Salomon Bouman 5

Zie:
http://stanvanhoucke.blogspot.com/2008/03/salomon-bouman-3.html

'Just before this latest escalation in violence, the newswire service Associated Press briefly flagged up a report on the Occupied Territories, commissioned by the UN. (Bradley S. Klapper, 'Report: Israeli occupation causes terror', Associated Press, Feb 26, 6:11 PM ET, published on Yahoo news website, http://news.yahoo.com/s/ap/20080226/ap_on_re_mi_ea/un_israel&printer=1). It has since been ignored by the corporate media. The report, authored by UN Special Rapporteur John Dugard, concludes that Palestinian terrorism is the "inevitable consequence" of Israeli occupation. While Palestinian terrorist acts are deplorable, "they must be understood as being a painful but inevitable consequence of colonialism, apartheid or occupation." Dugard, a South African professor of law, accuses the Israeli state of acts and policies consistent with all three. ('Human Rights Situation in Palestine and Other Occupied Arab Territories', Report of the Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, John Dugard, United Nations Human Rights Council, A/HRC/7/17; http://daccessdds.un.org/doc/UNDOC/GEN/G08/402/29/PDF/G0840229.pdf)The report notes that Israel has attempted to justify its attacks and incursions as “defensive operations” aimed at preventing the launching of rockets into Israel. Dugard states clearly that “the firing of rockets into Israel by Palestinian militants without any military target, which has resulted in the killing and injury of Israelis, cannot be condoned and constitutes a war crime.” But he also notes that “serious questions arise over the proportionality of Israel’s military response and its failure to distinguish between military and civilian targets. It is highly arguable that Israel has violated the most fundamental rules of international humanitarian law, which constitute war crimes.” In particular:“Above all, the Government of Israel has violated the prohibition on collective punishment of an occupied people contained in article 33 of the Fourth Geneva Convention.”In the days that followed, as killings and injuries rapidly rose under a massive Israeli assault, we could find not a single mention in any UK national newspaper of this important assessment by the UN Special Rapporteur on the Occupied Territories.'''

Zodra men mensen in groepen gaat indelen, is het eind zoek.

Salomon Bouman 3

'The territorial ambitions of Zionism were clearly spelled out by David Ben Gurion in a speech to a Zionist meeting on October 13, 1936: “We do not suggest that we announce now our final aim which is far reaching – even more so than the Revisionists who oppose Partition. I am unwilling to abandon the great vision, the final vision which is an organic, spiritual and ideological component of my ... Zionist aspirations.” [46]
In the same year, Ben Gurion wrote in a letter to his son:
A partial Jewish State is not the end, but only the beginning. I am certain that we can not be prevented from settling in the other parts of the country and the region.
In 1937, he declaimed:
“The boundaries of Zionist aspirations are the concern of the Jewish people and no external factor will be able to limit them.” [47] In 1938, he was more explicit: “The boundaries of Zionist aspiration,” he told the World Council of Poale Zion in Tel Aviv, “include southern Lebanon, southern Syria, today’s Jordan, all of Cis-Jordan [West Bank] and the Sinai.” [48]
Ben Gurion formulated Zionist strategy very clearly:
After we become a strong force as the result of the creation of the state, we shall abolish partition and expand to the whole of Palestine. The state will only be a stage in the realization of Zionism and its task is to prepare the ground for our expansion. The state will have to preserve order – not by preaching but with machine guns. [49]
In May of 1948 he presented his strategic aims to the General Staff. “We should prepare to go over to the offensive. Our aim is to smash Lebanon, Trans-Jordan, and Syria. The weak point is Lebanon, for the Moslem regime is artificial and easy for us to undermine. We shall establish a Christian state there, and then we will smash the Arab Legion, eliminate Trans-Jordan; Syria will fall to us. We then bomb and move on and take Port Said, Alexandria, and Sinai.” [50]'

Iraqi Cabinet Gives Green Light to Oil Ministry to Sign Deals With
Oil Giants

Iraq's cabinet has given the green light to the Oil Ministry to sign
agreements with international oil companies to help increase the
nation's crude output, a ministry official said Wednesday.

