'Deskundigen' 40




Op pagina 127 van Reizen zonder John schrijft Geert Mak

De toekomstgerichtheid van de Amerikaanse droom, het machtige gevoel dat het leven niet bepaald wordt door het noodlot maar door jezelf, het stellige weten dat alles uiteindelijk altijd beter zal worden, dat klassieke Amerikaanse zelfbeeld vertoont steeds meer barsten en scheuren. Het jaar 2007 was daarin een omslagpunt.

Is de bewering juist dat er een 'klassiek Amerikaans zelfbeeld' bestaat? Ja. Zeker als men afgaat op het al even 'klassieke' propagandabeeld dat het Amerikaanse systeem al lange tijd uitdraagt. Maar voor 'Amerikanen' die werden blootgesteld aan de negatieve consequenties van het -- volgens Mak -- 'vitale karakter van de Amerikaanse democratie,' bestond die 'Amerikaanse droom' al vanaf het begin van de republiek niet. Illustrerend in dit verband is de lange traditie van sociaal verzet in de VS, zoals dat zich al in 1786, negen jaar na de Onafhankelijkheidsverklaring, manifesteerde tijdens de zogeheten Shays Rebellion. Om de grootscheepse opstand van de verarmde bevolking de kop in te drukken werd een door de Amerikaanse rijken betaald leger van 4400 man, de helft van het leger dat de Britten definitief versloeg, op de opstandelingen afgestuurd. Het spreekt voor zich dat de ongeoefende, slecht bewapende boeren het moesten afleggen tegen dit professionele leger. Tekenend is nu dat er twee monumenten zijn die het Shays-verzet herdenken. Eén monument werd in 1927 opgericht met als motto: 'Obedience to law is true liberty.'

Een tweede monument werd in 1987 opgericht en heeft als inscriptie:
In this town on Sunday morning, February fourth, 1787, CAPTAIN DANIEL SHAYS and 150 of his followers who fought for the common people against the established powers and who tried to make real the vision of justice and equality embodied in our revolutionary declaration of independence, was surprised and routed, while enjoying the hospitality of Petersham, by General Benjamin Lincoln and an army financed by the wealthy merchants of Boston.
'True Liberty and Justice may require resistance to law.'
Dit onderstreept nog eens de twee visies op de VS, de eerste geeft de officiele versie van de geschiedenis zoals men die aantreft in Mak's reisboek en de tweede is de versie van degenen die niet tot de mainstream behoren.  Dat monument vertegenwoordigt de visie van mensen die altijd argwanend zijn blijven staan tegenover de federale macht dat al vanaf 1776 in handen is van de elite. De Shays Rebellion wordt vandaag de dag door alle partijen gezien als een fundamenteel sociaal conflict dat het constitutionele karakter van de VS heeft bepaald, vooral omdat de geschrokken rijke elite ogenblikkelijk politieke maatregelen nam om het federale staatsbestel dat hun belangen veilig stelde, optimaal te versterken. Men deed precies datgene wat de schatrijke George Washington eerder al impliciet had voorgesteld. De later vierde president van de VS, en 'Father of the Constitution,' de slaveneigenaar James Madison, hamerde na de Shays Rebellion erop dat
the discipline of the militia is evidently a National concern, and ought to be provided for in a National Constitution.
Hij waarschuwde dat
without such a power to suppress insurrections, our liberties might be destroyed by domestic fashion.
Dat wil zeggen: de 'liberties' van de blanke mannelijke elite, aangezien vrouwen, indianen, zwarte slaven en arme blanken geen stemrecht bezaten. Uit angst voor het volk werd de macht van de federale staat vergroot, een proces dat nu nog steeds doorgaat. Founding Father Alexander Hamilton verklaarde tijdens de Conventie waar de Amerikaanse Gronwet werd aangenomen dat
A certain portion of military force is absolutely necessary in large communities,
om ervoor te zorgen dat in tijden van sociaal verzet de belangen van de rijken met geweld verdedigt  worden. Dit mag een zelfbenoemde 'Amerika-deskundige' als Geert Mak vreemd in de oren klinken, maar voor onafhankelijke waarnemers, en natuurlijk de elite zelf en hun belangenbehartigers, is dit geen openbaring, zoals blijkt uit de in 1966 verschenen studie Tragedy & Hope. A History Of The World In Our Time van de Amerikaanse historicus Carroll Quigley, de leermeester van Bill Clinton die tijdens zijn aanvaardingsspeech als presidentskandidaat voor de Democraten het volgende over hem zei:
As a teenager, I heard John Kennedy’s summons to citizenship. And then, as a student at Georgetown, I heard that call clarified by a professor named Caroll Quigley, who said to us that America was the greatest Nation in history because our people had always believed in two things- that tomorrow can be better than today and that every one of us has a personal moral responsibility to make it so.
Dat laatste verzon Bill Clnton ter plaatse erbij om zijn achterban gelukkig te houden. In werkelijkheid stelde Quigley iets heel anders, zoals ondermeer uit pagina 1247 en 1248 van zijn boek blijkt, waarin hij concludeert dat

