Vluchtelingenstroom 109


‘Niemand die ooit een Amerikaanse verkiezingscampagne van nabij heeft meegemaakt,’ zo stelt Geert Mak ‘zal licht denken over het vitale karakter van de Amerikaanse democratie.’ Met deze en honderden andere meningen demonstreert de populistische journalist dat hij de uiterlijke schijn aanziet voor de realiteit. In zijn bestseller Reizen zonder John (2012) behoren ‘Amerikaanse diplomaten tot de beste ter wereld,’ beschikt ‘het land over voortreffelijke informatiesystemen,’ kent ‘het leger geen grenzen,’ hetgeen hij als positief ervaart, beschikt ‘het State Department over briljante strategen en politieke analisten,’ en -- last but not least -- opereert ‘het Amerikaanse het Amerikaanse bedrijfsleven over de hele aardbol,’ een feit waarmee, in zijn ogen, de mensheid zich gelukkig mag prijzen. Vier jaar nadat ‘de chroniqueur van Europa’ deze propaganda opschreef, constateert anno 2016 een vooraanstaande expert dat Amerika’s ‘days as a global superpower are numbered,’ en wees een jaar eerder al Michael T. Klare, ‘a professor of peace and world security studies and the author, most recently, of The Race for What’s Left. A documentary movie version of his book Blood and Oil’ dat:

Conservatives are in denial: America is no longer a superpower (and it hasn’t been for years). Washington hawks are still talking tough on China and Ukraine. They're living in another century.

Op zijn beurt schreef voormalig New York Times-correspondent Chris Hedges in juni 2016 onder de kop Shut Down the Democratic National Convention:

In our system of inverted totalitarianism, the political philosopher Sheldon Wolin pointed out, the object is to demobilize the citizenry, to render it apathetic, to convince the citizen that all political activity that does not take place within the narrow boundaries defined by the corporate state is futile. This is a message hammered into public consciousness by the corporate media, which serve as highly paid courtiers to the corporate elites. It is championed by the two parties that offer up fear of the other as their primary political platform.

Donald Trump and Hillary Clinton hold the highest candidate disapproval ratings in American history—in that order. These two candidates, the system insists, are the only “rational” options. Step outside the system and you are disappeared or ridiculed. Acceptable political opinions, as Wolin wrote, are ‘measurable responses to questions predesigned to elicit them.’ We vote, in the end, for skillfully manufactured personalities. Neither Trump nor Clinton in office will hinder corporate hegemony. Nothing will change until we revolt, until we defy the corporate system, until we wake from our civic stupor. The goal of the elites is to keep us pacified.

‘The crucial element that sets off inverted totalitarianism from Nazism is that while the latter imposed a regime of mobilization upon its citizenry, inverted totalitarianism works to depoliticize its citizens, thus paying a left-handed compliment to the prior experience of democratization,’ Wolin wrote in ‘Politics and Vision.’ 

‘Where the Nazis strove to give the masses a sense of collective power and confidence, Kraft durch Freude (or “strength through joy”), the inverted regime promotes a sense of weakness, collective futility that culminates in the erosion of the democratic faith, in political apathy and the privatization of the self. Where the Nazis wanted a continuously mobilized society that would support its masters without complaint and enthusiastically vote “yes” at the managed plebiscites, the elite of inverted totalitarianism wants a politically demobilized society that hardly votes at all.’

Deze dagelijkse werkelijkheid ontgaat evenwel de opiniemakers in de commerciële journalistiek die door hun ideologische bril kijkend de realiteit vervormd waarnemen. Niet alleen Mak verspreidt aperte leugens, maar ook H.J.A. Hofland. De grijze eminentie van de polderpers ziet de VS nog steeds als leider van de toekomst, een opvatting die in niets wezenlijks verschilt van zijn stelling uit 1963 toen hij voor de Stichting Volk en Verdediging een propagandistisch werkje schreef onder de lachwekkende titel Waarom verdedigen wij ons?, een vraagstuk dat van centraal belang was en nog steeds is bij het rechtvaardigen van het vele miljarden verslindende NAVO-bondgenootschap. Ook in het begin van de jaren zestig moest het ‘volk’ overtuigd worden van het ultieme belang van zijn ‘verdediging,’ en dienden de Russen te worden afgeschilderd als het grote gevaar van ‘onze’ voorbeeldige ‘vrijheid en democratie,’ en ‘Amerika’ als ‘kwantitatief en misschien ook wel kwalitatief een superieure cultuur.’ Veelzeggend is dat Hoflands opdrachtgever, de in 1962 opgerichte ‘Stichting Volk en Verdediging,’ de doelstelling had ‘om ertoe bij te dragen dat in alle geledingen van het Nederlandse volk het inzicht wordt verdiept in de eigen nationale waarden en in de samenhang daarvan met die van de vrije wereld in het algemeen.’  Het 'verdiepen' van ‘de samenhang’ van ‘de eigen nationale waarden’ met ‘die van de vrije wereld’ was noodzakelijk om het militair-industrieel complex te rechtvaardigen. Vandaar Hofland's pleidooi voor de het militair-industrieel complex dat overigens verscheen nadat president Eisenhower nadrukkelijk voor dit complex had gewaarschuwd.


