Ian Buruma en 'het betrekkelijk goedaardige imperialisme uit Washington' 44


Onder de kop ‘I am fascinated by what makes the human species behave atrociously,’ publiceerde The Irish Times op maandag 15 december 2015 de introductie van Ian Buruma’s verzameling van artikelen in boekvorm, getiteld Theater of Cruelty. Art, Film, And The Shadows of War (2014). Ik citeer hieruit om een beeld te geven van hoe hij als mainstream-journalist, als hoogleraar Democratie, Mensenrechten en Journalistiek, en sinds medio 2017 als hoofdredacteur van The New York Review of Books, over zichzelf denkt:      

It would do me little good to start going too deeply into the reasons why I go back to certain concerns. That type of self-analysis can easily lead to self-consciousness and turn off the verbal tap.

But a limited number of personal interests have helped to lend a certain shape to this book of essays. First of all, I am fascinated by what makes the human species behave atrociously. Animals kill other animals for food, and some animals turn on their own kind out of rivalry. But only humans commit acts of extreme and often senseless violence, sometimes out of malign pleasure.

This interests me partly because, like most people, I fear violence. And one tries, perhaps illogically, to make sense of violence that appears to have none. Some cope with their fears by looking away. My own tendency is the opposite: when I see a big rat slithering along the rails in the New York subway, I cannot keep my eyes off it, mesmerized by the sight of something I dread.

So it is with other forms of horror: fear and fascination are disconcertingly close. I am not a believer in devils. Evil deeds are often committed by people who have convinced themselves that they are doing something good. 

When Heinrich Himmler told his audience of SS officers in Posen in 1943 that ‘exterminating’ the Jews was a necessary duty carried out ‘for the love of our people,’ he was most probably sincere. No doubt he revelled in his own power, but I don’t think he was evil for the sake of being evil. Himmler was not Satan but a repellent human being with the means to put mad and murderous fantasies into practice. And he had millions to do the dirty work, whether out of conformism or bloodlust. Some of these killers, in other circumstances, would have been perfectly normal people who wouldn’t have hurt a fly.

I was born five years after the end of World War II in a country that had been conquered and then occupied by Nazi Germany, to a father who had been forced to work in a German factory and a mother who was Jewish, so it was easy when I grew up to take the moral high ground. I was born among the good guys.

Omdat het hem, volgens eigen zeggen, ‘weinig goed’ zou doen ‘te diep’ in te gaan op ‘de redenen waarom’ hij telkens terugkeert naar ‘bepaalde zaken,’ terwijl Ian toch als opiniemaker een niet onbelangrijke publieke rol speelt, zie ik mij, als iemand die Buruma persoonlijk ken, genoodzaakt te proberen zijn motieven te achterhalen. Hij stelt dat ‘[d]it soort zelf-analyse makkelijk kan leiden tot ‘zelfbewustzijn,’ die ‘de kraan dichtdraait,’ waardoor tevens zijn bron van inkomsten snel zal zijn opgedroogd. Een journalist of hoogleraar Democratie zonder verhalen is als een café zonder bier. Goddank laat mijn oude vriend weten dat hij ‘allereerst,’ en dus vooral, ‘geïnteresseerd is in wat de mens als soort drijft om zich zo gruwelijk te gedragen.’ Deze interesse is zeker geen sinecure, maar ik vrees dat Buruma in dit geval niet kan ontkomen aan een ‘soort zelf-analyse,’ die hem bewust maakt van wie hij in feite is. Het is namelijk Buruma zelf die eerder in een column opriep dat ‘we must share America's dirty work,’ en om geen misverstand te laten bestaan over hoe ‘smerig’ dit werk’ wel niet is, voegde hij hieraan toe dat we ‘het risico moeten nemen om hiervoor verantwoordelijk te worden gesteld’ door het ‘International Criminal Court’ in Den Haag, dat oordeelt over oorlogsmisdaden, misdaden tegen de mensheid, en genocide. De vraag is dus waarom een oude man als Ian westerse jonge mannen en vrouwen, en de bevolking van de ‘vijand,’ wil opofferen voor één of ander politiek doel, doorgaans het beschermen van de belangen van de westerse elite. Vanwaar Buruma’s oproep bloedbaden aan te richten? Ik gebruik met nadruk het  begrip bloedbaden, aangezien een moderne oorlog wordt uitgevochten met wapens die geen onderscheid kunnen maken tussen burgers en militairen. 

Het accepteren van gruweldaden, verklaart zijn afkeer van ‘self-analysis,’ die ‘easily [can] lead to self-consciousness,’ zoveel is duidelijk, want iemand die meent deel te zijn van een ‘intellectuele elite,’ en die daarnaast stelt ‘I fear violence,’ roept natuurlijk niet op tot het plegen van ‘dirty work.’ Zonder er zich van bewust te zijn licht hij zelf een tipje van de sluier op door te bekennen dat ‘when I see a big rat slithering along the rails in the New York subway, I cannot keep my eyes off it.’ Buruma is, levend in een geordende en beschermde omgeving gefascineerd, tot op het bezetene af, door het weerzinwekkende en de angst. Dit zijn kenmerkende elementen in het bestaan van de hedendaagse burger, die wordt omringd door een gelijkgeschakelde cultuur, waarin alles voorspelbaar lijkt te zijn geworden. ‘Het onbehagen in de cultuur,’ noemde Freud het. Al in de negentiende eeuw wees de Franse auteur Théophile Gautier op deze vernietigende drift, toen hij schreef ’plutôt la barbarie que l’ennui!' Liever barbaars dan verveeld. Dit sentiment ligt ook ten grondslag aan Buruma's ‘gebiologeerd’ zijn ‘door het schouwspel van iets dat ik vrees.’ En ‘[z]o is het met andere vormen van horror: angst en fascinatie’ zijn dan ‘verontrustend dichtbij.’ Men hoeft geen psycholoog te zijn om te beseffen dat hier sprake is van een morbide karaktertrek, die zich op talloze manieren kan manifesteren, zoals tijdens het gegil van angst bij sommige kermisattracties, tot het stilletjes huiveren tijdens het kijken naar horrorfilms. Zowel Buruma’s oproep om ‘dirty work’ te plegen als de ‘mass-shootings’ in de VS, waarbij jonge, witte mannen ineens op alles dat beweegt beginnen te schieten, verraden een combinatie van razernij en het ‘liever barbaars dan verveeld’ zijn.

