden. Al enige tijd zoekt hij met een persoonlijk geschat vermogen van 67 miljoen in de polder erkenning als mediamagnaat. Zo meldt het tijdschrift Quote:

‘Derk Sauer zoekt erkenning

Op het moment dat Derk Sauer de bezem door de top van NRC Media haalde, moesten ook de directeuren van zijn boekenuitgever Nieuw Amsterdam hun bureau leeghalen. Volgens geruchten omdat de financiële verslaggeving niet zou deugen, maar een kleine maand later ontkent de uitgever dat. En ondertussen doet een nieuw verhaal de ronde over het conflict: Sauer vindt Nieuw Amsterdam niet prestigieus genoeg... Derk Sauer (Quote 500 nr. 277, €67 miljoen) vindt Nieuw Amsterdam niet chique genoeg.’

Het is een bekend fenomeen dat nieuwe rijken die zich eerst ten koste van alles verrijkt hebben tenslotte voor salonfähig willen doorgaan, en vandaar dat Sauer ‘zich juist op feestjes als mecenas van het intellectualisme wilde etaleren. Begrijp u ook meteen zijn recente “slechtste investering ooit”.’

Om als voormalig marxist-leninist, die mede dankzij de hulp van KGB agenten in het mafiose Rusland multimiljonair was geworden, vandaag de dag door te kunnen gaan voor een keurig lid van de gezeten burgerij doet Sauer van alles om zijn imago op te poetsen. De commerciele media en zelfs het IDFA, dat naam heeft gemaakt met het vertonen van kritische documentaires, is maar al te graag bereid daaraan mee te werken zoals ondermeer blijkt uit het volgende bericht van het IDFA:

De nieuwe IDFA-bestuursvoorzitter Derk Sauer heeft de vijftiende editie geopend van het FORUM, de co-financieringsmarkt op IDFA, waar filmmakers hun ideeën kunnen pitchen bij potentiële geldschieters.’

Eind 2009 berichtte de NRC onder de kop: ‘Egeria en Sauer winnen veiling om NRC’ ondermeer het volgende:

‘Enkele redacteuren van NRC Handelsblad hebben afgelopen week hun zorgen uitgesproken over de manier waarop de aankoop wordt gefinancierd.’

Kortom, ‘enkele redacteuren’ dus, een te verwaarlozen minderheid, die zich straks muisstil moet houden, wil die minderheid niet de laan uitvliegen. Opvallend is dat het slechts ‘een minderheid’ is, want de NRC redacteuren wisten wie Sauer was getuige de volgende informatie uit het tijdschrift Intermediair:

‘Eind jaren tachtig besluit VNU een kans te wagen in Rusland, dat dan net open is voor buitenlandse investeerders. Sauer was meteen de gedoodverfde kandidaat. 'Omdat hij maoïst was', zegt uitgeefster Annemarie van Gaal, die tien jaar met hem samenwerkte in Moskou... Koos Guis, directeur van de internationale bladendivisie van Sanoma... destijds de baas van Sauer, 'We hadden een brutaal mannetje nodig. De Sovjetunie, want zo heette het toen nog, was het onontgonnen Wilde Oosten. Wij hadden het idee dat men daar bepaald niet zachtzinnig zaken deed, en het karakter van Sauer paste daarbij. Hij is op zijn zachtst gezegd geen verlegen man. Derk is iemand die door roeien en ruiten gaat om mensen te pakken te krijgen...'