Inmiddels is de naam van de Stichting Volk en Verdediging veranderd in de ‘Stichting Maatschappij en Krijgsmacht’ die ‘zich ten doel stelt om de verhouding tussen de krijgsmacht en de maatschappij te optimaliseren,' want nog steeds is niet iedere burger doordrongen van het nut om met massaal geweld de belangen van de westerse elite veilig te stellen. Vandaar de collaboratie van Atlantici als Henk Hofland, Geert Mak, Hubert Smeets en Paul Brill, om slechts vier door de gevestigde orde gefinancierde propagandisten te noemen. Ook in de polder moet het westers militair-industrieel complex voortdurend worden gelegitimeerd, dat wil zeggen: net zolang tot de Derde Wereldoorlog deze propaganda voorgoed onnodig heeft gemaakt. Ondertussen heeft het neoliberaal kapitalistische bestel de chaos en ongelijkheid in de wereld alleen maar vergroot, en blijft 'defensie'  vele miljarden aan belastinggeld verslinden, alleen al in de VS meer dan de helft van het federale budget dat het Congres kan toewijzen.  De Zuid-Amerikaanse auteur, wijlen Eduardo Galeano, heeft gelijk, wanneer hij in zijn — ook in het Nederlands vertaalde boek — Ondersteboven (1998) vaststelt dat de

wereldeconomie nooit minder democratisch [is] geweest, nooit is de wereld zo schandalig onrechtvaardig geweest. In 1960 bezat twintig procent van de mensheid, het rijkste deel, dertig keer zoveel als de armste twintig procent. In 1990 was het verschil zestig keer zo groot. Sindsdien is de schaar alleen maar verder opengegaan: in 2000 was het opgelopen tot negentig keer. 

Op zijn beurt zette de directeur van van het United Nations Development Programme, James Gustave Speth, in 1997 uiteen 

dat het aantal rijken in de wereld in de afgelopen halve eeuw was verdubbeld, maar dat het aantal armen was verdrievoudigd en dat zestienhonderd miljoen mensen het slechter hebben dan vijftien jaar eerder… in ieder land wordt het onrecht gereproduceerd dat de betrekkingen tussen de landen bepaalt en wordt de kloof tussen wie alles hebben en wie niets jaar na jaar steeds breder. Op het Amerikaanse continent weten wij dat heel goed. In het noorden, in de Verenigde Staten, beschikten de rijken een halve eeuw geleden over twintig procent van het nationaal inkomen. Nu is dat veertig procent…

Nogmaals Galeano:

De macht, die onrecht uitoefent en ervan leeft, zweet geweld uit al haar poriën. In de hel van de krottenwijken loeren de zwarte veroordeelden, schuldig aan hun armoede en met een erfelijke neiging tot misdaad: de reclame doet hen watertanden en de politie verjaagt hen van tafel. Het systeem weigert wat het aanbiedt, magische artikelen die dromen in werkelijkheid omzetten, door de tv beloofde luxe, neonreclames die in de nacht van de stad het paradijs aankondigen, pracht en praal van de virtuele rijkdom: zoals de eigenaren van de echte rijkdom heel goed weten is er geen valium genoeg om zoveel verlangen te stillen en ook niet genoeg prozac om zoveel kwelling te sussen. Gevangenis en kogels vormen de therapie voor de armen.

Tot twintig jaar geleden was armoede het product van onrechtvaardigheid. Links klaagde het aan, het midden gaf het toe, rechts ontkende het zelden. In korte tijd zijn de tijden erg veranderd: nu is armoede de terechte straf voor inefficiëntie. Armoede mag dan medelijden opwekken, maar brengt geen verontwaardiging meer teweeg: er zijn armen door de regels van het spel of de onafwendbaarheid van het lot. Ook is geweld niet de dochter van het onrecht. De dominante taal, in serie geproduceerde beelden en woorden, werkt bijna altijd ten dienste van een systeem van beloning en straf, dat het leven opvat als een meedogenloze race tussen enkele winnaars en vele voor het verlies geboren verliezers.

