Vluchtelingenstroom 90

In de inleiding van Traditions, Tyranny, and Utopias. Essays in the Politics of Awareness (1987) zet de Indiase klinisch psycholoog Ashish Nandy uiteen dat

The post-Enlightenment modern world, innocent of the new forces of oppression and totalism released by modernity itself, has consistently promoted a set of secular theories of salvation which have the oppressed share the oppressors’ utopia — conservative, liberal or radical.

Hij voegt hieraan toe dat

modernity is neither the end-state of all cultures nor the final word in institutional creativity.

Howsoever formidable and permanent the edifice of the modern world may appear today, that other self recognizes, one day there will have to be post-modern societies and a post-modern consciousness, and those societies and that consciousness may choose to build not so much upon modernity as on the traditions of the non-modern or pre-modern world. After all, modernity itself drew more upon the classical Hellenic than upon the medieval Christian traditions…

the modern worldview cannot but increasingly organize more and more of our lives.

En in zijn essaybundel The Intimate Enemy. Loss and Recovery of Self Under Colonialism (1983) beschrijft Nandy op sublieme wijze ondermeer het leven en werk van de beroemde Britse dichter Rudyard Kipling, die met zijn gedicht The White Man’s Burden. The United States and The Philippine Islands (1899) een ode bracht aan het gewelddadige imperialisme van de VS dat honderdduizenden Filippijnse burgerdoden kostte die naar onafhankelijkheid streden.

In this poem, Kipling urged the U.S. to take up the ‘burden’ of empire, as had Britain and other European nations… the poem coincided with the beginning of the Philippine-American War and U.S. Senate ratification of the treaty that placed Puerto Rico, Guam, Cuba, and the Philippines under American control. Theodore Roosevelt, soon to become vice-president and then president, copied the poem and sent it to his friend, Senator Henry Cabot Lodge, commenting that it was ‘rather poor poetry, but good sense from the expansion point of view.’

Take up the White Man's burden, Send forth the best ye breed
  bind your sons to exile, to serve your captives' need;
To wait in heavy harness, On fluttered folk and wild —
  Your new-caught, sullen peoples, Half-devil and half-child.

Take up the White Man's burden, In patience to abide,
  To veil the threat of terror And check the show of pride;
By open speech and simple, An hundred times made plain
To seek another's profit, And work another's gain.

Take up the White Man's burden, The savage wars of peace —
  Fill full the mouth of Famine And bid the sickness cease;
And when your goal is nearest The end for others sought,
Watch sloth and heathen Folly Bring all your hopes to nought.

Kipling's early life provides a clue to the childhood he worshipped and respected. He was not merely born in India; he was brought up in India by Indian servants in an Indian environment. He thought, felt and dreamt in Hindustani, mainly communicated with Indians, and even looked like an Indian boy. He went to Hindu temples, for he was 'below the age of caste,’ and once, when he visited a farm with his parents, he walked away holding the hand of a farmer, saying to his mother in Hindustani: 'Goodbye, this is my brother.'

Young Kipling was deeply impressed by the romance, the colour and the mystery of India. And the country became a permanent part of his idea of an idyllic childhood, associated with his 'years of safe delight' and his private 'garden of Eden before the fall.’

it was through his parents that Rudyard was exposed to the most painful experience of his life. After six idyllic years in Bombay, he was sent with his sister to Southsea in England, to one Aunt Rosa for education and ‘upkeep.' Mrs Rosa Holloway belonged to an English family of declining fortunes, and with her husband, a retired army officer, she kept boarders… it transpired after Kipling's death that his years at Southsea had been a torture. His posthumous autobiography describes Mrs Holloway's establishment as a 'House of Desolation,’ characterized by restrictions, bullying, persecution and some sadism. The malefactors included both Aunt Rosa and her young son.

