Elf maanden nadat 96,6 procent van de Krim-bevolking zich in een referendum had uitgesproken voor de aansluiting bij de Russische Federatie probeerde columnist Henk Hofland in De Groene Amsterdammer van 11 februari 2015 angst te zaaien door met grote stelligheid te beweren dat 

President Poetin geen compromis [wil], zoals de praktijk van deze oorlog aantoont, en het dus noodzaak [is] voor het Westen om grenzen aan de Russische expansie te stellen. We naderen het stadium waarin van Poetin alles te verwachten valt. Eerst werd de Krim geannexeerd, nu is er deze burgeroorlog in Oekraïne,

en dus 

is het niet meer dan redelijk je af te vragen wat daarna op de agenda van Moskou staat.

Door een democratisch besluit te koppelen aan een burgeroorlog kon Hofland, geschoold in de Koude Oorlog retoriek, het doen voorkomen alsof de Russen elk moment het Westen zouden gaan overrompelen, waardoor 'het dus noodzaak' is voor het Westen om, desnoods via een nucleair treffen, 'grenzen aan de Russische expansie te stellen.' Overigens bedroeg de opkomst bij het referendum 85 procent, hetgeen geen gering percentage is wanneer men weet dat in bijvoorbeeld Nederland tijdens de laatste Europese Verkiezingen slechts 37,3 procent van de kiesgerechtigden verscheen, de rest geloofde het wel. Een opkomst dat een fractie meer is dan slechts eenderde, is veelzeggend, vooral ook omdat al zoveel macht naar Brussel is verdwenen. Even onthullend is het feit dat de overgrote meerderheid op de Krim niet de dupe wilde worden van het anti-Russische regime in Kiev, dat na veel geweld door de EU en de VS met miljarden wordt gesteund, terwijl op de eigen bevolkingen al vele jaren ingrijpend wordt bezuinigd. Bovendien bleek uit het opkomstpercentage van 85 procent dat niet alleen de etnische Russen (58 procent) voor aansluiting met Rusland stemde. Het is kenmerkend voor Hofland, de spreekbuis van de gevestigde neoliberale orde, dat hij deze bewijzen van opmerkelijke democratische betrokkenheid op de Krim verzweeg, zoals het nog steeds voor de mainstream-pers een taboe blijft om serieus in te gaan op het feit dat tijdens de Amerikaanse presidentsverkiezingen meer dan 45 procent van de Amerikaanse kiesgerechtigden al ruim een halve eeuw niet meer opdaagt. Dat bijna tweederde van de Europese kiesgerechtigden weigert de EU te legitimeren neemt de 'vrije pers' voor kennisgeving aan, om vervolgend weer veel aandacht aan de corrupte 'democratische' politiek te besteden. Desondanks slagen mijn collega's er niet in de Europese 'democratie' acceptabeler te maken voor de meerderheid, die inmiddels weet dat bureaucratie en politiek onder één hoedje spelen met de economische en financiële macht. Kortom, de 'democratie' wordt als een farce gezien.

Meer dan anderhalf jaar vóór de Amerikaanse presidentsverkiezingen berichtte in De Groene Amsterdammer van 15 april 2015 commentator Henk Hofland onder de kop 'Hillary's nieuwe wereld,' dat 'Hillary al de ideale kandidaat,' was voor de, zoals bekend, minder dan 60 procent van de 'Amerikaanse' kiesgerechtigden die nog de moeite neemt te stemmen op één van de twee presidentskandidaten die de 'oligarchie' naar voren heeft geschoven. Waarom? Hofland vat haar verdiensten als volgt samen:

als vrouw van president Clinton heeft ze een groot incasseringsvermogen opgebouwd en later als minister van Buitenlandse Zaken heeft ze aanzienlijke politieke ervaring opgedaan. Ze kent de wereld, en Republikeinse concurrenten die haar kunnen evenaren, hebben zich nog niet aangediend.