The two-year deals, known as technical support agreements, or TSAs,
are designed to develop five producing fields to add 500,000 barrels
per day to the country's 2.4 million barrels per day output.

Last December, Royal Dutch Shell PLC, BP PLC, ExxonMobil Corp. and
Chevron Corp. submitted technical and financial proposals for the
five fields and received counterproposals from the Iraqi side.

In January, representatives from the companies and Iraq met again in
Amman, Jordan, and they will hold a third round of discussions later
this month, said the official, who spoke on condition of anonymity
because he was not authorized to release information.

In Vienna, Iraq's Oil Minister Hussein al-Shahristani said Iraq
intends to compensate these companies with crude oil rather than in
cash, the Dow Jones Newswires reported Wednesday.

Speaking to reporters as he arrived for a meeting of the Organization
of Petroleum Exporting Countries, al-Shahristani said the Oil
Ministry was still working on the compensation details with the
Development Fund of Iraq, which is controlled by the United States
and the United Nations.

Iraq's average production was 2.4 million barrels per day in January
while exports stood at an average of 1.92 million barrels per day.
December's exports averaged 1.81 million barrels per day.

The oil giants are among more than 70 international firms that met
the ministry's deadline of Feb. 18 to compete to help develop Iraq's
oil reserves, seen as vital to providing the funds to rebuild the
shattered country.'

World Watch bericht:

The Global Diet's Most Costly Ingredients: Meat and Seafood
Consumption of meat and fish is growing rapidly worldwide, but producing this food on a large scale generates enormous health and environmental problems. Meeting the demand for meat and seafood in alternative ways can protect both ecosystems and small farmers, according to Brian Halweil and Danielle Nierenberg, authors of Chapter 5 of State of the World 2008.

The Empire 361

Tomgram: William Hartung, The Cost of a Week in Hell http://www.tomdispatch.com/post/174902

How far off were they? Well, it depends on which figure you choose to start with. Here's the range: According to key officials in the Bush administration back in 2002-2003, the invasion and reconstruction of Iraq was either going to cost $60 billion, or $100-$200 billion. Actually, we can start by tossing that top figure out, since not long after Bush economic advisor Larry Lindsey offered it in 2002, he was shown the door, in part assumedly for even suggesting something so ludicrous.

Deputy Secretary of Defense Paul Wolfowitz championed the $60 billion figure, but added that much of the cost might well be covered by Iraqi oil revenues; the country was, after all, floating on a "sea of oil." ("To assume we're going to pay for it all is just wrong," he told a congressional hearing.) Still, let's take that $60 billion figure as the Bush baseline. If economists Joseph Stiglitz and Linda Bilmes are right in their recent calculations and this will turn out to be more than a $3 trillion war (or even a $5-7 trillion one), then the Bush administration was at least $2,940,000,000,000 off in its calculations.

That definitely qualifies as a ballpark figure for an administration that never saw a budget estimate for one of its imperial dreams that it couldn't hike. Take just one of its major "reconstruction" projects: getting the vast U.S. embassy staff out of a former palace of Saddam Hussein and into a brand-new, almost Vatican-sized "embassy," a genuine mother ship, being built from the ground up inside Baghdad's heavily fortified (and often heavily shelled) Green Zone. Originally scheduled to open in mid-2007, what will undoubtedly be the largest "diplomatic" mission on the planet was initially budgeted for $592 million. Predictably, its price tag soared another $144 million, and now comes in at $736 million, as yet unopened. In December 2007, the State Department officially certified it "substantially complete," but, as with most Bush administration construction projects in that country, it remains in a state of staggering unreadiness; two of the State Department employees who worked on it are now "under criminal investigation"; and the State Department is dragging its feet about handing over relevant documents to Congress. Ho-hum.

Nothing, of course, has been cheap for American taxpayers who are financing the Bush administration's war policies. It's been like putting up money for an administration staffed by shopaholics let loose in Neiman Marcus or gambling addicts freed to roam Las Vegas with no betting limits.