Het Moskouse project zou volledig mislukt zijn als Sauer en Van Gaal geen steun hadden gekregen van vrienden die toevallig links én rijk waren. Boudewijn Poelmann, Frank Leeman, Herman de Jong en Simon Jelsma hadden miljoenen verdiend met Novamedia, dat allerlei liefdadige doelen via de media probeerde te spekken. Met hun grootste succes, de Nationale Postcode Loterij, hadden ze al miljoenen verdiend. Sauer vond deze 'rooie miljonairs' in 1992 bereid om vier miljoen gulden in Independent Media te investeren, de uitgeverij die hij inmiddels met Van Gaal had opgericht. Velen vragen zich af hoe het mogelijk is dat Sauer in al die jaren relatief weinig last heeft gehad van de Russische overheid en de georganiseerde misdaad. Zonder steekpenningen en een hooggeplaatste beschermheer is dat volgens insiders onmogelijk. Koos Guis: ''Je moet er onorthodox zakendoen. In gewone taal heet dat inderdaad vuile handen maken. Daarom was Sauer zo geschikt. Hij heeft, op z'n Hollands gezegd, schijt aan autoriteiten. We wisten dat hij iemand was die op het scherp van de snede opereert. Dat je daar ook wel eens af kan donderen, was een risico voor ons ja, maar dat namen we bewust. Zo'n karakter heb je nodig anders red je het daar niet.'' [...] Joop van der Reijden, destijds directeur van Veronica, dat in 1993 probeerde een radiozender op te zetten met Independent Media, had korte tijd intensief contact met Sauer in Moskou. Hij memoreert hoe de deal stukliep, omdat het Russische advertentiebureau liefst tachtig procent van de opbrengsten eiste. ''Dat bureau was in handen van de maffia. Ik herinner me nog een gesprek met die heren in een Moskou's luxe restaurant dat voor ons totaal leeg werd gehouden. Ze hadden nota bene stukken bij zich die ze een dag tevoren uit onze hotelkamer hadden gestolen. Onze vertegenwoordigster werd nog bedreigd.'' […]

”Hij is gewoon erg goed in het omgaan met de heersende klasse. Dat hele televisie-idee was bijvoorbeeld ontstaan, omdat hij een ministerszoon kende die iets van 175 radiofrequenties te verdelen had, maar die zelf niks van radio-maken wist. Sauer woont in die datsja tussen allemaal hoge Russen en hij nodigde die mensen ook regelmatig uit. Ik durf te wedden dat Jeltsin destijds ook bij hem geweest is. Zijn vrouw Ellen speelde daarbij een heel belangrijke rol, die is sociaal erg goed. [...] ''Maar geheel vrij van bedreigingen bleef ook Sauer niet. Nadat de hoofdredacteur van Playboy in 2001 werd neergeschoten, moet hij zichzelf en zijn gezin ook met bodyguards bewaken. Hij steunt nog steeds de SP en noemt zichzelf nog steeds socialist.'' Dat ritselaars als Sauer niet bang moesten zijn om ‘vuile handen’ te maken werd nog eens in 2005 benadrukt door de voormalige NRC-correspondente in Moskou, Laura Starink. Na een bezoek aan Rusland schreef ze in haar krant:

‘De meeste intellectuelen die ik spreek steunen Chodorkovski. Als ik vraagtekens plaats bij zijn illegale handel en wandel, zegt iemand: “Luister, iedereen die de laatste 15 jaar in Rusland heeft gewoond en gewerkt, heeft de wet overtreden en kan op elk moment gearresteerd worden.” Een vriendin formuleert het zo: “Wij hebben allemaal boter op ons hoofd. Daarom begrijpen wij Chodorkovski zo goed.”' Dit waren de feiten in het jaar dat in Rusland de Miljonair Fair werd gehouden, in samenwerking met Independent Media van uitgever Derk Sauer. Volgens de bronnen in het artikel van Laura Starink was het een feit dat '''iedereen die de laatste 15 jaar in Rusland heeft gewoond en gewerkt, heeft de wet overtreden en kan op elk moment gearresteerd worden." Een vriendin formuleert het zo: “Wij hebben allemaal boter op ons hoofd."' Inclusief dus Derk Sauer, als we afgaan op de Russen zelf. Desondanks protesteerde de meerderheid van de NRC-redactie absoluut niet tijdens de op handen zijnde overname. En zolang genoeg journalisten zwijgen is er niets aan de hand. Corruptie en Mafia zijn vervelende zaken, zo vervelend dat zelfs Derk Sauer in zijn column in Het Parool schreef: 'We hebben ons portie Rusland-ellende wel weer gehad in 2009... de reeks moorden op journalisten en burgerrechtenactivisten, de corruptie in het land -- genoeg redenen om de koffers te pakken.' Maar toch weer niet voldoende redenen voor de kleine grote man om uit Moskou te vertrekken. Begrijpelijk ook vanuit zijn standpunt gezien want Rusland heeft de nieuwe rijke veel te bieden. Een greep uit de opsomming van Sauer zelf: de 'service in de horeca [is] hier vanzelfsprekend' en 'iedereen [is] enthousiast over onze uitgeverij en men [gunt] ons het succes van harte. Er is in al die jaren zelden een negatief woord over ons geschreven.' Sauer verzwijgt nu ineens dat er geen echte persvrijheid bestaat in Rusland, kritiek op de macht daar is de verklaring voor 'de reeks moorden op journalisten.' In een maatschappij waar volgens hem 'de economie in elkaar geklapt [is] en nog geen enkel teken van herstel toont' geldt nog meer dan hier in de polder dat alleen geld telt en dat een rijke parasiet daar verheerlijkt wordt. Rusland is voor dat slag mensen een paradijs, zeker als voor de Sauertjes 'de winkels en restaurants 24 uur per dag open zijn' en 'mijn vrouw Ellen hier een ster is,' zelfs in die kanariegele outfit. Bovendien vertelt Sauer ons dat de 'Russen de kunst van het genieten verstaan.' Zo goed zelfs dat door het alcoholisme en de uitzichtloosheid de gemiddelde leeftijd van de Russische man gedaald is naar 58 jaar, het niveau van de Derde Wereld.

Overigens zullen de NRC-journalisten die tesamen ‘de slijpsteen voor de geest’ vormen, zoals de krant zich trots afficheerde, ook over de informatie hebben beschikt van 'John Helmer, the longest continuously serving foreign correspondent in Russia, and the only western journalist to direct his own bureau independent of single national or commercial ties. He first set up his bureau in 1989, making him today the doyen of the foreign press corps in Russia.'

Helmer meldt het volgende:

'MOSCOW – The Moscow Times published an editorial Friday, which could only have been written by Judas Iscariot. The editorial is a wholesale denunciation of Mikhail Khodorkovsky, demonizing the man as he faces a likely prison sentence if the charges brought against him by Russian prosecutors are proven to be true. Talk about hitting a man when he is down.

The editorial comes in the wake of a decade-long relationship between Khodorkovsky’s Menatep and Yukos companies and Moscow Times.

Moscow Times is published by a former Dutch communist Derk Sauer who came to Russia as a reporter back in early 1990s. The early origins of financing for Moscow Times are still shrouded in a mystery buried deep in the files of a well-known organization in McLean, Virginia. But the newspaper found its niche promoting the privatization programs of President Boris Yeltsin, his favorite Anatoly Chubais, and his favorite in the U.S. Treasury, Lawrence Summers. Naturally, it became the favorite of the beneficiaries of that privatization. The editorials back then literally thanked God for people like Chubais and other prime beneficiaries of Russian privatization that saw mass looting of the country. At the peak of this sell off, the Moscow Times publisher applied for and landed himself a new patron – Khodorkovsky. Sauer needed his money to publish Playboy and Cosmopolitan. The methods, terms and scale of that cash injection into Sauer’s business remain almost secret to date. One of Khodorkovsky’s investment advisorsat the time has said that Sauer wanted to sell 20 percent of his publishing group; Khodorkovsky, acting through an outfit called Menatep Lausanne, agreed to just half, 10 percent. It is not known if the money Khodorkovsky paid Sauer is among the funds, which Khodorkovsky is now accused of laundering abroad. What is known, however, is that Sauer’s closest associates and partners have admitted selling their shares to Menatep for political protection in Russia. They never mentioned, however, how much money they got for that transaction. Nor did they ever announce the subsequent largesse the company kept on receiving for the following decade. Yukos was one of the first sponsors of the new newspaper by Sauer, Vedomosti.

