Joost Eerdmans?

Zie: http://www.revu.nl/2940

'More Than Half Australia's Farmland Drought-Stricken, Government Says The Associated Press
Tuesday 24 October 2006
Canberra, Australia - More than half of Australia's farm and ranch land is now drought-stricken and an additional 10,000 farmers are eligible for special federal relief, the government said Tuesday.
Acting Prime Minister Mark Vaile said the area eligible for special drought relief has been increased to more than half the nation's farmland, up from a third, as its worst drought in a century bites deeper.
"We are in uncharted waters, if you like, as far as this drought is concerned," Vaile told reporters.
Further government measures could be needed, he said.
"I don't know that we've seen this much of Australia's land mass covered by drought in the past, and it requires a significant response," said Vaile, standing in for Prime Minister John Howard, who is on an overseas trip.
The cost of additional drought aid in interest rate subsidies and farmer welfare payments under so-called exceptional circumstances could be 560 million Australian dollars (US$424 million; €338 million), Vaile said.
"This will take the area of Australia's agricultural land that is now covered by exceptional circumstances support to beyond 50 percent," Vaile said.
Agriculture Minister Peter McGauran said the number of farmers eligible for the emergency support had increased by 10,000 to 72,000.
The new money builds on A$350 million (US$263 million; €210 million) announced by Howard last week in extra government handouts for farmers hit hardest by the drought.
Much of Australia's farming and ranching belt in the south and southeast has been in the grip of a severe drought for up to five years, with rainfall levels far below average, causing problems especially for grain crops such as wheat and barley.
Many officials blame global warming, and some warn that land that has been fertile for hundreds of years may have an uncertain future.'

Zelf schrijft hij op zijn website: '1963 Utrecht, The NetherlandsStedelijk Gymnasium, UtrechtUniversity of Technology (Faculty of Architecture), DelftRoyal Dutch Army -lieutenant platoon commander1990-1992 Franke Bouwkundig Adviesbureau -founder/owner1993-1996 APIX Visual Effects -founder/co-owner1993-1994 Toonder Studio's -consultant new business2002 Lost Boys TV&Streaming Media -consultant new business1993-present: BIG RIVER Pictures -founder/owner'

Zie: http://www.bigriverpics.com/bigriver/content//PRIVE_vik.shtml

Mijn tour of duty.

Men lijkt wel totaal zwakzinnig.

Irak 111

Danny Schechter, de Newsdissectorbericht:

'”The total costs of the war, including the budgetary, social and macroeconomic costs, are likely to exceed $2 trillion, Joseph Stiglitz, the Nobel-winning economist at Columbia, writes in an updated new study with Linda Bilmes, a public finance specialist at Harvard. Their report has just appeared in the Milken Institute Review, as an update on a paper presented earlier this year.
Just to put that $2 trillion in perspective, it is four times the additional cost needed to provide health insurance for all uninsured Americans for the next decade. It is 1,600 times Mr. Bush’s financing for his vaunted hydrogen energy project...

David Swanson: ON CRIME AND PUNISHMENT

The White House has arranged to announce two days before the November 7, 2006, elections a guilty verdict for Saddam Hussein and, no doubt, plans to finally murder him. Meanwhile an appeals process is delaying until at least five days after the elections release of photos of members of the U.S. military and its contractors raping and murdering children and adults at Abu Ghraib.
While use of the death penalty is one of many American practices that much of the world views as barbaric, there can be little doubt that Saddam Hussein is guilty of major crimes stretching far beyond those he's been tried for, and including many in which the United States has been complicit…

Irak 110

De New York Times bericht:

'Iraqi Realities Undermine the Pentagon’s Predictions

BAGHDAD, Oct. 24 — In trying to build support for the American strategy in Iraq, Gen. George W. Casey Jr. said Tuesday that the Iraqi military could be expected to take over the primary responsibility for securing the country within 12 to 18 months.
But that laudable goal seems far removed from the violence-plagued streets of Iraq’s capital, where American forces have taken the lead in trying to protect the city and American soldiers substantially outnumber Iraqi ones.
Given the rise in sectarian killings, a Sunni-based insurgency that appears to be as potent as ever and an Iraqi security establishment that continues to have difficulties deploying sufficient numbers of motivated and proficient forces in Baghdad, General Casey’s target seems to be an increasingly heroic assumption.
On paper, Iraq has substantial security forces. The Pentagon noted in an August report to Congress that Iraq had more than 277,000 troops and police officers, including some 115,000 army combat soldiers.
But those figures, which have often been cited at Pentagon news conferences as an indicator of progress and a potential exit strategy for American troops, paint a distorted picture. When the deep-seated reluctance of many soldiers to serve outside their home regions, leaves of absence and AWOL rates are taken into account, only a portion of the Iraqi Army is readily available for duty in Baghdad and other hot spots.'

'Message from Chief Arvol Looking Horse.

