De Mainstream Pers 141

You cannot simultaneously prevent and prepare for war.
Albert Einstein. 1946

The natural world is the larger sacred community to which we belong. To be alienated from this community is to become destitute in all that makes us human. To damage this community is to diminish our own existence.

2011 was a very good year for U.S. arms sales, with more than triple the business from the year before.
According to a new report to Congress, worldwide sales of U.S. weapons last year added up to $66.3 billion. That accounts for more than three-quarters of 2011 arms sales worldwide, which is 'the highest single year agreements total in the history of the U.S. arms export program.' […]
In 2010, the U.S. authorized $21.4 billion in sales, which led CRS to describe the jump as “extraordinary.” In terms of overall sales, Russia was distant second to the United States, having moved $4.8 billion. The previous record was in 2009, when the U.S. did almost $31 billion in sales.
Since the start of 2008, 81.4 percent of U.S. arms sales agreements have gone to the Middle East while 16.04 percent have gone to Asian countries.
In the report, CRS notes that sales to developing nations were a major driver in lifting 2011 U.S. sales, jumping from $14.3 billion in 2010 to $56.3 billion in 2011. CRS points to Saudi Arabia and the United Arab Emirates as countries that bolstered their arms purchasing in 2011, which CRS says could be linked to concerns over Iran. Saudi Arabia purchased more than $33 billion in arms from the U.S., including 84 new F-15 jets and upgrades for 70 older models.
The Saudis were not alone in purchasing weaponry in the region. The United Arab Emirates purchased 16 Chinook helicopters for just under $1 billion total; Oman shelled out $1.6 billion for 18 F-16 fighters. Egypt added land forces, spending $1 billion on M1 Abrams tanks, a sale that the Pentagon has used to argue for freezing domestic production of the Army’s signature land vehicle.
But 'the U.S. arms agreements with Saudi Arabia were extraordinary,' concluded the report, as they 'represent, by far, the largest share of U.S. agreements with the world or the developing world in 2011.'
The selling of arms to Saudi Arabia is not without controversy. As the Center reported in June, the country has continued to receive steady flows of arms from the United States despite being on a State Department watch list for human rights violations. Since the start of 2004, Saudi Arabia has purchased $75.7 billion in arms.
Another country which has received weapons despite human rights abuse concerns is the tiny nation of Bahrain. Earlier this year, the Center reported that the U.S. lifted a freeze on arm sales that had been put into effect due to human rights abuses during the 'Arab Spring' uprising. Like Saudi Arabia, Bahrain is a major strategic partner for the U.S. The Persian Gulf nation received $80.4 million in military financing from the U.S. between 2005 and 2010 and is home to a 60-acre U.S. naval base which houses the U.S. Fifth Fleet. […]
While the United States was clearly the leader in weapons transactions, a number of other countries took part in the global arms trade, including France, the United Kingdom, Germany, and Italy — traditional Western European arms suppliers. China has also begun to rise to prominence in this area, although they still lag significantly behind the U.S. and Russia.

Of all the enemies to public liberty war is, perhaps, the most to be dreaded because it comprises and develops the germ of every other. War is the parent of armies; from these proceed debts and taxes… known instruments for bringing the many under the domination of the few.… No nation could preserve its freedom in the midst of continual warfare.

Global military expenditure stands at over $1.7 trillion in annual expenditure at current prices for 2012.
This corresponds to… approximately $249 for each person in the world;

Military spending is concentrated in North America, Europe, and increasingly, Asia.

Een 'trillion' is een biljoen, een miljoen maal een miljoen. 1.000.000.000.000.
The UN was created after World War II with leading efforts by the United States and key allies.
Yet, the UN’s entire budget is just a tiny fraction of the world’s military expenditure, approximately 1.8%

While the UN is not perfect and has many internal issues that need addressing, it is revealing that the world can spend so much on their military but contribute so little to the goals of global security, international cooperation and peace.

