Willem van Genugten, nu we toch bezig zijn. Hoe sta jij als academicus tegenover een academische boycot van Israel? De Palestijnse intellectueel Omar Barghouti stuurde me net dit:

A significant endorsement of academic boycott against Israel from leading organizations collectively representing a majority of Palestinian students in Israeli universities. The apartheid reality faced by Palestinians in the Israeli academy is rarely covered by the mainstream Western media, which remains enamored of the unfounded myths propagated by Zionist academics (particularly of the "left" type) about the academic freedom in and progressiveness of this academy.

Many Western academics, unfortunately, also fail to understand the institutional nature of the academic boycott called for by PACBI and how that differs greatly from a blanket boycott of academics that would infringe to a degree academic freedom principles. Also, the entire discourse on academic boycotts being "antithetical" to academic freedom is heavily biased to the privileged academics of the oppressor/colonizer community, completely ignoring the persistent denial of ALL freedoms for the oppressed, the colonized, including academic freedom.

We are Arab students at the Israeli universities writing to you in support of the proposed academic boycott of Israeli academic institutions. We believe that the boycott is timely and hopefully will help in upholding moral values of fairness, justice and equality which have been sorely missed in our region.

While the reason for the boycott is rightly what has been going on in the 1967 occupied territories, we propose another angle which affirms the need for boycott, namely our daily experience as Arabs in Israeli institutions. We are the lucky ones who have been able to pursue our studies in institutions of Higher Education, to which we arrived against great odds. Only very few among our generation have been qualified to attend universities due to the State’s discriminatory policies. Our schools mostly lack the basic facilities needed for education, and the curriculum is structured to serve the State’s goal in socializing the pupils for self-estrangement. It contains very little, if any at all, on our history and culture. Additionally, it aims to erase our historical memory and promote the official policy line of divide and rule. In short, it is modeled on curriculums that dark regimes, like Apartheid South Africa, have used to indoctrinate rather than educate. We arrive to universities with this “educational” baggage.

The idea that Israeli universities adhere to the values of free academic institutions, where academic freedom, objectivity and meritocracy prevail is widely accepted in the West. From our experience we attest – and indeed prove beyond doubt - that this is not the case. In recent years Israeli universities have changed the criteria of acceptance to various faculties in order - as a certain president of an Israeli university put it - to prevent large number of undesirable [i.e. Arab] students from attending prestigious faculties such as Medicine and Natural Sciences. Moreover, lecturers who presented findings which are at odd with the official ideology – such as Ilan Pappe and Neve Gordon – are bullied and harassed or forced to resign. Meanwhile raw racist statements by many lecturers are considered by the administrations of the universities as benign or even objective statements. For example, recently Dr. Dan Scheuftan stated in one of his lectures: “The Arabs are the biggest failure in the history of the human race... there’s nothing under the sun that’s more screwed up than the Palestinians”; “Throughout the Arab world, people fire guns at weddings in order to prove that they have at least one thing that’s hard and in working order that can shoot.”

It goes without saying that none of these lecturers has ever been disciplined. Moreover, foreign students are warned by the security authorities of Haifa University not to visit Arab villages or towns.

Although some Israeli universities – such as the University of Haifa – pride themselves on promoting “co-existence”, yet nothing is further from the truth than this. We are prevented from forming our [i.e. Arab] students’ union, and racial discrimination against us – under the pretext of not serving in the army – is widely practiced in the granting of scholarships, as well as in the provision of housing at the universities’ residential halls . This is particularly grave as the universities are located in Jewish towns, and Arab students face many obstacles and hardships in finding appropriate housing due to prevailing prejudices and anti-Arab sentiments in Israeli society.

Yet, the restrictions imposed on our freedom of expression are more stifling. We are not allowed to express our collective sentiments or ideas publicly. It is quite often that our public gatherings are not only violently interrupted by extreme right-wing Jewish students, but also in various occasions the universities called on the police to intervene. In several occasions, as during our peaceful demonstration in Haifa University against the War on Gaza, the police sent in large number of its special units which are infamous for their brutality (pictures and videos attached). Needless to say that they do the job they are trained for . Moreover, the universities collaborate with the internal security services (the feared Shin Bet) and provide it with names of the activists among the students who are regularly summoned, investigated and threatened.

In the end, we are hopeful that you will take a decision which reaffirms the true meaning of human values, and provide a proof that racism, religious tribalism, obfuscation and disregard for human dignity are no longer tolerated.