Hoe 'aanzienlijk' is haar 'politieke ervaring'? Mevrouw Clinton en haar man Bill zijn vanaf het allereerste begin van hun verschijning in Washington achtervolgd geweest door schandalen. David A. Graham, 'staff writer at The Atlantic,' schreef in het nummer van 20 januari 2016:

Er kleeft iets onbetrouwbaars aan haar, ze bezit een bepaalde mateloosheid, een zeker ressentiment, zoals ook Richard Nixon die had. Ze zal ook nooit duidelijk kunnen maken waarom zij zoveel macht wil. Wat wil Hoflands 'Hillary' ermee gaan doen? Ik betwijfel of iemand dit weet, want presidentsverkiezingen gaan nergens over. En dan zijn er die rare uitschieters, de hysterische momenten die een president van de zwaarst bewapende nucleaire grootmacht zich niet kan permitteren. Zo verklaarde in april 2008 Hoflands 'ideale kandidaat' ineens het volgende:

 Hillary Clinton, in her most bellicose comments since the presidential race began 15 months ago, yesterday threatened to 'totally obliterate' Iran if it launched a nuclear strike against Israel.

Speaking as voters went to the polls in the Pennsylvania primary, she said: 'I want the Iranians to know that if I'm the president, we will attack Iran' if it attacks Israel.

Barack Obama accused her of sabre-rattling, saying this was the kind of language that had been used by the Bush administration over the last few years and was not helpful.


Hoe moet deze reactie worden verklaard? 'Totally Obliterate.' 'Het van de kaart vegen,' 'Totaal Vernietigen' van een bevolking van ruim 75 miljoen individuen. De dreiging van genocide is niet de manier waarop in een zwaar bewapende wereld de president van een hegemonistische staat politiek behoort te bedrijven. Haar argumentatie is ook zo curieus, als Iran een nucleaire aanval op Israel lanceert. Allereerst bezit Iran geen nucleaire wapens. Daarnaast bezit de zionistische staat wel nucleaire wapens, en tenslotte: waarom zou een gemeenschap die al drieduizend jaar bestaat, ineens een aanval beginnen op de 'Joodse staat,' dat over massavernietigingswapens beschikt, wetende dat zij zichzelf daarmee onvoorstelbaar grote schade zou toebrengen? 

Hoewel de dreiging met een grootschalige terreuraanslag natuurlijk een gebaar was naar de schatrijke Amerikaanse zionistische lobby van wie mevrouw Clinton's voor haar verkiezingscampagnes financieel afhankelijk is, maar het typeert tegelijkertijd wel dat zij niet weet dat een Amerikaanse president in een zwaar bewapende wereld zich  een dergelijke 'hufterigheid' (Hoflands terminologie) niet kan permitteren, en zeker niet tegenover een oud cultuurvolk als de Perzen. Ze mag dan wel door Henk Hofland geprezen worden als de 'vrouw van president Clinton' die 'een groot incasseringsvermogen [heeft] opgebouwd, en later als minister van Buitenlandse Zaken aanzienlijke politieke ervaring [heeft] opgedaan,' maar deze bewering verraadt alleen een gebrek aan kennis. Want juist haar optreden 'als minister van Buitenlandse Zaken' heeft aangetoond dat zij aan een 'aanzienlijk' gebrek aan 'politieke ervaring' lijdt. Hoflands 'Hillary' was de minister van Buitenlandse Zaken die voor een televisiecamera met samengebalde vuisten, na het vermoorden van Gaddafi triomfantelijk lachend verklaarde:  'We came, we saw, he died. Hahahaha.' 


