'UN envoy attacks Mid-East Quartet

A top UN expert has said he will urge the world body to withdraw from the Quartet of Middle East mediators unless it addresses Palestinian human rights.
John Dugard, the UN human rights envoy for the Palestinian Territories, told the BBC the US, EU, UN and Russia were failing to protect the Palestinians.
He said the UN "does itself little good by remaining a member of the Quartet".
In his role as a UN special rapporteur, Mr Dugard has been visiting the West Bank and Gaza for the past seven years.
Special rapporteurs are independent experts appointed by the UN Human Rights Council.
They are advisers and do not decide UN policy.
"Every time I visit, the situation seems to have worsened," he said in a BBC interview.
This time, I was very struck by the sense of hopelessness among the Palestinian people."
Mr Dugard attributed this to "the crushing effect of human rights violations", and in particular Israeli restrictions on Palestinians' freedom of movement.
He said that although Israel did have a threat to its security, "its response is very disproportionate".
He said the purpose of some of the checkpoints in the middle of the West Bank was to break it up "into a number of cantons and make the life of Palestinians as miserable as possible".
'Weak' response
The South African retired professor of international law said the response of the Quartet was weak because it was "heavily influenced" by the US.'

NGOs urge UN High Commissioner for Refugees (UNHCR):
"Provide immediate effective protection and find rights-based durable
solutions for Palestinian refugees, including voluntary repatriation"

BADIL, Geneva: Some 270 NGOs from around the world reminded member states of
the UNHCR Executive Committee that, "Palestinian refugees and internally
displaced persons (IDPs) constitute the largest and longest-standing
unresolved caseload of refugees and displaced persons in the world today.

NGOs urge the international community to increase efforts to find voluntary
durable solutions to their plight [...], including local integration,
resettlement and voluntary repatriation."
In two statements delivered to the annual UNHCR Executive Committee (Excom)
Meeting in early October, NGOs recognized the generosity of Syria, Egypt and
Jordan, who are hosting thousands of refugees from Iraq, and called upon
States to pursue their efforts to ensure that the approximately 15,000
Palestinian refugees in Iraq and on its borders "are provided with temporary
protection, and access to durable solutions [...] In cooperation with UNHCR,
all Palestinian refugees from Iraq should be registered with UNRWA as a
matter of high priority."
The Excom, UNHCR's governing body, however, has yet to engage. The Committee
is composed of 70 member states from all continents. It includes UNHCR's
major donors (United States, European Commission, Japan, Sweden, Netherlands,
Norway, a.o.), as well as several Arab states and Israel. The Excom has been
unable, for political reasons, to reach a consensus for engagement based on
Palestinian refugees' right of return to their homes of origin located in
Israel or the 1967 Occupied Palestinian Territory under Israel's effective
control.
UNHCR currently holds that its mandate is limited to Palestinian refugees
outside the area of operations of the UN Relief and Works Agency (UNRWA),
such as Palestinians refugees in/from Iraq. UNHCR-Israel does not include
Palestinian refugees in its mandate. Arab states are reluctant to cooperate
with a UNHCR unable to hold Israel to account and ensure equal burden sharing
with rich western states. Thus most Arab and western states – for different
reasons - have been unwilling to provide temporary protection or resettlement
slots for Palestinian refugees from Iraq. Only Syria, Jordan, Canada, Brazil,
Chile and Norway have agreed to host limited numbers.
The result is a situation where most Palestinian refugees in/from Iraq cross
borders on their own into neighboring Arab and other countries where they
find themselves with little or no protection by states and agencies. Others
remain stuck in Iraq or at its borders in grave danger and under inhuman
conditions.
Meanwhile, UNHCR is pressured for rapid humanitarian solutions and in danger
of violating its own standards. "Protection" of Palestinian refugees is
negotiated with states already over-burdened with refugees, and with states
threatened with armed conflict and generating refugees of their own. In this
context, BADIL calls upon UNHCR to uphold its principle of voluntariness, as
300 Palestinian refugees stranded at the Syrian-Iraqi border have already
turned down Sudan's offer to host them, explaining that they are unwilling to
move to Sudan that may soon face civil war and where conflict in the Darfur
region has already left the country with some 2.5 million refugees of its
own.
BADIL calls upon civil society organizations, in particular NGOs working with
UNHCR, to continue joint efforts for states, members of the UNHCR Excom, to:
* Provide immediate temporary protection slots to displaced Palestinian
refugees and IDPs;
* Enhance protection efforts through inter-agency cooperation, in particular
among UNRWA and UNHCR;
* Develop a comprehensive global protection regime for Palestinian refugees
and IDPs in which repatriation, the preferred durable solution of UNHCR and
the Palestinian refugee and IDPs, is recognized and promoted as their primary
durable solution under international law and UN resolutions.
60 years after their original displacement, Palestinian refugees and IDPs are
entitled to an international protection regime which can prevent renewed
displacement, protect during displacement and promote durable solutions based
on their right to return.