Een illustrerend voorbeeld van het feit dat ‘armoede’ door de elite en haar pleitbezorgers als ‘de terechte straf voor inefficiëntie’ wordt gezien, gaf zonder het te beseffen de journalist Geert Mak in juni 2015. Onder de kop: 'Griekenland kan niet meedoen met de toppers,’ profeteerde het orakel van Bartleheim dat ‘Griekenland in feite een premodern land [is],’ terwijl de ‘eurozone sterk en stabiel [moet] zijn.’ En daarom zou, een ‘Grexit,’ volgens hem, ’niet alleen onvermijdelijk, maar ook wenselijk,’ zijn ‘hoe groot en onvoorspelbaar de geopolitieke gevolgen ook’ zullen uitwerken, en ‘Griekenland een lange periode van ellende [staat] te wachten.’ En toch meent de miljonair Mak en zijn aanhang dat hij een sociaal rechtvaardige kijk op de wereld heeft. In zijn bestseller In Europa (2004) prees hij evenwel het neoliberalisme dat ‘Europa als economische eenheid een eind op weg’ had geholpen. Waar naartoe bleek vier jaar later toen de VS en Europa bijna ten onder gingen aan de zogeheten ‘kredietcrisis,’ veroorzaakt door dezelfde neoliberale mentaliteit waarbij criminele bankiers zich ten koste van de gemeenschap verrijkten, en dit -- naar 'we' moeten aannamen -- allemaal dankzij ‘het vitale karakter van de Amerikaanse democratie.’ Deze waanzin hebben Mak en zijn soortgenoten roem en rijkdom opgeleverd. Waarom zouden ze die nu inleveren, en voor wat? De dwazen kijken wel uit. Probleem is dat hun meningen geen enkele logica bezitten, ondermeer omdat ze voortvloeien uit een autistisch optimisme, op de ideologie van de eeuwige groei, oftewel, op hoop, want ‘ik kan niet zonder hoop, Stan, dat klinkt misschien wat pathetisch, maar het is toch zo,' aldus mijn oude vriend. Hier is sprake van een dogmatisch geloof in meliorisme:
     
an idea in metaphysical thinking holding that progress is a real concept leading to an improvement of the world. It holds that humans can, through their interference with processes that would otherwise be natural, produce an outcome which is an improvement over the aforementioned natural one.


Het neoliberale kapitalisme als vorm van ‘metaphysical thinking’ is desastreus gebleken, zoals de Britse econoom en hoogleraar, dr. Noreena Hertz al in 2001 vaststelde in haar boek The Silent Takeover. Global Capitalism and the Death of Democracy. Hertz, die algemeen beschouwd wordt als één van ‘the world’s leading young thinkers,’ schreef, drie jaar voordat Geert Mak vol lof over het neoliberalisme sprak, over 

who really governs us: showing how across the world corporations manipulate and pressurize governments, by means both legal and illegal; how protest, be it in the form of the protesters of Seattle and Genoa or the boycotting of GM foods, has become a more effective political weapon than the ballot-box; and how corporations in many parts of the world are taking over from the state responsibility for everything from providing technology for schools to health-care for the community. 

Maar de spreekbuizen van de gevestigde orde in Nederland hadden niets door, en werden voor hun onwetendheid rijkelijk beloond. Zo werd Geert Mak door de Franse staat, die eerder een dodelijke aanslag op het Greenpeace-schip Rainbow Warrior had laten plegen, verheven tot ‘Ridder in het Légion d’Honneur vanwege zijn 'persoonlijke verdiensten, zijn schrijftalent en de bijdrage die hij met In Europa geleverd heeft aan het Europese project,' een ‘eer’ die de kritische Noreena Hertz vanzelfsprekend niet ten deel viel. De Franse terroristen waren overigens eerder door Franse staat onthaald als helden, en  kregen van dezelfde staat ‘de hoogste militaire onderscheiding, het Legion d’Honneur,’ zodat Mak zich nu in goed gezelschap bevindt. 

Terwijl het neoliberalisme een kleine groep rijk tot schatrijk maakte, heeft het tegelijkertijd de kloof tussen rijk en arm vergroot, evenals de werkloosheid. Bovendien  heeft deze ideologie in het binnenland geleid tot de afbraak van de sociale wetgeving en in het buitenland tot de economische noodzaak van voortdurende gewelddadige interventies. De Amerikaanse historicus Walter A. McDougall schreef in zijn studie Promised Land. Crusader State (1998) met betrekking tot het begrip vooruitgang, oftewel, ‘meliorism’ dat het

assumes that the United States alone possesses the power, prestige, technology, wealth, and altruism needed to reform whole nations. It assumes that the U.S. government, having tamed its frontier and helped its people achieve unprecedented wealth and freedom… having led the free world to victory over fascism and Communism, knows how to deploy its assets to lift up the poor and oppressed. Finally, it assumes that Americans want their government to dedicate their lives fortunes, and sacred honor to that purpose.

None of these postulates is proven; in fact, every one may be false… Democracies can trample on human rights and the rule of law. Nor can we assume that all nations prefer democracy, however defined, or are moving toward the same destination. Indeed, to diagnose and prescribed remedies for all other people on earth is nothing less than to mirror the Bolsheviks, who claimed to believe that scientific law was moving the world toward Communism, but acted as though history needed their ‘help.’