Het genieten van de moord op een staatshoofd maakt haar in mijn ogen absoluut geen 'ideale kandidaat.' Ja, wel voor barbaren, maar niet voor burgers die waarde hechten aan beschaving. Mevrouw Clinton toont een gevaarlijk gebrek aan beheersing. Maar dit is voor de hoogbejaarde Hofland een te verwaarlozen detail, net zo irrelevant als het feit dat na de moord op Gaddafi het land in een chaos belandde van elkaar bestrijdende criminele bendes. 'We kwamen. We zagen, zij stierven, hahahaha' zo bleek later. De vraag is: hoe legt een ontwikkeld mens aan Hofland uit, en aan degenen die hem tot de 'beste journalist van de twintigste eeuw' hebben uitgeroepen, dat zij zich wel de 'politiek-literaire elite' mogen beschouwen, waar geen enkele 'natie zonder [kan],' maar dat hun oordeel, smaak en stijl niet te onderscheiden zijn van die van de eerste de beste bende patjepeeërs. Hoe overtuigt men Hofland en zijn media-claque dat hun 'Hillary' natuurlijk nooit door een weldenkende burger kan worden uitgeroepen tot 'de ideale kandidaat' voor het Amerikaanse presidentschap, aangezien mevrouw Clinton destijds vóór de gewelddadige inval van Irak stemde, als agressieoorlog een oorlogsmisdaad zoals in 1946 in Neurenberg werd vastgelegd. 

Nogmaals, nu Henk Hofland en De Groene Amsterdammer: de Processen van Neurenberg bepaalden dat een agressie-oorlog niet meer door de mensheid getolereerd zal worden. De hoofdaanklager, de Amerikaan Robert H. Jackson verklaarde destijds dat 

If certain acts and violations of treaties are crimes, they are crimes whether the United States does them or whether Germany does them. We are not prepared to lay down a rule of criminal conduct against others which we would not be willing to have invoked against us.

Tijdens het proces wees Jackson erop:

To initiate a war of aggression, therefore, is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole,

en

This trial is part of the great effort to make the peace more secure. It constitutes juridical action of a kind to ensure that those who start a war will pay for it personally.

Met andere woorden: Hoflands 'Hillary' had, als het recht zou functioneren, 'persoonlijk' aansprakelijk moeten worden gesteld voor het feit dat ook zij 'a war of aggression' mogelijk heeft gemaakt, en omdat 'certain acts and violations of treaties are crimes, they are crimes whether the United States does them or whether Germany does them.'

De opmerkingen van de Amerikaanse hoofdaanklager in Neurenberg worden driekwart eeuw later, anno 2016, door Hofland en zijn 'politiek-literaire elite' impliciet en soms expliciet weggehoond als onhaalbaar en dus onzinnig, maar dit onthult meer over hoe barbaars zij is dan dat het recht niet deugt. Immers, geen enkel wetsartikel is in staat de misdaad en de 'hufters' te stoppen. Al in 1940 (!) ontleedde de dichter W.H. Auden het postmoderne relativisme van het westerse establishment toen hij in een recensie schreef:

The conservatives had become every bit as relativist as the socialists. A genuine conservative would have said, 'Hitler is not a gentleman; we cannot have Germany governed by one of the lower orders.' That they did not do this shows that Conservatism was no longer a view of society in which they believed and were prepared at all costs to defend, but a convention which they recognized as such. A convention can be learned, therefore if sent to the right tailor and asked to the right houses, Hitler could learn the tricks. Thus anyone can become anything and up till the moment a man points a revolver at you personally, you continue asking him to the house.

Het is precies deze culturele leegte die Hofland ertoe brengt om zijn 'Hillary' zonder enige intellectuele reserve 'de ideale kandidaat' te betitelen. En omdat ook in Nederland elke opportunist met de juiste 'conventions' als het ware moeiteloos omhoog kan vallen, is Hofland de meest gerespecteerde opiniemaker van het kikkerlandje. Daarom, opnieuw de grote Auden:

I must confess that a sentence of Professor Laski's (wiens boek Auden bespreekt. svh), like 'The subject of this world war is the right of mankind to the values inherent in the Democratic way of life,' shows traces of the same attitude. Men have no right to values, they have an obligation. Nor do values inhere (eigen zijn aan. svh) in a democratic or any other way of life. Beliefs in certain values may unconditionally require a man to live democratically. The habit of so doing may make obedience to these values easier, it will never of itself create a belief in them.