His renamed banks and oil companies remained generous advertisers and sponsors. Moscow Times returned the favors by never asking any difficult questions about Menatep or Khodorkovsky, who attacked the Times of London group for daring to report that he was connected to Menatep Bank at the time of its default and collapse in 1998. That suit was settled by the Times of London with a confidential agreement that has deterred it from ever investigating Khodorkovsky again. The Moscow Times was already on retainer, and didn’t need a lawyers’ warning. Never once did Moscow Times notice wrongdoing at Menatep and Yukos; never once did the newspaper ask a difficult question; instead, it dispatched its reporters to brave sub-zero Siberian temperatures to do warm-up articles on how Yukos was changing Russia and Russian oil.

All that changed a few weeks after the July 2003 arrest of Platon Lebedev. Within days of the arrest, Moscow Times ran a front-page story accusing Lebedev of systematically intimidating reporters and curbing free speech. The reporters’ names were never mentioned. What Moscow Times did not reveal was that in a highly secretive deal, Sauer and his ironically named Independent Media had bought back the shares from Menatep and sold them, plus the stake held by VNU of the Netherlands, to Vladimir Potanin. The deal was arranged by Leonid Rozhetskin, a founding shareholder of Moscow investment bank Renaissance Capital and dealmaker

On contract to Potanin through Norilsk Nickel, where Rozhetskin is In November 2003, Potanin was the first big businessman to abandon Khodorkovsky, and to save himself offer tokens of his obedience to the Kremlin. The Moscow Times suddenly discovered the evil in Yukos and Khodorkovsky. Leading Moscow expatriates have told The Russia Journal how dismayed they were at the about turn by Moscow Times. “The newspaper never had any credibility, but the manner in which they turned on Khodorkovsky is just shameful,” said a leading American business leader in Moscow.

Few noticed that Moscow Times had begun to provide the same services to Potanin and his Norilsk Nickel and Interros holdings it had been giving to Yukos. No difficult questions about Potanin’s over-hyped investment deal with Hank Greenberg of AIG; no investigative stories of Potanin’s lobbying for favour from Finance Minister Alexei Kudrin; no truthful reports of the Norilsk Nickel miners’ strike against Potanin and his co-shareholder, Mikhail Prokhorov; no record of Potanin’s defeat in manipulating the Norilsk mayoral election won by a mine union leader.

Moscow Times and its parent company are hugely in debt to Potanin. At least, about 45 percent of their shares are owned by Potanin, and because of inherited debts, the Potanin interests have effective control.

The latest editorial by Moscow Times, biting the Khodorkovsky hand that once fed it while concealing Potanin’s hand, is a first, even for the newspaper known for its lack of openness and professional standards.

Judas would be ashamed. He was paid to betray his master, it is well known. Judas took sides, but then in remorse took his life. Sauer isn’t in that class.

Inmiddels heeft onder het bewind van Derk Sauer een nieuwe generatie, doorgaans slecht geinformeerde journalisten bij de NRC de kans gekregen naam te maken. LIBOR Banking Scandal Deepens; Barclays Releases Damning Email, Implicates British Government

This Libor-manipulation story grows crazier with each passing minute. We have officially disappeared now down the rabbit-hole of the international financial oligarchy.

Former Barclays CEO Bob Diamond is testifying before parliament in London today, and that's sure to bring some shocking moments. But there's already been one huge stunner. In advance of that testimony, Barclays released an email from October 29, 2008, written by Diamond to then-Chairman John Varley and COO Jerry del Messier (who also stepped down yesterday). The email from the CEO to the other two senior Barclays execs purports to detail the content of the conversation Diamond had with Bank of England deputy governor Paul Tucker that same day.

