Nederland wil Hezbollah op EU-lijst terreurorganisaties – ‘nog niet zover’

Nederland heeft er gisteren binnen de Europese Unie op aangedrongen Hezbollah op de lijst van terreurorganisaties te zetten. De meeste EU-landen vinden zo’n sanctie om verschillende reden echter te ver gaan.
Demissionair minister Rosenthal van Buitenlandse Zaken zei tegen persbureau Reuters dat het tijd is dat Europa “effectieve maatregelen” tegen Hezbollah neemt. Nederland is het enige EU-land dat Hezbollah als een terreurorganisatie heeft bestempeld. Groot-Brittannië steunt de Nederlandse roep om actie tegen Hezbollah, maar beschouwt alleen de gewapende tak van de Libanese beweging als een terroristische organisatie.
Israël en de Verenigde Staten zijn al lange tijd in Brussel aan het lobbyen om Hezbollah op de Europese terreurlijst te krijgen. De Amerikanen plaatsten Hezbollah in de jaren negentig op hun eigen lijst met terroristische organisaties.

‘Nu iets doen vanwege steun Hezbollah aan regime-Assad’

Volgens Nederland moet Europa nu tot actie overgaan omdat er volgens Rosenthal steeds meer bewijzen komen dat Hezbollah het regime van de Syrische president Assad militair steunt. “Er is een noodzaak om nu iets te doen”, aldus de minister.
De meeste Europese landen hebben echter geen zin om iets te doen tegen een organisatie die in eigen land, Libanon, politiek zo belangrijk is. Duitsland en Frankrijk hebben ook twijfels over de juridische basis: als er geen strafrechtelijk bewijs is dat Hezbollah aanslagen pleegt, kan de organisatie de plek op de lijst aanvechten.
Als bewezen wordt dat Hezbollah verantwoordelijk is voor de aanslag op Israëlische toeristen in het Bulgaarse Burgas, zouden andere landen eventueel bereid zijn tot actie over te gaan, aldus de Luxemburgse minister van Buitenlandse Zaken Jean Asselborn gisteren. Maar volgens bronnen binnen de EU zeggen Bulgaarse vertegenwoordigers in Brussel al dat er geen bewijs is voor betrokkenheid van Hezbollah.

Topman Shell waarschuwt voor conflicten en watertekorten

Shell-topman Voser waarschuwt vandaag in een interview met NRC voor een dreigend watertekort.

Peter Voser, de Zwitserse topman van energiebedrijf Shell, waarschuwt voor conflicten en wereldwijde watertekorten. Hij roept politici op beleid te maken voor water, voedsel en energie. Deze drie gebieden raken volgens hem meer met elkaar vervlochten. “De samenwerking tussen bedrijven, overheden en samenleving moet beter”, aldus Voser in NRC Handelsblad.
Er zijn milieuvriendelijkere alternatieven nodig, zegt Voser, zoals biobrandstoffen. Maar die komen nu nog vaak uit maïs of palmolie, en concurreren zo met de vraag naar voedsel. “Strategisch denken is nodig, voor de lange termijn”, stelt Voser.
Zonder ingrijpen heeft de wereldbevolking in 2030 naar verwachting 40 procent meer water nodig dan nu. “Maar dat water is schaars”, aldus de Shell-topman.

MILIEUCLUBS SCEPTISCH OVER DUURZAAMHEIDSCLAIM SHELL

Shell opende vorig jaar een fabriek in Qatar, die gas omzet in onder meer diesel en kerosine. Gebruikt water wordt er gerecycled. Het concern haalt zijn biobrandstoffen uit suikerriet dat wordt verbouwd in Brazilië. Voser: “Daar hoef je bijna niet te irrigeren”.
Milieuorganisaties zijn sceptisch over Shells duurzaamheidsclaim. De CO2-uitstoot van het concern stijgt, net als het watergebruik – na jaren van daling.

'Mediamagnaat Sauer weg bij Sanoma in Rusland'

 Mediamagnaat Derk Sauer verliest eind dit jaar zijn positie als voorzitter van de Raad van bestuur van Sanoma Independent Media, dat in Rusland meer dan tien kranten en tijdschriften uitgeeft. 'Het lijkt me zeer onwaarschijnlijk dat ze me zullen vragen aan te blijven', zegt Sauer, wiens contract op 31 december afloopt. 