Again, what does Professor Laski means by 'when the leaders of a nation ask the masses to die for a dream'? Only a masochist or a fool dies for a dream. A man may think that out of the conflict in which he loses his life, a better future may possibly emerge, but he does not die in the future, he dies now. If he is willing, and not merely forced, to give his life, it is not because he has calculated that the results will probably be worth it, but because he is certain that fighting is now the only way in which he can obey a principle which is so absolute that the question of the future does not matter. From the standpoint of the conditional, every sacrifice is always in vain, for, to it, 'a life dog is always better than a dead lion.' (Voor wie nog leven mag, is er nog hoop; beter een levende hond dan een dode leeuw.  Prediker. svh) Where-do-we-go-from-here is an unreal question; the only real question, and this itself becomes unreal unless it is asked all the time, is where-are-we-now. 

Nogmaals, 'waar-zijn-we-nu'? In wat voor wereld leven de mensheid vandaag de dag? En waarom wordt die vraag door zowel politici als journalisten zo angstvallig vermeden? Wanneer alles relatief is geworden en de waarheid niet meer telt, dan zijn de massamedia niet meer dan tijdverdrijf, uit angst dat er een stilte valt en de mens met zichzelf en het raadsel om hem heen wordt geconfronteerd. Maar hoe fanatiek deze vraag ook wordt gemeden, toch duikt hij op de meest onverwachte momenten weer op. 'We' weten wel degelijk waar 'we' niet zijn. 'We' leven niet in een democratie, het consumentisme is niet wat het scheen te beloven, de vernieuwingen zijn weer teruggedraaid, de politici liegen even hard als altijd, en journalisten zijn de priesters van de moderniteit die bepalen wat op een bepaalde dag of of op een bepaald uur waar en niet waar is. En wanneer Henk Hofland stelt dat 'Niet de rest van de wereld maar het Westen [zich] zal moeten aanpassen,' dan maakt hij voordat de zin is geëindigd zijn eerste waarheid al weer een onwaarheid door eraan toe te voegen dat die aanpassing 'nog altijd bij voorkeur onder Amerikaanse leiding,' moet geschieden, tenminste 'als het een Democraat is.' Zijn 'Hillary' dus. Maar wat weet hij van haar, behalve wat algemeenheden? Ik vrees dat ij nauwelijks iets van haar weet, wanneer dit vergeleken wordt met de informatie van een Amerikaanse onderzoeksjournalist als Robert Parry die op de website Consortium News van 27 augustus 2015 onder de kop 'Will Peace Find a 2016 Advocate?' schreef:

Campaign 2016 has offered few useful ideas about worsening global crises. On the Republican side, it’s been mostly the same-old tough talk while Democrats Hillary Clinton and Bernie Sanders have said little. Is there a way to break through the frozen thinking about world conflicts...

At least since the 1980s -- when Ronald Reagan made war seem like fun again and the modern mainstream media took shape -- the Democratic Party has lacked a coherent foreign policy, highlighted today by the fact that its top 2016 presidential candidates have largely evaded the topic in favor -- almost exclusively -- of domestic issues.

Part of the problem is that Democratic frontrunner Hillary Clinton has a record of pandering (handlanger zijn. svh) to the neoconservatives during her time as a U.S. senator from New York and as Secretary of State. She voted for the Iraq War in 2002 and, while President Barack Obama’s top diplomat, supported what some call 'liberal interventionism,' which is barely distinguishable from neoconservatism.

Face It: A Vote for Hillary Clinton Is a Vote for War

Can we please stop kidding ourselves that the likely Democratic candidate is different from most of her would-be Republican rivals?