But what does money matter? After all, this administration has been spending as if there were no tomorrow. And now, with tomorrow staring them in the face, the latest scare tactic seems to be claiming that doing anything about present policies will simply be… too expensive. Not long after the price of oil crested above $103 a barrel, Karl Rove, for instance, predicted that any serious "redeployment" from Iraq would mean… $200 a barrel oil.

Sigh… Fortunately, we've got William Hartung, director of the Arms and Security Initiative at the New America Foundation, to try to put Bush spending policies in its wars of choice into perspective. Tom

HUMAN RIGHTS COUNCIL
Seventh sesssion, Item no. 7
3-28 March 2008
Written statement submitted by Badil Resource Center for Palestinian Residency and Refugee Rights, a
non-governmental organization in special consultative status
60 Years of Nakba and Still No Solution to the Question of Palestine that Respects International
Law
60 years after the massive displacement of the Palestinian people (Nakba), Israel pursues its policy of
population transfer by acquiring Palestinian lands and resources by force and imposing a colonial and
apartheid regime in territories under its jurisdiction. Israeli officials are also intentionally and
knowingly targeting civilian areas, in particular in the occupied Gaza Strip. An impartial investigation
is incremental and the perpetrators of these war crimes and crimes against humanity must be held
accountable.
Moreover, while violence between Palestinians and Israelis is often deplored and calls for ceasefire
abound, the root causes and the fundamental rights of the Palestinian people are not addressed. This
approach encourages armed resistance. It is time for the international community to make a strategic
change and adopt an approach that not only condems violence but addresses its root causes and the
fundamental rights of the Palestinian people.
Solutions to this conflict exist. But in order to bring the just and durable peace that everyone seeks,
they must respect the rights of all peoples, including the right of refugees and internally displaced
persons to return home. Unfortunately, Palestinians still witness today a peace process characterised by
real politik, yielding unsustainable 'pragmatic and realistic' solutions.
There are today around 7 million Palestinian refugees who still do not have access to remedy and
reparations, including the right to return and property restitution. As the United Nations is celebrating
the 60th anniversary of the Universal Declaration for Human Rights, justice and dignity for the
Palestinian people is still denied. It is in this context that Badil calls upon all parties to the conflict, in
particular the United Nations, the European Union, Russia and the United States, to adopt a rightsbased
approach that respects international law.
Until then, Badil urges all members of the international community to hold those responsible for war
crimes and crimes against humanity accountable and to undertake measures of Boycott, Divestment
and Sanctions against the government of Israel until it complies with international law.
Badil recommends to:
1. Urge state members of the UN to take measures such as economic sanctions and diplomatic
boycott against Israel for its breach of international law and non-implementation of UN
Resolutions, as well as the advisory opinion of the International Court of Justice on The Legal
Consequences of the Construction of a Wall in the Occupied Palestinian Territory.
2. Undertake a study on the applicability of the crimes of apartheid and population transfer to
Israel's actions in the Occupied Palestinian Territory and Israel.'

