De Geuzenpenning 3

Namens B'tselem sprak Jessica Montell een dankwoord uit:
'It is with great pride, coupled with humility, that I accept this award on behalf of B'Tselem. Pride because of what this award represents: a living legacy of a courageous group of resistance fighters during World War II who themselves adopted the legacy of resistance hundreds of years earlier. In turn this legacy has inspired a universal message that brings all of us together today: a message of resistance to discrimination, racism and oppression in all of its forms and throughout the world.

And I stand here with humility, as B'Tselem takes its place alongside the group of prior Geuzen medal recipients, individuals and organizations of inestimable courage and conviction dedicated to the cause of freedom and peace. This group embodies the values that B'Tselem has worked tirelessly to uphold throughout our twenty-year history. We appreciate in particular the honor of sharing this award with our colleagues at Al Haq, an organization that mentored B'Tselem in our early years and whose work we respect and admire.

We at B'Tselem are in a unique position as human rights defenders – an organization created from within the society of an occupying power, advocating for the rights of those whose are occupied. It is from this special position that we work to promote human rights protections, and in particular to pursue accountability – public, legal and moral – for the policies and practices that deny Palestinian residents of the Occupied Territories the ability to enjoy their most basic rights. The legal accountability we tenaciously fight for is both on the level of the individual – the soldier and policeman who act with impunity in violating the rights of Palestinians, whether at checkpoints, in arrest operations or in widescale military operations. But we do not stop with pursuing individual accountability, as so many human rights violations are the result of military and government policies at the highest levels. So we demand accountability from the Israeli security forces as a whole for rules of engagement that result in the death and injury of Palestinian civilians, and accountability from the Israeli government for policies that expand settlements and further choke the movement of Palestinians, to name only a few of the issues B'Tselem addresses. Alongside this, we also demand accountability from the international community, calling on those who provide humanitarian assistance to ensure that aid does not take the place of genuine and effective remedies.

Although B'Tselem is operating within the framework of international legal instruments and treaties, implicit in our message to the Israeli public is also a call for moral accountability, essential for a country that repeatedly declares its adherence to democratic values and to humanistic principles embedded in Jewish religious teachings.

This award is given in recognition of the achievements of B'Tselem and Al Haq, and the broader human rights community in Israel and the Occupied Territories that we represent. We take pride in what we have managed to achieved, in spite of the obstacles and set-backs: the abolition of the most severe forms of torture by Israel's security services, the four-year hiatus in carrying out punitive house demolitions, the rerouting of Israel's separation barrier that have benefitted certain villages and individuals.
As these examples illustrate, no success is absolute. Small achievements must be celebrated, but also maintained and built upon. And we see in very graphic terms from Israel's recent military operation in the Gaza Strip - the severe human toll and physical destruction, compounded by the sweeping and unquestioning support of the Israeli public for this operation – just how much work lies ahead. The extent of the harm to the Gaza civilian population from the recent operation is unprecedented. Whole families were wiped out. Children were killed before their parents' eyes. People watched as their loved ones literally bled to death waiting for ambulances that could not reach them. The extensive harm to the civilian population is not, in and of itself, proof of violations of the laws of war. However the allegations are extremely severe. B'Tselem has called upon Israel to conduct an independent and credible investigation into its conduct in Gaza. Such an investigation is mandated by law. It is also in Israel’s best interest, as the Israeli public has a right to know what was done in its name in the Gaza Strip. We also call upon the international community to ensure an impartial and effective investigation into these events and ensure real accountability for all parties found to have violated human rights and IHL.

For us at B'Tselem, our vision is clear: we strive for an Israeli society that recognizes the inherent worth and dignity of every human being; where we all can live in dignity and safety. And we strive for a global community where every human being enjoys equally the full spectrum of rights. We are not naïve. We know well the magnitude of the challenges before us, the political and security obstacles, both locally and globally. Yet we at B'Tselem remain committed and even optimistic that together, working with our allies in Israel, in Palestine and around the world, we can make this vision a reality.

I thank the Geuzen Foundation, and all of you present, for your recognition and support, which contribute so significantly to our ongoing work. We are honored to take our place among the "resistance fighters" for freedom from discrimination, racism and tyranny who have preceded us.'


'Het is met grote trots, maar ook met nederigheid, dat ik deze onderscheiding namens B’Tselem aanvaard. Trots vanwege de betekenis van deze onderscheiding: een levende erfenis van een groep dappere verzetsstrijders in de Tweede Wereldoorlog die op hun beurt teruggrepen op de erfenis van verzet van honderden jaren eerder. Die erfenis heeft uiteindelijk de inspiratie gevormd voor een universele boodschap die ons vandaag allemaal bijeenbrengt: een boodschap van verzet tegen discriminatie, racisme en onderdrukking in al zijn vormen en over de hele wereld.

Ik sta hier ook met nederigheid, terwijl B’Tselem haar plaats inneemt in de groep van begunstigden die de Geuzenpenning eerder mochten ontvangen: mensen en organisaties van onschatbare moed en overtuiging, volledig toegewijd aan het bevorderen van vrijheid en vrede. Deze groep belichaamt de waarden die B’Tselem gedurende haar twintigjarige bestaan onvermoeibaar heeft getracht hoog te houden. We zijn in het bijzonder vereerd dat we deze onderscheiding samen met onze collega’s bij Al- Haq mogen delen, een organisatie die B’Tselem in haar vroege jaren met raad en daad bijstond en waarvan we de werkzaamheden respecteren en bewonderen.