Americans may well believe that their political and economic principles are universally valid. But to insist that everyone else in the world agree is to embrace the same solipsism (het geloof dat er maar een enkel bewustzijn bestaat: dat van de waarnemer. svh) that Wilson (president Woodrow Wilson. svh) did when he said that his own depth of belief (een racistische vorm van protestantisme. svh) convinced that he spoke for the American people. As a result, Global Meliorism can be woefully counterproductive. Far from persuading Chinese, Singaporeans, Iraqis, Libyans, or Russians to be ‘like us,’ our sermons about human rights, fair trade, the environment, and sexual and family issues only invite foreigners to remark on the poverty, crime, drugs, pornography, collapse of the family, inequality, and travesties of justice that characterize American society.

To assert that the U.S. government knows how to transplant democracy and kick-start economic development abroad is an even wilder leap of logic. Our half-century of experience with foreign aid has been almost a total loss, and the reason is not hard to find. It resides in the contradiction inherent in programs which purpose is to demonstrate the superiority of the free market model but whose methods are entirely statist.

Deze werkelijkheid staat mijlenver af van de kinderlijke voorstelling van zaken van opiniemakers als Hofland en Mak. Over de drijfveren van ondermeer mainstream-opiniemakers verklaarde de Amerikaanse psychologe Frances Shure: ‘Deny the evidence that is coming your way and stick to the original story, the official story and try to regain your equilibrium,’ want:

People are afraid of being ostracized, they are afraid of being alienated, they are afraid of being shunned. They are afraid of their lives being inconvenienced – they’ll have to change their lives. They are afraid of being confused.  They are afraid of psychological deterioration.  They are afraid of feeling helpless and vulnerable.  And, they are afraid that they won’t be able to handle the feelings coming up. And none of us wants to feel helpless and vulnerable.  So, we want to defend ourselves. And, the way that we often do that is with anger. Then we become angry. And, when we become angry, then we become indignant. We become offended. We want to ridicule the messenger. We want to pathologize the messenger. And, we want to censor the messenger.


De NAVO-kernwapens liggen voor het merendeel in en rond Nederland. Dit gebied zal als eerste getroffen worden tijdens een nucleaire oorlog.

Als Hofland de essaybundel The Curtain (2007) van Milan Kundera had gelezen, zou hij hebben geweten dat de auteur met betrekking tot de consumptiecultuur de onvermijdelijke vraag opwerpt:de vraag opwerpt 'And If the Tragic Has Deserted Us?' om vervolgens te stellen:

Hitler not only brought unspeakable horror upon Europe but also stripped it of its sense of the tragic. Like the struggle against Nazism, all of contemporary political history would thenceforth be seen and experienced as a struggle between good and evil... Is this a regression? A relapse into the pre-tragical stage of humankind? But if so, precisely who has regressed? Is it History itself, usurped by criminals? Or is it our mode of understanding History? Often I think: tragedy has deserted us; and that may be the true punishment.

Hoflands en Mak’s zwart/wit optimisme is, denk ik, inderdaad 'a regression' een 'relapse into the pre-tragical stage of humankind.' De tragische ironie is nu dat de mens beschikt over massavernietigingswapens die het lot van de hele mensheid bedreigen. In 2005 werd de zogeheten ‘Doctrine for Joint Nuclear Operations’ bekend, een ‘U.S. Department of Defense document’ waarbij ‘the circumstances under which commanders of U.S. forces could request the use of nuclear weapons’ werd vastgelegd. 

The document was a draft being revised to be consistent with the Bush doctrine of preemptive attack. The doctrine cites eight reasons under which field commanders can ask for permission to use nuclear weapons.

Drie van die mogelijkheden voor commandanten te velde om voor te stellen een nucleair armageddon te beginnen zijn, eufemistisch gesteld, opmerkelijk:

  To stop potentially overwhelming conventional enemy forces.
To rapidly end a war on favorable US terms.
To ensure US and international operations are successful.

Het zal een democratische burger niet verbazen dat 

After public exposure, the Pentagon has hidden the Doctrine for Joint Nuclear Operations and three related documents, referring to this as ‘cancelling’ the documents. The decision to ‘cancel’ the documents simply removes controversial documents from the public domain and from the Pentagon's internal reading list. 

Maar:

The White House and Pentagon guidance that directs the use of nuclear weapons remains unchanged by the cancellation.

‘The use of nuclear weapons represents a significant escalation from conventional warfare and may be provoked by some action, event, or threat. However, like any military action, the decision to use nuclear weapons is driven by the political objective sought.’ […] ‘Integrating conventional and nuclear attacks will ensure the most efficient use of force and provide US leaders with a broader range of strike options to address immediate contingencies (eventualiteiten. svh) […] This integration will ensure optimal targeting, minimal collateral damage, and reduce the probability of escalation.’ […] ‘Although the United States may not know with confidence what threats a state, combinations of states, or nonstate actors pose to US interests, it is possible to anticipate the capabilities an adversary might use […] These capabilities require maintaining a diverse mix of conventional forces capable of high-intensity, sustained, and coordinated actions across the range of military operations; employed in concert with survivable and secure nuclear forces’ […] ‘The immediate and prolonged effects of nuclear weapons including blast (overpressure, dynamic pressure, ground shock, and cratering), thermal radiation (fire and other material effects), and nuclear radiation (initial, residual, fallout, blackout, and electromagnetic pulse), impose physical and psychological challenges for combat forces and noncombatant populations alike. These effects also pose significant survivability requirements on military equipment, supporting civilian infrastructure resources, and host-nation/coalition assets. US forces must prepare to survive and perhaps operate in a nuclear/radiological environment.’