Mitakuye (my relative), I, Chief Arvol Looking Horse, of the Lakota, Dakota, and Nakota Nation, ask you to understand an Indigenous perspective on what has happened in America, what we call "Turtle Island." My words seek to unite the global Community through a message from our sacred ceremonies to unite spiritually, each in our own ways of beliefs in the Creator. We have been warned from Ancient Prophecies of these times we live in today, but have also been given a very important message about a solution to turn these terrible times around. To understand the depth of this message you must recognize the importance ofSacred Sites and realize the interconnectedness of what is happening today, in reflection of the continued massacres that are occurring on other lands and our own Americas.I have been learning about these important issues since the age of 12, upon receiving the Sacred White Buffalo Calf Pipe Bundle and its teachings. Our people have striven to protect Sacred Sites from the beginning of time. These places have been violated for centuries and have brought us to the predicamentthat we are in at the global level.Look around you. Our Mother Earth is very ill from these violations, and we are on the brink of destroying the possibility of a healthy and nurturing survival for generations to come, our children's children. Our ancestors have been trying to protect our Sacred Site called the Sacred Black Hills in South Dakota, "Heart of Everything That Is," from continued violations. Our ancestors never saw a satellite view of this site, but now that those pictures are available, we see that it is in the shape of a heart and, when fast-forwarded, it looks like a heart pumping. The Dine have been protecting Big Mountain, calling it the liver, and we are suffering and going to suffer more from the extraction of the coal from there and the poison processes used in doing so.The Aborigines have warned of the contaminating effects of global warming on the Coral Reefs, which they see as Mother Earth's blood purifier. The Indigenous people of the rainforest relay that the rainforest are the lungs of the planet and need protection. The Gwich'in Nation has had to face oil drilling in the Arctic National Wildlife Refuge coastal plain, also known to the Gwich'in as "Where life begins!"The coastal plain is the birthplace of many life forms of the Animal Nations. The death of these Animal Nations will destroy Indigenous Nations in this territory. As these destructive developments continue all over the world, we will witness many more extinct Animal, Plant, and Human Nations, because of mankind's misuse of power and their lack of understanding of the "balance of life."'

Eros & Thanatos

Succes is groei, is winst, is neoliberalisme.

Klimaatverandering 49

De Independent bericht:

'Tony Blair says global warming is among the biggest threats of our age. But are his plans for a Climate Bill ambitious enough? Here, we offer a more radical manifesto
Set annual targets for emission reductions
The Government's policy of setting ambitious long-term carbon emission reduction targets has failed. Britain's emissions have been rising every year since 2002. A binding carbon reduction target should be determined by Parliament every year and the Government's performance in delivering these reductions must be monitored by an independent body.
Decentralise energy production
There must be generous grants for decentralised energy production (micro-generation). Local authorities should be given binding targets for reducing their carbon footprint.
Rethink aviation policy
Unless action is taken to curb the rise in the number of flights, all other national efforts to reduce emissions will be cancelled out by 2050. The Government must commit itself to working towards a EU-wide tax on airline fuel. The present aviation tax (levied per passenger) should be replaced with a tax on each plane journey (to encourage airlines to fill planes to capacity). And there should be a presumption against airport expansion in planning decisions.
Curb road pollution
The Government must unfreeze the fuel-tax escalator, cynically suspended six years ago, to discourage the second-biggest contributor to UK carbon emissions - car journeys. Road tax should be increased for fuel-inefficient cars.'

De Armeense Genocide 4

Foto van de Armeense genocide.

In Truthdig schrijft Chris Hedges:

'Coveting the Holocaust.

Editor’s Note: The former Middle East bureau chief for The New York Times and author of the bestseller “War Is a Force That Gives Us Meaning” takes a hard look at the political capital of suffering.

I sent my New York University journalism students out to write stories based on any one of the themes in the Ten Commandments. A woman of Armenian descent came back with an article about how Armenians she had interviewed were covetous of the Jewish Holocaust. The idea that one people who suffered near decimation could be covetous of another that also suffered near decimation was, to say the least, different. And when the French lower house of parliament approved a bill earlier this month making it a crime to deny the Armenian genocide I began to wonder what it was she, and those she had interviewed, actually coveted. She was not writing about the Holocaust itself—no one covets the suffering of another—but how it has become a potent political and ideological weapon in the hands of the Israeli government and many in the American Jewish community. While Armenians are still fighting to have the genocide of some 1.5 million Armenians by the Ottoman Turks accepted as historical fact, many Jews have found in the Nazi Holocaust a useful instrument to deflect criticism of Israel and the dubious actions of the pro-Israeli lobby as well as many Jewish groups in the United States. Norman Finkelstein, who for his writings has been virtually blacklisted, noted in “The Holocaust Industry” that the Jewish Holocaust has allowed Israel to cast itself and “the most successful ethnic group in the United States” as eternal victims. Finkelstein, the son of Jewish survivors of the Nazi Holocaust, goes on to argue that this status has enabled Israel, which has “a horrendous human rights record,” to play the victim as it oppresses Palestinians or destroys Lebanon. This victim status has permitted U.S. Jewish organizations (the American Jewish Committee, the American Jewish Congress and others) to get their hands on billions of dollars in reparations, much of which never finds its way to the dwindling number of Holocaust survivors. Finkelstein’s mother, who was in the Warsaw ghetto, received $3,500, while the World Jewish Congress walked away with roughly $7 billion in compensation moneys. The organization pays lavish salaries to its employees and uses the funds to fuel its own empire. For many the Nazi Holocaust is not used to understand and deal with the past, and more importantly the universal human capacity for evil, but to manipulate the present. Finkelstein correctly writes that the fictitious notion of unique suffering leads to feelings of unique entitlement.'

'Opium cultivation in Afghanistan has hit record levels -- up by more than 40 percent from 2005 -- despite hundreds of millions in counternarcotics money, Western officials told The Associated Press.

The increase could have serious repercussions for an already grave security situation, with drug lords joining the Taliban-led fight against Afghan and international forces...'