'The Gaza Strip: A humanitarian implosion
Executive summary
The situation for 1.5 million Palestinians in the Gaza Strip is worse now than it has ever been since the start of the Israeli military occupation in 1967. The current situation in Gaza is man-made, completely avoidable and, with the necessary political will, can also be reversed.
Gaza has suffered from a long-term pattern of economic stagnation and plummeting development indicators. The severity of the situation has increased exponentially since Israel imposed extreme restrictions on the movement of goods and people in response to the Hamas take over of Gaza and to indiscriminate rocket attacks against Israel. This report illustrates the gravity of the current situation across key sectors.
Humanitarian Access
Movement in and out of Gaza is all but impossible and supplies of food and water, sewage treatment, and basic healthcare can no longer be taken for granted. As a result of the blockade and collapse of the economy, there is little money to buy food and limited food to buy. Food prices are rising and wheat flour, baby milk, and rice, among other essential goods, are increasingly scarce. During the period of May-June 2007 alone, these commodity prices rose 34%, 30% and 20.5% respectively (1).
As the humanitarian crisis intensified, the number of trucks carrying commercial and humanitarian supplies into Gaza plummeted. In the months prior to the tightening of the blockade around 250 trucks a day entered Gaza with supplies (2), now the Sufa crossing is only able to deal with a maximum of 45 trucks a day (3). In most cases, this number is barely reached.
Poverty and Dependency on Food Aid
The number of people living in absolute poverty in Gaza has increased sharply. Today, 80% of families in Gaza currently rely on humanitarian aid compared to 63% in 2006 (4). This decline exposes unprecedented levels of poverty and the inability of a large majority of the population to afford basic food. In 2007, this meant that on average, households were spending approximately 62% of their total income on food compared with 37% in 2004(5).
As a result, food aid increased dramatically to meet the needs of this increasingly impoverished population. In 2008, there are over 1.1 million people – some three-quarters of Gaza's population – who are dependent on food aid. In less than ten years, the number of families depending on UNRWA food aid increased ten-fold(6).
Unemployment
Unemployment in Gaza is close to 40% and is set to rise to 50% (7). The private sector – that generates 53% of all jobs in Gaza – has been devastated, businesses have been bankrupted and 75,000 workers out of 110,000 are now without a job(8). At present, 95% of Gaza's industrial operations are suspended because they cannot access inputs for production nor can they export what they produce (9). In June 2005, there were 3,900 factories in Gaza employing 35,000 people (10). Six months later there were just 195 left employing only 1,750 people. The construction industry is paralysed with tens of thousands of labourers out of work (11). The agriculture sector has also been badly hit and nearly 40,000 workers who depend on cash crops now have no income (12). The lack of employment in Gaza has been compounded by Israel ending its reliance on cheap labour from Gaza. In September 2000, some 24,000 Palestinians crossed out of Gaza every day to work in Israel (13). Today that figure is zero.
Basic Services
The blockade is destroying public service infrastructure in Gaza. The Israeli government prevents the repair and maintenance of the electricity and water service infrastructure in Gaza by prohibiting the import of spare parts. The impact of this is amplified by Israel's parallel punitive restrictions on fuel and electricity to Gaza. Hospitals cannot generate electricity to keep lifesaving equipment working or to generate oxygen, while 40-50 million tons of sewage continues to pour into the sea daily (14).
In September 2007, an UNRWA survey in the Gaza Strip revealed that there was a nearly 80% failure rate in schools grades four to nine, with up to 90% failure rates in Mathematics (15). In January 2008, UNICEF reported that schools in Gaza had been cancelling classes that are high on energy consumption, such as IT, science labs and extra curricular activities (16).
Basic Medical Supplies and Access to Treatment
As a result of fuel and electricity restrictions, hospitals are currently experiencing power cuts lasting for 8-12 hours a day. There is currently a 60- 70 percent shortage reported in the diesel required for hospital power generators.
According to the World Health Organisation, the proportion of patients given permits to exit Gaza for medical care decreased from 89.3% in January 2007 to 64.3% in December 2007, an unprecedented low. It is important to note that even those patients who are granted permits to exit Gaza are often denied access at the crossing itself. Twenty-seven such cases were reported in the month of October alone. WHO has been monitoring the access of patients to specialized health services not available within the Gaza Strip. One main indicator monitored since
October 2007 is the death of patients due to lack of access to referral services. During the period October-December 2007, WHO has confirmed the deaths of 20 patients, including 5 children.
A New Policy for Gaza
The blockade has effectively dismantled the economy and impoverished the population of Gaza. Israel's policy affects the civilian population of Gaza indiscriminately and constitutes a collective punishment against ordinary men, women and children. The measures taken are illegal under international humanitarian law.
Israel has the right and duty to defend itself against indiscriminate rocket attacks against its civilian population, but the current policy fails to provide Israel with increased security and has led to increasing polarisation. As the head of UNRWA has pointed out, 'Hungry, unhealthy, angry communities do not make good partners for peace.'
International efforts should be directed towards securing a swift end to the blockade of Gaza. Israel's current policy of isolation and refusal to engage with all elements of the Palestinian leadership only closes doors to negotiations while reinforcing the political and humanitarian crisis.
There is an urgent need for Palestinian dialogue and reconciliation in order to create and sustain a credible and effective peace process with Israel. The international community must provide the political support to facilitate such an undertaking. To date, failure to address the situation in Gaza has harmed both Palestinians and Israelis and has been detrimental to the broader peace process itself.