It must have been a lonely, hateful world for someone brought up, in close proximity to nature, in a free yet capsulating (ingekapselde. svh) world, peopled by kindly, warm, non-parental figures. To Mrs Holloway, on the other hand, Rudyard was a stranger. Sold to the Victorian and Calvinist concept of a sinful childhood that had to be chastened, she must have found the strongwilled, defiant, uninhibited child particularly spoilt, unsaved and reprobate (verdoemd. svh). Perhaps there was an element of jealousy too. At least one chronicler suggests that both Mrs Holloway and her bully of a son might have sensed that the arrogant deceitful little boy had spent his time in a world quite beyond their dreary horizon.

To young Rudyard, the ill-treatment at Southsea was a great betrayal by his parents. To requote a passage by his sister made famous by Edmund Wilson (biograaf van Kipling. svh) in the 1940s:

‘Looking back, I think the real tragedy of our early days, apart from Aunty's bad temper and unkindness to my brother, sprang from our inability  to understand why our parents had deserted us. We had had no preparation or explanation; it was like a double death or rather, like an avalanche that had swept away everything happy and familiar… We felt that we had been deserted…’

Nandy benadrukt dat:

the issue is not whether Rudyard was justified in feeling what he felt about his parents, but whether he actually harbored such feelings. His sister was the only person to know, and her evidence in this respect is conclusive. The other, and more serious evidence is the fact that he finally had at Southsea a ‘severe nervous breakdown,’ made more horrible by partial blindness and hallucinations.

At last Rudyard was taken away from Southsea and put in a public school which catered for children of families of a military background, mainly children planning to enter the navy. The school emphasized the military and masculine virtues. Ragging (ontgroenen, kleineren. svh) was common, the cultural compulsion to enter sports enormous. But Rudyard was a sedentary, artistically-minded child who hated sports, partly because of his dangerously weak eyesight and partly because he was already sure that he wanted to live a life of the mind. In addition, Kipling looked noticeably a non-white (at least some Indians have observed that Kipling had a tan which could not be explained away as a result of the Indian sun). The result was more misery. If his parents showed him the other side of English affection and Mrs Holloway the other face of English authority, the bullying and ostracism he suffered as an alien-looking 'effeminate' schoolboy gave him another view of the English subculture that produced the ruling elites for the colonies.

Kortom, ‘young Rudyard found England a harrowing (vreselijke. svh) experience.’ Het

was a culture he could admire — the admiration was also a product go his socialization — but not love. He remained in England a conspicuous bicultural sahib, the English counterpart of the type he was to later despise: the bicultural Indian babu (kinderjuffrouw. svh). Others sensed this marginality and the resulting social awkwardness, and this further distanced him from English society in England and subsequently in India. His writings were to reflect this remoteness later, and he never could write about England as captivatingly as about India.

Yet, his oppressive English years inevitably gave Kipling the message that England was a part of his true self, that he would have to disown his Indianness and learn not to identify with the victims, and that the victimhood he had known in England could be avoided, perhaps even glorified, through identification with the aggressors, especially through loyaltv to the aggressors' values.

Kipling himself had been effeminate, weak, individualistic, rebellious and unwilling to see the meaning of life only in work or useful activity (he was bad at figures in his school at Southsea and could not read till he was six). These were exactly the faults he later bitterly attacked in Westernized Indians. Almost self-depreciatingly, he idealized the herd and the pack and the kind of morality which would hold such a collectivity together. He never guessed that it was a short step from the Westernized He never guessed that it was a short step from the Westernized Indian to the Indianized Westerner and he never realized that the marginality he scorned in the pro-Indian intellectuals and the anti-colonial liberals was actually his own.

What were the links between the two Kiplings: between the hero loyal to Western civilization and the Indianized Westerner who hated the West within him, between the hero who interfaced cultures and the anti-hero who despised cultural hybrids and bemoaned the unclear sense of self in him?