Vrijdag 5 oktober schreef ik op deze weblog: 'De Amsterdam krant Het Parool schreef iemand met de naam Marc Laan een recensie over het nieuwe boek van Naomi Klein en zoals vaak in de polder gebruikte ook deze Marc zijn bespreking van een boek van Naomi Klein om zijn eigen opvattingen te ventileren. Hij schreef: 'De complottheorie van Klein levert genoeg huiswerk op voor de activistische Andersglobalisten, die haar vorige boek No logo aangrepen om wereldwijd antiglobaliseringsrellen te ontketenen.' Dit heet officieel het criminaliseren van een al die niet vermeende tegenstander/vijand. Marc blijkt uit zijn stukjes een fervente neoliberaal te zijn. Dat is niet vreemd. Vreemd is wel dat hij daar een krant voor mag gebruiken. Leest u nog eens wat hij schreef. Die zin bevat tenminste drie kwalificaties. Dat is knap. Waarom hij het boek niet gewoon kan beschrijven, zegt meer over hemzelf dan over het boek. Marc gaat het ver schoppen bij de commerciele massamedia. Hou die naam in de gaten. Propagandisten duiken overal op. Marc Laan dus.'

Naar aanleiding daarvan emailde: 'Kees heeft een nieuwe reactie op uw bericht "Het Neoliberale Geloof 56" achtergelaten:

recensie Marc Laan verdwenen? Die recensie van Laan in het Parool was me ook opgevallen. Niet alleen door z'n giftigheid, maar ook omdat hij klaarblijkelijk denkt dat mensen rellen gaan schoppen nadat ze een boek gelezen hebben...Nu wilde ik ernaar linken in een soort overzicht van recensies op globalinfo.nl (en dat dan afzetten tegen die van Stiglitz in de NYT, ook kritisch maar dan to the point en gefundeerd) en nu blijkt dat het stuk van Laan niet meer opduikt, ook niet als je zoekt op de Parool-site. Toeval, of vonden ze het daar ook de grenzen van wat toelaatbaar is te buiten gaan?'

Vrijdag 12 oktober schreef Het Parool naast een foto van Naomi Klein: 'Naomi Klein in Felx. Journalist en activiste Naomi Klein introduceert haar nieuwste boek De Shock Doctrine in Felix Meritus. In haar boek betoogt Klein dat westerse machthebbers natuurrampen, financiele crises en oorlogen misbruiken om andere landen het kapitalisme op te leggen. De foto is gemaakt vanachter een glazen deur. Er mocht in de zaal niet gefotografeerd worden.' In de laatste twee zinnen staan twee fouten. Allereerst 'betoogt Klein' niet dat de westerse machthebbers bezig zijn andere landen 'het kapitalisme op te leggen.' Want ze geeft als voorbeeld ook Argentinie, Chili en het Verenigd Koninkrijk, en dat moet nu zelfs Het Parool weten, dat waren al kapitalistische landen. Nee, het gaat Klein om de opkomst van het neoliberale 'rampen kapitalisme,' die de sociale structuur van hele landen kapot maakt, en die niet democratisch gecontroleerd wordt. Tweede fout is het fotograferen. Zoals u op de door mij gemaakte foto hierboven kunt zien, mocht er wel in de zaal worden gefotografeerd. Er waren tenminste vier fotografen permanent bezig. Een fout per zin is nogal veel.

Rare krant dat Parool. Waarom geeft deze locale Amsterdamse krant zoveel misinformatie? Wie denken de journalisten van Het Parool te dienen? Niet de lezer, die op een verkeerd been wordt gezet, maar wie dan wel?

Links ziet u Bjorn Lomborg, een Deen met een Amerikaans accent, die stelt dat het Kyoto Verdrag 1 ijsbeer per jaar redt. En hierboven ziet u die geredde ijsbeer, die van schots naar schots springt om in leven te blijven nu de klimaarverandering toeslaat en het ijs razendsnel smelt.

In de Volkskrant van zaterdag staat een interview met Bjorn, waarin hij zegt dat ijsberen niet uitstervan doordat ze verdrinken 'bij gebrek aan ijs, lijkt me, zoals Al Gore in zijn film beweert. Als we echt iets geven om ijsberen, moeten we ophouden met ze afschieten. Met het geld van Kyoto dat één ijsbeer redt, kun je er gemakkelijk vijfhonderd direct redden.' En dat alles staat onder de kop 'Bjorn Lomborg hamert in zijn nieuwe boek Cool It! op intelligenter klimaatbeleid. Red 500 ijsberen, niet één' Zo, dat hakt erop in. Impliciet verklaren de Volkskrant en Bjorn dat het huidige klimaatbeleid, zoals Al Gore en het IPCC, de klimaatwetenschappers van de VN die als eersten waarschuwden voor een klimaatverandering, niet op een íntelligent klimaatbeleid hameren, want dat doet nu juist Bjorn. Het is een impliciete, verhulde boodschap, maar het staat er. En ere die ere toekomt, zo op het eerste gezicht klinkt het lekker, 500 ijsberen redden is natuurlijk intelligenter dan 1.