De Israelische Terreur 341

Inescapable Hamas
Le Monde Editorial

Three months after the international meeting the United States organized in Annapolis on November 27, 2007, can we still talk about an Israeli-Palestinian peace process? After seven years of subcontracting the Palestinian issue to the Israeli authorities, with the success we see before us, George Bush, supported by the Europeans, had imagined a last-minute re-engagement to save a regional policy shipwrecked in Iraq.
Taking advantage of the bloody rupture between Hamas's Islamists - sole masters of Gaza - and President Mahmoud Abbas's Fatah, Washington had conceived the following plan: favor the Fatah-controlled West Bank and make it the laboratory for the state-to-come, irrigated by donations gathered during the December 2007 Paris conference, so that Hamas, isolated in Gaza, should become the target of Palestinian anger and frustration and so that Palestinian public opinion would turn away from that organization.
For this plan to succeed, however, it would have been necessary for the Gaza Strip, under siege by the Israeli Army since its unilateral withdrawal in September 2005, to disappear into oblivion, preserved by UN transfusions. That was not the case, given Palestinian rocket fire that has spectacularly reversed the scale of deterrence during the last two years of a second Intifada that was too quickly deemed an indisputable Israeli military victory. Twice in the last several weeks, Israeli attempts to put a halt to that rocket fire - which primarily affects civilians, even if it is less deadly than the attacks of armed Palestinian groups during the 2001 to 2004 period - have turned to the Israelis' disadvantage.
First of all, the embargo Labor Defense Minister Ehud Barack wanted sparked the January dynamiting of a part of the border guarded by the Egyptian Army - which is very mistrustful of Hamas, a successor organization to the Muslim Brotherhood Hosni Mubarak's regime continues to incarcerate. The return of Israeli tanks to the alleys of the Jabaliya refugee camp March 1 and 2 was no more fruitful than previous attempts, decimating trapped Palestinian civilians without stopping the rocket fire. From this perspective, the outcome is proving catastrophic even, since the Israeli town of Ashkelon, ten kilometers north of Gaza, is now under fire from Palestinian weaponry more sophisticated than in the past and, according to Jerusalem, acquired thanks to Iran's support.
Consequently, the "West Bank First" plan has achieved precisely what it was supposed to avoid: installing Hamas at the center of the game and to such a degree that the pertinence of Israel, the United States, and the Europeans boycotting a radical organization that is also capable of pragmatism is more than ever open to question.'