Actueel is de vraag: wie neemt in werkelijkheid het besluit om een nucleaire holocaust te starten? Formeel gesproken de Amerikaanse president. Maar wat gebeurt er in de praktijk wanneer de president een havik is als bijvoorbeeld Hillary Clinton of Donald Trump, die de wereld willen tonen dat de VS nog altijd een ‘exceptionalistische’ supermacht is die haar hegemonie dient af  afdwingen? Afgezien daarvan: stel dat een Amerikaanse president onder zware druk staat van de ‘joint chiefs of staff’ besluit om geen nucleaire oorlog te beginnen, terwijl ‘overwhelming conventional enemy forces,’ blijven oprukken, waardoor het onmogelijk wordt ‘to rapidly end a war on favorable US terms,’ en de president dus de militaire strategie saboteert ‘To ensure US and international operations are successful’? Gaat de militaire leiding dit accepteren, of zet zij de Amerikaanse president tijdelijk of voorgoed buitenspel, met als argument dat hij of zij het belang van de staat in gevaar brengt? 

Zoals bekend is de macht van het militair-industrieel complex, waarvoor Eisenhower al in 1961 waarschuwde, vandaag de dag zo groot geworden dat zelfs een president dit complex niet meer kan dwarsbomen. Sterker nog: de presidentiële positie is in een ‘democratie,’ waarin bijna de helft van de stemgerechtigden niet meer komt opdagen, voor een aanzienlijk deel afhankelijk van de macht van de strijdkrachten. Dit feit wordt nog eens versterkt doordat de VS een gemilitariseerde staat is, die al vanaf haar stichting in 1776 slechts 21 jaar niet in oorlog is geweest, en dus ruim 93 procent van haar bestaan oorlog heeft gevoerd. Het is dus niet ver gezocht om te vermoeden dat in de praktijk uiteindelijk de commandanten te velde zullen bepalen of het moment is aangebroken om een nucleaire hel te veroorzaken. De tijd dat president Kennedy het opnam tegen de militaire top is voorbij. Februari 2016 schreef de voormalige Amerikaanse staatssecretaris van Financiën onder president Reagan, Paul Craig Roberts onder de kop ‘President Kennedy and His Brother Were Murdered By The Military-Security Complex’:

President John F. Kennedy had experienced in the Joint Chiefs of Staff under Chairman Lyman Lemnitzer a high level of insubordination. Lemnitzer showed in White House meetings contempt for the president. When Lemnitzer brought Kennedy the Northwoods Project to shoot down American citizens in the streets of America and to blow American airliners out of the sky in order to place the blame on Castro so that the US could invade and achieve ‘regime change,’ a popular term of the George W. Bush regime, in Cuba, President Kennedy removed Lemnitzer as chairman and sent him to Europe as head of NATO. 

Kennedy did not know about Operation Gladio, an assassination program in Europe run by NATO and the CIA. Communists were blamed for Operation Gladio’s bombings of civilians in train stations in order to erode communist political influence, especially in Italy. Thus, Kennedy’s way of getting rid of Lemnitzer put Lemnitzer in charge of this program and gave Lemnitzer a way to get rid of John Kennedy.

Anyone who thinks that democratic governments would not kill their own citizens is uninformed beyond belief. If, dear reader, you are one of these gullible people, please go to the Internet and become familiar, for example, with Operation Northwoods and Operation Gladio. 


Ten tijde van de Cuba-crisis, toen de wereld volgens de toenmalige minister van Defensie Robert McNamara door ‘puur geluk' aan een nucleair armageddon ontkwam merkte president Kennedy op: 

What, if any, circumstance or justification gives… any government the moral right to bring its people and possibly all people under the shadow of nuclear destruction?

Een vraag die weinig staatslieden ooit hebben gesteld en weinig filosofen een antwoord op hebben, zoals de vooraanstaande Amerikaanse historicus Arthur Schlesinger eens opmerkte. In zijn boek Brothers: The Hidden History of the Kennedy Years (2007) schreef een andere prominente Amerikaanse historicus, David Talbot, over ‘Robert Kennedy' als 'the key courier for his brother in the back-channel negotiations that finally brought an end to the crisis.’ De onderhandelingen waren zo geheim dat zelfs -- beter nog -- juist de Amerikaanse generaals, die voor een nucleaire confrontatie waren, van niets wisten. 