Lisa Taraki, Amerikaanse moeder, Afghaanse vader, getrouwd met een Palestijn, doceert sociologie aan de Birzeit Universiteit, medeoprichtster van de onafhankelijke Palestinian Campaign for the Academic and Cultural Boycott of Israël. (PACBI)

‘Toen in 2000 de tweede intifada begon reageerde Israël onmiddellijk met een zeer zware aanval op de gehele Palestijnse samenleving, niemand werd gespaard en uiteindelijk is dit uitgelopen op de nog steeds voortdurende hernieuwde bezetting van dorpen en steden. In 2001 bereikte de situatie een dusdanig niveau en omvang dat veel mensen naar een directe manier zochten om de internationale gemeenschap te mobiliseren tegen het voortdurende Israëlische geweld en om op die manier te strijden voor de rechten van de Palestijnen. Immers, de diplomatie en de politiek en de officiële VN-instanties als de Veiligheidsraad hebben volledig gefaald om ons te beschermen. We kwamen in contact met de Britse hoogleraren Steven en Hillary Rose, die in 2002 in een open brief in de Guardian opriepen een moratorium tegen Israël te beginnen, om het land te dwingen het geweld tegen de Palestijnse bevolking te stoppen. De sociologe Hillary en de neurobioloog Steven, die zelf een joodse achtergrond heeft, verklaarden dat als Israël zich Europees verklaart om zodoende van Europese wetenschappelijke fondsen te kunnen profiteren, het land zich dan ook moet neerleggen bij alle voorwaarden van de overeenkomst die het met de Europese Unie heeft gesloten. Zoals u weet bevatten de meeste internationale overeenkomsten vandaag de dag een mensenrechtenclausule. Die staat overigens ook in het EU Associatieverdrag dat Israël speciale economische voordelen geeft, en ook die wordt straffeloos geschonden. De Rose’s beriepen zich daarbij op het legalistische standpunt dat zolang Israël de regels van een overeenkomst schendt, de overeenkomst moet worden opgeschort tot ‘de joodse natie’ het internationaal recht respecteert. En zolang Israël de mensenrechten blijft schenden moet het geen geld krijgen van door de EU gesponsorde wetenschappelijke onderzoeken, en moet ook de wetenschappelijke samenwerking worden gestaakt. Dit beroep op het recht heeft zelfs het Europese parlement bereikt, waar een poging werd gedaan om de laatste wetenschapsovereenkomst tussen Israël en de EU te torpederen, maar vergeefs en dus werd in 2006 de nieuwe samenwerking geratificeerd. Natuurlijk nadat eerst de voorstanders van de overeenkomst onmiddellijk waren gemobiliseerd. Het is een moeilijke strijd, deze slag is verloren, Israël mag doorgaan met het schenden van de verdragsregels, maar zo is het nu eenmaal. Wij zien dit als een proces en niet een eenmalige gebeurtenis. We gaan dan ook door met onze oproep tot een boycot.

Onze oproep voor een academische en culturele boycot van Israël dateert uit 2004. Vanaf het begin hebben we benadrukt dat het geen boycot tegen individuen is, maar tegen instituten, de meest belangrijke zijn alle Israelische universiteiten, geen één uitgezonderd. In het geval van een culturele boycot ligt het gecompliceerder, aangezien veel werk op een individuele basis wordt gemaakt, films, beeldende kunst enzovoorts. Wij beseffen dat we bijzonder voorzichtig moeten zijn met het geven van adviezen over bepaalde doelen omdat ons uitgangspunt is geen individuen als individuen te treffen, maar ook hier kan sprake zijn van institutionele banden, die geboycot kunnen worden. Nadat we onze oproep hadden gedaan, volgden andere internationale initiatieven voor een boycot. In Groot-Brittannië is het British Committee for Universities of Palestine opgericht, een organisatie van academici, gevestigd in het Verenigd Koninkrijk, om Palestijnse universiteiten, staf en studenten te steunen en om zich te verzetten tegen de voortgaande Israëlische bezetting van Palestijns land met alle bijkomende schendingen van internationale mensenrechtenconventies. En om te protesteren tegen Israels weigering VN-resoluties te respecteren en de ‘advisory opinion’ van het Internationaal Gerechtshof en tegen de voortdurende onderdrukking van de Palestijnse academisch vrijheid. Een soortgelijk initiatief bestaat ook in Canada en daarnaast zijn er nu verschillende organisaties die een boycot van Israël bepleiten. Meer daarover vindt u op onze website: www.pacbi.org