En: 'About 10 years ago, 90 percent of the trafficking was run by Pashtuns. This year the Pashtuns are running just about half of the trafficking," Costa said. "More than a quarter is now run by Tajik minorities -- whether the minorities are on this side of the border, namely in Afghanistan, or that side of the border, namely in Tajikistan."'

Howard Zinn

De Amerikaanse historicus Howard Zinn schrijft:

'Why War Fails.

I suggest there is something important to be learned from the recent experience of the United States and Israel in the Middle East: that massive military attacks are not only morally reprehensible but useless in achieving the stated aims of those who carry them out.In the three years of the Iraq War, which began with shock-and-awe bombardment and goes on with day-to-day violence and chaos, the United States has failed utterly in its claimed objective of bringing democracy and stability to Iraq. American soldiers and civilians, fearful of going into the neighborhoods of Baghdad, are huddled inside the Green Zone, where the largest embassy in the world is being built, covering 104 acres and closed off from the world outside its walls.I remember John Hersey's novel The War Lover, in which a macho American pilot, who loves to drop bombs on people, and also to boast about his sexual conquests, turns out to be impotent. George Bush, strutting in his flight jacket on an aircraft carrier, and announcing victory in Iraq, has turned out to be an embodiment of the Hersey character, his words equally boastful, his military machine equally impotent. The Israeli invasion and bombing of Lebanon has not brought security to Israel. Indeed, it has increased the number of its enemies, whether in Hezbollah or Hamas, or among Arabs who belong to neither of those groups. That failure of massive force goes so deep into history that Israeli leaders must have been extraordinarily obtuse, or blindly fanatic, to miss it. The memory is not lost to Professor Ze'ev Maoz at Tel Aviv University, writing recently in the Israeli newspaper Ha'aretz about a previous Israeli invasion of Lebanon: "Approximately 14,000 civilians were killed between June and September of 1982, according to a conservative estimate." The result, aside from the physical and human devastation, was the rise of Hezbollah, whose rockets provoked another desperate exercise of massive force. The history of wars fought since the end of World War II reveals the futility of large-scale violence. The United States and the Soviet Union, despite their enormous firepower, were unable to defeat resistance movements in small, weak nations. Even though the United States dropped more bombs in the Vietnam War than in all of World War II, it was still forced to withdraw. The Soviet Union, trying for a decade to conquer Afghanistan, in a war that caused a million deaths, became bogged down and also finally withdrew.Even the supposed triumphs of great military powers turn out to be elusive. After attacking and invading Afghanistan, President Bush boasted that the Taliban were defeated. But five years later, Afghanistan is rife with violence, and the Taliban are active in much of the country. Last May, there were riots in Kabul, after a runaway American military truck killed five Afghans. When U.S. soldiers fired into the crowd, four more people were killed. After the brief, apparently victorious war against Iraq in 1991, George Bush Sr. declared (in a moment of rare eloquence): "The specter of Vietnam has been buried forever in the desert sands of the Arabian peninsula." Those sands are bloody once more. The same George Bush presided over the military attack on Panama in 1989, which killed thousands and destroyed entire neighborhoods, justified by the "war on drugs." Another victory, but in a few years, the drug trade in Panama was thriving as before. The nations of Eastern Europe, despite Soviet occupation, developed resistance movements that eventually compelled the Soviet military to leave. The United States, which had its way in Latin America for a hundred years, has been unable, despite a long history of military interventions, to control events in Cuba, or Venezuela, or Brazil, or Bolivia.Overwhelming Israeli military power, while occupying the West Bank and Gaza, has not been able to stop the resistance movement of Palestinians. Israel has not made itself more secure by its continued use of massive force. The United States, despite two successive wars, in Iraq and Afghanistan, is not more secure.More important than the futility of armed force, and ultimately more important, is the fact that war in our time always results in the indiscriminate killing of large numbers of people. To put it more bluntly, war is terrorism. That is why a "war on terrorism" is a contradiction in terms.'

11 September 2001 (14)

'Ex CIA and Marine Intel Officer: 9/11 Was An Inside Job.
Steve Watson / Infowars.net October 23 2006

An important story that broke over the weekend and may not have been widely picked up was that another former US Intelligence insider has turned whistleblower and concedes that the 9/11 attacks represented a "Neoconservative Neo-Nazi Coup D'etat".
In a review of Webster Tarpley's 9/11 Synthetic Terror: Made in USA, for Amazon, Steele contends that the book is the "strongest of the 770+ books I have reviewed"
Steele goes on:
"I am forced to conclude that 9/11 was at a minimum allowed to happen as a pretext for war (see my review of Jim Bamford’s “Pretext for War”), and I am forced to conclude that there is sufficient evidence to indict (not necessarily convict) Dick Cheney, Karl Rove and others of a neo-conservative neo-Nazi coup d’etat and kick-off of the clash of civilizations (see my review of “Crossing the Rubicon” as well as “State of Denial”). Most fascinatingly, the author links Samuel Huntington, author of “Clash of Civilizations” with Leo Strauss, the connecting rod between Nazi fascists and the neo-cons."
Steele's biography is impressive. He was the second-ranking civilian (GS-14) in U.S. Marine Corps Intelligence from 1988-1992. Steele is a former clandestine services case officer for the Central Intelligence Agency.
He is the founder and president of Open Source Solutions, Inc., and is an acknowledged expert on computer and information vulnerabilities. Steele holds graduate degrees in International Relations and Public Administration from Leigh University and the University of Oklahoma. He has also earned certificates in Intelligence Policy from Harvard University and in Defense Studies from the Naval War College.
This is another example of how far the 9/11 truth movement has come over the past year. Before the 2004 election Steele advocated the re-election of George W Bush. Given what he knows now I don't think that would still be the case.
Last month we highlighted how Bill Christison, a A 28-year CIA career man, former National Intelligence Officer and the Director of the CIA's Office of Regional and Political Analysis had gone public to say 9/11 was an inside job.
Along with 16 year CIA veteran Ray McGovern, this trio have a combined total of over 65 years in intelligence. it's safe to say they know a covert op when they see one.
Over the past couple of years we have seen a deluge of former government and intelligence agency insiders to boldly go public with their doubts about the official story behind 9/11. This is very encouraging and sets the precedent for future whistleblowers who might be considering the same course of action.'

