Movies That Matter 5




Een van de grote problemen van onze tijd is dat de westerse media-consument denkt dat hij geinformeerd is omdat hij het 'nieuws' van de commerciele massamedia volgt. Als journalist en schrijver die de media al meer dan vier decennia nauwlettend volgt en ook de angelsaksische kritische literatuur op dit gebied nauwlettend volg, weet ik dat de gedachte geinformeerd te zijn door alleen de krant te lezen of de berichtgeving op tv en radio te volgen, in feite op niets is gebaseerd. 



De Amerikaanse socioloog C. Wright Mills typeerde onze op technologie berustende economisch model als 'rationalisme zonder rede'. In de jaren zestig van de vorige eeuw schreef hij: 

De machthebbers verschaffen de opinies en de middelen waarmee die gerealiseerd kunnen worden. Mensen bestaan in de mediamarkten alleen als massa; hun acties verlopen parallel omdat hun opinies parallel verlopen, en hun opinies zijn parallel omdat ze alle uit één bron afkomstig zijn: die van de media. [...] De mensen zijn, zelfs als ze handelen, meer toeschouwers dan medespelers. Het publiek van de massamaatschappij handelt bij acclematie, bij plebisciet. Passief staat het toe, actief klapt het in de handen. Het is geen handelen dat uit eigen, autonome beslissingen of initiatieven voortkomt; het is geconditioneerde reactie op gecontroleerde stimuli die van het centrale beheerapparaat uitgaan. Omdat het publiek van de massamaatschappij markt voor de media en geactiveerde massa is geworden, is de discussiefase van het proces van opinievorming vrijwel uitgeschakeld.

C. Wright Mills toonde gedocumenteerd aan dat 

het doel van de opinie-organisatoren [is] om de bevolking in een voortdurende staat van emotionele onderworpenheid te houden... Immers, als het maar eenmaal gelukt is om een mentaliteit van volgzaamheid en gehoorzaamheid te kweken, is het niet moeilijk meer om de mensen te doen geloven en te doen voelen wat men maar wil... hun opinies zijn parallel omdat ze alle uit 1 bron afkomstig zijn: die van de media.

Mede daardoor is er een wereld ontstaan waarbij, volgens de voormalige Amerikaanse Veiligheidsadviseur Zbigniew Brzezinski, een ‘impoverished two-thirds of humanity’ in stand wordt gehouden, en universele rechten van de mens wel op papier mogen bestaan, maar in de praktijk het Westen er niet naar handelt. De eigen economische en geopolitieke belangen gaan dan voor. Het is  ook geen toeval dat in 1948, in hetzelfde jaar dus van de Universele Verklaring van de Rechten van de Mens, het hoofd van het Planningbureau van het Amerikaanse ministerie van Buitenlandse Zaken, George Kennan, in een beleidsbepalend toen nog geheim document de Amerikaanse regering adviseerde dat aangezien:


Wij ongeveer 50 procent van de rijkdommen in de wereld [hebben], maar slechts 6,3 procent van haar bevolking… Onze werkelijke taak in het komende tijdperk is om een netwerk van betrekkingen op te bouwen die ons in staat stelt deze positie van ongelijkheid te handhaven… We moeten ophouden te spreken over vage en… imaginaire doelstellingen als mensenrechten, het verhogen van de levensstandaard, en democratisering. De dag is niet veraf dat we in pure machtsconcepten moeten handelen. Hoe minder we daarbij gehinderd worden door idealistische slogans, des te beter het is.


En ondertussen beseft de overgrote meerderheid van de mensen die denkt voor het goede te strijden niet dat achter de schermen de ware macht permanent nadenkt over het veiligstellen van de westerse hegemonie. Het volgende weten ze bijvoorbeeld niet:

Executive summary 
I n every country, and at all times, 
we like to rely on certainty. But in 
a world of asymmetric threats and glo- 
bal challenges, our governments and 
peoples are uncertain about what the 
threats are and how they should face 
the complicated world before them. 
After explaining the complexity of the 
threats, the authors assess current ca- 
pabilities and analyse the deficiencies in existing 
institutions, concluding that no nation and no 
institution is capable of dealing with current 
and future problems on its own. The only way 
to deal with these threats and challenges is 
through an integrated and allied strategic ap- 
proach, which includes both non-military and 
military capabilities. 


Based on this, the authors propose a new grand 
strategy, which could be adopted by both or- 
ganisations and nations, and then look for the 
options of how to implement such a strategy. 
They then conclude, given the challenges the 
world faces, that this is not the time to start 
from scratch. Thus, existing institutions, rather 
than new ones, are our best hope for dealing 
with current threats. The authors further con- 

clude that, of the present institutions, NATO is 
the most appropriate to serve as a core element 
of a future security architecture, providing it 
fully transforms and adapts to meet the present 
challenges. NATO needs more non-military ca- 
pabilities, and this underpins the need for better 
cooperation with the European Union. 


Following that approach, the authors propose a 
short-, a medium- and a long-term agenda for 
change. For the short term, they focus on the 
critical situation for NATO in Afghanistan, 
where NATO is at a juncture and runs the risk 
of failure. For this reason, they propose a series 
of steps that should be taken in order to achieve 
success. These include improved cost-sharing 
and transfer of operational command. Most im- 
portantly, the authors stress that, for NATO na- 
tions to succeed, they must resource operations 
properly, share the risks and possess the political 
will to sustain operations. 
As a medium-term agenda the authors propose 
the development of a new strategic concept for 
NATO. They offer ideas on how to solve the 
problem of the rivalry with the EU, and how to 
give NATO access to other than military in- 
struments. They further propose bringing fu- 
ture enlargement and partnership into line with 
NATO’s strategic objectives and purpose.


In their long-term agenda the authors propose 
abandonment of the two-pillar concept of 
America and Europe cooperating, and they sug- 
gest aiming for the long-term vision of an alli-
ance of democracies ranging from Finland to 
Alaska. To begin the process, they propose the 
establishment of a directorate consisting of the 
USA, the EU and NATO. Such a directorate 
should coordinate all cooperation in the com- 
mon transatlantic sphere of interest. 

The authors believe that the proposed agenda 
could be a first step towards a renewal of the 
transatlantic partnership, eventually leading to 
an alliance of democratic nations and an in- 
crease in certainty.