Buruma meent dat het Kwaad wordt begaan ‘door mensen die zichzelf hebben overtuigd dat ze iets goeds doen,’ een opinie die haaks staat op Hannah Arendt’s ‘banality of evil,’ waarmee de joodse filosofe bedoelde dat beulen onverschillig staan tegenover hun slachtoffers. Toen de SS-er, luitenant-kolonel Adolf Eichmann, gevraagd werd of hij Hitler’s Mein Kampf had gelezen, antwoordde hij ‘nee,’ hij had het slechts even bekeken. ‘Nur angelesen,’ oftewel ‘door gebladerd.’ In haar werk The Life of the Mind merkte Arendt op dat ‘[t]he sad truth is that most evil is done by people who never make up their minds to be good or evil.’ In haar boek Eichmann in Jerusalem: A Report on the Banality of Evil (1963) zette zij uiteen dat het Kwaad doorgaans voortkwam uit de onverschilligheid tegenover, of collaboratie met de inhumane bevelen van hogerop. Het conformisme van de massa tegenover schreeuwend onrecht, verloopt moeiteloos, het kost geen enkele inspanning, terwijl verzet ertegen veel energie vergt. De bron van de ‘Banaliteit van het Kwaad,’ is het conformisme dat de mens in feite gedachteloos maakt. In tegenstelling tot de huidige Rambo-generatie was, volgens Arendt,

the idea of ‘toughness,’ except, perhaps, for a few half-demented brutes, nothing but a myth of self-deception, concealing a ruthless desire for conformity at any price,

zoals duidelijk werd tijdens de Neurenberger Processen. Kort samengevat kwam Arendt tot de slotsom dat 

[t]he trouble with Eichmann was precisely that so many were like him, and that the many were neither perverted nor sadistic, that they were, and still are, terribly and terrifyingly normal. From the viewpoint of our legal institutions and of our moral standards of judgment, this normality was much more terrifying than all the atrocities put together.

Ook bij Ian Buruma verhult het ‘zelfbedrog’ een ‘meedogenloos verlangen naar conformiteit tegen elke prijs,’ wanneer hij met de ‘toughness’ van een academische Rambo oproept om anderen ‘het vuile werk’ te laten doen, terwijl hij vanuit zijn leunstoel in alle rust het resultaat afwacht. Belangrijk is te beseffen dat zijn ervaringswereld beperkt blijft tot het eigen geïsoleerde milieu. Bovendien hebben mijn generatiegenoten nooit van nabij de verschrikkingen van een oorlog meegemaakt, de meesten van hen hebben als kinderen van de middenklasse ook nooit armoede gekend, als geprivilegieerden zijn ze nooit werkelijk volwassen geworden, en nu, op hun oude dag, stralen ze een schaamteloze zelfgenoegzame betweterigheid uit. Zij weigeren de waarheid te accepteren dat hun bestaan als vrijgestelden te danken is aan de uitbuiting en repressie van miljarden medemensen. Maar die slachtoffers kunnen zij niet ontwaren doordat hun perceptie verstoord is geraakt. En dus keert Buruma telkens weer — tot aan het pathetische toe — terug naar de holocaust om weer eens ‘Heinrich Himmler’ op te voeren, de voormalige kippenfokker, die zijn SS-officieren in 1943 vertelde dat het ‘uitroeien’ van ‘the Jews a necessary duty’ was, net zoals eeuwenlang de genocide van bijvoorbeeld Indiaanse volkeren in de VS een ‘noodzakelijke plicht’ was voor de witte christelijke kolonisten, die almaar westwaarts trokken, op zoek naar ‘Lebensraum.’ Dat hierbij naar schatting ruim 7 miljoen Indianen om het leven kwamen, weerhoudt Buruma niet om te spreken van het ‘betrekkelijk goedaardige imperialisme vanuit Washington.’ Het leven van een Indiaanse kinderen, vrouwen, mannen wordt door hem kennelijk minder heilig beschouwd als het leven van een joods kind, vrouw, man. Als gevolg van een tribale emotie is hij blind voor het feit dat ‘Auschwitz de moderne industriële toepassing’ was ‘van een uitroeiingspolitiek waarop de Europese overheersing van de wereld’ eeuwen ‘heeft gesteund.’ De gerenommeerde Zweedse journalist en auteur Sven Lindqvist koppelde in zijn boek Exterminate all the Brutes (1997) hieraan de constatering dat

toen hetgeen was gebeurd in het hart der duisternis werd herhaald in het hart van Europa, herkende niemand het. Niemand wilde toegeven wat iedereen wist. 

Overal in de wereld waar kennis wordt onderdrukt, kennis die als ze bekend zou worden gemaakt ons beeld van de wereld aan gruzelementen zou slaan en ons zou dwingen om onszelf ter discussie te stellen – daar wordt overal het Hart der Duisternis opgevoerd. 

U weet dat al. Net als ik. Het is geen kennis die ons ontbreekt. Wat gemist wordt is de moed om te begrijpen wat we weten en daaruit conclusies te trekken.

Hetzelfde gebrek aan ‘moed’ vindt de lezer terug in Buruma’s opmerking dat

waarbij Ian Buruma verzuimt te vertellen dat zijn vader in 1941 onder nazi-bezetting aan de Universiteit Utrecht rechten ging studeren, alsof er niets aan de hand was, alsof de president van de Hoge Raad niet uit zijn ambt was ontzet omdat hij een jood was, en alsof niet een jaar eerder professor Cleveringa door de Sicherheitspolizei was opgepakt, nadat hij op 26 november 1940 aan de Leidse universiteit een rede had gehouden waarin hij protesteerde tegen het ontslag van joodse collega’s, en daarop de Leidse studenten besloten tot een staking en de universiteit werd gesloten. Aan dezelfde Universiteit Utrecht hield Leo Buruma’s zoon Ian op woensdag 18 januari 2017 als hoogleraar een lezing met als titel: 

'A return to normality? Jews, English, Dutch and Germans in 1945.’ Tijdens deze bijeenkomst, gaat Buruma in gesprek met het publiek over de persoonlijke en sociale geschiedenis van oorlog en geweld in de twintigste eeuw. 
  
