UN Human Rights Committee releases list of issues
[RAMALLAH, 3 December 2009] – The UN Human Rights Committee, the Treaty Body responsible for monitoring compliance with the International Covenant on Civil and Political Rights (the Covenant), has recently issued a List of Issues in relation to Israel’s Third Periodic Report submitted to the Committee in July 2008.
The review of Israel’s report is scheduled to take place at the 99th Session of the Committee (12-30 July 2010) and some of the issues the State party has been asked to address by the Committee, are:
To elaborate on the frequent use of administrative detention, in particular of Palestinians in the OPT, which entails restrictions on access to lawyers and the disclosure of full reasons for detention.
To indicate whether all Palestinians accused of offences before military courts are adequately informed in Arabic of charges against them.
To comment on reports according to which some Palestinians in the military courts are made to sign papers in Hebrew, which they do not understand.
To comment on the compatibility of Military Order 132, which allows children as young as 12 years old to be prosecuted in military courts, with the provisions of the Covenant, and the differing definitions of a child in Israel (under 18) and the OPT (under 16).
To comment on information according to which most cases involving children in the military courts are decided solely on the basis of confessions.
To indicate whether all interrogations of children in Israel and the OPT are conducted in the presence of a lawyer and a parent of the child, and are audio-visually recorded.
To comment on the information according to which Palestinian minors are subjected to interrogation techniques contrary to article 7 of the Covenant, including beating and kicking, verbal abuse, humiliation and sleep deprivation.
DCI-Palestine submitted an Alternative Report with supporting evidence to the Committee in July 2009 with a focus on the right to life (article 6), torture and ill-treatment (article 7), arbitrary detention (article 9) and fair trial rights (article 14) in the Israeli military court system.
The 45-page report makes 35 recommendations and is supported by over 120 pages of sworn testimonies contained in an annexure to the main report.

ONTSTAAN
In 1982, tijdens de oorlog SHALOM HA GALIL, vrede voor Galilea, constateerde Generaal Dr. Aharon Davidi, dat er niet geoogst kon worden omdat men mobiliseren moest. Dit betreurde Generaal Davidi en hij zond afgezanten naar o.a. Amerika om onder de Joodse gemeenschap vrijwilligers te werven die de oogst konden binnenhalen. Er kwamen 650 vrijwilligers uit diverse landen waardoor de oogst was gered.
De woorden SAR-EL zijn een afkorting van Sheroet Le-Israel, in het Nederlands zouden we zeggen: De helpende hand bieden aan Israël. Het hoofdkantoor van SAR-EL is gevestigd in Jaffo bij Tel Aviv. Op dit kantoor werken Israëlische vrijwilligers en militairen. Vanaf de start tot nu toe hebben al meer dan 75.000 vrijwilligers uit diverse landen aan het programma deelgenomen.
Sinds 1988 is SAR-EL ook in Nederland vertegenwoordigd. Jaarlijks geven veel Nederlanders blijk van hun belangstelling voor dit project om als vrijwilliger werkzaamheden in Israël te verrichten. Sinds de oprichting van Stichting SAR-EL Nederland hebben ca. 1500 Nederlanders aan het SAR-EL programma deelgenomen. Onder de deelnemers bevindt zich een groot aantal niet-joodse Nederlanders.
Voor Israël betekent de komst van deze vrijwilligers een morele en daadwerkelijke steun.
Voor u is het participeren in dit programma een bijzondere ervaring: nu eens niet als toerist maar daadwerkelijk helpen en deel uitmaken van het arbeidsproces.