Dr. Islah Jad is als assistant hoogleraar Vrouwen Studies verbonden aan de Birzeit Universiteit. Ze zegt: ‘De oproep tot boycot is een vreedzame actie om op die manier aandacht te besteden aan de afschuwelijke wreedheid van de bezetting, die niet voor eeuwig kan doorgaan. De eerste intifada bracht in 1991 onderhandelingen op gang. Sinds die tijd horen wij politici praten over ‘een vredesproces’ terwijl er in werkelijkheid niets verandert. Integendeel, zoals blijkt uit alle officiële cijfers is sindsdien het in beslag nemen van Palestijns land en de uitbreiding van joodse nederzettingen alleen maar versneld. In de praktijk is de situatie hier in bezet gebied sinds het zogenaamde ‘vredesproces’ sterk verslechterd. De oproep tot boycot is gericht aan de internationale gemeenschap en de publieke opinie in de wereld om druk uit te oefenen op Israël zodat het de ernstige schendingen van het internationaal recht en van de mensenrechten stopt. We proberen aandacht te krijgen voor de Israëlische misdaden tegen de Palestijnse bevolking. Daarnaast werd het zogeheten ‘vredesproces’ op grote schaal gefinancierd door vooral de Europese Unie. De tweede intifada toonde ondubbelzinnig aan dat hulp en ontwikkeling onder de Israëlische bezetting volstrekt nutteloos zijn. Het bewijs werd in 2002 geleverd toen tijdens de grootscheepse militaire invasie van de Palestijnse gebieden in een paar dagen tijd alle hulpprojecten door Israël werden vernietigd. De Europese hulp voedt alleen maar het de bezetting en verdoezelt tegelijkertijd allerlei soorten Israëlische wreedheden. De oproep tot een boycot is om het ware gezicht van de bezetting te onthullen. Soms vernemen we van Europese collega’s dat ze tegen de Israëlische wreedheden zijn, maar desondanks een boycot niet kunnen steunen omdat ze bang zijn van anti-semitisme te worden beticht. Ze willen ons wel op andere fronten helpen, maar dan proberen we duidelijk te maken dat steun onder een bezetting zinloos is. Natuurlijk kunnen we materiele steun gebruiken, er ontbreekt ons van alles. We hebben veel studenten die bij gebrek aan een beurs hun studie niet kunnen afmaken, onze bibliotheken hebben meer boeken nodig, onze laboratoria hebben meer instrumenten nodig. We kunnen wel degelijk materiele steun gebruiken, maar zolang de bezetting doorgaat is dit allemaal toch nutteloos, want de Israelische militairen kunnen op elk moment en overal binnendringen en de zaak vernietigen. In 2002 deden ze in het gebouw van het ministerie van Cultuur hun behoefte in de kopieermachines en sloegen ze computers stuk. Ook deze universiteit wordt door het leger aangevallen, studenten worden opgepakt en gevangen gezet, worden getreiterd en lastig gevallen op weg hier naar toe, worden soms doodgeschoten. Birzeit was maandenlang gesloten, de toegangswegen worden soms afgezet, onze academische vrijheid aan banden gelegd. Daarom, hulp zonder een politieke keuze te maken is niet nuttig, eerder contraproductief, want de terreur van de onderdrukking gaat door.’

Lisa Taraki: ‘Buitenlandse academici en ook anderen kunnen concrete stappen ondernemen door bijvoorbeeld te weigeren deel te nemen aan conferenties, georganiseerd door Israëlische universiteiten. Europese en zelfs Amerikaanse geleerden beginnen dit nu te doen, zonder de eigenlijke motieven te geven. Israëlische academici ontdekken nu dat meer mensen dan voorheen een reden vinden om niet te komen. Academici kunnen ook weigeren om artikelen afkomstig van Israëlische universiteiten te bespreken, of afzien van deelname aan onderzoek dat is gebaseerd op Israëlische universiteiten of weigeren te schrijven voor publicaties van Israëlische universiteiten, zoals ik doe. Ik heb een paar keer gemerkt hoeveel oppositie er in Nederland was tegen een boycot. Naast het intimideren van voorstanders van een boycot met de beschuldiging van anti-semitisme was er het argument dat de boycot tegen de academische vrijheid is gekeerd, die van de Israëli’s wel te verstaan, niet onze academische vrijheid.’