En zo herhaalt de geschiedenis zich, en worden dezelfde cliché’s doorgegeven. Ondertussen blijft Buruma junior weigeren te beseffen dat The Holocaust Is Over. We Must Rise From Its Ashes (2008),zoals de titel luidt van het boek dat is geschreven door Avraham Burg, de voormalige voorzitter van de Knesset en oud interim president van Israel. Het leed van de joden tijdens de Tweede Wereldoorlog wordt door Ian gebruikt voor eigen gewin, en dit alles vanzelfsprekend ter lering en vermaak van het jonge academische publiek in Utrecht dat geacht wordt 

to contribute to the intellectual debate within and beyond the department by presenting leading scholars in history, addressing pivotal debates in the various disciplines of the historical profession.

Het academisch niveau in Nederland is niet bijzonder hoog, daarnaast mengt de intelligentsia zich hier nauwelijks in het publieke debat over relevante onderwerpen, omdat iedereen hier iedereen kent, en dissidente opvattingen onmiddellijk worden afgestraft met hoon en verdachtmakingen. Het land is te klein voor een serieus debat, het poldermodel werkt een gecorrumpeerde houding in de hand, waardoor bijvoorbeeld de belangen van de corrupte elite niet werkelijk kunnen worden blootgelegd. En toch is dit noodzakelijk omdat, zoals Hannah Arendt in haar essaybundel Between Past and Future (1968) schreef,  

[e]ducation is the point at which we decide whether we love the world enough to assume responsibility for it, and by the same token save it from that ruin which except for renewal, except for the coming of the new and the young, would be inevitable. And education, too, is where we decide whether we love our children enough not to expel them from our world and leave them to their own devices, nor to strike from their hands their chance of undertaking something new, something unforeseen by us, but to prepare them in advance for the task of renewing a common world. 

Op dit laatste wees al een halve eeuw eerder, in 1913, de toen 21-jarige Duitse marxistische cultuurfilosoof Walter Benjamin, in zijn essay ‘Ervaring’ door te stellen:

Ons gevecht om verantwoordelijkheid vechten wij uit met een gemaskerde. Het masker van de volwassenen heet 'ervaring.' Het is uitdrukkingloos, ondoorgrondelijk, altijd hetzelfde. Alles heeft deze volwassene al achter de rug: jeugd, idealen, hoop, de vrouwen. Het was allemaal een illusie. Vaak zijn wij uit het veld geslagen of verbitterd. Misschien heeft hij gelijk. Wat zouden we er tegenin moeten brengen? Wij missen nog elke ervaring.

Eenmaal volwassen geworden, en na een lange mars door de instituten op het fluweel terecht gekomen, lieten de meesten van mijn jaren-zestig-generatie zich op- en omkopen voor status en geld, die hen enige macht verschaften. Door het ‘masker’ dat de 'ervaring' hen verschafte, meenden ze als aangepaste kleinburgers hun ware gezicht te kunnen verhullen, maar nu de realiteit hen ontmaskerd heeft, staan zij alsnog met lege handen. Walter Benjamin heeft behartenswaardige woorden nagelaten over het conformisme van de mainstream. Hij schreef:

Wij zullen eens een poging doen om het masker op te lichten. Wát heeft deze volwassene ervaren? Wát wil hij ons bewijzen? Vóór alles eerst dit: ook hij is jong geweest, ook hij heeft gewild wat wij wilden, ook hij heeft zijn ouders niet geloofd, maar het leven heeft ook hem geleerd dat zij gelijk hadden. Nu denkt hij met een hautain glimlachje: zo zal het ook met ons gaan — bij voorbaat ontneemt hij de jaren die we doormaken hun waarde, deelt ze in bij de tijd van de zoete jeugdzonden, de kinderlijke roes voordat de lange nuchtere jaren aanbreken van de ernst deze levens. Aldus de welwillenden, de verlichten. We kennen nog andere pedagogen, en die zijn zo bitter dat ze ons niet eens de snel voorbijgaande jaren van de 'jeugd' gunnen; ernstig en onverbiddelijk willen ze ons nu al onder de zware last van het leven doen buigen. Beide types ontwaarden en ruïneren onze levensjaren. En steeds meer krijgen wij het gevoel van: je jeugd is niet meer dan een korte nacht (vul haar met roes!); daarna volgt de grote 'ervaring,' jaren van compromissen, ideeën-armoede en gebrek aan vitaliteit. Zo is het leven. Dat vertellen de volwassenen ons, dat hebben ze ondervonden. Ja! Dat hebben ze ondervonden, dit ene, onveranderlijke: de zinloosheid van het leven. De hardheid van het leven. Hebben ze ons ooit opgewekt tot het grote, tot het nieuwe, het toekomstige? O nee, want dat kan men immers niet ervaren. Alle zin, het ware, goede en schone is geworteld in zichzelf; wat moeten we hier met ervaring? En daar hebben we het geheim: omdat hij nooit zijn blik richt op het grote en zinvolle werd de ervaring het evangelie van de filister. Ze werd voor hem de boodschap van de alledaagsheid van het leven. Maar hij heeft nooit begrepen dat  er nog iets anders is dan alleen maar ervaring, dat er waarden zijn — niet te ervaren waarden — die wij dienen.

In de droom schuilt een waarde die niet in geld is uit te drukken, schuilt een hoger belang dan de begeerte van de macht. Maar dit accepteert de gemaskerde niet, want ‘[n]iets haat de filister meer dan “de dromen van zijn jeugd”,’ aldus Benjamin, aangezien 'wat er in die dromen aan hem verscheen, de stem [was] van de geest die ook hem eens riep, net als ieder ander.’ Welke dromen laat mijn generatie na aan haar kinderen en kleinkinderen? Ik werp deze vraag met nadruk op in deze serie over Ian Buruma als woordvoerder van de gevestigde orde, omdat hijzelf het volgende stelt: 

Himmler was not Satan but a repellent human being with the means to put mad and murderous fantasies into practice. And he had millions to do the dirty work, whether out of conformism or bloodlust. Some of these killers, in other circumstances, would have been perfectly normal people who wouldn’t have hurt a fly.