'The Gaza Bombshell

By David Rose

Vanity Fair
April 2008 Issue

After failing to anticipate Hamas's victory over Fatah in the 2006 Palestinian election, the White House cooked up yet another scandalously covert and self-defeating Middle East debacle: part Iran-contra, part Bay of Pigs. With confidential documents, corroborated by outraged former and current US officials, David Rose reveals how President Bush, Condoleezza Rice, and Deputy National-Security Adviser Elliott Abrams backed an armed force under Fatah strongman Muhammad Dahlan, touching off a bloody civil war in Gaza and leaving Hamas stronger than ever.
"A Dirty War"
The Al Deira Hotel, in Gaza City, is a haven of calm in a land beset by poverty, fear, and violence. In the middle of December 2007, I sit in the hotel's airy restaurant, its windows open to the Mediterranean, and listen to a slight, bearded man named Mazen Asad abu Dan describe the suffering he endured 11 months before at the hands of his fellow Palestinians. Abu Dan, 28, is a member of Hamas, the Iranian-backed Islamist organization that has been designated a terrorist group by the United States, but I have a good reason for taking him at his word: I've seen the video.
It shows abu Dan kneeling, his hands bound behind his back, and screaming as his captors pummel him with a black iron rod. "I lost all the skin on my back from the beatings," he says. "Instead of medicine, they poured perfume on my wounds. It felt as if they had taken a sword to my injuries."
On January 26, 2007, abu Dan, a student at the Islamic University of Gaza, had gone to a local cemetery with his father and five others to erect a headstone for his grandmother. When they arrived, however, they found themselves surrounded by 30 armed men from Hamas's rival, Fatah, the party of Palestinian president Mahmoud Abbas. "They took us to a house in north Gaza," abu Dan says. "They covered our eyes and took us to a room on the sixth floor."
The video reveals a bare room with white walls and a black-and-white tiled floor, where abu Dan's father is forced to sit and listen to his son's shrieks of pain. Afterward, abu Dan says, he and two of the others were driven to a market square. "They told us they were going to kill us. They made us sit on the ground." He rolls up the legs of his trousers to display the circular scars that are evidence of what happened next: "They shot our knees and feet—five bullets each. I spent four months in a wheelchair."
Abu Dan had no way of knowing it, but his tormentors had a secret ally: the administration of President George W. Bush.
A clue comes toward the end of the video, which was found in a Fatah security building by Hamas fighters last June. Still bound and blindfolded, the prisoners are made to echo a rhythmic chant yelled by one of their captors: "By blood, by soul, we sacrifice ourselves for Muhammad Dahlan! Long live Muhammad Dahlan!"
There is no one more hated among Hamas members than Muhammad Dahlan, long Fatah's resident strongman in Gaza. Dahlan, who most recently served as Abbas's national-security adviser, has spent more than a decade battling Hamas. Dahlan insists that abu Dan was tortured without his knowledge, but the video is proof that his followers' methods can be brutal.
Bush has met Dahlan on at least three occasions. After talks at the White House in July 2003, Bush publicly praised Dahlan as "a good, solid leader." In private, say multiple Israeli and American officials, the U.S. president described him as "our guy."
The United States has been involved in the affairs of the Palestinian territories since the Six-Day War of 1967, when Israel captured Gaza from Egypt and the West Bank from Jordan. With the 1993 Oslo accords, the territories acquired limited autonomy, under a president, who has executive powers, and an elected parliament. Israel retains a large military presence in the West Bank, but it withdrew from Gaza in 2005.
In recent months, President Bush has repeatedly stated that the last great ambition of his presidency is to broker a deal that would create a viable Palestinian state and bring peace to the Holy Land. "People say, 'Do you think it's possible, during your presidency?'" he told an audience in Jerusalem on January 9. "And the answer is: I'm very hopeful."
The next day, in the West Bank capital of Ramallah, Bush acknowledged that there was a rather large obstacle standing in the way of this goal: Hamas's complete control of Gaza, home to some 1.5 million Palestinians, where it seized power in a bloody coup d'état in June 2007. Almost every day, militants fire rockets from Gaza into neighboring Israeli towns, and President Abbas is powerless to stop them. His authority is limited to the West Bank.
It's "a tough situation," Bush admitted. "I don't know whether you can solve it in a year or not." What Bush neglected to mention was his own role in creating this mess.
According to Dahlan, it was Bush who had pushed legislative elections in the Palestinian territories in January 2006, despite warnings that Fatah was not ready. After Hamas—whose 1988 charter committed it to the goal of driving Israel into the sea—won control of the parliament, Bush made another, deadlier miscalculation.
Vanity Fair has obtained confidential documents, since corroborated by sources in the U.S. and Palestine, which lay bare a covert initiative, approved by Bush and implemented by Secretary of State Condoleezza Rice and Deputy National Security Adviser Elliott Abrams, to provoke a Palestinian civil war. The plan was for forces led by Dahlan, and armed with new weapons supplied at America's behest, to give Fatah the muscle it needed to remove the democratically elected Hamas-led government from power. (The State Department declined to comment.)
But the secret plan backfired, resulting in a further setback for American foreign policy under Bush. Instead of driving its enemies out of power, the U.S.-backed Fatah fighters inadvertently provoked Hamas to seize total control of Gaza.
Some sources call the scheme "Iran-contra 2.0," recalling that Abrams was convicted (and later pardoned) for withholding information from Congress during the original Iran-contra scandal under President Reagan. There are echoes of other past misadventures as well: the C.I.A.'s 1953 ouster of an elected prime minister in Iran, which set the stage for the 1979 Islamic revolution there; the aborted 1961 Bay of Pigs invasion, which gave Fidel Castro an excuse to solidify his hold on Cuba; and the contemporary tragedy in Iraq.'