Less than a week out from the next Democratic debate—and less than a month from the Iowa caucuses—it’s time for all of us to acknowledge what is plainly true: A vote for Hillary Clinton is a vote for war.

Liberals shouldn’t kid themselves that the presumptive Democratic presidential nominee is very different from the Republican frontrunners on this score. Conservatives should stop pretending too, so they can get on with digging into areas where true policy differences between the Democrats and Republicans might actually mean something.

And the rest of us who are appalled at the incalculable human costs of a demonstrably failed, bipartisan, interventionist foreign policy that has accomplished next to nothing for all of the 21st century can get on with figuring out how to fight back against persistent war hysteria. Regardless of who gets elected in November, U.S. foreign policy will almost certainly not change very much from a status quo that stokes global instability while underwriting constitutionally unsound domestic surveillance. It will be heavily militarized and the Pentagon will get more money than it knows what to do with.

It’s not just that Hillary Clinton gets 'high-profile foreign policy guidance' from the same firm that advises hawkish Marco Rubio and Ted Cruz, who last year supported increasing the Pentagon budgetwithout cutting other government outlays. Nor is it that as first lady, Clinton 'urgedher husband to bomb Serbia in 1999 and, as a senator from New York, she supported the invasion and occupation of Iraq without reservation and said during her failed 2008 presidential bid, 'If the most important thing to any of you is choosing someone who did not cast that vote or has said his vote was a mistake, then there are others to choose from.'

As secretary of state, she rarely missed an opportunity to back more and bigger interventions. 'Clinton backed a bold escalation of the Afghanistan war,' wrote Michael Crowley in Time in 2014. 'She pressed Obama to arm the Syrian rebels, and later endorsed air strikes against the Assad regime. She backed intervention in Libya, and her State Department helped enable Obama’s expansion of lethal drone strikes. In fact, Clinton may have been the administration’s most reliable advocate for military action.' That’s exactly the reason why Republican John 'Bomb, Bomb, Bomb, Bomb, Bomb IranMcCain joked to The New Republic that it would be a 'tough choice' for him if the presidency came down to Clinton or the libertarian-leaning dove Rand Paul. 'We came, we saw, he died,' Clinton herself joked to CBS News after the death of Moammar Qaddafi in the wake of bombing runs joined by the United States. Even after Libya was plunged into utter chaos and has become a 'safe haven' for ISIS, Clinton still calls our intervention there 'smart power at its best.' Which raises the question: What could dumb power possibly look like?

As a candidate for the 2016 Democratic nomination, Clinton has softened her bellicose rhetoric ever so slightly as she tacks left to co-opt Bernie Sanders’ left-leaning, non-interventionist support (the former 'senator from Wall Street' is doing the same on economic issues, repudiating trade deals and other pro-market policies she long supported). As Salon noted, she supported the Iran deal only after it became clear that congressional critics wouldn’t be able to stop it, but 'she talked like somebody ready to start dropping bombs.' Indeed, she remains a hawk who 'goes beyond President Obama in plans to defeat ISIS,' as The New York Times puts it. 'Our goal is not to deter or contain ISIS,' she said in November when calling for a no-fly zone in Syria, more and bigger bombing runs, and most worryingly of all, more 'special operations troops' in the Middle East to train local forces. Like Marco Rubio, who erroneously claims that Islamic jihad represents a 'civilizational struggle' akin to the Cold War battle between communism and free enterprise, Clinton says that the United States 'must lead the world to meet this threat.'

Among other things, that means leaving troops in Afghanistan after an already-delayed withdrawal because being the indispensable nation means never having to say you’re sorry. 'We have invested a lot of blood and a lot of treasure in trying to help that country and we can’t afford for it to become an outpost of the Taliban and [ISIS] one more time, threatening us, threatening the larger world,' Clinton has said. Perhaps the second 14-year engagement will turn the tide.