As well as the above links, for more about the United Nations, see the following:

This web site’s section on the United Nations and Development looks at its role in fighting poverty and other issues, plus some of the problems it faces.

At the current level of spending, it would take just a handful of years for the world’s donor countries to cover their entire aid shortfall, of over $4 trillion in promised official aid since 1970, 40 years ago.
Unfortunately, however, as the BBC notes, poverty fuels violence and defense spending has a tendency to rise during times of economic hardship. The global financial crisis is potentially ushering in enormous economic hardship around the world.
At a time when a deep economic recession is causing much turbulence in the civilian world… defense giants such as Boeing and EADS, or Finmeccanica and Northrop Grumman, are enjoying a reliable and growing revenue stream from countries eager to increase their military might.
Both geopolitical hostilities and domestic violence tend to flare up during downturns.
Shareholders and employees in the aerospace and defense industry are clearly the ones who benefit most from growing defense spending.
Defense companies, whose main task is to aid governments’ efforts to defend or acquire territory, routinely highlight their capacity to contribute to economic growth and to provide employment.
Indeed, some $2.4 trillion (£1.5 trillion), or 4.4%, of the global economy 'is dependent on violence,' according to the Global Peace Index, referring to 'industries that create or manage violence' — or the defense industry.
Military might delivers geopolitical supremacy, but peace delivers economic prosperity and stability.
And that, the report insists, is what is good for business.
— Jorn Madslien, The purchasing power of peace, BBC, June 3, 2009

Furthermore, 'national defense' category of federal spending is typically just over half of the United States discretionary budget (the money the President/Administration and Congress have direct control over, and must decide and act to spend each year. This is different to mandatory spending, the money that is spent in compliance with existing laws, such as social security benefits, medicare, paying the interest on the national debt and so on). For recent years here is how military, education and health budgets (the top 3) have fared:
Less than 1% paid for the worlds weapons would be enough to put every child to school, still it doesn't happen.

European Union arms sales soar to regions of conflict
ENAAT PRESS RELEASE, 1 February 2011
Arms export licences from European Union (EU) countries totalled a record €40.3 billion in 2009, up 20 percent on 2008.
Just over half (53 percent) of arms sales went to non-western countries, with Middle Eastern countries taking the largest share.
http://en.wikipedia.org/wiki/List_of_countries_by_military_expenditures

Wie is onze vijand?

Men voelt zich ontheemd, vervreemd, verloren.

Last year, Secretary of State John Kerry condemned Russia’s pledge to sell advanced antiaircraft weapons to Syria, noting that it would have “a profoundly negative impact on the balance of interests and the stability of the region.”  And really, who could argue that pouring more weapons into a heavily-armed corner of the globe, roiled by conflict, convulsed by civil strife and civil war, could do anything but inflame tensions and cost lives?

Yet Kerry’s State Department, in coordination with the Pentagon, has been content to oversee a U.S.-sanctioned flood of arms and military matériel heading into the region at a breakneck pace.  In December, the Defense Security Cooperation Agency (DSCA), which coordinates sales and transfers of military equipment, announced that it had approved the sale of more than 15,000 Raytheon-produced anti-tank missiles to Saudi Arabia under two  separate agreements worth a combined $1 billion.  Last month, potential deals to sell and lease Apache attack helicopters to the embattled government of Iraq were also made public, in addition to an agreement that would send the country $82 million worth of Hellfire missiles.  At about the same time, the DSCA notifiedCongress of a possible $270 million sale of F-16 fighters to the United Arab Emirates (UAE).  All of this was on top of a potential$600 million deal to train 6,000-8,000 Libyan military personnel and a prospective $150 million agreement for Marines to mentor members of the UAE’s Presidential Guard Command, both of which were announced in January.  And let’s not forget that, last month, Congress also turned on the spigot to allow automatic weapons and anti-tank rockets to flow to rebel fighters in -- wait for it -- Syria.