Irak 109

De Independent bericht:

'US in Iraq: We're out of here.

America signals dramatic shift in strategy, saying Iraq will assume responsibility for security in '12 to 18 months'

In the firmest indication yet of a timetable for withdrawal from Iraq, America's most senior general there and its top civilian official have drawn the outlines of a political and military plan that could see a substantial pullout of US troops within 12 to 18 months.
Yesterday's announcement looked like a strategy change carrying implications for British troops in Iraq, although President Bush's aides deny any "dramatic shifts" in policy. It came after Mr Bush's spokesman acknowledged on Monday that the President had cut and run from his signature promise that America would "stay the course" in Iraq.
In a joint press conference in Baghdad, Zalmay Khalilzad, the US ambassador, laid out a series of political steps that he claimed had been agreed by Prime Minister Nouri al-Maliki, including a crackdown on militias, a peace offer to insurgents and a plan for sharing oil revenues. The measures, to be taken over the next year, would amount to a new "national compact" between the Iraqi factions, he said. At the same time, General George Casey, the US commander in Iraq, said the training of Iraqi security forces - essential for any orderly US departure - was 75 per cent complete. Within 12 to 18 months, he said, they would emerge as "the dominant force in Iraq", even though some residual US military presence would be needed (as President Bush himself has indicated).
The rare joint press conference took place amid deepening political turmoil in Washington, where leading members of Mr Bush's own Republican party are demanding a radical rethink of US strategy in Iraq. They argue that current policies have all but failed, as sectarian and anti-American violence threaten to overwhelm the country.
Coming after the White House formally abandoned Mr Bush's previous "stay the course" formulation for US policy, the appearance by Mr Khalilzad and General Casey seemed part of a carefully choreographed exercise to signal, without explicitly saying so, that a timetable for pull-out - long rejected by the President - was in fact taking shape.
The clear purpose was twofold: to reassure voters a fortnight before mid-term elections that the administration had a workable policy for Iraq and that, all appearances to the contrary, that policy was achieving some success. Though 90 US troops have been killed this month, and Iraqi civilian deaths are running at 100 a day or more, General Casey maintained that 90 per cent of the attacks were occurring within a 30-mile radius of Baghdad.
But even he acknowledged the timetable was at the mercy of events on the ground, which Washington was largely powerless to shape. American troop levels might actually have to be increased to cope with the continuing violence in Baghdad, where a return to order is vital if the country is to be stabilised.
Tony Blair, in step with US policy, reassured the Iraqi Deputy Prime Minister, Barham Salih, on Monday that the UK would not "cut and run" from Iraq.
The Prime Minister will face a challenge today from backbench MPs who have scheduled a debate on the Iraq exit strategy. But it will not enable MPs to vote on the issue. "We had a debate and a vote to take us into Iraq. We should have one now to take us out," said one Labour MP.'

The Empire 34

Kevin Tillman joined the Army with his brother Pat in 2002, and they served together in Iraq and Afghanistan. Pat was killed in Afghanistan on April 22, 2004. Kevin, who was discharged in 2005, has written a powerful, must-read document.