In 2005 verkocht hij voor 142 miljoen euro zijn Russische media-imperium Independent Media aan de Finse mediagroep Sanoma. Tot 2007 bleef hij directeur van Sanoma Independent Media, daarna werd hij voorzitter werd van de Raad van Bestuur. Buiten Rusland heeft Sauer een minderheidsbelang in het Nederlandse NRC Media en in Londen geeft hij de krant City AM uit.

Sauers vertrek zou de definitieve breuk betekenen met het Russische media-imperium dat hij vanaf 1992 opbouwde. Wel hoopt hij dat Sanoma hem betrokken laat blijven bij de Engelstalige krant The Moscow Times. 'Daar heb ik nog een directe managementrol.' Ook zal hij aanblijven als voorzitter van de Raad van Bestuur van Vedomosti, een toonaangevende Russische zakenkrant (en een samenwerkingsverband tussen Sanoma, Financial Times en Dow Jones/Wall Street Journal).

Het mogelijke vertrek van Sauer werd deze week ingeluid door het ontslag van de huidige directeur van Sanoma Independent Media, Jelena Mjasnikova. Zij werkte vanaf begin jaren negentig nauw samen met Sauer en zijn vrouw Ellen - eerst als tolk, later onder meer als hoofdredacteur van de Russische Cosmopolitan.

Interne problemen
Mjasnikova zei tegen Russische media dat ze was opgestapt uit onvrede over de strakke regie vanuit Helsinki die het mediabedrijf de afgelopen jaren heeft ingevoerd. Sauer, die haar vertrek 'een slechte zaak' noemt, beaamt de interne problemen. 'De vrijheid van het lokale management werd steeds meer ingeperkt door de nieuwe leiding van Sanoma. Dat botst heel erg met onze bedrijfscultuur. Voor elke paperclip heb je nu een handtekening nodig, maar wij besloten altijd zelf of we iets nieuws gingen opzetten of dat we met een project moesten stoppen.'

Sanoma kondigde deze week aan dat het gaat snijden in zijn Finse media-activiteiten om de kosten te drukken. Maar aan de bedrijfsresultaten van Sanoma Independent Media - dat in Rusland drie kranten en meer dan tien tijdschriften uitgeeft - heeft het niet gelegen, zegt Sauer. 'Het is een heel goed lopende zaak. Als je kijkt naar de winstmarge, dan scoort Rusland het hoogst van alle landen waar Sanoma actief is.'

Mediamanager Leonid Bersjidski, in 1999 betrokken bij de oprichting van Vedomosti, rouwde gisteren om het aanstaande vertrek van Sauer. 'Als hij weggaat, verliest Independent Media zijn hersens en zijn ziel,' zei hij tegen slon.ru. 'Voor mij is het minder dramatisch dan voor Mjasnikova', zegt Sauer zelf. 'Ik heb een paar jaar geleden al besloten het rustiger aan te doen in Rusland.'

President Obama Calls Israel's Bluff

For months, Israel's leadership has made it appear as though a military strike against Iran may be imminent.
However, some (including myself) have viewed such sabre rattling as nothing more than a bluff - a bluff intended to politically scare up U.S. support for a military strike in an election year.
A report from The Washington Post today makes it appear as though President Obama agrees. For the Obama administration seems to be calling Israel's bluff.
In short, Prime Minister Binyamin Netanyahu has been waving Iran before the GOP like a piece of red meat, imploring Republicans to hit Obama hard politically with the spectre of Israel's vulnerability. Mitt Romney obliged in late July, pledging full support for an Israeli strike.
However, it appears President Obama hasn't been moved. This much has been made clear by the host of Israeli figures who have been publicly whining recently about the fact that Obama hasn't been puffing out his chest enough and threatening Iran with our military might.
Here's the best quote from an unnamed Israeli official cited by the Post:
"What we'd like to see is President Obama saying something in the next few days or weeks, something serious," said one official.
"It could be (a declaration) of red lines, or some forceful statement," he said. " The point is not to convince Israel, but to convince the Iranians, that we, the United States, mean business. We will tighten sanctions. There's a military option. ... The Iranians have to understand unequivocally that the Americans are serious about preventing them from acquiring nuclear weapons."
The point is not to convince Israel, but to convince the Iranians, that we, the United States, mean business. The unintended meaning of the official's words belies a current truth: the U.S. has made clear to Israel that it means business -- it will not support a military strike in the present environment. Full stop.
As Netanyahu continues to bark, Israeli leaders are begging our President to bite. However, Obama seems intent on not allowing this tail to wag the dog.