Of course, Muslim nations around the region aren’t alone in receiving U.S. support.  The U.S. also plies Israel, the only nuclear power in the Middle East, with copious amounts of aid.  Since World War II, the Jewish state has, in fact, been the largest beneficiary of U.S. foreign assistance, almost all of it military, according to the Congressional Research Service.  Yet the topic is barely covered in the U.S.

Many defense establishments now recognize that security means far more than protecting borders. Grave security concerns can arise as a result of demographic trends, chronic poverty, economic inequality, environmental degradation, pandemic diseases, organized crime, repressive governance and other developments no state can control alone. Arms can't address such concerns.

Yet there has been a troubling lag between recognizing these new security challenges, and launching new policies to address them. National budget priorities still tend to reflect the old paradigms. Massive military spending and new investments in modernizing nuclear weapons have left the world over-armed -- and peace under-funded. [...]

Let us dramatically cut spending on nuclear weapons, and invest instead in social and economic development, which serves the interests of all by expanding markets, reducing motivations for armed conflicts, and in giving citizens a stake in their common futures. Like nuclear disarmament and non-proliferation, such goals are essential for ensuring human security and a peaceful world for future generations.

While the level of global military expenditure is today higher than ever, at an estimated $1738 billions per annum, many states fail to increase their foreign development aid to the UN target of 0.7% of GDP, and to tackle effectively their economic and social development challenges. To counter these imbalances, the International Peace Bureau advocates general reductions in excessive military spending and a shift of resources to projects addressing human needs, both domestic and international...

If civil society and its allies in government and parliamentary circles can make a convincing case for a profound shift in priorities, then resources made available by military sector cuts could constitute one of the most important ‘innovative mechanisms for development financing’. Such mechanisms will be essential in the coming years as the international community faces the growing challenge of finding sufficient resources to ensure human survival and security in the widest sense.

The United Nations’ Office for Disarmament Affairs recently set up an exhibit at its New York headquarters entitled The World is Over-Armed and Peace is Under-funded.2 Using the figures of 2010, it juxtaposes global military expenditure and the UN budget. The comparisons are shocking: military spending was 12.7 times higher than the Official Development Assistance ($128 billion), 604 times higher than the regular UN budgets for Peace and Security, Development, Human Rights, Humanitarian Affairs and International Law ($2.7 bn), and 2508 times higher than the combined expenditures of the (UN) International Disarmament and Non-Proliferation Organizations3 ($0.65 billion).

This contrast offers a tell-tale comment on global priorities at a time of economic crisis hitting rich and poor alike. Indeed, the sums available for the arms industry and the wider economy of militarism are truly gigantic: not just for bombs and tanks and nuclear missiles, but for the salaries and pensions of millions of soldiers, for foreign and domestic bases, exercises, command and control systems, and a huge administrative architecture. The world is devoting more public money now to the military sector than the monstrous sums we spent at the height of the Cold War over 25 years ago. Meanwhile it is estimated that some 925 million people live in absolute poverty.

Hoi Stan,

Stone-prijs:

http://www.nieman.harvard.edu/reports/article/103042/Access-Is-Overrated.aspx

"Eager to reveal the extensive and expansive stagecraft behind Reagan’s presidency, I thought it would be great to fly to Grenada ahead of the president’s visit there to celebrate the first anniversary of America’s victory over leftist forces on the tiny backward Caribbean island. So I went to Grenada a week ahead of the president and I watched as his image advisers oversaw the paving of all these little dirt roads, and one Air Force cargo plane after the next landed in this little dirt patch of an airport carrying limousines and ambulances and bleachers and flags and everything else.

It made for a great story, but when the offending story was published, what I remember was sitting in the press briefing room and the president’s spokesman at the time, Larry Speakes, looked across the podium at me. He was red-faced and angry and he said, “You are out of business!”
