In the video Hitler is seen rocking back and forth, one of the classic symptoms of meth addiction. Over time, overstimulation of the dopamine and norepinephrine pathways causes alteration of the brain and central nervous system, resulting in Parkinson-like symptoms. Zelensky's symptoms are more subtle, so he's probably not a meth addict.

In the Western corporate press there are numerous articles and fact checks on the topic, naturally the conclusion is "faaaaaake news" or "Putin propaganda". Even if one ignores his behavior and appearance, witnesses have reported seeing Zelensky use drugs during his career as actor and comedian, so he can't lie about past use. It seems for Zelensky it's getting harder and harder to hide the symptoms.