In the email, Diamond essentially tells the other two execs that he has been given permission by Tucker – encouraged, actually – to rig Libor rates downward. What’s even worse is that Diamond’s email suggests that Tucker was only following orders, i.e. that Tucker had received phone calls from "a number of senior figures within Whitehall" – that is, the British government – expressing concern about Barclays' high Libor rates. Tucker in this version of events was acting as a middleman for the British government, telling Diamond to fake his borrowing rates in order to preserve the appearance of financial stability, for the good of Queen and country as it were.

Again: Libor, the London Interbank Exchange Rate, is the rate at which banks borrow from each other. A huge percentage of the world’s variable-rate investments are pegged to Libor. When Libor rates are high, it suggests that the banks’ confidence in each other is low, and high Libor rates are generally an indicator of shaky financial health among the banks. If the banks manipulated Libor, they did it to make themselves look healthier, but this had the consequence of affecting hundreds of trillions of dollars’ worth of financial products worldwide.

During the crash of 2008, governments understandably would have been concerned about high Libor rates – high rates and a lack of confidence in banks threatened economic stability – but the notion that governments would have encouraged banks to fake those rates would have been beyond unthinkable even a decade ago.

Back to the email. Diamond’s version of the conversation with Tucker, if true, is mind-blowing. To paraphrase, Diamond said that Tucker started off by asking Diamond why other banks were reporting such low borrowing rates relative to Barclays.

Diamond apparently deadpanned that his bank’s problem was that it was reporting the real numbers, while all the other banks were lying. "I asked [Tucker] if he could relay the reality, that not all banks were providing quotes at the levels that represented real transaction," Diamond wrote.

Tucker then steered Diamond to crime using the painfully oblique manner of an English gentleman trying to engage a prostitute without using any dirty words. He told Diamond that "while he was certain [Barclays] did not need advice,” the bank did not necessarily need to report such high rates all the time. Tucker put it this way:  “It did not always need to be the case that [Barclays] appeared as high as [it has] recently."

This email amazes for a few reasons. One, it suggests that Barclays, which is currently carrying the standard in the LIBOR-manipulation scandal, was actually bringing up the rear -- that all of the other banks were in on it, and Barclays only attracted the government's notice because they were last.

The second is the apparent revelation that Tucker was acting on orders, or at least suggestions, from Whitehall. If nothing else, this is an awesome piece of political jungle defense by Diamond, tossing a hand-grenade into the seat of Her Majesty's government minutes before he's supposed to be grilled by parliament. This revelation is almost certain to inspire an Aldrich-Ames-style manhunt for the Whitehall figures responsible for this alleged communication to Tucker. And if this turns out to be true? Wow.

Of course, right now, we only have Diamond's word that it is, and under normal circumstances his word should mean less than nothing. The disgraced ex-CEO, who last year infamously said it was time for banks to stop apologizing, will likely now replace Jamie Dimon (who replaced Lloyd Blankfein, who replaced Angelo Mozilo, etc.) as the reigning hateable-white-guy Face of World Financial Corruption, so he'll have a difficult time if this whole thing comes down to a test of his public credibility.