It was blind violence and a hunger for revenge. Kipling was always ready to justify violence as long as it was counter violence. Edmund Wilson points out, with a touch of contempt, that much of Kipling's work is remarkably free of any real defiance (verzet. svh) of authority and any sympathy for the victims. Actually there is more to it. Kipling distinguished between the victim who fights well and pays back the tormentor in his own coin and the victim who is passive-agressive, effeminate, and fights back through non-cooperation, shirking, irresponsibility, malingering and refusal to value face-to-face fights. The first was the ‘ideal victim’ Kipling wished to be, the second was the victim’s life young Kipling lived and hated living. If he did not have any compassion for the victims of the world, he did not have any compassion for a part of himself either.

But Kipling’s literary sensitivities did not entirely fail him even in this sphere. He knew it was not a difference between violence and nonviolence, but between two kinds of violence.  The first was the violence that was direct, open and tinged with legitimacy and authority. It was the violence of self-confident cultural groups, used to facing violent situations with overwhelming advantages. The second was the violence of the weak and the dominated, used to facing violence with overwhelming disadvantages. There is in this second violence a touch of non-targeted rage as well as desperation, fatalism and, as the
winners or masters of the world would have it, cowardliness. This violence is often a fantasy rather than an intervention in the real world, a response to the first kind of violence rather than a cause or justification for it.

In Kipling's life, the first kind of violence happened to be the prerogative of the British rulers in India; the second that of Indians subjugated in India. Kipling correctly sensed that the glorification of the victor’s violence was the basis of the doctrine of social evolution and ultimately colonialism, that one could not give up the violence without giving up the concept of colonialism as an instrument of progress.

Blowing from a gun was a method of execution in which the victim is typically tied to the mouth of a cannon and the cannon is fired. George Carter Stent describes the process as follows:

The prisoner is generally tied to a gun with the upper part of the small of his back resting against the muzzle. When the gun is fired, his head is seen to go straight up into the air some forty or fifty feet; the arms fly off right and left, high up in the air, and fall at, perhaps, a hundred yards distance; the legs drop to the ground beneath the muzzle of the gun; and the body is literally blown away altogether, not a vestige being seen.

The voices licensed to follow the event seem to have joined together in a campaign to infantilize the public. Where is the acknowledgment that this was not a ‘cowardly’ attack on ‘civilization’ or ‘liberty’ or ‘humanity’ or ‘the free world’ but an attack on the world's self-proclaimed superpower, undertaken as a consequence of specific American alliances and actions? How many citizens are aware of the ongoing American bombing of Iraq? And if the word ‘cowardly’ is to be used, it might be more aptly applied to those who kill from beyond the range of retaliation, high in the sky, than to those willing to die themselves in order to kill others. In the matter of courage (a morally neutral virtue): whatever may be said of the perpetrators of Tuesday's slaughter, they were not cowards.

Ali Abbas was one of the first victims of America's 'surgical strikes' during 'Shock and Awe.' Their family farm outside of Baghdad was not seen from computerized bombers thousands of feet above (beyond the clouds).

colonial enterprise is to the modern world what Roman imperialism was to the ancient world: the prelude to Disaster and the forerunner of Catastrophe. Come, now! The Indians massacred, the Moslem world drained of itself, the Chinese world defiled and perverted for a good century; the Negro world disqualified; mighty voices stilled forever; homes scattered to the wind; all this wreckage, all this waste, humanity reduced to a monologue, and you think that all that does not have its price? The truth is that this policy cannot but bring about the ruin of Europe itself, and that Europe, if it is not careful, will perish from the void it has created around itself.

They thought they were only slaughtering Indians, or Hindus, or South Sea islanders, or Africans. They have in fact overthrown, one after another, the ramparts behind which European civilization could have developed freely.

