In hun uitgebreid gedocumenteerde studie Manufacturing Consent. The political economy of the Mass Media (1988) constateren de Amerikaanse geleerden Edward S. Herman en Noam Chomsky over de berichtgeving van wat de oud-hoofdredacteur van de NRC en voormalig CDA-staatssecreatris Ben Knapen ‘de vertrouwde media’ noemt:

In contrast to the standard conception of the media as cantankerous, obstinate, and ubiquitous in their search for truth and their independence of authority, we have spelled out and applied a propaganda model that indeed sees the media as serving a ‘societal purpose,’ but not that of enabling the public to assert meaningful control over the political process by providing them with the information needed for the intelligent discharge of political responsibilities. On the contrary, a propaganda model suggests that the ‘societal purpose’ of the media is to inculcate and defend the economic, social, and political agenda of privileged groups that dominate the domestic society and the state. The media serve this purpose in many ways: through selection of topics, distribution of concerns, framing of issues, filtering of information, emphasis and tone, and by keeping debate within the bounds of acceptable premises.

Beide wetenschappers concluderen na ruim 400 pagina's gedocumenteerde feiten:

As we have stressed throughout this book, the U.S. media do not function in the manner of the propaganda system of a totalitarian state. Rather, they permit -- indeed, encourage -- spirited debate, criticism, and dissent, as long as these remain faithfully within the system of presuppositions and principles that constitute an elite consensus, a system so powerful as to be internalized largely without awareness. No one instructed the media to focus on Cambodia and ignore East Timor. They gravitated naturally to the Khmer Rouge and discussed them freely -- just as they naturally suppressed information on Indonesian atrocities in East Timor and U.S. responsibility for the aggression and massacres. In the process, the media provided neither facts nor analyses that would have enabled the public to understand the issues or the bases of government policies toward Cambodia and Timor, and they thereby assured that the public could not exert any meaningful influence on the decisions that were made. This is quite typical of the actual ‘societal purpose’ of the media on matters that are of significance for established power; not ‘enabling the public to assert meaningful control over the political process,’ but rather averting any such danger. In these cases, as in numerous others, the public was managed and mobilized from above, by means of the media's highly selective messages and evasions. As noted by media analyst W. Lance Bennett: ‘the public is exposed to powerful persuasive messages from above and is unable to communicate meaningfully through the media in response to the messages... Leaders have usurped enormous amounts of political power and reduced popular control over the political system by using the media to generate support, compliance, and just plain confusion among the public.’

En:

Given the imperatives of corporate organization and the workings of the various filters, conformity to the needs and interests of privileged sectors is essential to succes. In the media, as in other major institutions, those who do not display the requisite values and perspectives will be regarded as ‘irresponsible,’ ‘ideological,’ or otherwise aberrant, and will tend to fall by the wayside. While there may be a small number of exceptions, the pattern is pervasive, and expected. Those who adapt, perhaps quite honestly, will then be free to express themselves with little managerial control, and they will be able to assert, accurately, that they perceive no pressures to conform. The media are indeed free -- for those who adopt the principles required for ‘societal purpose.’

The technical structure of the media virtually compels adherence to conventional thoughts; nothing else can be expressed between two commercials, or in seven hundred words, without the appearance of absurdity that is difficult to avoid when one is challenging familiar doctrine with no opportunity to develop facts or argument... The critic must also be prepared to face a defamation apparatus against which there is little recourse, an inhibiting factor that is not insubstantial... The result is a powerful system of induced conformity to the needs of privilege and power. In sum, the mass media of the United States are effective and powerful ideological institutions that carry out a system-supportive propaganda function by reliance on market forces, internalized assumptions, and self-censorship, and without significant overt coercion. This propaganda system has become even more efficient in recent decades with the rise of the national television networks, greater mass-media concentration, right-wing pressures on public radio and television, and the growth in scope and sophistication of public relations and news management.

American exceptionalism is the distinct belief that the United States is unique, if not superior, when compared to other nations. Champions of American exceptionalism hold that because of its national credo, historical evolution, and unique origins, America is a special nation with a special role – possibly ordained by God – to play in human history. The belief in American exceptionalism is a fundamental aspect of U.S. cultural capital and national identity. It is an essential part of America’s political, cultural, and social DNA. Deborah Madsen has argued that American exceptionalism has always ‘offered a mythological refuge from the chaos of history and the uncertainty of life…' To believers in American exceptionalism, the United States continues to move in constant upward pattern, remaining the beacon of light in the darkness and the defender of the rights of man as long as the nation exists. Moreover, America and Americans are exceptional because they are charged with saving the world from itself; at the same time, America and Americans must maintain a high level of devotion to this destiny. Ultimately, champions of American exceptionalism argue that American exceptionalism functions to order Americans’ universe and define their place in it.