‘We’ve been had!’ yelled then Navy Chief George Anderson upon hearing on October 28, 1962, how JFK ‘solved’ the missile crisis. Admiral Anderson was the man in charge of the very ‘blockade’ against Cuba.

‘The biggest defeat in our nation’s history!’ bellowed Air Force Chief Curtis Lemay, while whacking his fist on his desk.

‘We missed the big boat,’ said Gen. Maxwell Taylor after learning the details of the deal with Khrushchev.

De reacties van de militaire leiding toonden de misdadige krankzinnigheid van het Amerikaanse militair-industrieel complex. Talbot: ‘In his memoirs, Nikita Khrushchev offered a startling (verbijsterend. svh) account of Robert F. Kennedy’s emotional conversations with’ de Russische ambassador Anatoly 

Dobrynin, in which Kennedy stressed how fragile his brother's rule was becoming as the crisis dragged on. It was not the first time in the Kennedy presidency that Bobby had communicated this alarming message to the Russians. But in this high-stakes moment, Kennedy’s plea struck Khrushchev as especially urgent.

Anno 2016 kan de VS niet meer zonder oorlogen; de economische wetten dicteren de noodzaak van gewapende conflicten. Zonder oorlog zou de wapenindustrie, research and development, en de vele toeleveringsbedrijven ineenstorten, zou de werkloosheid gigantisch stijgen, en zouden de generaals en de grote concerns hun belangen ernstig geschaad zien. De VS heeft geen militair-industrieel complex, maar is een militair-industrieel complex, zo verklaarde al in de jaren negentig van de twintigste eeuw de gezaghebbende Britse kernfysicus Frank Barnaby. De macht van wat oud-president Carter de 'Oligarchy With Unlimited Political Bribery’ noemt, bepaalt de politieke koers.  Een kleine elite van bureaucraten, beleidsbepalende politici en de ‘joint chiefs of staff,’ van het militaire apparaat tezamen met de financiële macht op Wall Street, dient allereerst de belangen van de ‘top 0.1% of Americans’ die ‘almost as much wealth’ bezit als de ‘bottom 90%’ van de Amerikanen, aldus senator Bernie Sanders. 

Ondanks de waarschuwing van Eisenhower is de ware macht in de VS in de loop der jaren onaantastbaar geworden, mede dankzij de steun van de opiniemakers en journalisten van de corporate-media, waarvan in de polder Hofland en Mak slechts kleine schakeltjes zijn, die uit eigen gewin de eisen van hun broodheren gehoorzamen. Dit cynisme, gepropageerd als realiteitszin, is de  reden van de blindheid onder de mainstream-journalisten, blind voor de neoliberale revolutie die de afgelopen vier decennia onder hun neus en voor hun ogen zich voltrok. De prominente Amerikaanse  hoogleraar Wendy Brown constateert terecht in haar boek Undoing the Demos. Neoliberalism’s Stealth Revolution (2015):

In a century heavy with political ironies, there may have been none greater than this: at the end of the Cold War, as mainstream pundits hailed democracy's global triumph, a new form of governmental reason was being unleashed in the Euro-Atlantic world that would inaugurate democracy's conceptual unmooring and substantive disembowelment. Within thirty years, Western democracy would grow gaunt (verschraald. svh), ghostly, its future increasingly hedged (omheind. svh) and improbable. 

More than merely saturating (doordrenken. svh) the meaning or content of democracy with market values, neoliberalism assaults the principles, practices, cultures, subjects, and institutions of democracy understood as rule by the people…

The claim that neoliberalism is profoundly destructive to the fiber and future of democracy in any form is premised on an understanding of neoliberalism as something other than a set of economic policies, an ideology, or a resetting of the relation between state and economy. Rather, as a normative order of reason developed over three decades into a widely and deeply disseminated governing rationality, neoliberalism transmogrifies (veranderd. svh) every human domain and endeavor, along with humans themselves, according to a specific image of the economic. All conduct is economic conduct; all spheres of existence are framed and measured by economic terms and metrics, even when those spheres are not directly monetized. In neoliberal reason and in domains governed by it, we are only and everywhere homo oeconomicus, which itself has a historically specific form. Far from Adam Smith’s creature propelled by the natural urge to ‘truck, barter, and exchange,’ today’s homo oeconomicus is an intensely constructed and governed bit of human capital tasked with improving and leveraging its competitive positioning and with enhancing its (monetary and nonmonetary) portfolio value across all of its endeavors and venues. These are also the mandates, and hence the orientations, contouring the projects of neoliberalized states, large corporations, small businesses, nonprofits, schools, consultancies, museums, countries, scholars, performers, public agencies, students, websites, athletes, sports teams, graduate programs, health providers, banks, and global legal and financial institutions.