The argument that the two [political] parties should represent opposed ideals and policies, one, perhaps of the Right and the other of the Left, is a foolish idea acceptable only to the doctrinaire and academic thinkers. Instead the two parties should be almost identical, so the that American people can 'throw the rascals out' at any election without leading to any profound or extensive shifts in policy. The policies that are vital... are disputable only in details of procedure, priority, or method: we must remain strong, continue to function as a great world Power...
Dit moet een ontnuchterende kijk zijn op de werkelijkheid voor lezers van het reisboek van Geert Mak die gelezen hebben over 'de principiele  democratische houding van de Amerikanen' en hun 'vitale... democratie' waarin de 'afwijzing van Grootse Levensdoelen... buitengewoon on-Amerikaans, misschien zelfde anti-Amerikaans' is. En ook het volgende zal hen verrassen om te vernemen over een land met 'morele principes' en waar, opnieuw Mak, 'alle soevereiniteit bij het volk werd gelegd.' Nomaals professor Quigley:
The powers of financial capitalism had (a) far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent meetings and conferences. The apex of the systems was to be the Bank for International Settlements in Basel, Switzerland, a private bank owned and controlled by the world's central banks which were themselves private corporations. Each central bank... sought to dominate its government by its ability to control Treasury loans, to manipulate foreign exchanges, to influence the level of economic activity in the country, and to influence cooperative politicians by subsequent economic rewards in the business world.
For the first time in its history, Western Civilization is in danger of being destroyed internally by a corrupt, criminal ruling cabal which is centered around the Rockefeller interests, which include elements from the Morgan, Brown, Rothschild, Du Pont, Harriman, Kuhn-Loeb, and other groupings as well. This junta took control of the political, financial, and cultural life of America in the first two decades of the twentieth century.