Unsurprisingly, Secretary Clinton also pushed for keeping troops in Iraq as the elected government there insisted we leave. Clinton — and hawks in either party — never ask why a decade or more wasn’t enough to create 'secure, stable, and self-reliant' situations. And what such failures say about the wisdom of the missions in the first place.

Ultimately, what Clinton shares with most of the Republican presidential candidates is a dangerous and unthinking conflation of foreign policy with military power and action. 'Since the beginning of the Cold War, we built up a very substantial military,' Gordon Adams, a professor emeritus of international politics at American University and former Bill Clinton adviser on security and military budgets, told me recently in an interview. 'To some degree ever since then, the instinct in American policy has been to say that the most useful tool to reach for to demonstrate American leadership, to demonstrate American commitment, to demonstrate American capacity, is our military capability.'

Part of that worldview simply reflects budgeting priorities. The Pentagon spends about $600 billion a year, while the State Department’s total budget of around $50 billion is less than what the Pentagon spends just on 'Overseas Contingency Operations' or so-called war spending (despite our not being at war). It’s particularly ironic that a former secretary of state such as Hillary Clinton would be captivated by such a viewpoint. But it helps explain why diplomacy, commerce, and cultural considerations always take a backseat to saber-rattling and huffing and puffing among presidential candidates, including the former secretary of state, who is always quicker to talk about arming countries than expanding trade with them.

I don’t expect Clinton to be called out for her hawkishness by partisan Democrats, who are already trying to smooth her way to winning in November. And the Republicans are content to try and gin up votes by spending all of their time accusing Barack Obama, Hillary Clinton, and all Democrats as the bastard offspring of George McGovern and acting as if the problem with 21st century American foreign policy is that we haven’t invaded and occupied enough countries.

In the end, it will be up to candidates such as Bernie Sanders and Rand Paul to force this conversation when they return to the Senate, and it will be up to libertarians and progressives pushing in from the edges to call attention to failures that everyone sees but few in power will acknowledge. That’s not the worst outcome in the world, but it’s shame the topic couldn’t get a good hearing during a presidential election season.

Clinton Tops List of Arms Company Donations

December 17, 2015 'Information Clearing House' -- 'teleSUR-- U.S. presidential candidate Hillary Clinton was also a favorite of the arms producing giants during her 2006 senate campaign.

Hillary Clinton has received more money from arms and military service companies than any other candidate during the 2016 presidential campaign, data from Open Secrets shows.

All but one of the world’s 10 biggest arms producers have contributed to Clinton’s previous campaigns, giving her — along with the top Republican receiver Ted Cruz — a significant margin over the other candidates. 

The numbers, collected by the Federal Election Commission and compiled by Open Secrets, also reveal that Rand Paul and Bernie Sanders make the list of top 20 senators and top six presidential candidates to receive money from arms and defense companies. 

Most of the funding is channeled through Political Action Committees, which have no limits to how much they donate. About 18 percent comes from individual contributions, totaling almost US$10 million between all of the companies.

The biggest donors — Lockheed Martin, Northrop Grumman and Boeing — devote about a third of their funds to Democrat candidates. In the last presidential elections, Barack Obama won more funding than his contender John McCain, though McCain is the top-earning senator this year. 

A report released Sunday by the Stockholm International Peace Research Institute showed that while U.S. arms sales have slowed, U.S.-based Lockheed Martin’s profits soared in 2014. Overall sales rose steadily until the financial crisis of 2008, when they mostly stabilized.

Sunday’s report also indicates that the U.S. accounts for a staggering 54 percent market share of the global arms market. The United Kingdom has the second largest market share, with 10.4 percent. Russia has a market share of 10.2 percent, while France has a market share of 5.6 percent. 

The world’s top 10 arms companies are based in the U.S. and Western Europe, according to the report. Among these are Lockheed Martin, Boeing and BAE Systems, who make up the top three companies in terms of global market share.