The rhetoric of American exceptionalism permeates every period of American history… American exceptionalism has been fundamental to political rhetoric, serving as the foundation for the doctrine of Manifest Destiny, which was used to justify the Mexican, Spanish –- American, and Vietnam wars as well as the westward expansion of U.S. sovereignty across the American continent,

aldus beide hoogleraren.

Nothing ever happened. Even while it was happening, it wasn't happening. It didn't matter. It was of no interest.’ Toen eind oktober 2005 ‘it became public that the US military had been counting Iraqi fatalities since January 2004,’  bleek dat ‘only those killed by insurgents and not those killed by the US forces’ te betreffen.

The American dream is the dream of human possibility of a society in which all persons may be encouraged to do their best, to achieve their most, and to have the reward of a comfortable life. It is the dream that there will be no artificial obstacles in the way of such individual fulfillment. It is the dream that the sum of such individual achievements is a great social good – a society of freedom, equality, and mutual solidarity. It is the dream that we are a beacon to a world that suffers from not being able to realize such a dream.

Of course it is a dream, and like all dreams, it is not an exact representation of reality. But it represents our subconscious longing and our underlying values. Dreams are not scientific analyses. Rather they offer us insights. However, we have to go beyond our dreams to a careful look at our history – the history of the United States, the history of the modern world-system, the history of the United States in the world-system…

The reality of the modern world-system, the capitalist world-economy, is that it is a hierarchical, unequal, polarizing sysgtem, whose political structure is that of an interstate system in which some states are manifestly stronger than others. In furtherance of the process of the endless accumulation of capital, stonger states are constantly imposing their will on weaker states, to the degree that they can. This is called imperialism, and is inherent in the structure of the world-system. Imperialism has however, always had, its moral defense. It has been justified on the basis of the ‘civilizing mission,’ the presumed moral necessity to force others to conform to the norms prescribed by universal values. It seems a curious coincidence that the values that are said to be universal are always primarily observed by the imperial power. Resistance by the victims to such specious morality seems a self-evident virtue.

Deze paradoxale voorstelling van zaken komt uiteindelijk voort uit het ‘distinct belief that the United States is unique, if not superior, when compared to other nations.’

Wallerstein wierp de volgende vraag op:

Can the West do without a demon? I doubt it at the moment. The West is facing a massive crisis – not merely economic, but fundamentally political and social. The capitalist world-economy is in crisis as a historical social system… I raise these issues to insist that the consequence is a great deal of confusion and self-doubt in the West, a situation that always evokes the need for demons. The same confusion and self-doubt pervades the Islamic world, as is evident from the zigzagging tactics of all the main actors. The secularist forces are in disarray. The islamist forces are not very clear, and are not at all agreed among themselves, what their real political program is or ought to be,

waarbij deze gezaghebbende socioloog terecht opmerkte dat

posing the issue as one of secularism versus fundamentalism is distracting us in a very major way from clarity of vision. And clarity, not demons, is what we need most at the present time.

Wallerstein:

It is as though the incredible and ever faster growth of the capitalist system had gotten out of hand, and created cancers that are metastasizing all over the place.

We are face to face with uncertainty. It is all very well for Ilya Prigogine to tell us that uncertainty is the central reality of the universe, and not merely of our present historical situation. We still do not like it, and we find it very hard to handle — psychologically and politically. And yet we must. We find ourselves in the terminal phase of a historical system, an ‘age of transition.’ We must turn to our intellectual, moral, and hence political duties in an age of transition. The first in line is the search for lucidity about where we are. Rosa Luxemburg said already at the beginning of the twentieth century that ‘the most revolutionary thing one can do is always to proclaim loudly what is happening.’

We like war. We are a war-like people. We like war because we are good at it. And you know why we are good at it? Because we get a lot of practice. This country is only 200 years old and already we had ten major wars. We average a major war in this country every twenty years. So we are good at it.