Wij bij B’Tselem verkeren in een unieke positie als verdedigers van mensenrechten; we zijn een organisatie die vanuit de samenleving van een bezettende macht is ontstaan en de belangen behartigt van de mensen die in bezet gebied wonen. Vanuit die speciale positie zetten we ons in om de bescherming van de mensenrechten te bevorderen en met name om het afleggen van verantwoording na te streven - publiekelijk, wettelijk en moreel - voor de beleidsmaatregelen en acties die de Palestijnse bewoners van de Bezette Gebieden de mogelijkheid ontnemen om hun meest fundamentele rechten uit te oefenen. De wettelijke verantwoordelijkheid waarvoor we vasthoudend vechten, gaat verder dan het niveau van het individu - de soldaat en de politieman die ongestraft de rechten van Palestijnen schenden, of het nu bij de controleposten is, bij arrestaties of bij grootschalige militaire operaties. We stoppen niet bij het ter verantwoording roepen van individuen. Veel schendingen van mensenrechten zijn immers het gevolg van militair of overheidsbeleid op het hoogste niveau. Daarom eisen we ook verantwoording van de Israëlische veiligheidstroepen als geheel voor Rules of Engagement die resulteren in doden en gewonden onder Palestijnse burgers, alsook van de Israëlische regering voor het beleid dat gericht is op uitbreiding van de nederzettingen en dat de bewegingsvrijheid van Palestijnen verder beperkt, om maar een paar van de kwesties te noemen die B’Tselem agendeert. Daarnaast eisen we ook dat de internationale gemeenschap verantwoording aflegt, waarbij we een beroep doen op humanitaire hulpverleners om ervoor te zorgen dat de hulp niet de plaats inneemt van echte en effectieve oplossingen.

Hoewel B’Tselem zich beweegt binnen het kader van internationale rechtsinstrumenten en verdragen, bevat onze boodschap aan de Israëlische burgers ook de impliciete oproep tot morele verantwoording, iets wat van essentieel belang is voor een land dat herhaaldelijk verklaart trouw te zijn aan democratische waarden en aan humanistische principes vervat in Joodse leerstellingen.

Deze onderscheiding wordt toegekend ter erkenning van de prestaties van B’Tselem en Al-Haq, en daarmee de grotere mensenrechtengemeenschap in Israël en de Bezette Gebieden die wij vertegenwoordigen. We zijn trots op wat we bereikt hebben ondanks de obstakels en tegenslagen: de afschaffing van de ernstigste vormen van marteling door de Israëlische veiligheidsdienst, de vierjarige afschaffing van huisafbraak als strafmaatregel, de verlegging van Israëls afscheidingsbarrière tot voordeel van bepaalde dorpen en individuen.
Zoals uit deze voorbeelden blijkt, is geen enkel succes absoluut. Kleine prestaties moeten worden gevierd, maar ook in stand worden gehouden en verder worden uitgebouwd. Op basis van de niet mis te verstane beelden van Israëls meest recente militaire operatie in de Gazastrook - de vreselijke prijs in mensenlevens en fysieke vernietiging, gepaard gaande met de breed gedragen en kritiekloze steun van de Israëlische burgers voor deze operatie - kunnen we echter concluderen dat we nog een lange weg te gaan hebben. De omvang van de schade die de burgerbevolking in Gaza bij deze laatste militaire operatie is toegebracht, is ongekend. Hele families werden uitgeroeid. Kinderen werden gedood onder de ogen van hun ouders. Mensen moesten toekijken hoe hun geliefden letterlijk doodbloedden terwijl ze wachtten op ambulances die hen niet konden bereiken. De enorme schade die de burgerbevolking is aangedaan, vormt, op zichzelf, geen bewijs van schending van het oorlogsrecht. Niettemin zijn de beschuldigingen zeer ernstig. B’Tselem heeft Israël dringend verzocht een onafhankelijk en betrouwbaar onderzoek te laten uitvoeren naar haar acties in Gaza. Een dergelijk onderzoek is bij wet opgelegd. Dit is ook in het belang van Israël, omdat de Israëlische burgers het recht hebben om te weten wat er in hun naam is teweeggebracht in de Gazastrook. We doen tevens een beroep op de internationale gemeenschap om ervoor te zorgen dat er een onpartijdig en doelmatig onderzoek naar deze gebeurtenissen wordt uitgevoerd en dat alle partijen van wie komt vast te staan dat zij mensenrechten en internationaal humanitair recht hebben geschonden, ook werkelijk ter verantwoording worden geroepen.

Voor ons bij B’Tselem is onze visie helder: we streven naar een Israëlische samenleving die de intrinsieke waarde en waardigheid van elk menselijk wezen erkent; een samenleving waarin we allemaal met waardigheid en in veiligheid kunnen leven. En we streven naar een wereldgemeenschap waarin ieder mens op gelijke wijze al zijn of haar rechten kan uitoefenen. We zijn niet naïef. We onderkennen maar al te goed de enorme omvang van de uitdagingen die voor ons liggen, de hindernissen in politiek opzicht en op het gebied van veiligheid, zowel regionaal als mondiaal. Wij bij B’Tselem blijven desalniettemin ernaar streven en zijn zelfs optimistisch dat we gezamenlijk, in samenwerking met onze bondgenoten in Israël en Palestina en heel de wereld, deze visie tot werkelijkheid kunnen maken.

Ik dank de Stichting Geuzenverzet en alle aanwezigen voor uw erkenning en steun die zo belangrijk zijn voor de voortgang van ons werk. We zijn vereerd onze plaats in te mogen nemen tussen de ‘verzetsstrijders’ voor vrijheid van discriminatie, racisme en tirannie, die ons zijn voorgegaan.'