Tegelijkertijd verzekert Ian Buruma zijn publiek dat er sprake is van ‘een betrekkelijk goedaardig imperialisme vanuit Washington,’ dat in werkelijkheid niet alleen in de VS zelf ontelbare miljoenen mensen heeft vermoord en de overlevenden naar reservaten heeft verdreven, maar dat sinds de komst van kernwapens tevens de wereldbevolking bedreigt met totale uitroeiing. Tijdens het presidentschap van Barack Obama werd besloten om het gehele nucleaire arsenaal van de VS te vernieuwen, zodat in de toekomst ook ‘usable’ kernbommen kunnen worden ingezet, waardoor een nucleair armageddon nog een stap dichterbij is gekomen. Onder de kop ‘To Counter Russia, U.S. Signals Nuclear Arms Are Back in a Big Way’ berichtte The New York Times op 4 februari 2018: 

The Pentagon envisions a new age in which nuclear weapons are back in a big way — its strategy bristles with plans for new low-yield nuclear weapons that advocates say are needed to match Russian advances and critics warn will be too tempting for a president to use. 

Daarmee is een begin gemaakt aan ‘a new kind of nuclear arms race,’ die, zo mogelijk, nog gevaarlijker is dan de wapenwedloop tijdens de eerste Koude Oorlog, omdat de top van de Amerikaanse strijdkrachten er nu van uitgaat dat tactische nucleaire wapens al in een vroeg stadium kunnen worden ingezet, en dus niet meer ter afschrikking dienen. Volgens Beatrice Fihn, uitvoerend directeur van de International Campaign to Abolish Nuclear Weapons, de organisatie die in december 2017 de Nobel Peace Prize ontving, is dit

a really dangerous new policy. We have already had a very dangerous status quo for many years. And this just increases, really, the risk of nuclear war. It is a policy that lowers the threshold for using nuclear weapons and develops new types of nuclear weapons… It’s dangerous, and it puts us on the path towards nuclear war,

terwijl:

the United States has signed the Nuclear Nonproliferation Treaty, which commits it to negotiating good-faith nuclear disarmament. But so far, that has not taken place. But it’s not just the United States. All nuclear-armed states, including Russia and China, France, U.K., are modernizing their nuclear arsenals, upgrading instead of reducing their arsenals,


Mevrouw Fihn wees er tevens op dat hoewel:

the United States has one of the biggest nuclear arsenals in the world. It did not stop, it did not deter North Korea from going nuclear. Rather, it encouraged proliferation. And right now we see evidence that deterrence and using nuclear weapons to protect ourselves is not working. It does not create stability and peace in the region. Rather, it escalates tensions. It fuels the crisis and leads us at risk for nuclear war… if we keep doing this, if we keep having nuclear weapons and threatening to use them, they will be used one day.  

In each nuclear-armed states right now, all of the nine ones are involved in big programs of upgrading and modernizing. And we see this trend with the nuclear-armed states, that they are increasing the role of nuclear weapons in their security doctrines. It’s growing in importance for these few states.

But the rest of the world is going in another direction. Over 120 countries negotiated and concluded a treaty that prohibits nuclear weapons. So we see these two parallel trends in the world, where a few countries, the outliers, are clinging onto these weapons of mass destruction, while the rest of the world is moving beyond that, towards a new type of security policy that doesn’t involve threatening to indiscriminately murder civilians…

I watched the press conference of the Nuclear Posture Review on Friday (vrijdag 2 februari 2018. svh) and was struck by how incredibly sterile and abstract the language is. But we’re talking about cities, of schools, hospitals, houses, civilians. That is what nuclear weapons are meant to do: wipe out entire cities… it’s unacceptable that we have this threat still. It is unacceptable that we keep living under this problem, that we can — we can solve it…

states have to really start thinking about nuclear weapons as real weapons. These are not just geopolitical tools. These are big bombs that are waiting to be launched. And a miscalculation, an accident, intentional use, if we do that, it will be a humanitarian disaster that would violate the laws of war that were already agreed on, huge human rights problems, environmental degradation.

Op deze wijze houden kernmogendheden de rest van de wereld gegijzeld, want de mensheid kan niet vrij handelen wanneer zij weet dat een handjevol individuen elke seconde van de dag en nacht kan besluiten om massavernietigingswapens in te zetten, die een ieder van ons kunnen verpulveren. De gedachte dat een massavernietigingswapen als ‘some kind of safety blanket,’ functioneert, ‘something that keeps us safe,’ terwijl de kernbom ‘actually increases the threats,’ is een waangedachte, zoals Beatrice Fihn duidelijk probeert te maken. Bovendien bestaat de algemeen gedeelde opvatting van de macht in kernwapenstaten ‘that indiscriminately killing of civilians a legitimate defense method’ is. Even demagogisch is Ian Buruma’s opinie dat ‘wij’ dkernwapenstaat ‘Amerika,’ moeten zien als, wat officieel heet, ‘a force for good,’ terwijl deze macht, die dreigt met een nucleaire holocaust, ‘Himmler’ degradeert tot een amateurtje. Hij had nog ‘miljoenen’ nodig ‘to do the dirty work,’ terwijl Washington vandaag de dag slechts een handjevol ‘perfectly normal’ conformisten nodig heeft, — ‘die geen vlieg kwaad zouden doen’ — om miljarden mensen te vernietigen in de mega-ovens die kernbommen veroorzaken. Ik bedoel, waar heeft Buruma het over? ‘Mensen bedreigen mensen met een vernietiging, waarnaast de jodenmoord een bagatel zal worden, een herinnering uit de goede oude tijd,’ zoals de auteur Harry Mulisch terecht opmerkte. Een kernoorlog is geen ‘oorlog’ meer, maar ‘een vervloeking,’ waarbij ‘de mens zichzelf,’ en ‘zijn eigen kindskinderen’ naar de hel verbant. De Amerikaanse academisch geschoolde Miriam Pemberton, ‘Research Fellow at the Institute for Policy Studies,’ waarschuwde begin februari 2018 op de website Truthout voor het volgende:

We spend more than the next eight countries put together. Worse still, the military can't even say what it's actually spending — it's still the only federal agency that can't pass an audit… Trusting the Pentagon to rein in its own waste hasn't worked. Back in 2015, the Pentagon's own commissioned report found $125 billion in administrative waste that could be cut over five years. But then they simply buried the report… Leaders are meanwhile working on designs for new ‘lower yield’ nukes, envisioning them as tools for ‘limited’ nuclear war. That makes nuclear war seem more feasible, and therefore more likely. Feeling safer yet?