'It is Pat's birthday on November 6, and elections are the day after. It gets me thinking about a conversation I had with Pat before we joined the military. He spoke about the risks with signing the papers. How once we committed, we were at the mercy of the American leadership and the American people. How we could be thrown in a direction not of our volition. How fighting as a soldier leaves us without a voice… until we get out.
Much has happened since we handed over our voice:
Somehow we were sent to invade a nation because it was a direct threat to the American people, or to the world, or harbored terrorists, or was involved in the September 11 attacks, or received weapons-grade uranium from Niger, or had mobile weapons labs, or WMD, or had a need to be liberated, or we needed to establish a democracy, or stop an insurgency, or stop a civil war we created that can't be called a civil war even though it is. Something like that.
Somehow America has become a country that projects everything that it is not and condemns everything that it is.
Somehow our elected leaders were subverting international law and humanity by setting up secret prisons around the world, secretly kidnapping people, secretly holding them indefinitely, secretly not charging them with anything, secretly torturing them. Somehow that overt policy of torture became the fault of a few "bad apples" in the military.
Somehow back at home, support for the soldiers meant having a five-year-old kindergartener scribble a picture with crayons and send it overseas, or slapping stickers on cars, or lobbying Congress for an extra pad in a helmet. It's interesting that a soldier on his third or fourth tour should care about a drawing from a five-year-old; or a faded sticker on a car as his friends die around him; or an extra pad in a helmet, as if it will protect him when an IED throws his vehicle 50 feet into the air as his body comes apart and his skin melts to the seat.
Somehow the more soldiers that die, the more legitimate the illegal invasion becomes.
Somehow American leadership, whose only credit is lying to its people and illegally invading a nation, has been allowed to steal the courage, virtue and honor of its soldiers on the ground.
Somehow those afraid to fight an illegal invasion decades ago are allowed to send soldiers to die for an illegal invasion they started.
Somehow faking character, virtue and strength is tolerated.
Somehow profiting from tragedy and horror is tolerated.
Somehow the death of tens, if not hundreds, of thousands of people is tolerated.
Somehow subversion of the Bill of Rights and The Constitution is tolerated.
Somehow suspension of Habeas Corpus is supposed to keep this country safe.
Somehow torture is tolerated.
Somehow lying is tolerated.
Somehow reason is being discarded for faith, dogma, and nonsense.
Somehow American leadership managed to create a more dangerous world.
Somehow a narrative is more important than reality.
Somehow America has become a country that projects everything that it is not and condemns everything that it is.
Somehow the most reasonable, trusted and respected country in the world has become one of the most irrational, belligerent, feared, and distrusted countries in the world.
Somehow being politically informed, diligent, and skeptical has been replaced by apathy through active ignorance.
Somehow the same incompetent, narcissistic, virtueless, vacuous, malicious criminals are still in charge of this country.
Somehow this is tolerated.
Somehow nobody is accountable for this.
In a democracy, the policy of the leaders is the policy of the people. So don't be shocked when our grandkids bury much of this generation as traitors to the nation, to the world and to humanity. Most likely, they will come to know that "somehow" was nurtured by fear, insecurity and indifference, leaving the country vulnerable to unchecked, unchallenged parasites.
Luckily this country is still a democracy. People still have a voice. People still can take action. It can start after Pat's birthday.'

Electronic Intifada:

'In a frightening but long expected move, Israeli prime
minister Ehud Olmert has brought the Yisrael Beitenu party
into his coalition government. The party's leader, Avigdor
Lieberman, is to be vice prime minister and, as "Minister
for Strategic Threats," a key member of Israel's "security
cabinet" in charge of the Iran portfolio.

Yisrael Beitenu is a dangerous extremist party with
fascist tendencies that has openly advocated the
"transfer" of Palestinians, including the transfer of Arab
towns within Israel to a Bantustan-like future Palestinian
entity. It has made clear that a Jewish supremacist state
is more important than a democratic one. The party, whose
strongest base is among Russian immigrants brought to
Israel in the 1990s, surged at the Israeli election
earlier this year, taking eleven seats in Israel's 120
seat Knesset.

Last summer, Israel launched a disastrous war of
destruction against Lebanon, and continues its siege and
onslaught against Palestinians in the occupied territories
which has killed nearly three hundred people in three
months and left hundreds of thousands without sufficient
food, water and electricity. Lieberman has advocated even
more harsh and criminal measures against the Palestinians
and Israel's neighbors.

It is dismaying that the European Union, a key
international actor, seems set to maintain warm, normal
relations with this extremist government, thus giving it
encouragement and legitimacy.

"You will understand that we cannot interfere with the
setting up of a foreign government. This is a matter for
which the concerned State alone is responsible," wrote
Cristina Gallach, the official spokesperson for Javier
Solana, the EU High Representative for foreign policy, in
an email responding to a query about whether the EU would
impose sanctions on Israel if Yisrael Beitenu joined the
government.'

Kernwapens

De kinderarts Helen Caldicott schrijft:

'The Way the World Ends.

With all the hype about North Korea, we're forgetting that the world is still staring down the barrels of thousands of U.S. and Russian ICBMs

It is difficult to underestimate the problems associated with North Korea's recent nuclear weapons test. Following a small atomic explosion in a mountainous area of North Korea of less than one kiloton -- the Hiroshima bomb was 13 kilotons -- the U.S. administration is encouraging draconian economic sanctions to be enacted against a desperately poor country where millions of people are malnourished and that will further ostracize a paranoid regime, while the rest of the world looks on with horror as the nuclear arms race threatens to spiral out of control.

While lateral proliferation is indeed an incredibly serious problem as ever-more countries prepare to enter the portals of the nuclear club, one consistent outstanding nuclear threat that continues to endanger most planetary species is ignored by the international community.

In fact, the real "rogue" nations that continue to hold the world at nuclear ransom are Russia and the United States. Contrary to popular belief, the threat of a massive nuclear attack -- whether by accident, human fallibility or malfeasance -- has increased.

Of the 30,000 nuclear weapons in the world today, the United States and Russia possess 96 per cent of them. Of these, Russia aims most of its 8,200 strategic nuclear warheads at U.S. and Canadian targets, while the U.S. aims most of its 7,000 offensive strategic hydrogen bombs on Russian missile silos and command centres. Each of these thermonuclear warheads has roughly 20 times the destructive power of the bomb dropped on Hiroshima, according to a report on nuclear weapons by the National Resources Defense Council, a U.S. environmental group.

Of these 7,000 U.S. strategic weapons, 2,500 are deployed on intercontinental ballistic missiles that are constantly maintained on hair-trigger alert ready for immediate launching, while the U.S. also maintains some 2,688 hydrogen bombs on missiles in its 14 Trident submarines, most ready for instantaneous launching.