The Modern Presidency and The National Security State (2010) wijst de Amerikaanse journalist/schrijver Garry Wills erop dat ‘The National Security Act’ uit 1947

was the major reorganization of all the country’s military resources. It created the separate air force referred to in an earlier chapter, and it merged this, along with the army and navy, into a single national military establishment (later renamed the Department of Defense), with a new office — that of Secretary of Defense — over the whole establishment. A Secretary of the Army replaced the old Secretary of War. The President created the National Security Council to give him policy advice on security matters outside the State Department. It would become a rival to the State Department, and its classified directives (NSC orders) would authorize much of the secret activity of the Cold War.

Since the main burden of this act (we. svh) was military and centralizing, military intelligence was also centralized, in the new office of Central military intelligence was also centralized, in the new office of Director of Central Intelligence (DCI). Thus the CIA came into being. It was meant to coordinate all the sources of intelligence in one clearinghouse (een centrale databank. svh)…

The information could go to the new Department of Defense, which had autonomous authority to act on it. (section 106)Truman would later say he was reluctant to form a spy unit, for fear it could turn into ‘a Gestapo.’ He wrote after he left the presidency that he only meant it to be an information collecting agency, not one licensed to indulge in ‘strange activities.’ Yet, despite misgivings expressed by Dean Acheson (toenmalige Amerikaanse minister van Buitenlandse Zaken. svh) and others, the act id allow for ‘covert activities,’ defined thus: ‘As used in this title, the term “covert action” means an activity or activities of the United States government to influence political, economic, or military conditions abroad, where it is intended that the role of the United States Government will not be apparent or acknowledge publicly (Section 503 e)

These limits would be ignored or defied (getrotseerd. svh) by future Directors of Central Intelligence. Richard Helms (directeur van de CIA van 1966 to 1973. svh) made defying them a proud matter of principle, and William Colby (CIA-Directeur van 1973-1976, die naderhand volgens zijn zoon uit wroeging waarschijnlijk zelfmoord pleegde. svh) would be denounced as a traitor to the Agency when he obeyed them. Daniel Patrick Moynihan resigned in protest from :he Senate Intelligence Committee when William Casey (Directeur CIA van 1981 tot 1987. svh) defied the Congress. The CIA was not set up to be an illegal body, but it quickly became one.

The History of the CIA. (2008).

at the end of his two — terms of office… called into his office, the former legendary OSS officer and director of the CIA, Allen Dulles, and said to him point-blank. ‘After eight years you have left me, a legacy of ashes.’

A considerable proportion of the developed world's prosperity rests on paying the lowest possible prices for the poor countries' primary products and on exporting high-cost capital and finished goods to those countries. Continuation of this kind of prosperity requires continuation of the relative gap between developed and underdeveloped countries — it means keeping poor people poor. Increasingly, the impoverished masses are understanding that the prosperity of the developed countries and of the privileged minorities in their own countries is founded on their poverty.

what counter-insurgency really comes down to is the protection of the capitalists back in America, their property and their privileges. U.S. national security, as preached by U.S. leaders, is the security of the capitalist class in the US, not the security of the rest of the people.

Paul Craig Roberts:

Kinzer’s history of the Dulles brothers’ plots to overthrow six governments provides insight into how Washington operates today.

In 1953 the Dulles brothers overthrew Iran’s elected leader, Mossadegh and imposed the Shah, thus poisoning American-Iranian relations through the present day. Americans might yet be led into a costly and pointless war with Iran, because of the Dulles brothers poisoning of relations in 1953.

The Dulles brothers overthrew Guatemala’s popular president Arbenz, because his land reform threatened the interest of the Dulles brothers’ Sullivan & Cromwell law firm’s United Fruit Company client. The brothers launched an amazing disinformation campaign depicting Arbenz as a dangerous communist who was a threat to Western civilization. The brothers enlisted dictators such as Somoza in Nicaragua and Batista in Cuba against Arbenz. The CIA organized air strikes and an invasion force. But nothing could happen until Arbenz’s strong support among the people in Guatemala could be shattered. The brothers arranged this through Cardinal Spellman, who enlisted Archbishop Rossell y Arellano. ‘A pastoral letter was read on April 9, 1954 in all Guatemalan churches.’