And they want to build up the arsenal of conventional weapons, mostly to counter China. But China is expanding its influence around the world not mainly through military spending — its military budget is only a third of ours  —  but through its civilian investments.

As the US retreats from providing development aid, China is filling the vacuum. As the US cuts off its previous investments in clean energy technology, China has become the solar panel provider to the world.

Our new security strategy, by the way, has also airbrushed out climate change. A military that previously identified climate change as ‘an urgent and growing threat to national security’ is now barred by the administration from talking about it at all.

While we contemplate spending money we don't have for weapons we don't need, the urgency of this threat continues to grow.

to keep America Safe we must provide the men and women of the United States military with the tools they need to prevent war and — if they must — to fight and to win.

I am sending the Congress a budget that rebuilds the military, eliminates the Defense sequester, and calls for one of the largest increases in national defense spending in American history.

Met dit soort Newspeak verspreidt het militair-industrieel complex, in samenwerking met het Congres en het Witte Huis, de propaganda dat massavernietigingswapens vrede op aarde brengen. En omdat de VS geen democratie is, maar een ‘oligarchie,’ gaat de zogenaamde oppositie in het Congres akkoord met de eisen van het militair-industrieel complex. the Democrats still refuse to pay attention to their own polling data that says that rank-and-file members want less emphasis on Russia and more emphasis on jobs, college tuition, health care, and entitlements. The tone-deaf Dems completely ignore that message choosing instead to pursue a counterproductive probe that has yet to produce a scintilla of hard evidence and that has helped to underscore the fact that the Democrats have no platform, no vision for the future, and no solutions for the problems facing ordinary working class people.

Let me be completely honest: I don’t give a flying fig about Russia, Russia hacking, Russia meddling, Russia collusion or any other screwball thing related to Russia. What I do care about is what’s going on in this country. I do care that the man who ran on a campaign of ‘non-intervention’ is currently building military bases in East Syria, stirring up trouble in the South China Sea, supporting counterinsurgency operations across Africa, facing off with Turkey, providing bombs for the ongoing genocide in Yemen, threatening North Korea with total annihilation, and pledging to build a new regime of ‘usable’ nuclear weapons. That’s what worries me, not Russia. But what worries me even more is that, just when we need a strong, highly-principled, credible opposition party to fight the good fight for wages, the environment, social services, education, infrastructure, civil liberties, and peace — the Democrats have turned into jello, a wobbly, gelatinous mass of ingratiating losers. What’s that all about?

The Democrats are a party without a leader and without a message. They keep carping about Russia and Trump because they have no convictions, no beliefs, and no fire in the belly. It’s a party of empty suits and phony flannel-mouth politicos.

In zijn boek The Doomsday Machine. Confessions Of A Nuclear War Planner (2017) wijst Daniel Ellsberg erop dat:  

Ten days after President Trump's inauguration in 2017, Pravda quoted his statements that ‘the United States should strengthen and expand the nation's nuclear capacity’ and ‘Let it be an arms race,’ and then (Pravda. svh) reported that ‘Not so long ago, the Russian Federation conducted exercises to repel a nuclear attack on Moscow and strike a retaliatory thermonuclear attack on the enemy. In the course of the operations, Russia tested the Perimeter System, known as the 'doomsday weapon' or the 'dead hand.' The system assesses the situation in the country and gives a command to strike a retaliatory blow on the enemy automatically. Thus, the enemy will not be able to attack Russia and stay alive.' 

What has not changed is American preoccupation with threatening Russian command and control: as if all the above revelations… had not occurred or were thoroughly disbelieved. The National Defense Authorization Act for Fiscal Year 2017, passed with bipartisan support and signed by President Obama on December 23, 2016, included a provision which mandated a report by the Office of the Director of National Intelligence and the Strategic command on ‘Russian and Chinese Political and Military Leadership Survivability, Command and Control, and Continuity of Governmental Programs and Activities.’ This provision of the law called for the U.S. Strategic Command to ‘submit to the appropriate congressional committees the views of the Commander on the report... including a detailed description of how the command, control, and communications systems’ for the leadership of Russia and China, respectively, are factored into (worden verwerkt in. svh) the U.S. nuclear war plan. The Pravda news stories quoted above, both appearing in the second week of the Trump administration, were explicitly responding to these provisions of this law signed a few weeks earlier in their explanation of the continuing need for Perimeter.

Such plans and capabilities for decapitation encourage — almost compel (afdwingen. svh) — not only the Perimeter system but Russian launch on (possibly false) warning: either by high command (in expectation of being hit themselves imminently, and in hopes of decapitating the enemy commanders before they have launched all their weapons) or by subordinates who are out of communication with high command and have been delegated launch authority. 