'Human Rights Watch accuses US of covering up extent of waterboarding

The organisation alleges that opponents of Muammar Gaddafi were subjected to the torture at secret CIA prisons

The New York-based human rights group has cast "serious doubt" on Washington's claim that only three people, all members of al-Qaida, were waterboarded in American custody, claiming in a new report to have fresh evidence that the CIA used the technique to simulate drowning on Libyans snatched from countries in Africa and Asia.
The report, Delivered into Enemy Hands: US-Led Abuse and Rendition of Opponents to Gaddafi's Libya, also says that the CIA, Britain's MI6 and other western intelligence services were responsible for "delivering Gaddafi his enemies on a silver platter" by sending the captured men to Tripoli for further abuse after the American interrogations.
The HRW report is based on documents seized at the Libyan intelligence headquarters after Gaddafi's fall, and interviews with 14 former detainees, mostly members of the Libyan Islamic Fighting Group (LIFG), which attempted for 20 years to overthrow the former regime in Tripoli. The group joined last year's revolution and some of those tortured by the US now hold leadership positions in the new Libyan administration.
Last week the US attorney general, Eric Holder, said that no one would be prosecuted for CIA abuses during the Bush administration's "war on terror" despite the death of at least two detainees under torture. But HRW said the latest revelations merit new independent inquiries in the US and Britain. It said Washington's failure to hold to account Americans responsible for torture undermines US demands for accountability for crimes by others in Syria and Libya.
Among those tortured was Khalid al-Sharif, who was held for two years in CIA-run detention centres in Afghanistan before being handed over to Gaddafi in 2005. He is now head of the Libyan National Guard.
"I spent three months getting interrogated heavily during the first period [in US custody] and they gave me a different type of torture every day. Sometimes they used water, sometimes not," he told HRW. "Sometimes they put a hood over my head and they lay me down and they started to put water in my mouth … They poured the water over my mouth and nose so I had the feeling that I was drowning. I couldn't breathe … I tried to turn my head left and right as much as I could to take in some gulps of breath. I felt as if I was suffocating."
Sharif told HRW a doctor was present who would tell the interrogators when to stop the abuse and when to continue.
Detained alongside Sharif was Mohammed al-Shoroeiya. He told HRW he was waterboarded numerous times.
"He said he felt like each time lasted about three minutes but said there was no way to really tell time," the HRW report states. "When told that the United States had admitted to doing this to a few people for between 20 and 40 seconds each time, he said he was sure his sessions were definitely longer than that.
"He said there were doctors present. He knows they were doctors because his leg was broken while he was there and he was treated by these same people. The doctors would monitor him as the cold water was poured on him, and when his body temperature got too low, they would order warm water be added to the cold. Once his temperature was okay, they would begin adding cold water again."
HRW said the testimony contradicts assertions in Washington about who was subject to the drowning technique, which the Bush administration claimed was not torture.
"The allegations cast serious doubts on prior assertions from US government officials that only three people were waterboarded in US custody," said HRW. "They also reflect just how little the public still knows about what went on in the US secret detention programme."
The report contains documents, some of which it said are being made public for the first time, found abandoned in the offices of former Libyan intelligence chief, Moussa Koussa, after Gaddafi was overthrown.
"The documents include communications between Moussa Koussa's office and the CIA, and between Koussa's office and MI6," the report said. "They show a high level of cooperation between the United States, the United Kingdom and the government of former Libyan leader Muammar Gaddafi on the transfer of Gaddafi's opponents into Libyan custody. The documents are significant because they shed light on the still opaque CIA renditions programme, identify former detainees by name, and provide corroborating evidence in several specific cases, most notably confirming the involvement of the US, the UK, and other governments.
"Ten of the 14 Libyans interviewed for this report were rendered back to Libya within about year of the date when Libya, the United States and the United Kingdom had formally mended their relations. The mending of relations was very publicly marked by a visit from the British prime minister at the time, Tony Blair, to Libya on 25 March, 2004. The collusion is ironic, given that years later these same governments would end up assisting Gaddafi's opponents in their efforts to overthrow the Libyan leader. Several of those opponents are now in leadership positions and are important political actors in Libya."
HRW said the treatment of the Libyans sheds light on the Bush administration's failure to distinguish between Islamists responsible for the 9/11 attacks and "those who may simply have been engaged in armed opposition against their own repressive regimes".
"This failure risked aligning the United States with brutal dictators and aided their efforts to dismiss all political opponents as terrorists," it said.'