July 05, 2012 Houla Massacre Update - The UN Report By: David Edwards In two alerts on May 31 and June 13, we noted how the UK corporate media system instantly found, not just the Syrian government, but its leader Bashar Assad, responsible for the May 25 massacre of 108 people, including 49 children, in Houla, Syria. Numerous cartoons depicted Assad smeared with blood or bathing in blood. Just two days after the massacre, the Independent on Sunday’s front cover wanted to know what its readers were going to do about it: ‘There is, of course, supposed to be a ceasefire, which the brutal Assad regime simply ignores. And the international community? It just averts its gaze. Will you do the same? Or will the sickening fate of these innocent children make you very, very angry?’ (Independent on Sunday, May 27, 2012) Quite what readers were supposed to do, other than gaze, was unclear. After all, one of the great triumphs of modern politics is the near-complete insulation of US-UK foreign policy against democratic pressures. Inside the paper, David Randall wrote these bitter words: ‘He is the President; she is the First Lady; they are dead children. He governs but doesn't protect; she shops and doesn't care… And one hopes that those on the United Nations Security Council, when it reconvenes, will look into the staring eyes of these dead children and remember the hollow words of Assad's wife when she simpered that she “comforts the families” of her country's victims.’ This was standard for political commentary and media coverage right across politics and media. Houla was not reported as just one more ugly event in world news. It was sold to the British public as an historic ‘something must be done’ tipping point on a par with the contested Racak and hypothetical Benghazi massacres used to justify the West’s attacks on Serbia in 1999 and Libya in 2011, respectively. US and UK politicians were clearly desperate to use Houla to stoke their regime-change agenda. Rehearsing the crude tactics of the Bush-Blair era, US Secretary of State Hillary Clinton and UK Foreign Secretary William Hague endlessly repeated their damning judgements: facts were irrelevant, propaganda stunts everything. No holds were barred. The media, as ever, were happy to go along for the ride. If the US-UK alliance was to succeed in justifying externally-imposed regime change, then the Assad governmenthad to be declared responsible – certainly, solely, unforgivably. And that indeed was the message supplied by the media. However, as we explained in our June 13 alert, cracks in the story quickly began to emerge. It turned out that women and children had not had their throats cut, as had been universally asserted. Moreover, the BBC’s World News editor Jon Williams commented: ‘In Houla, and now in Qubair, the finger has been pointed at the shabiha, pro-government militia. But tragic death toll aside, the facts are few: it's not clear who ordered the killings - or why.’ But these and a handful of other comments – and the sources informing them – were kept low-profile and did not become part of the media discussion. Inexplicably, the implications for earlier media claims went unexamined, undiscussed. The UN - 'Unable To Determine The Identity Of The Perpetrators At This Time' Last week, on June 27, a UN Commission of Inquiry delivered its report on the massacre. In considering those responsible, the UN described the three most likely possibilities: ‘First, that the perpetrators were Shabbiha or other local militia from neighbouring villages, possibly operating together with, or with the acquiescence of, the Government security forces; second, that the perpetrators were anti-Government forces seeking to escalate the conflict while punishing those that failed to support – or who actively opposed - the rebellion; or third, foreign groups with unknown affiliation.’ The report’s assessment: ‘With the available evidence, the CoI [Commission of Inquiry] could not rule out any of these possibilities.’ The UN summarised: ‘The CoI is unable to determine the identity of the perpetrators at this time; nevertheless the CoI considers that forces loyal to the Government may have been responsible for many of the deaths. The investigation will continue until the end of the CoI mandate.’ A remarkably cautious conclusion, given that it was produced in the face of intense Western political and media pressure (no doubt also behind the scenes) to blame the Syrian government. So how did the media react to this high-profile report starkly contradicting its consensus on Houla? An honest media would have headlined the UN’s doubt, alerting readers to the earlier baseless assertions and misreporting. Instead, the LexisNexis media database search engine finds (July 5) just six articles mentioning the report in UK national newspapers and their websites, with only five of these mentioning Houla. An astonishingly low level of coverage given the massive media attention that preceded it. LexisNexis records 1,017 print and online articles mentioning Houla in all UK newspapers since the massacre on May 25. The Independent, which, as discussed, initially led the field in Houla hype, described the UN findings thus: ‘Gunmen raided the headquarters of a pro-government Syrian TV station yesterday, killing seven employees, kidnapping others and demolishing buildings. The government described the killings as a “massacre,” just as the UN was blaming state forces for the Houla massacre.’ If this was a gross misrepresentation of the UN's findings, it was rendered absurd by clicking an online link to ‘More’, which took readers to these words: ‘The UN report on last month's massacre at Houla, near the northern city of Homs, does not name those responsible, saying only that forces loyal to the government “may have been responsible” for many of the deaths. ‘It does not name the Alawite militia – the Shabiha – as being responsible, as has been widely reported, but said they had easiest access to Houla.’ That indeed was the news – the UN report had starkly contradicted the ‘widely reported’ but false certainty. In similar vein, a Guardian piece was titled: ‘Syrian government loyalists “may be responsible” for massacre – UN report.’ A separate Guardian headline bullet point read: ‘Assad forces may be to blame for many Houla deaths – UN.’ By contrast, more accurately, Alex Thomson of Channel 4 News tweeted: 'UN Syria report: says al-Houla massacre of 108 could have been done by either pro or anti Assad militias' We wrote to Thomson: 'Interesting, the Guardian is reporting it thus: 'Syrian government loyalists "may be responsible"' UN report.' Thomson replied: 'true but UN equally saying anti-govt militia could have done it. And I speak as someone interviewed by UN on this.' The former Guardian and Observer journalist, Jonathan Cook, emailed us: 'Yes, in fact, the Guardian's headline stating that Syrian government loyalists "may have been responsible" for the Houla massacre is simply preposterous. The narrative already promoted by the Guardian (and everyone else) is that they *were* responsible. So it should be blindingly obvious to the editors that the only *news* in this UN report is that the government loyalists may *not* have been responsible. Jonathan' (Email to Media Lens, June 27, 2012) Just three days after the UN report was published, Martin Chulov wrote in the Guardian: ‘In the Syrian village of Qatma, not far from the Turkish border, a family from the town of Houla, where a massacre widely blamed on regime backers took place in late May, has taken refuge.’ In the article, which focused solely on the perspective of Syria’s armed opposition, Chulov made no mention of the UN report or the fact that it had challenged the ‘widely’ circulated claims. Instead, he concluded: ‘Where the UN and the international community may have been seen as ponderous in the Balkans, they are viewed in a worse light through a Syrian opposition lens – impotent. ‘"What they are talking about [in Geneva] is meaningless," said Idris [a Syrian exile]. "It won't change things."’ Seen as ‘ponderous’ by whom? Presumably not the current Syrian opposition. And presumably not by those of us appalled by the mendacious propaganda used to justify Nato’s war on Serbia in 1999. Chulov meant, of course, right-thinking people. The comment recalled Chulov’s earlier response on Twitter: ‘Took a v long time to muster support for a response in Bosnia and Kosovo. Syria will be even more difficult.’ By contrast, Patrick Cockburn commented in the Independent: ‘The UN report on the Houla massacre does not name those responsible, saying only that forces loyal to the government "may have been responsible" for many of the deaths. It does not name the Alawite militia - the Shabiha - as being responsible, as has been widely reported, but said they had easiest access to Houla.’ Even The Times did better than the Guardian: ‘The [UN] authors said that they were unable to determine who carried out a massacre of more than 100 people in Houla last month but added that forces loyal to Mr Assad may have been responsible for many of the killings.’ (Janine di Giovanni, ‘Assad and rebels think they have more to gain from violence, UN general says,’ The Times, June 28, 2012) The BBC website initially commented: ‘UN investigator and author of the report Karen Abuzayd told the BBC that “there is the possibility of three different groups who may have done this”. ‘She said that government forces were responsible for the initial shelling in which some people died. But what she called the “massacre” afterwards in people's homes was done either by militiamen from Alawite villages - known as shabiha - or possibly by armed opposition groups.’ As the News Sniffer website recorded, these words were quickly edited out. Similar comments were later restored. Media response to the UN report on Houla is a striking example of how the corporate system has evolved to channel and boost government propaganda claims on demand. As ever, counter-evidence, even from highly-respected sources, struggles to make any headway against this ‘babbling brook of bullshit’. One might think that the primary concern of editors and journalists would be to provide media consumers with accurate, comprehensible information, not least by correcting earlier high-profile errors. But not a single editorial or comment piece examining the implications of the UN report on Houla has sought to do this. Most readers and viewers will continue to believe that women and children had their throat cuts, certainly on the orders of the Syrian government. Others will be simply bewildered by an overwhelming consensus punctuated by odd, apparently credible, but unexplored contradictions.