According to the Center for Defense Information, a group that analyzes U.S. defence policy, in the event of a suspected attack, the commander of the U.S. Strategic Air Command has only three minutes to decide if a nuclear attack warning is valid. He has 10 minutes to locate the president for a 30-second briefing on attack options, and the president then has three minutes to decide to launch the warheads and to consider which pre-set targeting plan to use.

Once launched, the missiles would take 10 to 30 minutes to reach their Russian targets.

An almost identical situation prevails in Russia, except unlike the combined U.S. and Canadian NORAD early-warning equipment, the Russian system is decaying rapidly, its early-warning satellites are almost non-functional and it now relies on a relatively primitive over-the-horizon radar to warn it of an imminent secret first-strike attack from the United States.

The Russian military and political leaders are suitably paranoid about this extraordinary post-Cold-War situation. So much so that in January 1995 president Boris Yeltsin came to within 10 seconds of launching his nuclear armada when the launch of a Norwegian weather satellite was misinterpreted in Moscow as a pre-emptive U.S. nuclear attack.

Most towns and cities with populations over 50,000 on the North American continent are targeted with at least one hydrogen bomb. Only 1,000 bombs exploding on 100 cities could induce nuclear winter and the end of most life on earth. There are fewer than 300 major cities in the Northern hemisphere.

Such is the redundancy of nuclear weapons. A U.S. Foreign Military Studies Office report of January 2002, "Prototypes for Targeting America, a Soviet Military Assessment," states that New York City, for example, is the single most important target in the Atlantic region after major military installations. A U.S. Congressional Office of Technology Assessment report, commissioned in the 1980s but still relevant, estimated that Soviet nuclear war plans had two one-megaton bombs aimed at each of three airports that serve New York, one aimed at each of the major bridges, two at Wall Street and two at each of four oil refineries. The major rail centres and power stations were also targeted, along with the port facilities.

The Federal Emergency Management Agency estimates that New York City would be obliterated by nuclear blasts and the resulting firestorms and fallout.'

Alert Net bericht:

'UN says number of ocean 'dead zones' rising fast.

NAIROBI, Oct 19 (Reuters) - The number of "dead zones" in the world's oceans may have increased by a third in just two years, threatening fish stocks and the people who depend on them, the U.N. Environment Programme said on Thursday.

Fertilizers, sewage, fossil fuel burning and other pollutants have led to a doubling in the number of oxygen-deficient coastal areas every decade since the 1960s.

Now experts estimate there are 200 so-called ocean dead zones, compared with 150 two years ago.

"Some successes are being scored but in other areas -- like sewage, nutrients from fertilizer run off, animal wastes and atmospheric pollution; sediment mobilization and marine litter -- the problems are intensifying," UNEP Executive Director Achim Steiner said in a statement.

The first "dead zones" -- where pollution-fed algae remove oxygen from the water -- were found in northern latitudes like the Chesapeake Bay on the U.S. East Coast and the Scandinavian fjords.

Today, the best known is in the Gulf of Mexico, where fertilizers and other algae-multiplying nutrients are dumped by the Mississippi River.

Others have been appearing off South America, Ghana, China, Japan, Australia, New Zealand, Portugal and Britain.

The UNEP said in a statement that experts warn "these areas are fast becoming major threats to fish stocks and thus to the people who depend upon fisheries for food and livelihoods." The full list is expected to be published early next year, but the preliminary findings were released on Thursday at an international marine pollution conference in Beijing, China, which gathered delegates from more than 100 nations.'

De Independent bericht:

'Cracking up: Ice turning to water, glaciers on the move - and a planet in peril.

A new study proves it was global warming that sent an Antarctic ice shelf larger than Luxembourg crashing into the ocean. Geoffrey Lean reports.

Nothing else quite like it has happened at any time in the past 10,000 years. In just over a month an entire Antarctic ice shelf, bigger than a small country, disintegrated and disappeared, altering world atlases for ever.
A new study shows that the catastrophic collapse of the Larsen B shelf, four and a half years ago, was man-made, not an "act of God". It is thought to have been the first time that a major disaster has been proved to have been caused by global warming.
Research at the blue-chip British Antarctic Survey in Cambridge, published last week, has identified the causes of "dramatic warming" of the eastern side of the Antarctic peninsula, where the vast, 3,250 sq km expanse of ice used to be. Gareth Marshall, the lead author of the study, says it marks "the first time that anyone has been able to demonstrate a physical process directly linking the break-up of the Larsen ice shelf to human activity".
The research has also linked the collapse to the hole in the Earth's protective ozone layer that opens up over the Antarctic every southern spring. Nasa scientists reported last week that this year's hole, at a massive 10.6m square miles, is bigger than ever.
It was in March 2002 that the ice shelf - thought to have been stable for thousands of years - suddenly gave way. In just over 30 days an unimaginable 500bn tonnes of ice shattered into tens of thousands of icebergs, drifting in the Weddell Sea. This one event dumped more ice into the Southern Ocean that surrounds Antarctica than all the icebergs of the past 50 years combined. "This is staggering", said the British Antarctic Survey's Dr David Vaughan at the time. "It fell over like a wall and has broken as if into hundreds of thousands of bricks."'