Ik heb vorige week dinsdag in Felix Meritus een lezing van Lomborg gevolgd. Een half uur lang kwam Bjorn met allerlei cijfers, verpakt in een gladde powerpoint presentatie, die duidelijk moesten maken dat met enkele simpele oplossingen de klus geklaard kan worden als we vooral maar niet luisteren naar Al Gore, het IPCC en al die andere onnozele mensen die denken dat we met een uiterst bedreigend en complex fenomeen te maken hebben. Het was een zo geruststellend verhaal dat ik dreigde weg te dommelen tot hij ineens vertelde dat Kyoto saves only one icebear a year, en dat dus al die miljarden die sinds het ratificeren van het Kyoto Verdrag zijn gespendeerd aan een poging om de CO2 uitstoot te verminderen, volkomen weggegooid geld is, want miljarden uitgeven om slechts 1 ijsbeer per jaar te redden is natuurlijk absurd. Eén, 1, slechts 1 ijsbeer. Dus geen anderhalf of 2 ijsberen, maar slechts één van 1. En 1 per 1 jaar, dus niet één in 9 maanden, of 1 in anderhalf jaar, nee precies één ijsbeer in exact één jaar. En op dat moment wist ik dat Bjorn een fantast is. Niets in deze wereld is statisch, alles fluctueert permanent. Ook aantallen geredde ijsberen. Alleen verkopers, journalisten en andere kwakzalvers werken met ronde getallen. Panta rhei, dat is de essentie van het leven. Bjorn was verstandig genoeg om zijn berekening niet toe te lichten, zoals hij dat ook niet deed met alle andere cijfers, die ineens vanuit de lucht in zijn powerpoint presentatie opdoken. Het is natuurlijk godsonmogelijk dat Kyoto precies 1 ijsbeer per 1 jaar redt en dat tot in lengte der dagen. Alleen een idioot gelooft zo iets, Bjorn natuurlijk, want die wordt er voor betaald door niemand weet precies wie, en Martijn van Calmthout, die de Deen interviewde voor de Volkskrant en meent dat Lomborg pleit voor een 'intelligenter klimaatbeleid.' Martijn, beste collega, twijfel is de bron van alle intelligentie. Leer te twijfelen en je ontdekt in wip en een zucht wie de boel bedriegt. Succes en Cool It! de volgende keer. Laat je niet in je enthousiasme op sleeptouw nemen. Blijf onafhankelijk als journalist. Martijn, vraag hem ook nog even hoe hij aan dat getal van 500 komt. Waarom niet 501 of 499, maar precies 500? Zou dat uit dezelfde dikke duim komen als die 1?

Na zijn vlotte optreden vroeg ik Bjorn door wie hij getraind was. 'In de VS,' antwoordde hij. Door wie? 'Ja, daar ben ik vaak.' Waarom juist daar? Hier in Europa was men al langer van de klimaatverandering doordrongen. Hij gaf geen antwoord dus vroeg ik nog eens door wie hij getraind was. Hij glimlachtte, maar gaf weer geen antwoord. Martijn, ga dat nu eens uitzoeken voor je lezers. Bjorn komt al sinds zijn achttiende in de VS, toen hij daar een jaar lang naar school ging. De rest wordt later verklapt.

'IS BATTERED ARCTIC SEA ICE DOWN FOR THE COUNT?

A few years ago, researchers modeling the fate of Arctic sea ice under global warming saw a good chance that the ice could disappear, in summertime at least, by the end of the 21st century. Then talk swung to summer ice not making it past mid-century. Now, after watching Arctic sea ice shrink back last month to a startling record-low area, scientists are worried that 2050 may be overoptimistic."This year has been such a quantum leap downward, it has surprised many scientists," says polar researcher John Walsh of the University of Alaska, Fairbanks. "This ice is more vulnerable than we thought." And that vulnerability seems to be growing from year to year, inspiring concern that Arctic ice could be in an abrupt, irreversible decline. "Maybe we are reaching the tipping point," says Walsh.There's no doubt that 2007 was a special summer melt season. The ice area remaining in September--the year's low point--had been shrinking since satellite monitoring began in 1979. Some years it recovered a bit, others it declined further, but overall it shrank 8.6% per decade. In 2005, it hit a record low of 5.6 million square kilometers, down 20% from 1979. But last month, "we completely blew 2005 out of the water," says sea ice specialist Mark Serreze of the University of Colorado, Boulder. Ice area plummeted to 4.13 million square kilometers, down 43% from 1979. That's a loss equivalent to more than two Alaskas. The new low is more than one Alaska below the trend line. Nothing else like that appears in the satellite record or, for that matter, in monitoring from ships and planes during the rest of the 20th century, says Walsh. An immediate cause of the record-breaking year is clear enough. As Serreze explains, an unusually strong high- pressure center sat over the central Arctic Ocean while a strong low hovered over Siberia. This weather pattern allowed more solar heat through the clear skies beneath the high-pressure center and pumped warm air up from the south between the high and the low.'