A masterpiece of propaganda, the pastoral letter misrepresented Arbenz as a dangerous communist who was the enemy of all Guatemalans. False radio broadcasts produced a fake reality of freedom fighter victories and army defections. Arbenz asked the UN to send fact finders, but Washington prevented that from happening. American journalists, with the exception of James Reston, supported the lies. Washington threatened and bought off Guatemala’s senior military commanders, who forced Arbenz to resign. The CIA’s chosen and well paid ‘liberator,’ Col. Castillo Armas, was installed as Arbenz’s successor.

We recently witnessed a similar operation in Ukraine.

President Eisenhower thanked the CIA for averting ‘a Communist beachhead in our hemisphere,’ and Secretary of State John Foster Dulles gave a national TV and radio address in which he declared that the events in Guatemala ‘expose the evil purpose of the Kremlin.’ This despite the uncontested fact that the only outside power operating in Guatemala was the Dulles brothers.

What had really happened is that a democratic and reformist government was overthrown because it compensated United Fruit Company for the nationalization of the company’s fallow land at a value listed by the company on its tax returns. America’s leading law firm or perhaps more accurately, America’s foreign policy-maker, Sullivan & Cromwell, had no intention of permitting a democratic government to prevail over the interests of the law firm’s client, especially when senior partners of the firm controlled both overt and covert US foreign policy. The two brothers, whose family members were invested in the United Fruit Company, simply applied the resources of the CIA, State Department, and US media to the protection of their private interests. The extraordinary gullibility of the American people, the corrupt American media, and the indoctrinated and impotent Congress allowed the Dulles brothers to succeed in overthrowing a democracy.

Keep in mind that this use of the US government in behalf of private interests occurred 60 years ago long before the corrupt Clinton, George W. Bush, and Obama regimes. And no doubt in earlier times as well.

The Dulles brothers next intended victim was Ho Chi Minh. Ho, a nationalist leader, asked for America’s help in freeing Vietnam from French colonial rule. But John Foster Dulles, a self-righteous anti-communist, miscast Ho as a Communist Threat who was springing the domino theory on the Western innocents. Nationalism and anti-colonialism, Foster declared, were merely a cloak for communist subversion.

Paul Kattenburg, the State Department desk officer for Vietnam suggested that instead of war, the US should give Ho $500 million in reconstruction aid to rebuild the country from war and French misrule, which would free Ho from dependence on Russian and Chinese support, and, thereby, influence. Ho appealed to Washington several times, but the demonic inflexibility of the Dulles brothers prevented any sensible response. Instead, the hysteria whipped-up over the ‘communist threat’ by the Dulles brothers landed the United States in the long, costly, fiasco known as the Vietnam War. Kattenburg later wrote that it was suicidal for the US ‘to cut out its eyes and ears, to castrate its analytic capacity, to shut itself off from the truth because of blind prejudice.’ Unfortunately for Americans and the world, castrated analytic capacity is Washington’s strongest suit.

The Dulles brothers’ next targets were President Sukarno of Indonesia, Prime Minister Patrice Lumumba of Congo, and Fidel Castro. The plot against Castro was such a disastrous failure that it cost Allen Dulles his job. President Kennedy lost confidence in the agency and told his brother Bobby that after his reelection he was going to break the CIA into a thousand pieces. When President Kennedy removed Allen Dulles, the CIA understood the threat and struck first.

Warren Nutter, my Ph.D. dissertation chairman, later Assistant Secretary of Defense for International Security Affairs, taught his students that for the US government to maintain the people’s trust, which democracy requires, the government’s policies must be affirmations of our principles and be openly communicated to the people. Hidden agendas, such as those of the Dulles brothers and the Clinton, Bush and Obama regimes, must rely on secrecy and manipulation and, thereby, arouse the distrust of the people. If Americans are too brainwashed to notice, many foreign nationals are not.

The US government’s secret agendas have cost Americans and many peoples in the world tremendously. Essentially, the Foster brothers created the Cold War with their secret agendas and anti-communist hysteria. Secret agendas committed Americans to long, costly, and unnecessary wars in Vietnam and the Middle East. Secret CIA and military agendas intending regime change in Cuba were blocked by President John F. Kennedy and resulted in the assassination of a president, who, for all his faults, was likely to have ended the Cold War twenty years before Ronald Reagan seized the opportunity.

Secret agendas have prevailed for so long that the American people themselves are now corrupted. As the saying goes, ‘a fish rots from the head.’ The rot in Washington now permeates the country.