Met de hierboven staande informatie als context om te kunnen beoordelen of Hoflands 'Hillary' werkelijk 'de ideale kandidaat' is, kan niet anders dan geconcludeerd worden dat de éminence grise van de polderpers een propagandist is van de gevestigde wanorde. Een 'warmonger,' zoals iemand als hij in de Angelsaksische wereld genoemd wordt. terwijl hij als spreekbuis van het Atlantisch bondgenootschap in hetzelfde weekblad De Groene met evenveel stelligheid poneerde dat 'Hillary' die vóór de agressieoorlog tegen Irak stemde, en dus volgens het internationaal recht gezien moet worden als een oorlogsmisdadiger, 'de ideale kandidaat' voor het Amerikaanse presidentschap is en de hoogbejaarde 'nog altijd bij voorkeur onder Amerikaanse leiding, als het een Democraat is,' de toekomst in wil. Propagandisten zijn altijd en overal schaamteloos, en nooit zullen ze zich achteraf verontschuldigen voor de chaos die ze hebben veroorzaakt. Daarom, speciaal voor de redactie van De Groene Amsterdammer en al die andere bewonderaars van H.J.A. Hofland het volgende fragment uit een interview met Noam Chomsky van eind januari 2016:

C.J. Polychroniou: Noam, thanks for doing this interview on current developments in Europe. I would like to start by asking you this question: Why do you think Europe's refugee crisis is happening now?

Noam Chomsky: The crisis has been building up for a long time. It is hitting Europe now because it has burst the bounds, from the Middle East and from Africa. Two Western sledgehammer blows had a dramatic effect. The first was the US-UK invasion of Iraq, which dealt a nearly lethal blow to a country that had already been devastated by a massive military attack 20 years earlier followed by virtually genocidal US-UK sanctions. Apart from the slaughter and destruction, the brutal occupation ignited a sectarian conflict that is now tearing the country and the entire region apart. The invasion displaced millions of people, many of whom fled and were absorbed in the neighboring countries, poor countries that are left to deal somehow with the detritus of our crimes.

One outgrowth of the invasion is the ISIS/Daesh monstrosity, which is contributing to the horrifying Syrian catastrophe. Again, the neighboring countries have been absorbing the flow of refugees. Turkey alone has over 2 million Syrian refugees. At the same time it is contributing to the flow by its policies in Syria: supporting the extremist al-Nusra Front and other radical Islamists and attacking the Kurds who are the main ground force opposing ISIS - which has also benefited from not-so-tacit Turkish support. But the flood can no longer be contained within the region.

The second sledgehammer blow destroyed Libya, now a chaos of warring groups, an ISIS base, a rich source of jihadis and weapons from West Africa to the Middle East, and a funnel for the flow of refugees from Africa. That at once brings up longer-term factors. For centuries, Europe has been torturing Africa -- or, to put it more mildly -- exploiting Africa for Europe's own development, to adopt the recommendation of the top US planner George Kennan after World War II.

The history, which should be familiar, is beyond grotesque. To take just a single case, consider Belgium, now groaning under a refugee crisis. Its wealth derived in no small measure from 'exploiting' the Congo with brutality that exceeded even its European competitors. Congo finally won its freedom in 1960. It could have become a rich and advanced country once freed from Belgium's clutches, spurring Africa's development as well. There were real prospects, under the leadership of Patrice Lumumba, one of the most promising figures in Africa. He was targeted for assassination by the CIA, but the Belgians got there first. His body was cut to pieces and dissolved in sulfuric acid. The US and its allies supported the murderous kleptomaniac Mobutu. By now Eastern Congo is the scene of the world's worst slaughters, assisted by US favorite Rwanda while warring militias feed the craving of Western multinationals for minerals for cell phones and other high-tech wonders. The picture generalizes too much of Africa, exacerbated by innumerable crimes. For Europe, all of this becomes a refugee crisis.