Irak 108

Alert Net bericht:

'DAMASCUS. More than three million Iraqis who have been forced to flee their homes to other areas of Iraq and to neighbouring countries are facing what the United Nations' refugee agency (UNHCR) describes as a "very bleak future" after the agency's budget for offices across the region was halved for the coming year.
Andrew Harper, coordinator for the Iraq unit at UNHCR in Geneva, told IRIN that funds for the agency's Iraq programme have been drastically reduced for 2007 because of donors scaling back their contributions.
As Iraq makes up a significant proportion of UNHCR's work in the Middle East, Lolles said this cut in funds for Iraq roughly halves a region-wide budget that is already "totally insufficient to provide tangible results".
"Iraq has seen the largest and most recent displacement of any UNHCR project in the world, yet even as more Iraqis are displaced and as their needs increase, the funds to help them are decreasing," said Harper. "This growing humanitarian crisis has simply gone under the radar screen of most donors."
Harper added that this reduction of funds had led to the suspension of a number of priority UNHCR projects. These include work to identify and aid the most vulnerable Iraqi refugees, including single mothers, the sick and the elderly.
UNHCR estimates that more than 1.5 million Iraqis are internally displaced in Iraq, including some 800,000 who fled their homes prior to 2003 and 750,000 who have fled since. A further 1.6 million Iraqis are refugees in neighbouring countries, the majority in Syria and Jordan.
Donations to UNHCR's Iraq programme from the United States, European Union nations, Japan and Australia have been in free fall since the start of the US-led occupation of Iraq, despite the ever-increasing numbers of refugees fleeing the deadly violence there.
From a high of US $150 million in 2003, the UNHCR budget for its Iraq programme fell to just $29 million in 2006. One quarter of that budget is allocated to meeting the needs of Iraqi refugees in neighbouring countries Syria, Jordan, Turkey and Lebanon.
Syria hosts the largest Iraqi refugee community in the region. Before the fall of former Iraqi president Saddam Hussein's government in April 2003, the number of Iraqis living in Syria was estimated to be 100,000. Local NGOs estimate the current Iraqi community in Syria to be 800,000.
A report released in May by UNHCR, the UN's children's agency (UNICEF) and the World Food Programme concluded that an some 450,000 Iraqis in Syria "are facing aggravated difficulties" related to their "ambiguous legal status and unsustainable income". The population of Syria is nearly 19 million.'

'Israel admits using phosphorus bombs during war in Lebanon
By Meron Rappaport, Haaretz Correspondent

Israel has acknowledged for the first time that it attacked Hezbollah
targets during the second Lebanon war with phosphorus shells. White
phosphorus causes very painful and often lethal chemical burns to those
hit by it, and until recently Israel maintained that it only uses such
bombs to mark targets or territory.

The announcement that the Israel Defense Forces had used phosphorus bombs
in the war in Lebanon was made by Minister Jacob Edery, in charge of
government-Knesset relations. He had been queried on the matter by MK
Zahava Gal-On (Meretz-Yahad).

"The IDF holds phosphorus munitions in different forms," Edery said. "The
IDF made use of phosphorous shells during the war against Hezbollah in
attacks against military targets in open ground."

Edery also pointed out that international law does not forbid the use of
phosphorus and that "the IDF used this type of munitions according to the
rules of international law."

Edery did not specify where and against what types of targets phosphorus
munitions were used. During the war several foreign media outlets reported
that Lebanese civilians carried injuries characteristic of attacks with
phosphorus, a substance that burns when it comes to contact with air. In
one CNN report, a casualty with serious burns was seen lying in a South
Lebanon hospital.

In another case, Dr. Hussein Hamud al-Shel, who works at Dar al-Amal
hospital in Ba'albek, said that he had received three corpses "entirely
shriveled with black-green skin," a phenomenon characteristic of
phosphorus injuries.

Lebanon's President Emile Lahoud also claimed that the IDF made use of
phosphorus munitions against civilians in Lebanon.

Phosphorus has been used by armies since World War I. During World War II
and Vietnam the U.S. and British armies made extensive use of phosphorus.
During recent decades the tendency has been to ban the use of phosphorus
munitions against any target, civilian or military, because of the
severity of the injuries that the substance causes.'

The Empire 33

'US Plan for New Nuclear Weapons Advances
The United States took another step yesterday toward building a new stockpile of up to 2,200 deployed nuclear weapons that would last well into the 21st century, announcing the start of a multiyear process to repair and replace facilities where they would be developed and assembled and where older warheads could be more rapidly dismantled.
Thomas P. D'Agostino, head of defense programs for the National Nuclear Security Administration (NNSA), told reporters that the "Complex 2030" program would repair or replace "inefficient, old and expensive [to maintain]" facilities at eight sites, including some buildings going back to the 1940s Manhattan Project that built the first atomic bombs. He said the sites - primarily in California, New Mexico, Texas and Tennessee - "are not sustainable for the long term."
Yesterday's announcement comes as the Bush administration is pressing its allies to take harsh steps to halt nuclear weapons programs in both North Korea and Iran that it says are violations of the nuclear Non-Proliferation Treaty. That same treaty calls for the United States and other members of the nuclear club to eliminate their own stockpiles, but it gives no deadline by which that should take place.
The Bush administration plan would replace the aging Cold War stockpile of about 6,000 warheads with a smaller, more reliable arsenal that would last for decades. It would also consolidate the handling of plutonium, the most dangerous of the nuclear materials, in one center that would be built at a site that already houses similar special materials. Another part of the plan would be to remove all highly enriched uranium from the Lawrence Livermore National Laboratory in California, D'Agostino said.
Key to the Bush plan is an expected decision in December by the NNSA on a design for the new "Reliable Replacement Warhead" (RRW). The nation's two nuclear weapons laboratories, Los Alamos and Lawrence Livermore, are competing for the new warhead design. Before going ahead with any new warhead, however, the NNSA would have to get Congress's approval to move into actual engineering development.'