I know how fallacious historical parallels are, particularly the one I am about to draw. Nevertheless, permit me to quote a page from Edgar Quinet (Franse negentiende eeuwse historicus. svh) for the not inconsiderable element of truth which it contains and which is worth pondering. Here it is:

‘People ask why barbarism emerged all at once in ancient civilization. I believe I know the answer. It is surprising that so simple a cause is not obvious to everyone. The system of ancient civilization was composed of a certain number of nationalities, of countries which, although they seemed to be enemies, or were even ignorant of each other, protected, supported, and guarded one another. When the expanding Roman Empire undertook to conquer and destroy these groups of nations, the dazzled sophists thought they saw at the end of this road humanity triumphant in Rome. They talked about the unity of the human spirit; it was only a dream. It happened that these nationalities were so many bulwarks protecting Rome itself... Thus when Rome, in its alleged triumphal march toward a single civilization, had destroyed, one after the other, Carthage, Egypt, Greece, Judea, Persia, Dacia, and Cisalpine and Transalpine Gaul, it came to pass that it had itself swallowed up the dikes that protected it against the human ocean under which it was to perish. The magnanimous Caesar, by crushing the two Gauls, only paved the way for the Teutons. So many societies, so many languages extinguished, so many cities, rights, homes annihilated, created a void around Rome, and in those places which were not invaded by the barbarians, barbarism was born spontaneously. The vanquished Gauls changed into Bagaudes. Thus the violent downfall, the progressive extirpation of individual cities, caused the crumbling of ancient civilization. That social edifice was supported by the various nationalities as by so many different columns of marble or porphyry. When, to the applause of the wise men of the time, each of these living columns had been demolished, the edifice came crashing down; and the wise men of our day are still trying to understand how such mighty ruins could have been made in a moment's time.’

And now I ask: what else has bourgeois Europe done? It has undermined civilizations, destroyed countries, ruined nationalities, extirpated ‘the root of diversity.’ No more dikes, no more bulwarks. The hour of the barbarian is at hand. The modern barbarian. The American hour. Violence, excess, waste, mercantilism, bluff, gregariousness, stupidity, vulgarity, disorder.

In 1913, Ambassador Page wrote to Wilson:

‘The future of the world belongs to us… Now what are we going to do with the leadership of the world presently when it clearly falls into our hands?’

And in 1914: ‘What are we going to do with this England and this Empire, presently, when economic forces unmistakably put the leadership of the race in our hands?’

This Empire... And the others…

And indeed, do you not see how ostentatiously these gentlemen have just unfurled the banner of anti-colonialism?

‘Aid to the disinherited countries,’ says Truman. ‘The time of the old colonialism has passed.’ That's also Truman.

Which means that American high finance considers that the time has come to raid every colony in the world. So, dear friends, here you have to be careful!

I know that some of you, disgusted with Europe, with all that hideous mess which you did not witness by choice, are turning — oh! in no great numbers — toward America and getting used to looking upon that country as a possible liberator.

‘What a godsend’ you think.
‘The bulldozers! The massive investments of capital! The roads! The ports!’
‘But American racism!’
‘So what? European racism in the colonies has inured (eraan gewend, gehard. svh) us to it!’
And there we are, ready to run the great Yankee risk.
So, once again, be careful!
American domination - the only domination from which one never recovers. I mean
from which one never recovers unscarred.

And since you are talking about factories and industries, do you not see the tremendous factory hysterically spitting out its cinders in the heart of our forests or deep in the bush, the factory for the production of lackeys; do you not see the prodigious mechanization, the mechanization of man; the gigantic rape of everything intimate, undamaged, undefiled that, despoiled as we are, our human spirit has still managed to preserve; the machine, yes, have you never seen it, the machine for crushing, for grinding, for degrading peoples?
So that the danger is immense.

The centerpiece of Kipling’s life was a refusal to look within… which forced him to avoid all deep conflicts, and prevented him from separating human problems from ethnic stereotypes. Remarkably extraversive (naar buiten gekeerd. svh), his work stressed all forms of collectivity, and saw the bonds of race and blood as more important than person-to-person relationships. As if their author, he hoped that the restlessness and occasional depression that had dogged him since the Southsea days could be driven off-scent by the extraversive search for cultural roots, through the service he was rendering to the imperial authority. He lived and died fighting his other self — a softer, more creative and happier self — and the uncertainty and self-hatred associated with it.

thought they were only slaughtering Indians, or Hindus, or South Sea islanders, or Africans. They have in fact overthrown, one after another, the ramparts (bastions. svh) behind which European civilization could have developed freely.