Wanneer letterlijk alles in het leven in het teken staat van, en gedirigeerd wordt door een totalitaire ideologie is er geen cultuur meer, zijn er geen normen en waarden meer, bestaat er geen enkel andere richtlijn in het leven van het individu dan De Ander als concurrent uit te schakelen. In een tijd dat het christendom op zijn retour is, de tien geboden er niet meer toe doen, de waarheid is veranderd in de waan van de dag, en de mens gestimuleerd wordt om zoveel mogelijk te consumeren, is het individu niet zozeer immoreel geworden, maar amoreel; normen doen er niet meer toe in de strijd om de ander te overtroeven en de ratrace vol te houden. De gemeenschap is niet meer in staat een samenleving te vormen. Ieder voor zich en God voor ons allen, en zo is het bestaan stapje voor stapje uitgehold geraakt. Niets is meer wat het ooit leek te zijn. De burger weet dit, bewust of onbewust, rationeel of gevoelsmatig, uit eigen ervaring dan wel van horen zeggen; hij is bevangen door een onbestemd gevoel van malaise, het besef dat er iets fundamenteel fout zit, zonder dat de meesten in staat zijn de vinger op de wond te leggen. De Amerikaanse geleerde Noam Chomsky formuleerde het aldus: 

All over the place, from the popular culture to the propaganda system, there is constant pressure to make people feel that they are helpless, that the only role they can have is to ratify decisions and to consume.

En de Amerikaanse hoogleraar Henry Giroux noemde het: ‘Anti-Politics and the Plague of Disorientation: Welcome to the Age of Trump,’ waarbij Trump, evenals Wilders of mevrouw Le Pen, of Hillary Clinton slechts symptomen zijn van een uitgezaaide kanker, die het hele maatschappelijke weefsel heeft aangetast. Over de hele linie, van boven naar beneden, van links naar rechts is het Westen gecorrumpeerd geraakt, en iedereen weet het, maar doet doorgaans of zijn neus bloedt. Wendy Brown stelt dan ook over het neoliberalisme de voor de hand liggende vraag:

When the commitment to individual and collective self-rule and the institutions supporting it are overwhelmed and then displaced by the encomium (lofrede. svh) to enhance capital value, competitive positioning, and credit ratings? What happens when the practices and principles of speech, deliberation, law, popular sovereignty, participation, education, public goods,  and shared power entailed in rule by the people are submitted to economization? These are the questions animating this book. 

To pose these questions is already to challenge commonplace notions that democracy is the permanent achievement of the West and therefore cannot be lost; that it consists only of rights, civil liberties, and elections; that it is secured by constitutions combined with unhindered markets; or that it is reducible (herleidbaar. svh) to a political system maximizing individual freedom in a context of state-provisioned order and security. These questions also challenge the Western liberal democratic conceit (waan. svh) that humans have a natural and persistent desire for democracy. They presume instead that democratic self-rule must be consciously valued, cultured, and tended by a people seeking to practice it and that it must vigilantly resist myriad economic, social, and political forces threatening to deform or encroach upon it. They presume the need to educate the many for democracy, a task that grows as the powers and problems to be addressed increase in complexity. Finally, these questions presume that the promise of shared rule by the people is worth the candle (de inspanning waard zijn. svh), both an end in itself and a potential, though uncertain, means to other possible goods, ranging from human thriving to planetary sustainability. Hardly the only salient political value, and far from insurance against dark trajectories, democracy may yet be more vital to a livable future than is generally acknowledged within Left programs centered on global governance, rule by experts, human rights, anarchism, or undemocratic versions of communism. 

None of these contestable presumptions have divine, natural, or philosophical foundations, and none can be established through abstract reasoning or empirical evidence. They are convictions animated by attachment, scholarly contemplation of history and the present, and argument, nothing more. 


Nu uit de praktijk van alle dag blijkt hoe gelijk het kritische deel van de westerse intelligentsia heeft wanneer zij stelt dat het neoliberalisme en neoconservatisme de democratie hebben uitgehold, wordt duidelijk hoe schaamteloos een polder-propagandist als Geert Mak is wanneer hij weer eens de ‘kracht’ en ‘vitaliteit’ van de ‘democratie’ van ‘Amerika’ prijst, en het ‘bewonderenswaardige optimisme’ en de ‘levensvreugde.’ Even schaamteloos is Henk Hofland wanneer hij beweert dat het ‘Westen,’ onder aanvoering van de VS, ‘vredestichtend’ is. Ook het Nederlandse academische wereldje is gecorrumpeerd. Zo kan de docent dr. Ruud van Dijk van de Universiteit van Amsterdam onweersproken in de Volkskrant beweren dat 'Washington nog altijd [streeft] naar een wereld waarin individuele vrijheden - fundamentele rechten van de mens - de norm zijn,’ en ‘de Verenigde Staten de onmisbare ordeningsmogendheid [blijven] in het internationale systeem,’ en dat derhalve ‘Voor ons in Europa een constructieve, activistische Amerikaanse rol intussen essentieel’ is. De hoerige mentaliteit van de zelfbenoemde ‘politiek-literaire elite’ achter de dijken is verbijsterend. Terwijl zij vol lof is over de politieke elite in Washington en de financiële elite op Wall Street, steunt zij tegelijkertijd een dreigend desastreus conflict met de Russische Federatie. Met een misdadige onverschilligheid verzwijgt zij datgene wat Amerikaanse intellectuelen wel publiekelijk bekend maken. Maandag 6 juni 2016 wees de historicus Eric Zuesse op het volgende:

Actions speak louder than mere words, and U.S. President Barack Obama has now acted, not only spoken. His action is to refuse to discuss with Russian President Vladimir Putin, Russia’s biggest worry about recent changes in America’s nuclear strategy — particularly a stunning change that is terrifying Putin.

On Sunday June 5th, Reuters headlined ‘Russia Says U.S. Refuses Talks on Missile Defence System,’ and reported that, ‘The United States has refused Russian offers to discuss Washington’s missile defence programme, Russian Deputy Defence Minister Anatoly Antonov was quoted as saying on Sunday, calling the initiative ‘very dangerous.’

Russia’s concern is that, if the ‘Ballistic Missile Defense’ or ‘Anti Ballistic Missile’ system, that the United States is now just starting to install on and near Russia’s borders, works, then the United States will be able to launch a surprise nuclear attack against Russia, and this system, which has been in development for decades and is technically called the ‘Aegis Ashore Missile Defense System,’ will annihilate the missiles that Russia launches in retaliation, which will then leave the Russian population with no retaliation at all, except for the nuclear contamination of the entire northern hemisphere, and global nuclear winter, the blowback from America’s onslaught against Russia, which blowback some strategists in the West say would be manageable problems for the U.S. and might be worth the cost of eliminating Russia.

That theory, of a winnable nuclear war (which in the U.S. seems to be replacing the prior theory, called ‘M.A.D.’ for Mutually Assured Destruction) was first prominently put forth in 2006 in the prestigious U.S. journal Foreign Affairs, headlining ‘The Rise of Nuclear Primacy’ and which advocated for a much bolder U.S. strategic policy against Russia, based upon what it argued was America’s technological superiority against Russia’s weaponry and a possibly limited time-window in which to take advantage of it before Russia catches up and the opportunity to do so is gone.

Paul Craig Roberts was the first reporter in the West to write in a supportive way about Russia’s concerns that Barack Obama might be a follower of that theory. One of Roberts’s early articles on this was issued on 17 June 2014 and headlined ‘Washington Is Beating The War Drums,’ where he observed that ‘US war doctrine has been changed. US nuclear weapons are no longer restricted to a retaliatory force, but have been elevated to the role of preemptive nuclear attack.’

Russia’s President Vladimir Putin has tried many times to raise this issue with President Obama, the most recent such instance being via a public statement of his concern, made on May 27th. Apparently, the public statement by Antonov on June 5th is following up on that latest Putin effort, by Antonov’s announcement there that Obama now explicitly refuses to discuss Putin’s concerns about the matter.

The fact that these efforts on the part of the Russian government are via public media instead of via private conversations (such as had been the means used during the Cuban Missile Crisis in 1962, when the shoe was on the other foot and the U.S. President was concerned about the Soviet President’s installation of nuclear missiles 90 miles from the U.S. border) suggests that Mr. Obama, unlike U.S. President John Fitzgerald Kennedy in 1962, refuses to communicate with Russia, now that the U.S. is potentially in the position of the aggressor.

Russia is making its preparations, just in case it will (because of the Aegis Ashore system) need to be the first to attack. However, some knowledgeable people on the subject say that Russia will never strike first. Perhaps U.S. President Obama is proceeding on the basis of a similar assumption, and this is the reason why he is refusing to discuss the matter with his Russian counterpart. However, if Mr. Obama wishes to avoid a nuclear confrontation, then refusing even to discuss the opponent’s concerns would not be the way to go about doing that. Obama is therefore sending signals to the contrary — that he is preparing a nuclear attack against Russia — simply by his refusal to discuss the matter. In this case, his action of refusal is, itself, an answer to Putin’s question, like slamming the door in Putin’s face would be. It’s a behavioral answer, instead of a merely verbal one.

The geostrategist John Helmer discussed on May 30th the question of when the ‘Trigger Point’ will likely be for Putin to decide whether there is no reasonable alternative but to launch — and for him then to launch — World War III.

Je kan je voorstellen dat ook een beperkte oorlog in Europa lucratief zal zijn voor de VS op meerdere vlakken.......

dat zeker, maar er is ook nog een andere partij, de russen. als die het idee krijgen dat ze onder de voet worden gelopen, zullen ze net als de amerikanen overgaan tot de inzet van nucleaire wapens. bovendien kunnen er vergissingen worden gemaakt, nu de first-strike doctrine weer in zwang is.