'A freelance journalist and a peace activist of India, J. Sri Raman is theRemembering the Suez Saga

As History Is Repeated

October 2006 marks the 50th anniversary of an important event of modern world history that is going conspicuously unobserved. The Suez crisis of 1956, which should be remembered as a saga of resistance in the Middle East to Western hegemonism, is being pushed into organized oblivion by the current powers and their puppets precisely because of the striking contemporary relevance of the subject.
Noticeably absent among the matters discussed at the Havana summit of the Non-Alignment Movement (NAM) in mid-September was the anniversary, which should actually have been high on its agenda. Suez was one of the major issues to inspire and unite the movement founded just two years before the crisis. The event of half a century ago seemed to belong to a hoary past for Egypt, which was at the center of the storm over the Suez. And India, whose first prime minister Jawaharlal Nehru had then spoken up for Egypt's "sovereign rights," was busier now wrangling support for its nuclear deal with George Bush and watering down the NAM resolution on Iran.
It is mainly sections in Britain, which emerged badly bruised out of the crisis, that are recalling Suez. These recollections - regardless of the political opinions reflected - are also records of remarkable parallels between the situations in the battered region now and then. Whichever way one looks at it, clearly, the lesson of the war lost by a colonialism in its last gasp is primarily one for today's world - conquerors in Washington, whose forebearers played an apparently different role 50 years ago.
To recapitulate the episode briefly, what started it all was the rise to power in Egypt of Abdul Gamal Nasser and his nationalization of the Suez Canal (the narrow, man-made water strip linking the Mediterranean and the Red Sea). The step was intended, not as an economic policy of enlarged state control, but as an angry assertion of a nation's sovereignty over its natural resources. This snowballed into the famous Suez crisis, as Britain (which had lost Egypt as a protectorate) and France saw an opportunity to stage a neo-colonial comeback.
The colonial couple brought Tel Aviv into the conspiracy, thus beginning the process of enlarging the Israel-Palestine conflict into an Israel-Arab confrontation. The United States, then at once anti-colonial and anti-communist, intervened to contain and counter the combined anti-Nasser offensive. Under Secretary of State John Foster Dulles, an "anti-neutrality" or anti-NAM fanatic, however, the US did so only to become the dominant Western power in the region. It continued to play the part to find itself today, as many commentators now point out, in pretty much the same trap as the former colonialists.'

De Guardian bericht:

'Iraq Mayhem Triggers Hunt for Exit Strategy in US and UK .

Frantic efforts are under way in Washington and London to find an exit strategy for Iraq as a renewed surge in violence led George Bush to admit yesterday that tactics there might need to change.
Diplomats and politicians in both capitals are desperately reviewing and debating options that were once regarded as unthinkable.
The review was given added urgency yesterday when 800 gunmen, thought to be part of the Mahdi army militia, ran amok in Amara, a town transferred by the British to Iraqi control two months ago.
A source in the Amara police department said 30 officers and 20 civilians had been killed when the gunmen overran police stations and set up roadblocks. About 500 British soldiers were last night on standby to go back in.
In Washington, Mr Bush said he would consult his top military commanders in Iraq today over whether a change of tactics was necessary. But the president, who is under intense pressure to rethink his Iraq strategy if not his whole approach to foreign policy, said talks with the generals would only concern tactics, not strategy. "We are constantly adjusting tactics so we can achieve our objectives and right now, it's tough," the president admitted to the Associated Press.
With 74 American soldiers already dead in Iraq in October, it is likely to be the worst month for US forces in two years. US officers admitted on Thursday that the effort to pacify the capital, the Baghdad Initiative, had failed.
Pressure for a change of strategy is partly the result of leaks from a review from a study group set up by the former US secretary of state, James Baker, at Mr Bush's request. The leaks from Mr Baker's Iraq Study Group (ISG), which is due to report after next month's Congressional elections, suggest it will recommend a fundamental change of course.
The Foreign Office is conducting a review in tandem with Mr Baker. UK officials said the Foreign Office was "beavering away" on about half a dozen options, roughly the same as those considered by the ISG. One official said discussions were proceeding at "a high tempo".
Among the changes the ISG is expected to recommend is the opening of talks on Iraq's future with Syria and Iran, countries the White House has sought to isolate.
"The failure of the Baghdad initiative is convincing evidence that a military solution is not going to work," said Larry Diamond, a former adviser to the US-led occupation authority in Baghdad who also advised the ISG. "We should be talking to neighbouring Arab states and we think we should be talking to Iran - to broker the compromises which might save the situation," Mr Diamond told the Guardian.
Other options being considered are a redeployment of forces to "super-bases" in Iraq or bases outside the country, pressuring the Baghdad government to find a fairer way of sharing Iraq's oil wealth to give Sunnis a better deal, and even the partitioning of the country into autonomous Kurdish, Sunni and Shia regions - an idea the White House has dismissed as a "non-starter".
British diplomats, including Dominic Asquith, the ambassador to Iraq, and Sir David Manning, ambassador to Washington, have contributed to the ISG.
The Foreign Office is backing the ISG proposal to engage with Iran and Syria. "We are encouraging them to go with that," a Foreign Office source said.'