Salomon Bouman 2

Revealed: the US plan to start a Palestinian civil war Report, The Electronic Intifada, 4 March 2008United States officials including President George W. Bush and Secretary of State Condoleezza Rice participated in a conspiracy to arm and train Contra-style Palestinian militias nominally loyal to the Fatah party to overthrow the democratically-elected Hamas government in the Occupied Palestinian Territories, an investigative article in the April 2008 issue of Vanity Fair has revealed. [1]The allegations of such a conspiracy, long reported by The Electronic Intifada, are corroborated in Vanity Fair with confidential US government documents, interviews with former US officials, Israeli officials and with Muhammad Dahlan, the Gaza strongman personally chosen by Bush. The article, by David Rose, recounts gruesome torture documented on videotape of Hamas members by the US-armed and funded militias under Dahlan's control. Hamas had repeatedly alleged such torture as part of its justification for its move to overthrow the Dahlan militias and take full control of the interior of the Gaza Strip in June 2007.Vanity Fair reported that it has "obtained confidential documents, since corroborated by sources in the US and Palestine, which lay bare a covert initiative, approved by Bush and implemented by Secretary of State Condoleezza Rice and Deputy National Security Adviser Elliott Abrams to provoke a Palestinian civil war." The magazine adds that the plan "was for forces led by Dahlan, and armed with new weapons supplied at America's behest, to give Fatah the muscle it needed to remove the democratically-elected Hamas-led government from power."Abrams was one of the key Reagan administration figures involved in the Iran-Contra scandal in the 1980s, whereby the US illegally armed militias in Nicaragua to overthrow the ruling Sandinista government. Abrams was convicted and later pardoned for lying to Congress. While it has been known that the US engaged in covert activity to subvert Palestinian democracy and provoke Palestinians to shed each other's blood, the extent of the personal involvement of top US officials in attempting to dictate the course of events in Palestine -- while publicly preaching democracy -- has only now been brought to light. Bush met and personally anointed Dahlan as "our guy" in 2003. In July 2007, The Electronic Intifada reported on a leaked letter written by Dahlan and sent to the Israeli defense minister in which he confirmed his role in a conspiracy to overthrow then Palestinian Authority President Yasser Arafat for whose replacement Bush had publicly called. Dahlan wrote: "Be certain that Yasser Arafat's final days are numbered, but allow us to finish him off our way, not yours. And be sure as well that ... the promises I made in front of President Bush, I will give my life to keep."The US planning to overthrow the government elected by Palestinians under occupation began immediately after the Hamas movement won a clear victory in the January 2006 election for the Palestinian Legislative Council. Hamas, however, proved "surprising resilient."At a meeting at Abbas' Ramallah headquarters in October 2006, Rice personally ordered Abbas to dissolve the government headed by Hamas' Ismail Haniyeh "within two weeks" and replace it with an unelected "emergency government."When Abbas failed to act promptly on Rice's order, the US stepped up its efforts to arm Dahlan in preparation for the attempted coup. Hamas foiled the coup plot by moving preemptively against Dahlan's gangs, many of whom refused to fight despite being furnished with tens of millions of dollars in weapons and training. The US-conceived "emergency government" headed by a former World Bank official, Salam Fayyad, was eventually appointed by Abbas, but its authority is limited to parts of the Israeli-occupied West Bank. While the United States and Israel were the driving forces behind the civil war and coup plot, others had a hand including several Arab states and their intelligence services. "The scheme," Rose writes, "bore some resemblance to the Iran-contra scandal" in that "some of the money for the [Nicaraguan] contras, like that for Fatah, was furnished by Arab allies as a result of US lobbying."'

Reflections on the History of Zionism and Israel.

U bent welkom.