Climate change is accelerating, but there’s a massive new ray of hope: clean energy is booming, and producing nearly 20% of the world's electricity! Incredibly, the EU today threatened to stifle this breakthrough -- but together we can stop them.

In the last decade, China has invested billions in solar and used aggressive subsidy strategies that have sent panel prices plummeting. Clean green tech is now almost as cheap as dirty fossil fuels! But instead of matching that investment, our governments have cut back on renewables, while continuing their huge handouts to Big Oil and Coal. Now that they're losing the solar market share, a few companies are pushing the EU to slap tariffs on China -- a move that could kill the clean energy revolution.

Today, the EU Commission initiated an investigation into tariffs. Many in the solar industry and Chancellor Angela Merkel are against this move. China has a poor human rights and environmental record, and its strategy of flooding the global market with subsidised goods could be considered overly aggressive. But while China, the EU and the US all continue to funnel tens of billions into Big Coal, Oil and Gas to destroy our planet, China is also providing loans and huge subsidies to the solar industry. And that's exactly what our governments have failed to do. 

It’s tough, some European solar panel firms have gone bankrupt or are facing bankruptcy, but blaming China alone is short-sighted. Heavy tariffs placed on Chinese panels would increase the price of solar power and would be a job killer for the booming solar installation sector, which makes up a large share of the industry in Europe. Instead, European leaders should cut fossil fuel subsidies, invest heavily in appropriate renewables, and work with China to facilitate trade and speed up the clean energy revolution.

We're in a race against the clock to green our economies and prevent catastrophic climate change, and Chinese success in green tech could be the perfect catalyst for the rest of the world to scale up the technology and sustainably bring down prices. Let's urgently call on Trade Commissioner Karel De Gucht not to kill our climate ray of hope:

House demolition and protest in Bir al-Maksour display Arab village zoning discrimination

The international community, including embassies and foreign governments, should keep the issue of continuing house demolitions in Arab villages on their agenda in all official dealings with Israel. Nazareth - Tuesday of this week, the Internal Ministry ordered the demolition of a house in Bir al-Maksour in the Galillee region. A Palestinian Arab citizen of Israel, Hassan Ghadir, owned it.  The house was demolished on the pretext that it was illegal or an unlicensed building.  Following the demolition, special police units attacked a group of hundreds of civilians who had gathered to protest the demolition. Tens of the civilians were injured in physical beatings and by tear gas canisters, most were secondary school students.

The Arab Association for Human Rights (HRA) condemns the demolition of this house and the violence that followed.  At the same time, we remind that this instance is just one example of the ongoing campaign of house demolitions against Arab villages that have been undertaken for various official reasons, but share clear motive.  The official explanation, that the house was an “unlicensed building”, is only applicable due to the official policy that restricts the natural expansion of Arab villages.  Recent research shows that in local Arab villages the territory they administer, and can legally build on, increased only 1.5% in the time their populations increased by 600 times. The HRA reminds that the recent Bir al-Maksour demolition is part of the same problem that Arab villages in the Naqab have been facing in the last several years.  This constitutes a basic violation of the human right to ownership of their land and the right to adequate housing according to international human rights conventions.