We can discern why the eighteenth-century rally in the course of our time of troubles was abortive (vergeefs. svh) and ephemeral (kortstondig. svh); it was because the toleration achieved by the Enlightenment was a toleration based not on Christian virtues of faith, hope and charity but on the Mephistophelian maladies (kwalen. svh) of disillusionment, apprehension and cynicism. It was not an arduous achievement of religious fervor but a facile by-product of its abatement (afschaffing. svh)

Can we at all foresee the outcome of the second and still more violent bout (ronde. svh) of warfare into which our Western World has fallen in consequence of the spiritual inadequacy of its eighteenth-century Enlightenment?

Van belang is te weten dat ‘Toynbee does not see the breakdown of civilizations as caused by loss of control over the physical environment, by loss of control over the human environment, or by attacks from outside.’

[i]n a growing civilization a challenge meets with a successful response which proceeds to generate another another and a different challenge which meets with another successful response. There is no term to this process of growth unless and until a challenge arises which the civilization in question fails to meet — a tragic event which means a cessation of growth and what we have called a breakdown.

British planes are involved in a third air campaign over Iraq in 23 years. But the RAF has bombed Iraq before - more than 90 years ago - and that controversial strategy has had a huge impact on modern warfare and the Middle East.

An armed rebellion in Iraq. Debate at Westminster on how to counter the insurgency. The deployment of RAF bombers to defeat the uprising.

With British planes once again in the skies over Iraq, it sounds like a story from the last few days. But Britain first tried to exercise control over Iraq from the air in the 1920s.

The end of World War One left Britain and France in command of the Middle East — as the defeated Ottoman Empire fell apart. The allies then carved up the region with a series of ‘mandates.’

It gave them control of new countries, with the notion of independence postponed until the peoples of the region were considered ready to rule themselves.

One of Britain's mandates was Iraq — Mesopotamia as it was then. But welding together a new country and subjugating disparate ethnic and religious groups who felt that they had simply swapped one imperial Turkish master for another British one proved costly.

An uprising in Iraq in May 1920 united Sunni and Shia briefly against the British. It was put down, but required the deployment of more than 100,000 British and Indian troops. Thousands of Arabs were killed. Hundreds of British and Indian soldiers died. The military campaign cost Britain tens of millions of pounds — money it could not afford after the Great War.

1918. Several months later when the war was over, a demand was made that the German pilots who had bombed London be brought to trial as war criminals. The British Air Ministry protested. Trials of that sort 'would be placing a noose round the necks of our airmen in future wars.' Since the aim of the British air attacks against German cities had been 'to weaken the morale of civilian inhabitants (and thereby their 'will to win') by persistent bomb attacks which would both destroy life (civilian and otherwise) and if possible originate a conflagration which should reduce to ashes the whole town,' the application of the Hague Convention in these cases would defeat the very purpose of bombardment.

This was top secret. Publicly the air force continued to say something quite different, just as the navy had done throughout the 19th century. This was the best tack to take, wrote the air staff in 1921: 'It may be thought better, in view of the allegations of the of the 'barbarity' of air attacks, to preserve appearances by formulating milder rules and by still nominally confining bombardment to targets which are strictly military in character... to avoid emphasizing the truth that air warfare has made such restrictions obsolete and impossible.'

Zo concludeert de neoconservatieve Amerikaanse historicus Victor Davis Hanson in zijn boek Why The West Has Won.

the most lethal practice of arms conceivable. Let us hope that we at last understand this legacy. It is a weighty and sometimes ominous heritage that we must neither deny nor feel ashamed about -- but insist that our deadly manner of war serves, rather than buries, our civilization.

‘The glorification of the victor’s violence was the basis of the doctrine of social evolution and ultimately colonialism,’ en ook elke neoconservatieve ideoloog in de regering Bush dan wel Obama weet ‘that one could not give up the violence without giving up the concept of colonialism as an instrument of progress,’ dat vandaag de dag onder de naam neoliberale globalisering de wereld heeft veroverd.

'If you can’t beat them, join them.'