aldus Bill Clinton's leermeester Caroll Quigley, die zijn hele werkzame leven besteedde aan het onderzoeken van en doceren over de werkelijke macht in 'the American Empire.' En als vanzelf zijn we terug bij Mak's bewering dat 'de Amerikanen' gekenmerkt werden door 'het machtige gevoel dat het leven niet bepaald wordt door het noodlot maar door jezelf.'  Deze bewering is dus in al haar stelligheid nonsens. Zeker ook aangezien elke volwassene uit ervaring weet maar een beperkte greep te hebben op het leven. Ook Amerikaanse burgers weten deze waarheid al vele generatieslang uit de praktijk zoals die na de onafhankelijkheidsstrijd was ontstaan. De Shays Rebellion had duidelijk gemaakt dat de vrijheid beperkt was gebleven tot vooral de Amerikaanse aristocratie. Die was onafhankelijk geworden van de Britse koning en zijn gehate belastinginners, terwijl tegelijkertijd de armen afhankelijk waren gemaakt van hun eigen rijken die met succes de macht hadden gegrepen en die namens de staat nu eigen belastingambtenaren erop uitstuurde. Het verzet hiertegen was grootscheeps en stak telkens weer de kop op. De Amerikaanse historicus Terry Bouton schrijft hierover in Taming Democracy. 'The People,' the Founders, and the Troubled Ending of the American Revolution:
the events of 1794 have become the 'Whiskey Rebellion' -- a label that historians borrowed from Alexander Hamilton, who played a leading role in provoking the uprising and who personally led an army to put it down. The term implicitly ridicules the protest, much as amilton intended. By adopting that label, historians have, intentionally or not, perpetuated the derision, ensuring that the first image that pops into the heads of schoolchildren in a history lesson on the subject is drunken, gun-wielding hillbillies, frightening but too comical to be taken seriously.
The time has come for a new title that allows the 1794 uprising (and its 1798 counterpart in the eastern counties) to be seen as part of the broader effort by ordinary farmers in the political mainstream of Pennsylvania (and, indeed, the mainstream across the new nation) to defend their vision of the Revolution.
The most apporpriate renaming would be to call these uprisings the Pennsylvania Regulations. Although less theatrical than Whiskey Rebellion, the term 'regulation' offers a more accurate depiction of what the farmers were trying to do. Few of those who rose up in 1794 and 1799 thought they were engaged in 'rebellions.' Instead, they believed that they were trying to 'regulate' their government to act on behalf of the ordinary many rather than the weathy few. As William Findley explained in 1794 (just a few monts before federal troops marched west), the goal of popular protest was not to overthrow the government but to find new ways for citizends to get their voices heard by political leaders. In his words, the objective was to make society more 'democratival' by empowering 'the people' so that 'every man feels his own importance and asserts his privileges' in creating 'a well regulated republican government.' Findley believed that 'the body of the people' working to 'regulate' their government was the only way to 'secure the native dignity and equal rights of their citizens and provide for their happiness.'
Maar deze informatie vindt Geert Mak te weinig relevant voor zijn lezers om hen hiermee lastig te vallen. Bovendien heeft hij zijn reisboek geschreven voor de Amerikaanse markt, zo valt op te maken uit zijn opmerking tegenover Vrij Nederland dat toen 'In Europa-project... af was' hij de Amerikaanse 
journalist Robert Kaplan  [ontmoette]. Hij had naar aanleiding van zijn eigen reis door de VS Het einde van Amerika geschreven, een nogal pessimistisch boek. Kaplan zei: 'Nu je klaar bent met Europa moet je Amerika doen, wij hebben behoefte aan een blik van buitenaf.'
Dus ging Mak snel 'Amerika doen' om te voorzien in 'een blik van buitenaf.'  Gezien zijn relatief korte voorbereidingstijd wist hij te weinig, had niet de tijd om zich te verdiepen in het gigantische grote en complexe land. Bovendien moest zijn reisboek zeker ook niet te kritisch zijn, want dat zou de het grote publiek bestaande uit patriottistische 'Amerikanen,' tegen de haren instrijken. Vandaar het oppervlakkige resultaat in de hoop dat Reizen met John in de VS miljoenen zal opbrengen. Vandaar ook dat Mak geen belangstelling heeft voor 'the body of the people' working to 'regulate' their government' als 'only way to ''secure the native dignity and equal rights of their citizens and provide for their happiness.''' En toch is deze periode op elk niveau van doorslaggevend belang geweest voor de ontwikkeling van de VS. Professor Bouton:
By acting to regulate their government, these people were following a well-worn path of popular regulations in their age. The term 'regulation' reached back to the previous century in England, used by men who attempted to gain more control over their political leaders. The phrase was employed frequently during the revolutionary era, with the closest parallels coming in the North Carolina Regulation of the 1780s. In pre-independence North Carolina, rural folk -- reeling from the cash scarcity and suffering from land policies and a legal system that favored wealthy speculators -- de manded paper money, tax reform, an overhaul of the legale system, and new land laws that favored settlers over speculators. When their attempts at political reform failed, farmers from the Piedmont protested and eventually closed courthouses (hetzelfde gebeurde tijdens de Shays Rebellion. SvH). In response, the royal governor (and the future revolutionary elite) marched an army into the countryside to put down the regulation and hang its leaders.
Dit klinkt uiterst actueel, 'het volk' versus de speculanten, Occupy Wall Street versus de corrupte bankwereld, waarbij de bevolking het verliest van de speculanten, die niet alleen financieel maar ook qua ordehandhaving worden gesteund door de kapitalistische staat. Bouton:
This protest was about popular beliefs that the state and national governments were undermining equality and democracy to enrich and empower a handful of moneyed men. In particular, many people were convinced that Federalists at both the state and national levels were working to reward wealthy speculators at the expense of those who worked for a living... The biggest complaint of those who marched in 19794 was Congress's plan to pay war debt speculators. Specifically, many people were enraged at the way Alexader Hamilton's Funding Act of 1790 gave speculators the fantastic windfall of which they had been dreaming since they had bought war IOUs nearly a decade before. Under Hamilton's plan, the federal government redeemed the war debt certificates at their full face value, no matter how little speculators had paid for them, creating a domestic national debt of about $28 million... The sum total of all these payouts was a domestic war debt of about $62.5 million, most of which was pure profit for war speculators.
En het geld dat na 1776 naar de speculanten ging moest worden opgebracht door de werkende bevolking die na de oorlog zelf geen geld meer had. Vandaar de opstanden. Het feit dat nu meer dan 250 jaar later in wezen hetzelfde gebeurt nadat de staat in 2008 meer dan een biljoen aan de failliete banken gaf, zou de reden hebben moeten zijn voor Geert Mak om deze historisch belangrijke gebeurtenis te beschrijven. Zeker als men weet dat vandaag de dag de Amerikaanse staat 58 procent van het budget waarover het Congres vrijelijk kan beschikken naar het militair-industrieel complex gaat, en dat voor een groot deel uit particuliere bedrijven bestaat. Met andere woorden: ook nu draait de belastingbetaler op voor de miljarden subsidies aan de rijken. Vandaag de dag onder het mom van National Security. Maar deze argumenten verzwijgt Mak omdat hij elke controverse wil vermijden en angstvallig binnen de mainstream wil blijven. Hoe belangrijk die opstanden waren voor de verdere ontwikkeling van de VS blijkt misschien wel het best uit het feit dat
In the aftermath of the Whiskey Rebellion over 2000 of the most disaffected frontiersmen migrated farther into the continent's interior, thereby ensuring for themselves at least a temporary escape from the ever-lengthening arm and increasingly strong grip of central governance. The wilderness moved ahead of them... The battle at Fallen Timbers (1794) and the Treat of Greenville (1795) diminished the Indian treat, thus permitting population of the Ohio country at a quickened pace. Many of the conditions that precipitated conflict in the western country during the thrity years prior to 1795 were thus changing shortly thereafter. Much of the harshness of frontier life traveled further west and south, where the pangs of hunger, the squalor of poverty, and the horror of Indian-white encounters became the stories of the nineteenth-century frontiers. The Whiskey Rebellion came at a critical moment in the transformation of one border region and the creation of others,

en bovendien de haat en wantrouwen van veel 'Amerikanen' tegen de federale overheid voedde.
Nog geen honderd jaar later hadden de Europese binnendringers de kust van de Stille Oceaan bereikt, de indianen nagenoeg uitgeroeid, de rijken de macht gegrepen, de 'robber barons' miljarden binnen gesleept, lagen de interne grenzen op het continent vast en stonden 'de Amerikanen' aan de vooravond van het 'dynamische' expansionisme buiten het continent. Maar over bovenstaande belangrijke historische feiten zwijgt Geert Mak omdat ze niet passen in zijn simplistische versie van de werkelijkheid. Meer daarover later, wanneer ik weer terug ben uit Londen.