As General Holloway expressed it in 1980, he had confidence that with such a decapitating strategy, a U.S. first strike would come out much better for the United States than a second strike, to the point of surviving and even prevailing. He was right about the hopelessness of the alternative forms of preemption. But in reality, the hope of successfully avoiding mutual annihilation by a decapitating attack has always been as ill-founded as any other. The realistic conclusion would be that a nuclear exchange between the United States and the Soviets was — and is — virtually certain to be an unmitigated catastrophe, not only for the two parties but for the world. But being unwilling to change the whole framework of our foreign and defense policy by abandoning reliance on the threat of nuclear first use or escalation, policy makers (probably on both sides) have chosen to act as if they believed (and perhaps actually do believe) that such a threat is not what it is: a readiness to trigger global omnicide (vernietiging van de mensheid. svh).

a demand was made that the German pilots who had bombed London be brought to trial as war criminals. The British Air Ministry protested. Trials of that sort 'would be placing a noose round the necks of our airman in future wars.' Since the aim of the British air attacks against German cities had been 'to weaken the morale of civilian inhabitants (and thereby their 'will to win') by persistent bomb attacks which would both destroy life (civilian and otherwise) and if possible originate a conflagration which should reduce to ashes the whole town,' the application of the Hague Convention in these cases would defeat the very purpose of bombardment. 

This was top secret. Publicly the air force continued to say something quite different, just as the navy had done throughout the 19th century. This was the best tack to take, wrote the air staff in 1921: 'It may be thought better, in view of the allegations of the "barbarity" of air attacks, to preserve appearances by formulating milder rules and by still nominally confining bombardment to targets which are strictly military in character… to avoid emphasizing the truth that air warfare has made such restrictions obsolete and impossible.’

Al bijna een eeuw geleden wisten de militaire en politieke machthebbers dus dat oorlog onvermijdelijk leidt tot grootschalige schendingen van het internationaal recht, tot oorlogsmisdaden, misdaden tegen de menselijkheid, en mogelijk zelfs tot genocide. For the first time, the new NPR states that the United States could use nuclear weapons in response to non-nuclear attacks, including cyberattacks, in ‘extreme circumstances to defend the vital interests of the United States, its allies and partners.’ This new strategy opens the door to first-use of nuclear weapons, which is prohibited under international law.

In its 1996 advisory opinion, the International Court of Justice (ICJ) concluded that while the use of nuclear weapons might be lawful when used in self-defense if the survival of the nation were at stake, a first-strike use would not be.

The ICJ held in its ‘Legality of the Threat or Use of Nuclear Weapons’ case that ‘the threat or use of nuclear weapons would generally be contrary to the rules of international law applicable in armed conflict, and in particular the principles and rules of humanitarian law.’ […]

Russia, China and North Korea are singled out as potential nuclear threats in the NPR. The document erroneously states that the United States needs new nuclear weapons because ‘China is expanding and modernizing its considerable nuclear forces’ and is pursuing ‘entirely new nuclear capabilities,’

Daniel Ellsberg Ellsberg wijst op nog een andere rampzalige ontwikkeling:

There is every likelihood that, for comparable reasons, similar secret delegation or Dead Hand systems or arrangements exist in every other nuclear weapons state — China, Britain, France, Israel, India, Pakistan, and North Korea — meaning that a Hiroshima-size explosion on any one of their capitals and/or central military headquarters is likely to lead to full-scale launching of their ready forces. The only difference is that none of these states could, at present, cause a full-scale nuclear winter, though an exchange between any two of them (except North Korea) could trigger enough global reduction in sunlight and loss of harvests for a decade to cause nuclear famine and the starvation of one to two billion people or more. 

The Strangelove paradox afflicts not only the United States and Russia. Every new state that acquires nuclear weapons and comes face-to-face with the vulnerability both of the weapons systems and of the command and control apparatus confronts the same incentives, the same pressures from its military to delegate and sub-delegate authority to use them, and the same motives to keep that delegation secret from the est of the world. 

Deployment of nuclear weapons by a new state doesn't add just one new finger to a trigger on nuclear war. The world worries about the finger of an irresponsible or reckless third world leader, when the finger can just as easily be that of one of many functionaries working in a far-flung outpost for one of these leaders, new or old. 


The bottom line, once again: This is not a species to be trusted with nuclear weapons. Above all, not to be trusted with a full or partial Doomsday Machine. And that doesn't just apply to ‘crazy’ third world leaders. 

In de Amerikaanse Western Hostiles uit 2017 merkt iemand op: ‘You know I have killed everything that has walked or crawled. If you do it enough, you get used to it,’ en juist deze mentaliteit was al in 1961 herkenbaar toen de Amerikaanse militaire en politieke leiding akkoord ging met de nucleaire ‘extermination of over half a billion people,’ zo ontdekte Daniel Ellsberg destijds als ‘nuclear war planner.’ De vooraanstaande Amerikaanse politicoloog, wijlen Samuel Huntington, wees er niet voor niets op dat 

the West won the world not by the superiority of its ideas or values or religion, but rather by its superiority in applying organized violence. Westerners often forget this fact, non-Westerners never do.

De Shock and Awe-strategie, onder leiding van NAVO-bondgenoot de VS was een eufemisme voor grootschalige oorlogsmisdaden, en wel omdat in de praktijk bij massaal geweld er geen onderscheid kan worden gemaakt tussen burgers en militairen. Een moderne oorlog is per definitie een permanente massale schending van het volkenrecht en het oorlogsrecht, zoals elke burger weet, die slachtoffer is geworden van het terrorisme dat oorlog heet. Curtis LeMay, vatte als stafchef van de Amerikaanse luchtmacht, de heersende militaire en politieke mores als volgt samen:

There is no such thing as an innocent civilian.

De militaire inzet tijdens de Vietnam-Oorlog was al even simpel:

We will bomb them back to the Stone Age.

In de met een Oscar bekroonde documentaire The Fog of War (2003) wierp de Amerikaanse oud-minister van Defensie Robert McNamara de vraag op: 

Why was it necessary to drop the nuclear bomb if LeMay was burning up Japan?

McNamara wees in verband hiermee op het feit dat

Killing 50-90% of the people in 67 Japanese cities and then bombing them with two nuclear bombs is not proportional, in the minds of some people, to the objectives we were trying to achieve.

'Necessary' of niet, 'Shock and Awe' is de strategie waarmee het Westen al eeuwenlang zijn hegemonie consolideert. Iedere militair, politicus, academicus, journalist weet dit. In zijn boek De Natuurlijke Historie van de Verwoesting (2004) onderstreepte de Duitse auteur en hoogleraar Europese Literatuur, wijlen W.G. Sebald, nog eens het gemak waarmee terreur wordt geaccepteerd, terwijl je toch ‘van de menselijke natuur een zekere mate van empathie [verwacht]. Maar dit inlevingsvermogen bezitten militairen en zelfs politici domweg niet. McNamara stelde in The Fog of War daarom het volgende vraagstuk ter discussie:

What makes it immoral if you lose but not if you win? 

Deze vraag is vanzelfsprekend retorisch. Het antwoord ligt in de vraag besloten: oorlog is per definitie een misdaad, omdat de meerderheid van de slachtoffers bestaat uit ongewapende burgers. Tegelijkertijd geldt dat alleen de overwinnaars beslissen wie een oorlogsmisdadiger is, zij schrijven de geschiedenis. En zo gaat ook de ‘democratie’ voorbij aan het ondubbelzinnige feit dat een moderne oorlog uit een lange serie oorlogsmisdaden bestaat. Al in februari 1943 werd duidelijk dat de moderne oorlog niets onberoerd laat. Toen riep nazi-minister van Propaganda, Joseph Goebbels, op tot ‘den totalen Krieg.’ Een jaar eerder had de Amerikaanse president, na de Japanse aanval op Pearl Harbor, tijdens zijn ‘total war’-speech laten weten dat de Duitsers en Japanners geenszins moesten verwachten dat zij een ‘negotiated peace,’ zouden kunnen afdwingen, maar dat zij zich 'onvoorwaardelijk' moesten overgeven. Wat dit in de praktijk betekende, vertelde ruim een halve eeuw later Robert McNamara door te vertellen dat zijn meerdere, Curtis Lemay en hij wisten dat 'we were behaving as war criminals.’ In tegenstelling tot de massamoorden in opdracht van de nazileiding werd het op grote schaal vermoorden van de stedelijke bevolking in Duitsland en Japan door de Geallieerden nooit juridisch vervolgd. Integendeel zelfs, de Lemay's en McNamara's en hun piloten werden bij terugkeer als oorlogshelden verwelkomd. Vanzelfsprekend is het niet overdreven te stellen dat een dergelijke ontwikkeling in een tijdperk van massavernietigingswapens genocidale gevolgen zal hebben. De huidige drempelverlagende Amerikaanse nucleaire strategie kan alleen veranderen wanneer de wereldbevolking zich massaal hiertegen keert, Europeanen voorop. Vooral laatstgenoemden moeten weten dat achter de schermen het Amerikaans militair-industrieel complex nieuwe oorlogen blijft plannen. Vrijdag 1 juli 2016 lekte onder de kop ‘Breedlove’s war: Emails show ex-NATO general plotting US conflict with Russia,’ het volgende uit:

Hacked private emails of the US general formerly in charge of NATO reveal a campaign to pressure the White House into escalating the conflict with Russia over Ukraine, involving several influential players in Washington. 

The emails, posted by the site DCLeaks, show correspondence between General Philip M. Breedlove, former head of the US European Command and supreme commander of NATO forces, with several establishment insiders concerning the situation in Ukraine following the February 2014 coup that ousted the elected government in favor of a US-backed regime…

The hacked emails reveal his frequent and intense communications with retired General Wesley Clark, as well as former Secretary of State Colin Powell, and involving a senior fellow at the Atlantic Council, State Department official Victoria Nuland (de neoconservatieve staatssecretaris van Buitenlandse Zaken voor Europe and Eurasia onder Obama, die de gewelddadige Oekraïense machtsovername met 5 miljard dollar steunde. svh) and US Ambassador to Ukraine Geoffrey Pyatt…

Breedlove continued to push for more aggressive US involvement, claiming a heavy Russian troop presence in Ukraine — which was later denied even by the government in Kiev. In March this year, the general was telling US lawmakers that Russia and Syria were ‘deliberately weaponizing migration in an attempt to overwhelm European structures and break European resolve.’

Breedlove was replaced at the helm of EUCOM and NATO in May, and officially retired from the military on July 1 (2016. svh). He was replaced by US Army General Curtis Scaparrotti, whose public statements suggest a similar level of hostility for Russia.

Eerder, 6 maart 2015, waarschuwde Der Spiegel voor Breedlove’s ‘Oorlogszuchtigheid’ met de woorden:

BREEDLOVE'S BELLICOSITY: BERLIN ALARMED BY AGGRESSIVE NATO STANCE ON UKRAINE

It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding.

On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again ‘upped the ante’ in eastern Ukraine — with ‘well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery’ having been sent to the Donbass. ‘What is clear,’ Breedlove said, ‘is that right now, it is not getting better. It is getting worse every day.’

German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).

The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO.

The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as ‘dangerous propaganda.’ Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.

But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats.


Zomer 2015 zette Kissinger uiteen dat:

[a] number of things need to be recognized. One, the relationship between Ukraine and Russia will always have a special character in the Russian mind. It can never be limited to a relationship of two traditional sovereign states, not from the Russian point of view, maybe not even from Ukraine’s. So, what happens in Ukraine cannot be put into a simple formula of applying principles that worked in Western Europe, not that close to Stalingrad and Moscow. In that context, one has to analyze how the Ukraine crisis occurred. It is not conceivable that Putin spends sixty billion euros on turning a summer resort into a winter Olympic village in order to start a military crisis the week after a concluding ceremony that depicted Russia as a part of Western civilization.

Dergelijke informatie werd door de Nederlandse mainstream-pers doorgaans genegeerd. Gedwee volgt zij de propaganda van de macht, en weigert zij het feit te analyseren dat de elite in Washington en op Wall Street zich tevens voorbereidt op een gewapend conflict met China. Vóór 2020 zal tenminste 60 procent van de Amerikaanse marinevloot in de Zuid Chinese Zee zijn gestationeerd, waar nu al ‘U.S. Navy destroyers stalk China's claims in South China Sea.’ De reden is dat de Amerikaanse  politiek ten aanzien van de Pacific Rim erop gericht is 

to ‘contain’ China, to limit China’s ability to project power in the waters off its southern coast, to bolster U.S. ‘hegemony’ or primacy in the East Asia maritime space. 

Met het oog op de nieuwe Amerikaanse nucleaire strategie is van belang te weten dat vrijdag 5 augustus 2016 bekend werd dat het Amerikaanse leger de Rand Corporation opdracht had gegeven tot het ‘Thinking Through' van 'the Unthinkable.’ Onder de kop ‘RAND CORPORATION LAYS OUT SCENARIOS FOR U.S. WAR WITH CHINA’ kon de lezer vernemen dat

A new study by the RAND Corporation titled ‘War with China: Thinking Through the Unthinkable’ is just the latest think tank paper devoted to assessing a US war against China. The study, commissioned by the US Army, provides further evidence that a war with China is being planned and prepared in the upper echelons of the American military-intelligence apparatus.

That the paper emerges from the RAND Corporation has a particular and sinister significance. Throughout the Cold War, RAND was the premier think tank for ‘thinking the unthinkable’ — a phrase made notorious by RAND’s chief strategist in the 1950s, Herman Kahn. Kahn devoted his macabre book ‘On Thermonuclear War’ to elaborating a strategy for a ‘winnable’ nuclear war against the Soviet Union.

According to the preface of the new study, released last week, ‘This research was sponsored by the Office of the Undersecretary of the Army and conducted within the RAND Arroyo Center’s Strategy, Doctrine, and Resources Program. RAND Arroyo Center, part of the RAND Corporation, is a federally funded research and development center sponsored by the United States Army.’

The paper is a war-gaming exercise in the Kahn tradition: weighing the possible outcomes of a war between two nuclear powers with utter indifference to the catastrophic consequences for people in the United States, China and the rest of the world.

Eind januari 2018 waarschuwde de Amerikaanse huisarts Robert F. Dodge, bestuurslid van de Nuclear Age Peace Foundation, Beyond War, Physicians for Social Responsibility Los Angeles, and Citizens for Peaceful Resolutions voor het almaar dichterbij komen van ‘the Apocalypse,’ nu:

The Bulletin of Atomic Scientists has just moved their Doomsday Clock forward to two minutes till midnight. Midnight represents nuclear apocalypse. The Clock is recognized around the world as an indicator of the world’s vulnerability to catastrophe from nuclear weapons, climate change, and emerging technologies. Each year the decision to move the Clock forward, backward, or not at all, is determined by the Bulletins Science and Security Board in consultation with its Board of Sponsors which includes 15 Nobel Laureates.

In making this year’s move to two minutes till midnight, the Bulletin stated that ‘in 2017, world leaders failed to respond effectively to the looming threat of nuclear war and climate change, making the world’s security situation more dangerous than it was a year ago-and as dangerous as it has been since World War II.’

In recent years the Bulletin has added climate change to nuclear weapons as a major risk of global conflict. This year the greatest threat remained that of nuclear conflict with the ongoing North Korea crisis featuring dangerous rhetoric and actions coming from both sides. World experts have made their assessments; leadership in the US and North Korea have now radically elevated the risk of nuclear war either by accident or miscalculation.

Coupled with deteriorating relationships between the world’s nuclear powers, with US and Russian relations at the lowest point in decades and rising tensions between the US and China, all while the United States plans to rebuild its nuclear arsenal — prompting all of the other nations to follow suit. The situation is further undermined from a diplomatic standpoint by an understaffed and demoralized US State Department and thus the Clock ticks forward.

The Board stated, ‘To call the world nuclear situation dire is to understate the danger — and its immediacy.’ […]

We have the ability and now the legal framework with the Treaty on the Prohibition of Nuclear Weapons to abolish nuclear weapons…

It’s time, possibly our final chance, to abolish nuclear weapons. It’s two minutes till midnight.


Op de Amerikaanse website CounterPunch van 7 februari 2018 wees Dodge bovendien op het volgende:

Scientific studies have demonstrated the potential catastrophic global environmental effects following a limited regional nuclear war, using just 100 12-kiloton Hiroshima-size weapons (of the 16,300 in the arsenals of the nine nuclear nations, which is approximately one-half of just one percent) that would potentially kill two billion people.

This new Doctrine proposes the development of two new generations of nuclear weapons including ‘low-yield nukes,’ Submarine Launched Ballistic Missiles (SLBM) and the long-term development of Submarine Launched Cruise Missiles (SLCM). These ‘low-yield nuke’ are 20 kiloton — same as the larger Nagasaki size bombs that killed more than 70,000 people. Seemingly ignoring the fact that nuclear weapons are nuclear weapons regardless of size with the same horrific initial devastation and radioactive fallout, these weapons are proposed to demonstrate America’s resolve in deterring nuclear attack.

In fact this circular argument of smaller nuclear weapons being a greater deterrence actually increases the likelihood of their use. This further promotes the mythology of deterrence which actually drives all nine nuclear states to follow suit.

such as certain cyberattacks, the risk of nuclear war is dramatically increased, bringing the imminent threat of nuclear war to the center of US military policy and foreign policy. This fact was also acknowledged in the recent Bulletin of Atomic Scientists’ movement of their nuclear Doomsday clock to two minutes till midnight, the closest since World War II.

Zijn deze levensbedreigende feiten aanleiding voor de ‘vrije pers’ om de alarmbel te luiden? Heeft deze Amerikaanse doodsdrift Ian Buruma’s enthousiasme weten te temperen, toen hij als opiniemaker en hoogleraar Democratie, Mensenrechten, en Journalistiek in de ‘kwaliteitskrant’ NRC Handelsblad met grote stelligheid verkondigde dat ‘we,’ met het oog op ‘het einde’ van wat hij ‘Pax Americana’ noemt, ‘ons moeten voorbereiden op een tijd waarin we met weemoed terugkijken op het betrekkelijk goedaardige imperialisme uit Washington’? Het antwoord is natuurlijk: Nee! De commerciële mainstream-media moeten het hebben van de waan van de dag, én van het vijandsbeeld. Alleen een oorlog kan nog de interne cohesie kunstmatig in stand houden. Welkom in de Amerikaanse Droom.
